:01:08. > :01:16.It is incredibly tiring but also incredibly fulfilling.

:01:59. > :02:02.Talks between Labour and Plaid Cymru will get underway tomorrow,

:02:03. > :02:08.following yesterday's tied vote for First Minister.

:02:09. > :02:10.Despite not winning a majority in last week's election,

:02:11. > :02:12.Carwyn Jones was expected to be reappointed to the top job

:02:13. > :02:14.as his party won the most Assembly Members.

:02:15. > :02:19.But Plaid Cymru nominated it's leader Leanne Wood -

:02:20. > :02:22.she won the backing of the Conservatives and Ukip -

:02:23. > :02:27.Our political editor Nick Servini is at the Senedd.

:02:28. > :02:43.A lot of informal chat and talks about talks, but nothing

:02:44. > :02:49.particularly concrete. The truth is, it has been quiet today. A lot of

:02:50. > :02:53.the AMs have been in their constituencies. Some movement from

:02:54. > :02:56.Ukip who said they might support Carwyn Jones in future but when you

:02:57. > :03:02.look at the list of demands, that seems unlikely. We go full circle

:03:03. > :03:09.and we are left with, I think, the only realistic game in town, which

:03:10. > :03:15.is a Labour and Plaid Cymru deal. Talks tomorrow. The lieutenants

:03:16. > :03:20.rather than generals are being sent in, so we are not aware will be from

:03:21. > :03:26.the Plaid Cymru side of things. In terms of town, from Labour at least,

:03:27. > :03:32.a more conciliatory aspect to the talking. Less of the attack - minded

:03:33. > :03:33.criticism, reflected in a chat I had earlier with this labour

:03:34. > :03:34.representative. It was a difficult day for the whole

:03:35. > :03:37.institution yesterday. We recognise we have

:03:38. > :03:38.got responsibilities We think we have got a mandate to

:03:39. > :03:43.form a Government, in Welsh Labour. We also recognise we have a real

:03:44. > :03:46.responsibility for the way in which we work with other parties,

:03:47. > :03:48.because we recognise So we are having conversations and,

:03:49. > :03:54.in fact, we had a conversation today with Plaid Cymru

:03:55. > :04:01.to arrange for talks. These talks should take place

:04:02. > :04:02.tomorrow. And politicans are accusing other

:04:03. > :04:16.parties of not acting That is right. No shortage of

:04:17. > :04:21.politicians slinging mud at each other. It is a week since the actual

:04:22. > :04:27.election and we still don't have a Government. An inevitable question

:04:28. > :04:31.in all of this is, what do the voters think about it? James

:04:32. > :04:36.Williams has spent the day in Ebbw Vale.

:04:37. > :04:44.A town and area built on steel, with an eye on core of political

:04:45. > :04:49.independence. The people Ebbw Vale are not afraid shaking things up. It

:04:50. > :04:56.was a sensational victory at the 2005 general election, as Labour's

:04:57. > :05:03.safest seat in Wales at the time fell to their former AM Peter. The

:05:04. > :05:07.voters around a Ebbw Vale almost delivered another shock result last

:05:08. > :05:10.week. The expectation beforehand was that Labour would walk it but

:05:11. > :05:16.against the odds Plaid Cymru pushed them all the way, slashing Alan

:05:17. > :05:22.Davies's majority from over 9000 votes to a slender 650. Did you

:05:23. > :05:26.vote? No, we're not interested in

:05:27. > :05:31.politics. OK, not interested. And you voted?

:05:32. > :05:36.I voted Plaid Cymru. I voted Labour.

:05:37. > :05:38.Why did you vote for the different parties?

:05:39. > :05:43.To have a change because they have not been in before.

:05:44. > :05:46.You fancied something different? Yes.

:05:47. > :05:50.Gwyneth, have you always voted Labour?

:05:51. > :05:52.I have great faith in the Labour Party.

:05:53. > :05:57.After yesterday's vote, Labour say Plaid Cymru will have to explain to

:05:58. > :06:03.their voters across Wales why they were on the same side as Ukip.

:06:04. > :06:06.Plaid Cymru have got in coalition with the Conservatives.

:06:07. > :06:12.Did you see that? It was disgusting.

:06:13. > :06:15.You did not like that? She said she was not going to

:06:16. > :06:21.collaborate with anybody, didn't she? And she has gone in with them.

:06:22. > :06:24.I do like her. For Plaid Cymru and the opposition

:06:25. > :06:28.parties, it was about sending a message. Labour does not have a

:06:29. > :06:34.majority. I think both parties were damaged by

:06:35. > :06:37.yesterday's events. For Plaid Cymru, there is the claim be supported Ukip

:06:38. > :06:42.and the Conservatives, which they said they would not doing the

:06:43. > :06:44.election. For Labour it was difficult because Carwyn Jones

:06:45. > :06:47.looked out of control and, when you try to take control of the

:06:48. > :06:52.Government, that is a bad place to be.

:06:53. > :06:56.Wales needs a Government. It was not a bad day for democracy,

:06:57. > :07:00.we saw democracy in action, but Wales needs a Government at the

:07:01. > :07:04.moment. A few more days will not harm things too much.

:07:05. > :07:09.How much do these little events in the Senedd register outside of the

:07:10. > :07:12.Cardiff Bay bubble? Did you see what happened in the Assembly yesterday

:07:13. > :07:19.with the First Minister 's vote? Not all of it. It started and I

:07:20. > :07:24.think I went in the other room. I don't know... I'm not that

:07:25. > :07:29.interested. It is early days in the new Assembly

:07:30. > :07:33.and a long time until the next election. But if events of the last

:07:34. > :07:40.few days have set the tone for this term, it is going to be an

:07:51. > :07:54.biggest question we are trying to answer is what exactly Plaid Cymru

:08:06. > :08:07.Cymru to take a formal party and put together any negotiations in new

:08:08. > :08:12.legislation. That will not be good enough for Plaid. They will have to

:08:13. > :08:17.go back to their supporters and party with a real gain as a result

:08:18. > :08:21.of what has happened and all the indications... The only indication

:08:22. > :08:25.so far say that... Leanne Wood says they will not be a pushover. Also

:08:26. > :08:30.possibly voting reform, they want to look at. All should be revealed

:08:31. > :08:32.tomorrow but it could take some time before they reach a concrete

:10:02. > :10:04.Campaigners fighting to save their school sixth forms

:10:05. > :10:07.shouted out applause when councillors decided not

:10:08. > :10:12.What do we want? Sixth form!

:10:16. > :10:17.Their message couldn't have been clearer and this

:10:18. > :10:23.After two years railing against plans to scrap their sixth

:10:24. > :10:28.form, today it was the plans themselves that were scrapped.

:10:29. > :10:32.Pembrokeshire is languishing towards the bottom of the pile

:10:33. > :10:36.The Council say that, of those who do go on to do

:10:37. > :10:39.A-levels, a quarter of them drop out.

:10:40. > :10:42.In a bid to drive up performance, they wanted to merge two failing

:10:43. > :10:47.schools and build a new one minus a sixth form,

:10:48. > :10:51.hiving that off a specialist centre at Pembrokeshire College,

:10:52. > :10:57.which they argue would have offered greater choice.

:10:58. > :10:59.I hoped that councillors would see this as an amazing opportunity,

:11:00. > :11:03.rather than just carry on with the status quo.

:11:04. > :11:05.We are not doing well with education.

:11:06. > :11:08.Our results are incredibly low and we have just

:11:09. > :11:11.proposed that we carry on doing that and nothing new has come out of this

:11:12. > :11:14.whole consultation, which is incredibly sad.

:11:15. > :11:20.Tensions have always run high over these proposals, and there had been

:11:21. > :11:23.fears that time was running out to secure vital funding

:11:24. > :11:28.for a new school, but campaigners say they were right to hold out.

:11:29. > :11:30.Quite frankly, it is better to get it...

:11:31. > :11:34.For the time frame in terms of finances to be tighter,

:11:35. > :11:36.to get it right, rather than for the council to relax

:11:37. > :11:40.It is too big a decision for the next half century

:11:41. > :11:43.and the next generation of students in this town and county.

:11:44. > :11:48.St David's and Fishguard supported these plans and, for them,

:11:49. > :11:51.a new sixth form centre at Pembrokeshire College will go

:11:52. > :11:55.ahead, just not on the scale the council had hoped,

:11:56. > :11:58.and for those in Haverford West, well, it's back

:11:59. > :12:02.What do we want? Sixth form!

:12:03. > :12:04.A GP surgery with almost four thousand patients in Conwy has

:12:05. > :12:06.announced it will be terminating its

:12:07. > :12:11.Betsi Cadwaladr Health Board says it will write to patients

:12:12. > :12:14.of the Llys Meddyg practice to keep them informed of developments.

:12:15. > :12:17.It follows similar moves by GPs in Prestatyn,

:12:18. > :12:23.Also in Conwy, 10,000 households will have their rubbish

:12:24. > :12:27.collected once a month instead of once a fortnight as part

:12:28. > :12:32.Recycling will still be picked up weekly.

:12:33. > :12:38.The money-saving changes are expected to start in July

:12:39. > :12:42.Nearly a quarter of Welsh households live in poverty.

:12:43. > :12:47.At 23%, that's only 2% less than in 1999, despite it

:12:48. > :12:50.being a priority for successive Welsh governments.

:12:51. > :12:57.In more than half of poor families, someone has a job.

:12:58. > :12:59.But the charity, Oxfam Cymru, has been piloting a new way

:13:00. > :13:03.of tackling the issue, which it says changes lives

:13:04. > :13:06.Our economics correspondent, Sarah Dickins,

:13:07. > :13:12.has been to visit Banwen, at the top of the Dulais Valley.

:13:13. > :13:15.This is where the coalfield and the Brecon Beacons meet.

:13:16. > :13:17.Now the industry is largely gone, it is among the poorest

:13:18. > :13:22.Until now, the Welsh Government's approach to tackling poverty has

:13:23. > :13:25.been to focus support on the entire local area.

:13:26. > :13:30.In contrast, Oxfam Cymru's approach concentrates on individuals.

:13:31. > :13:34.I didn't feel confident about anything, and I couldn't,

:13:35. > :13:49.so I felt I was really stuck in a rut.

:13:50. > :13:52.To prove he was trying to find work and get jobseeker's allowance,

:13:53. > :13:56.But he could not use a computer and his benefits were cut.

:13:57. > :13:58.Tim is now part of Oxfam's Building Livelihoods project.

:13:59. > :14:06.It is to improve my confidence and lift myself esteem

:14:07. > :14:08.and the courses like IT, English and maths,

:14:09. > :14:15.This used to be an industrial community - a coal community.

:14:16. > :14:18.Now it is classed as a rural one and the push is to come

:14:19. > :14:21.here for walking and mountain biking.

:14:22. > :14:24.In a similar way, the Oxfam project is not looking at the skills people

:14:25. > :14:27.don't have, but instead trying to look at what they can do

:14:28. > :14:33.The charity says the new approach pays dividends.

:14:34. > :14:35.Just because people live close by, it does not mean

:14:36. > :14:39.Isn't the best way out of poverty jobs?

:14:40. > :14:43.And actually, only about 12 out of 100 people that have been

:14:44. > :14:48.A lot of the people we're working with are long-term unemployed

:14:49. > :14:51.and have a huge number of very complex difficulties.

:14:52. > :14:54.Obviously, work is a good long-term route out of poverty,

:14:55. > :15:01.but we have to get people ready for their journey to work.

:15:02. > :15:04.Also, we need to understand that work in Wales is not as much

:15:05. > :15:06.of a route out of poverty as it once was.

:15:07. > :15:09.More than half of poorer families in Wales are in poverty,

:15:10. > :15:11.despite the fact that someone has a job.

:15:12. > :15:13.Jan moved to Banwen with her disabled husband

:15:14. > :15:20.It left me with major problems, anxiety issues...

:15:21. > :15:26.Having been helped by the Oxfam Cymru project,

:15:27. > :15:29.she now works as a volunteer teaching jewellery

:15:30. > :15:35.To help someone, if they achieve that little thing, and you've

:15:36. > :15:39.been a part of that, it's like, "I did that."

:15:40. > :15:42.The charity claims that, for every ?1 spent on the project,

:15:43. > :16:10.A roll call by the Manic Street Preachers in their anthem for Wales'

:16:11. > :16:15.Eurovision 2016 campaign. Musically it has a feel as if it can

:16:16. > :16:20.be sanguine a terrace. I think that is what you need from one of these

:18:02. > :18:08.hotels and businesses, and homes. It is fantastic. People talk about,

:18:09. > :18:13.Navy the Welsh do not have that can do mentality, but I say rubbish. --

:18:14. > :18:19.maybe they do not. It was not all plain sailing.

:18:20. > :18:21.Hopefully it is like that but there are worse struggles. Especially in

:18:22. > :18:25.our early years. What were your highlights for

:18:32. > :18:36.exchange, every one of us was a shareholder, and it was a big day.
