:01:40. > :01:43.He's announced a 100-day plan of action for the Welsh government.

:01:44. > :01:47.A deal was struck between Labour and Plaid Cymru but both parties say

:01:48. > :01:52.Plaids' leader, Leanne Wood, didn't pull any punches,

:01:53. > :01:55.accusing Labour of bullying tactics last week.

:01:56. > :02:09.Our political editor Nick Servini now on a big day in the Assembly.

:02:10. > :02:16.TRANSLATION: I will recommend to Her Majesty the appointment of Carwyn

:02:17. > :02:20.Jones as First Minister. A week after it was supposed to have

:02:21. > :02:24.happened, Carwyn Jones was officially nominated as First

:02:25. > :02:28.Minister, and it was far from being a victory speech after the events of

:02:29. > :02:32.last week, when his nomination was effectively blocked by the

:02:33. > :02:36.opposition parties. For the fifth time in a row, the Welsh people have

:02:37. > :02:40.asked Welsh Labour to form government and they have said

:02:41. > :02:44.proceeds but with caution and humility, because we have no

:02:45. > :02:49.majority. It was in marked contrast to the tone adopted by Plaid Cymru

:02:50. > :02:53.leader Leanne Wood, who wasted no time in going on the attack. If that

:02:54. > :02:57.party thinks they're bullying last week will stop Plaid Cymru from

:02:58. > :03:03.voting in a similar way in the future to hold you to account, then

:03:04. > :03:07.think again. I am not sorry for what happened last week and I will do it

:03:08. > :03:12.again if I have to make Labour realise that they are running a

:03:13. > :03:15.minority government. You would be forgiven for thinking that the two

:03:16. > :03:19.parties had not been in talks with each other over the past few days to

:03:20. > :03:23.try to break the deadlock that had prevented the formation of a new

:03:24. > :03:28.government. But that is what has happened and they have agreed a plan

:03:29. > :03:31.to work together. The deal means the new Labour administration will

:03:32. > :03:35.prioritise, among other things, the setting up of a new medical

:03:36. > :03:39.treatment fund and will review the way patients are assessed, there

:03:40. > :03:44.will also be a plan to increase the nub of GPs and the creation of a

:03:45. > :03:48.national infrastructure commission. But there was no agreement on some

:03:49. > :03:54.of the subjects that split the two parties, such as reform of the

:03:55. > :03:58.voting system and proposals for a ?1 billion M4 relief road around

:03:59. > :04:02.Newport. What we have done is identified areas of common ground

:04:03. > :04:12.between the two parties. There are a few areas where that has happened.

:04:13. > :04:16.This was looking at particular issues. The leader of the Welsh

:04:17. > :04:21.Conservatives said there were still many unanswered questions. On

:04:22. > :04:24.infrastructure projects, large infrastructure projects, it is

:04:25. > :04:29.important that some clarity is brought around the debate of the M4

:04:30. > :04:33.relief road. This is an opportunity now for a new government to map out

:04:34. > :04:38.and press the green light on what the option is. Ukip promised to is

:04:39. > :04:43.shake things up and they certainly proved controversial when the leader

:04:44. > :04:46.of the party's group, Neil Hamilton, was accused of using sexist language

:04:47. > :04:52.for this description of Kirsty Williams and Leanne Wood. I am

:04:53. > :04:59.afraid these two ladies have just made themselves political concubines

:05:00. > :05:04.in Carwyn Jones' harem. What a gruesome prospect that must be.

:05:05. > :05:08.Whatever the prospects, the time has finally come for the fifth Assembly

:05:09. > :05:12.term to begin. The next step is a new cabinet which will be put

:05:13. > :05:13.together over the next few days, after Carwyn Jones has been sworn in

:05:14. > :05:16.as First Minister. A "stronger, clearer" devolution

:05:17. > :05:18.settlement for Wales. That's the promise from

:05:19. > :05:20.the Queen's Speech today Our parliamentary correspondent

:05:21. > :05:37.David Cornock is at Westminster The Wales Bill is one of 21 new laws

:05:38. > :05:44.promised in this Queen's Speech. 16 of which will affect us in Wales,

:05:45. > :05:46.from spaceports to the speed of your broadband.

:05:47. > :05:49.It's something people who live in urban areas take for granted -

:05:50. > :05:53.But for Frank Jordan, and many like him in rural

:05:54. > :05:57.Frank lives in a hamlet near St Asaph in Denbighshire.

:05:58. > :06:00.You can't have a phone on and the laptop or the television

:06:01. > :06:03.and the laptop, it has got to be one or the other.

:06:04. > :06:06.You also notice at peak times when maybe the children arrive

:06:07. > :06:09.from school and more people are using it, the signal

:06:10. > :06:13.The Queen's Speech promised the right for every household

:06:14. > :06:19.This offers so many opportunities to communities in rural Wales

:06:20. > :06:27.that sometimes have not had that fast access,

:06:28. > :06:30.they will now have access to that which will provide so many

:06:31. > :06:38.Some of the new laws announced today sounded a bit familiar.

:06:39. > :06:41.My government will continue to work in cooperation with

:06:42. > :06:49.To implement the extensive new powers in the Scotland Act

:06:50. > :06:53.and establish a strong and lasting devolution settlement in Wales.

:06:54. > :06:56.A strong and lasting settlement is what the government promised last

:06:57. > :07:02.year, only to be forced by opponents to rethink its plans.

:07:03. > :07:06.The new, revised Wales Bill will offer similar changes.

:07:07. > :07:08.More power for the Welsh government and Assembly over

:07:09. > :07:15.And more say over its own affairs, the right to call itself

:07:16. > :07:21.a parliament and allow 16-year-olds the vote.

:07:22. > :07:25.But with details yet to emerge, opposition parties are sceptical.

:07:26. > :07:28.I don't think there was much mention of Wales in it.

:07:29. > :07:31.We heard about the Northern Powerhouse but we have not had any

:07:32. > :07:34.dates about the electrification of the railway, nothing

:07:35. > :07:43.at all in North Wales, and nothing more about the tidal lagoon.

:07:44. > :07:45.These are important infrastructure projects and I would

:07:46. > :07:55.That will be our aim when that Bill is presented.

:07:56. > :07:57.But the Wales of the future could look rather different,

:07:58. > :08:02.Llandbedr Airfield, near Harlech, is still in the running to be chosen

:08:03. > :08:09.But with a final decision still to be taken, we will have

:08:10. > :08:23.And MPs will spend the next week debating the contents of this

:08:24. > :08:24.Queen's Speech, when they are not arguing about the EU referendum,

:08:25. > :08:27.that is. Unemployment has continued to fall

:08:28. > :08:30.in Wales and is once again lower than the UK average,

:08:31. > :08:32.according to latest The rate of unemployment for January

:08:33. > :08:37.to March fell to 4.8% - In the last year, Wales also saw

:08:38. > :08:43.the biggest proportional increase in employment

:08:44. > :08:58.across the United Kingdom. The family of a 15-year-old boy from

:08:59. > :09:03.Pembrokeshire who died suddenly have described him as a much loved son,

:09:04. > :09:05.grandson and a brother with a heart of gold. Police have launched an

:09:06. > :09:08.investigation. The former Police and Crime

:09:09. > :09:10.Commissioner for Dyfed-Powys has strongly criticised

:09:11. > :09:11.Carmarthenshire Council Writing on his personal website,

:09:12. > :09:17.Christopher Salmon, who lost the job following an election earlier this

:09:18. > :09:20.month, likened the local authority to a "Sicilian cartel"

:09:21. > :09:23.with a bullying nature. He also says some police officers

:09:24. > :09:25.need to learn they work for Carmarthenshire Council said it

:09:26. > :09:30.would not respond I think there are particular

:09:31. > :09:38.problems of accountability in Wales. There is an unwillingness

:09:39. > :09:44.to challenge authority, there is an unwillingness to ask

:09:45. > :09:49.difficult questions of people in authority, there is not

:09:50. > :09:53.sufficient opposition debate and real engagement that we need

:09:54. > :09:57.to see to get good government. Choosing a school isn't always

:09:58. > :10:00.straightforward for parents. In Cardiff, hundreds of families

:10:01. > :10:03.have been left disappointed after failing to get their child

:10:04. > :10:06.into a secondary school, But with other schools struggling

:10:07. > :10:10.to fill their places, the council say they're aiming to

:10:11. > :10:14.improve standards across the board. Here's our education correspondent

:10:15. > :10:17.Bethan Lewis. Most parents know by now

:10:18. > :10:20.which school their children will be But for some, like Zeph Shears,

:10:21. > :10:26.there is still uncertainty. She wanted her 11-year-old Aaron

:10:27. > :10:30.to go to Cardiff High School, like his older brother Rhys,

:10:31. > :10:34.but their home is not within the catchment

:10:35. > :10:36.and Aaron didn't get in. I said, if this had happened

:10:37. > :10:42.with Rhys, yes, but then I would not have even entertained it

:10:43. > :10:45.for my other children. But because the system allowed it

:10:46. > :10:49.to work for Rhys, I wrongly assumed I was in a stronger position

:10:50. > :10:52.with Aaron for going Zeph and her four children recently

:10:53. > :10:59.moved in with her mother who lives in the catchment

:11:00. > :11:03.but her appeal still failed. And many families who applied

:11:04. > :11:06.from within the catchment area also did not get places at the school,

:11:07. > :11:10.which has had some of the best Overall, there were 635 applications

:11:11. > :11:18.for only 240 places. We want every school in Cardiff

:11:19. > :11:21.to be an excellent school. The choice of schools

:11:22. > :11:23.for parents is driven by whether they want Welsh,

:11:24. > :11:28.whether they want an LEA place, or whether they want a faith plays,

:11:29. > :11:32.or geography, rather than worry But elsewhere in the capital,

:11:33. > :11:39.Eastern High School in Rhymney has It has been put in special

:11:40. > :11:45.measures by the inspectors, who gave it one of its worst

:11:46. > :11:47.ever reports, and GCSE results here were the worst

:11:48. > :11:51.in Wales last summer. But the head, given the job

:11:52. > :12:01.of turning the school around, We want parents to see the school

:12:02. > :12:06.as it really is so they know exactly If parents want to send

:12:07. > :12:11.their children here or are interested,

:12:12. > :12:13.they come at any time. I don't want to be

:12:14. > :12:16.a used car salesman. I want people to see it and see

:12:17. > :12:20.that we are actually doing things, Competition for places,

:12:21. > :12:24.a long-standing fact of life in the south-east of England,

:12:25. > :12:27.is now a well-established issue The days of automatically

:12:28. > :12:32.going to the local school Parents have to navigate admissions

:12:33. > :12:37.policies, application forms And while there is choice and a big

:12:38. > :12:43.variation in standards, some schools are always going to be

:12:44. > :12:48.more popular than others. But Zeph and her family feel

:12:49. > :12:52.let down by the system. Aaron is still left on his home

:12:53. > :12:55.with no school place, with no friendship group,

:12:56. > :13:00.and his outlook on it is not Some parents still face tough

:13:01. > :13:06.decisions about where to send their children,

:13:07. > :13:09.while the council says it regrets the situation facing

:13:10. > :13:12.any parent who does not New Cardiff City boss Paul Trollope

:13:13. > :13:22.speaks of his long-time ambition to take the reins and says he has

:13:23. > :13:26.clear ideas for the club. But can the National Trust find

:13:27. > :13:38.the right farmer for the job? Securing funding and finding talent

:13:39. > :13:55.are two of the main problems faced Let's go back to events at the

:13:56. > :14:00.Assembly today. Let's pick up on those highly

:14:01. > :14:03.critical comments from the Plaid Cymru leader Leanne Wood about

:14:04. > :14:10.labour and about Carwyn Jones in today's session. I am confused. I

:14:11. > :14:14.thought you were supposed to be and have done a deal with Labour, and

:14:15. > :14:19.yet you call them arrogant, complacent and having a sense of

:14:20. > :14:24.entitlement. What we saw from the events last week is just that. The

:14:25. > :14:30.vote was tied and we forced labour to come to the table and offer some

:14:31. > :14:34.concessions. Real gains for people, actually, throughout the country, as

:14:35. > :14:39.a result of as allowing that nomination to go through. We have

:14:40. > :14:43.now won four people a new drugs and treatments fund which ends the

:14:44. > :14:47.postcode lottery, and infrastructure commission which will enable us to

:14:48. > :14:51.push for our key projects, which will include a vet school in

:14:52. > :14:56.Aberystwyth, a valleys construction college. I can see what you have

:14:57. > :15:00.tried to achieve with it but you have been working together all week

:15:01. > :15:07.and today, highly critical of them. What is going on? I am the Leader of

:15:08. > :15:10.the Opposition. Plaid Cymru are the official opposition and we intend to

:15:11. > :15:15.hold this government to account. They don't have a majority, they are

:15:16. > :15:18.going to have to deal with another party to get their budget through

:15:19. > :15:23.and every other piece of legislation through. Given what happened last

:15:24. > :15:27.week, the way they smeared Plaid Cymru over talks we had with Ukip

:15:28. > :15:32.and the Tories about that though last week, they will find it very

:15:33. > :15:36.difficult to deal with those two parties now so they can only really

:15:37. > :15:41.deal with Plaid Cymru. We intend to get our manifesto commitments

:15:42. > :15:46.through as a result of that. Isn't that confusing for boaters. You have

:15:47. > :15:51.spent a campaign laying into Labour and now you have done a deal with

:15:52. > :15:55.them. They are the biggest party, they have the right to try to form

:15:56. > :15:59.an administration and that is what they have done. But they did not

:16:00. > :16:03.have an unquestionable right to do that and what we did last week

:16:04. > :16:07.showed them that they are a minority government and they have to work

:16:08. > :16:13.with other parties. Neil Hamilton described you as being one of Carwyn

:16:14. > :16:19.Jones' Carwyn Jones' divines today. I don't think we have any place for

:16:20. > :16:24.sexism, racism or homophobia in our national Assembly and I will not put

:16:25. > :16:29.up with that. It was a really fiery session ended today and even though

:16:30. > :16:33.we have still got a Labour government without an overall

:16:34. > :16:38.majority, just like the past five years, it has a very different feel

:16:39. > :16:43.about it. Almost a Parliamentary field. Whether that leads to better

:16:44. > :16:44.government and better policy decisions is an entirely separate

:16:45. > :16:49.matter. Securing funding and finding talent

:16:50. > :16:51.are two of the main problems faced by new technology firms hoping

:16:52. > :16:54.to get off the ground. Now, a new not-for-profit company's

:16:55. > :17:00.been launched to help support them Innovation Point in Newport

:17:01. > :17:04.will offer advice and help bring people together, as our business

:17:05. > :17:17.correspondent Brian Meechan These insulin pumps made by... Are

:17:18. > :17:22.smaller and more discreet than the alternatives used by people with

:17:23. > :17:26.type one diabetes. This is the type of company that Innovation Point has

:17:27. > :17:32.been setup to help. It is based in Swansea and employs 120 workers.

:17:33. > :17:37.Operating since 2002, its pubs are only now reaching the market, having

:17:38. > :17:41.gone through the rigorous design and testing needed to pass the

:17:42. > :17:45.regulations required for medical devices. It comes with especially

:17:46. > :17:49.designed handset which monitors the pub and feeds the information back

:17:50. > :17:54.to the patient and medical staff. The whole system has taken tens of

:17:55. > :17:59.millions of pounds to develop. We had the pump working quite a long

:18:00. > :18:04.time ago but to make sure we are up to scratch, we cover all the safety

:18:05. > :18:09.issues, make sure that everything is fail-safe, that takes a long time. A

:18:10. > :18:14.recent report found that over 43,000 people were employed in the digital

:18:15. > :18:20.technology sector in Wales. And it was responsible for contributing

:18:21. > :18:25.?600 million to the Welsh economy. But 59% of the businesses questioned

:18:26. > :18:28.highlighted limited talents of light as a problem. 48 present identified

:18:29. > :18:36.accessing finance as another difficulty. We focus on five areas.

:18:37. > :18:39.Bringing people together, offering advice and helping to find funding

:18:40. > :18:44.are some of the key areas that Innovation Point plans to tackle. It

:18:45. > :18:48.is funded by the Welsh government with the private sector offering

:18:49. > :18:52.expertise. The more you look into this, the more you realise there is

:18:53. > :18:58.a lot of funding out there but very little awareness or capability to

:18:59. > :19:02.get that funding. It is a very complicated environment to identify

:19:03. > :19:06.the opportunities and also, if you identify a good opportunity and you

:19:07. > :19:10.form a partnership, it is really challenging to do the documentation

:19:11. > :19:15.necessary to win the bid. The test for Innovation Point will be whether

:19:16. > :19:18.it can help companies like this when to reach their potential, allowing

:19:19. > :19:21.them to grow and create skilled jobs along the way.

:19:22. > :19:23.Paul Trollope is the new boss at Cardiff City Football Club.

:19:24. > :19:26.His appointment as head coach was confirmed this morning

:19:27. > :19:29.and he succeeds Russell Slade, who has taken up the post

:19:30. > :19:33.The 43-year-old former Wales midfielder says it's

:19:34. > :19:35.been his long-time ambition to take the reins at the club,

:19:36. > :19:41.The man given the task of leading Cardiff City to a top six finish

:19:42. > :19:48.Confirmed as Russell Slade's successor, he says accepting the top

:19:49. > :19:53.job was a no-brainer, insisting he will be his own man.

:19:54. > :19:56.Every coach, every manager has their own personal philosophies

:19:57. > :20:00.of how they want the game played, what they expect of the players,

:20:01. > :20:03.both on and off the pitch, and I will be bringing my

:20:04. > :20:07.There will be fresh blood in the staff as well.

:20:08. > :20:10.That is my aim, which hopefully will happen sooner

:20:11. > :20:16.As a player, he spent time with a variety of clubs,

:20:17. > :20:19.the midfielder winning nine international caps for Wales.

:20:20. > :20:22.As head coach and then manager, he steered Bristol Rovers

:20:23. > :20:25.to promotion from League 2 and after spells with Birmingham

:20:26. > :20:29.and Norwich City, moved to work under Russell Slade at Cardiff

:20:30. > :20:36.Today, he was announced as Cardiff City boss.

:20:37. > :20:39.His appointment suggests Cardiff City wants continuity.

:20:40. > :20:42.He knows the club, he knows the players, but the 43-year-old

:20:43. > :20:46.will need to stamp his authority on matters so that fans don't see

:20:47. > :20:50.this appointment as a continuation of the Slade regime.

:20:51. > :20:55.There are some who think he has got a head start.

:20:56. > :20:58.He knows where the club are at so there are fans that

:20:59. > :21:03.There are those who would have loved to see other names,

:21:04. > :21:05.Neil Warnock or Craig Bellamy, but it always seemed likely that

:21:06. > :21:10.Paul Trollope was going to keep his role as head coach but now very much

:21:11. > :21:16.So with his title still head coach and with Russell Slade

:21:17. > :21:19.remaining at the club, what will be the

:21:20. > :21:23.Not prepared to reveal the length of Trollope's contract,

:21:24. > :21:26.the club's chairman did clarify the new roles,

:21:27. > :21:29.starting with Slade as head of football.

:21:30. > :21:31.He will be helping us with all football matters,

:21:32. > :21:38.Paul Trollope will report directly to our CEO and he very much has

:21:39. > :21:44.a free hand to put his coaching team together and the formation and how

:21:45. > :21:47.he wants to play football, and that is the big significant

:21:48. > :21:52.change, that we are allowing Paul to express himself on the pitch.

:21:53. > :21:56.Trollope is also a member of Chris Coleman's Wales coaching team.

:21:57. > :22:00.He will continue in that role at this summer's Euro 2016 finals

:22:01. > :22:03.in France and insists it will not hinder the Bluebirds'

:22:04. > :22:10.What happens after France is yet to be decided.

:22:11. > :22:14.Fans will be glad to hear he has been promised money to develop

:22:15. > :22:16.the squad as Cardiff City start the process yet again

:22:17. > :22:21.under new management, aiming for top-flight football.

:22:22. > :22:23.Cricket, and Glamorgan have slumped to defeat

:22:24. > :22:37.The Welsh Rugby Union have confirmed Rhys Edwards has left his role

:22:38. > :22:40.as head coach for the women's national squad by mutual consent.

:22:41. > :22:43.The WRU hope to advertise the role shortly.

:22:44. > :22:50.A ?1 million property and you can rent it for just ?1 a year.

:22:51. > :22:53.The National Trust is looking for a tenant to take

:22:54. > :22:58.on its 145 acre farm on the Great Orme above Llandudno.

:22:59. > :23:01.There has to be a catch and there is.

:23:02. > :23:03.The farmer will have to put nature first, looking after

:23:04. > :23:06.wildlife and rare plants as well as grazing sheep.

:23:07. > :23:12.It is how some of the 600,000 visitors every year get to the top

:23:13. > :23:16.and from the Great Orme cable car, you get a glimpse of

:23:17. > :23:21.the farmland and the challenges the new tenant will face here.

:23:22. > :23:24.Park Farm is tucked in behind the summit.

:23:25. > :23:27.It was bought by the National Trust last year.

:23:28. > :23:30.There is now a 10-year plan to reverse a decline

:23:31. > :23:36.The importance of the site means we have to come up with a very

:23:37. > :23:43.We are asking someone to look at what is very productive farmland

:23:44. > :23:47.And unproductive farmland, and do more with it.

:23:48. > :23:51.We recognise farmers are already finding it tough enough

:23:52. > :23:56.as it is so we have to get the right person in to do the right thing

:23:57. > :23:58.to make sure this landscape thrives and survives.

:23:59. > :24:01.The National Trust says a balance will have to be struck.

:24:02. > :24:04.They want a productive farm business which makes money but they also

:24:05. > :24:14.And that ?1 a year rent, too good to be true, perhaps.

:24:15. > :24:17.Whoever takes on this place will need to be committed.

:24:18. > :24:20.Running a farm on the Great Orme is no walk in the park.

:24:21. > :24:24.And there is all those visitors to contend with as well.

:24:25. > :24:39.There is a lot of sheep to look after.

:24:40. > :24:48.So who is the National Trust looking for?

:24:49. > :24:50.Ideally, someone who loves the place.

:24:51. > :24:53.You have got to love the place, you have got to want to make this

:24:54. > :24:55.place recover, thrive, to really look after the species.

:24:56. > :24:59.We need someone who is really committed, someone who wants

:25:00. > :25:03.to do their best for conservation, and someone who can get that message

:25:04. > :25:09.This is their opportunity to explain how we can do things

:25:10. > :25:16.The Trust promises a mix of wildlife, tourists and a good

:25:17. > :25:20.measure of hard work, and it says its switchboard has been

:25:21. > :25:26.Well, nice and dry on the Great Orme today.
