0:01:11 > 0:01:15when his nomination was effectively blocked by the opposition parties.
0:01:15 > 0:01:18For the fifth time in a row, the Welsh people have asked
0:01:18 > 0:01:20Welsh Labour to form government and they have said proceeds
0:01:20 > 0:01:22but with caution and humility, because we have no majority.
0:01:22 > 0:01:31It was in marked contrast to the tone adopted by Plaid Cymru
0:01:31 > 0:01:35leader Leanne Wood, who wasted no time in going on the attack.
0:01:35 > 0:01:38If that party thinks they're bullying last week will stop
0:01:38 > 0:01:41Plaid Cymru from voting in a similar way in the future to hold
0:01:41 > 0:01:43you to account, then think again.
0:01:43 > 0:01:46I am not sorry for what happened last week and I will do it again
0:01:46 > 0:01:49if I have to make Labour realise that they are running
0:01:49 > 0:01:50a minority government.
0:01:50 > 0:01:53You would be forgiven for thinking that the two parties had not been
0:01:53 > 0:01:56in talks with each other over the past few days to try to break
0:01:56 > 0:01:59the deadlock that had prevented the formation of a new government.
0:01:59 > 0:02:01But that is what has happened and they have agreed
0:02:01 > 0:02:02a plan to work together.
0:02:02 > 0:02:05The deal means the new Labour administration will prioritise,
0:02:05 > 0:02:07among other things, the setting up of a new medical treatment fund
0:02:07 > 0:02:09and will review the way patients are assessed,
0:02:09 > 0:02:12there will also be a plan to increase the nub
0:02:12 > 0:02:14of GPs and the creation of a national
0:02:14 > 0:02:22infrastructure commission.
0:02:22 > 0:02:25there will also be a plan to increase the number
0:02:25 > 0:02:27of GPs and the creation of a national
0:02:27 > 0:02:28infrastructure commission.
0:02:28 > 0:02:30But there was no agreement on some of the subjects that
0:02:30 > 0:02:33split the two parties, such as reform of the voting system
0:02:33 > 0:02:36and proposals for a ?1 billion M4 relief road around Newport.
0:02:36 > 0:02:38What we have done is identified areas of common ground
0:02:38 > 0:02:39between the two parties.
0:02:39 > 0:02:41There are a few areas where that has happened.
0:02:41 > 0:02:48This was looking at particular issues.
0:02:48 > 0:02:50The leader of the Welsh Conservatives said there were still
0:02:50 > 0:02:52many unanswered questions.
0:02:52 > 0:02:53On infrastructure projects, large infrastructure projects,

0:06:02 > 0:06:05year, only to be forced by opponents to rethink its plans.
0:06:05 > 0:06:07The new, revised Wales Bill will offer similar changes.
0:06:07 > 0:06:09More power for the Welsh government and Assembly over
0:06:09 > 0:06:10transport and energy.
0:06:10 > 0:06:13And more say over its own affairs, the right to call itself
0:06:13 > 0:06:18a parliament and allow 16-year-olds the vote.
0:06:18 > 0:06:24But with details yet to emerge, opposition parties are sceptical.

0:06:26 > 0:06:29We heard about the Northern Powerhouse but we have not had any

0:06:31 > 0:06:34at all in North Wales, and nothing more about the tidal lagoon.
