0:01:16 > 0:01:22Liberal Democrat named as the Education Secretary,

0:01:22 > 0:01:24Kirsty Williams.

0:01:24 > 0:01:26She needs to get her appointment ratified in a special Lib Dem

0:01:26 > 0:01:28conference on the weekend.

0:01:28 > 0:01:30But she gave this initial response.

0:01:30 > 0:01:33The First Minister said very clearly no party has a monopoly

0:01:33 > 0:01:34on good ideas.

0:01:34 > 0:01:36I think that is the case.

0:01:36 > 0:01:39We have a chance to do Welsh politics differently,

0:01:39 > 0:01:42working with other political parties, focusing on where there

0:01:42 > 0:01:45is agreement and where we can push Wales forward.

0:01:45 > 0:01:48In education, by raising standards - making Wales the best place

0:01:48 > 0:01:51to be a teacher.

0:01:51 > 0:01:54By ensuring that we've got more apprenticeships,

0:01:54 > 0:01:57a great health service and it's a great opportunity to be able

0:01:57 > 0:02:00to have a say in how that develops.

0:02:00 > 0:02:03Earlier, Carwyn Jones was sworn in as First Minister after receiving

0:02:03 > 0:02:06approval from the Queen and after a dramatic week

0:02:06 > 0:02:11in which his initial nomination was blocked by opposition parties.

0:02:11 > 0:02:14Bringing Kirsty Williams in still does not give Labour

0:02:14 > 0:02:17an overall majority, but it does give it greater

0:02:17 > 0:02:19protection at the Assembly.

0:02:19 > 0:02:22First of all, I meant what I said on Wednesday.

0:02:22 > 0:02:25I don't want to be tribal for tribalism's sake.

0:02:25 > 0:02:27That we would reach out and work with others.

0:02:27 > 0:02:30Secondly, I think she will be a very good minister.

0:02:30 > 0:02:33And, thirdly, 30 makes a difference in the chamber.

0:02:36 > 0:02:39If you have 29, you are always vulnerable to a no-confidence vote

0:02:47 > 0:02:50Instead of ministers, the new cabinet will be

0:02:50 > 0:02:52made up of secretaries.

0:06:46 > 0:06:48of cancer last year.

0:06:53 > 0:06:56that tenants believed they had found a medical skeleton in the back

0:06:56 > 0:07:00garden of the flats in Beddau that sparked a murder inquiry.

0:07:00 > 0:07:04Scenes of crime officers spent most of the day at the property bgging

0:07:04 > 0:07:08evidence after the suspect package in the garden turned out to be

0:07:08 > 0:07:12the mummified remains of a man, later identified as John Sabine,

0:07:12 > 0:07:15who had lived there with his wife Leigh Ann for a few

0:07:15 > 0:07:20years up until 1997.

0:07:20 > 0:07:22Today there was an inquest into the gruesome circumstances

0:07:22 > 0:07:23surrounding his death.

0:07:23 > 0:07:26Forensic pathologist Dr Richard Jones told the coroner

0:07:26 > 0:07:29had had come to the flat in Beddau to examine the decomposing body.

0:07:29 > 0:07:32He said it was wrapped in many layers of material,

0:07:32 > 0:07:35ranging from black plastic bin bags to roofing felt.

0:07:35 > 0:07:38A subsequent postmortem examination revealed the body to be that

0:07:38 > 0:07:43of a man in his 60s who had died of a blunt force trauma to the head.

0:07:43 > 0:07:46And this was the unusual weapon the pathologist believed was used.

0:07:46 > 0:07:50A stone frog weighing in at 1.1 kilograms.

0:07:50 > 0:07:53The indentations on Mr Sabine's fractured skull a perfect

0:07:53 > 0:07:55match for its shape.

0:07:55 > 0:07:59Through DNA, Mr Sabine was identified and the police murder

0:07:59 > 0:08:01inquiry concluded his wife Leing Ann had killed him.

0:08:01 > 0:08:06However, she died from cancer aged 74, just seven weeks before John's

0:08:06 > 0:08:08body was discovered.

0:08:08 > 0:08:12The body concealed by her for nearly two decades inside the small flat.

0:08:12 > 0:08:16They kept no close friends, no close family members and she kept

0:08:16 > 0:08:21up the facade that John Sabine had either left her or was with another

0:08:21 > 0:08:23woman or had indeed died.

0:08:23 > 0:08:27He was also kept on the voters' register, his pension was claimed.

0:08:27 > 0:08:29As the investigation continued, please unravel

0:08:29 > 0:08:32a complicated family past.

0:08:32 > 0:08:35The couple had abandoned their five children in New Zealand.

0:08:35 > 0:08:39And John Sabine also had a family from his first marriage.

0:08:39 > 0:08:42His son Christopher, now in his 60s, only knew his father for a brief

0:08:42 > 0:08:46six-month period nearly 30 years ago when they lived in Reading.

0:08:46 > 0:08:48We did not know what happened.

0:08:48 > 0:08:50We tried to contact them on numerous occasions

0:08:50 > 0:08:52and we could never get hold of them.

0:08:52 > 0:08:54They never replied to any calls.

0:08:54 > 0:08:58So we did not know whether he was dead already or not.

0:08:58 > 0:09:00We had no idea.

0:09:00 > 0:09:03Michelle James discovered the body and for a while police

0:09:03 > 0:09:06questioned her on suspicion of murdering her boyfriend.

0:09:06 > 0:09:11When the truth was discovered, the was exonerated but she says it's

0:09:11 > 0:09:14an episode in her life she will never recover from.

0:09:14 > 0:09:17I am not sleeping, I have self harmed through it as well,

0:09:17 > 0:09:19which I have never done before.

0:09:19 > 0:09:22It's just turned my whole life upside down.

0:09:22 > 0:09:25I never thought someone could do something like that.

0:09:25 > 0:09:27How is there evil people out there like that?

0:09:27 > 0:09:30The coroner for South Wales Central, Andrew Barkley, said there was no

0:09:30 > 0:09:34evidence to suggest John Sabine was alive after April 1997

0:09:34 > 0:09:39and he said it was clear he died of a blunt force injury to the head.

0:09:39 > 0:09:46He recorded a verdict of unlawful killing.

0:09:46 > 0:09:50Parents of pupils at a Powys school are launching a legal challenge

0:09:54 > 0:09:57longer be subsidised for children from outside the catchment area.
