0:01:05 > 0:01:08the start of the inquest, which is now approaching

0:01:08 > 0:01:09its culmination.

0:01:09 > 0:01:12He said he was wearing it for the last time.

0:01:12 > 0:01:15He campaigned for 20 years to get at the truth of what happened

0:01:15 > 0:01:18to 18-year-old Cheryl, who was found dead from a gunshot

0:01:18 > 0:01:20wound in 1995.

0:01:20 > 0:01:23The new inquest was ordered by the High Court, which found

0:01:23 > 0:01:26the first inquest, which was held three weeks after she

0:01:26 > 0:01:28died, was inadequate.

0:01:28 > 0:01:31Whatever the verdict this time, he says, he is satisfied

0:01:31 > 0:01:34that what could have been done has been done.

0:01:34 > 0:01:37I have every respect for the judge and I think it is possible for us

0:01:37 > 0:01:42to acknowledge that we have gone as far as we could go,

0:01:42 > 0:01:44given what we have.

0:01:44 > 0:01:48Cheryl was one of four young Army recruits who were said

0:01:48 > 0:01:50to have killed themselves at the Deepcut Army Barracks

0:01:50 > 0:01:53in Surrey between 1995 and 2002.

0:01:53 > 0:01:56But persistent questions about the circumstances

0:01:56 > 0:01:59of their deaths lead to long campaigns by their families

0:01:59 > 0:02:01for a public inquiry.

0:02:01 > 0:02:04Ten years ago, an independent review commissioned by the Tony Blair

0:02:04 > 0:02:08government catalogued serious allegations from other recruits

0:02:08 > 0:02:11of bullying and sexual harassment at the base,

0:02:11 > 0:02:13which were recorded by Surrey Police.

0:02:13 > 0:02:17But to date, it is not known if anyone was ever held to account.

0:02:17 > 0:02:19Surrey Police refused to comment.

0:02:19 > 0:02:22Labour MP Madeleine Moon is a member of the House of Commons

0:02:22 > 0:02:24Defence Committee.

0:02:24 > 0:02:29She says it is time the public knew what action, if any, was taken.

0:02:58 > 0:03:00failings at the base, but it says lessons

0:03:00 > 0:03:02have been learned.

0:03:02 > 0:03:04The human rights group Liberty supported the Jameses in their bid

0:03:04 > 0:03:07to get a new inquest.

0:03:07 > 0:03:10They say that despite the fact that an independent Service

0:03:10 > 0:03:12Complaints Ombudsman is meant to deal with complaints,

0:03:12 > 0:03:15they do not have faith in the system.

0:03:15 > 0:03:18I feel my best advice is don't bother complaining because I do not

0:03:18 > 0:03:22doubt that the Ombudsman, when she gets her hands

0:03:22 > 0:03:25on the complaint, will be able to conduct a rigorous and independent

0:03:25 > 0:03:27and fair investigation.

0:03:27 > 0:03:30The problem is, by the time it has got to that point,

0:03:30 > 0:03:32the person making the complaint is so ground down by it

0:03:32 > 0:03:35that they may have given up.

0:03:35 > 0:03:36In a statement, the Services Complaints Ombudsman said

0:03:36 > 0:03:40she recognises there has been a lack of confidence in the system

0:03:40 > 0:03:43but substantial reforms are underway.

0:03:43 > 0:03:46For Des James, that was one of the key reasons why he wanted

0:03:46 > 0:03:49to press for an inquest 20 years after his daughter died,

0:03:49 > 0:03:53to try to get to the truth and stop it happening again.
