:01:14. > :01:22.Wales footballers have been training for the first time since the final
:01:23. > :01:28.Euro 2016 squad was announced watched by hundreds of fans.
:01:29. > :01:33.You normally see them on TV or just in a stadium and they are quite
:01:34. > :01:43.But seeing them up close here doing training is amazing.
:01:44. > :01:48.Chris Wood, from Cardiff, killed himself when he was just 25.
:01:49. > :01:50.He had complex mental health problems but a new report,
:01:51. > :01:54.seen exclusively by BBC Wales, says he would still be
:01:55. > :01:58.alive had he received the care he needed.
:01:59. > :02:01.The charity, Hafal, is now calling on the Welsh Government to do more
:02:02. > :02:06.to ensure health boards comply with the law on mental health.
:02:07. > :02:13.That is what Chris Wood's family called him when
:02:14. > :02:17.His mum, Debbie Wood, says he was gentle and kind,
:02:18. > :02:21.But life become very difficult for him when he
:02:22. > :02:25.started suffering from mental ill-health when he was 21.
:02:26. > :02:27.He had borderline personality disorder
:02:28. > :02:29.which meant he couldn't cope with intense emotions
:02:30. > :02:35.He tried to kill himself 32 times in his short life.
:02:36. > :02:40.In January 2013, he went missing and Debbie and Chris's father,
:02:41. > :02:42.Robin, found him in a lane.
:02:43. > :02:49.We had taken him to A so many times and always brought
:02:50. > :02:52.him back with us, that was a part of me that couldn't quite
:02:53. > :03:00.But what a lovely son, we had fought so hard to keep safe.
:03:01. > :03:03.To die in the street like that, to try and explain that
:03:04. > :03:10.to my husband's 90-year-old parents was unbelievable.
:03:11. > :03:12.It was just horrendous, it really was.
:03:13. > :03:15.I think I fought hard because I wanted
:03:16. > :03:19.them to actually acknowledge what they had done to him.
:03:20. > :03:21.That acknowledgement came after an independent report looking
:03:22. > :03:24.at how Cardiff and Vale Health Board had cared for Chris.
:03:25. > :03:27.It found his death would have been prevented had
:03:28. > :03:31.he received a reasonable standard of care, tspecifically a care
:03:32. > :03:37.co-ordinator to oversee a consistent approach to his complex problems.
:03:38. > :03:39.Debbie said that reading this report was devastating.
:03:40. > :03:43.It found there was no evidence that Chris's risk to himself
:03:44. > :03:46.was correctly assessed the year before he died.
:03:47. > :03:49.It also says his care plan was inadequate and
:03:50. > :03:52.there was grave concern about the lack of the involvement of
:03:53. > :03:57.Now, there are calls for the Welsh Government to do more to
:03:58. > :04:00.ensure that services comply with mental health law.
:04:01. > :04:03.We hear too much, we've learned lessons from these cases.
:04:04. > :04:06.If people don't want to deliver the mental health measure,
:04:07. > :04:09.they should give up delivering the mental health services
:04:10. > :04:12.themselves and give it to a health board that's capable of doing that.
:04:13. > :04:14.The Welsh Government, that spends 11% of the health budget
:04:15. > :04:16.on mental health, says it is a priority.
:04:17. > :04:20.They say they expect services to comply with national guidelines
:04:21. > :04:23.and it has introduced a measure to ensure all those
:04:24. > :04:27.in secondary services have a care and treatment plan.
:04:28. > :04:30.Cardiff and Vale University Health Board has apologised to Chris's
:04:31. > :04:34.family and said they have taken steps to address the issues raised
:04:35. > :04:38.It also says it has been developing services for people
:04:39. > :04:44.I just feel he was let down so badly and so were we.
:04:45. > :04:48.There was nobody for us to turn to for advice or help because every
:04:49. > :04:50.time we asked, there was no response.
:04:51. > :04:53.We said everything there was to say and nobody was listening.
:04:54. > :04:56.That is the worst thing and it will haunt me forever.
:04:57. > :04:59.It is impossible to know how many people have gone
:05:00. > :05:03.through a similar experience to Chris but mental
:05:04. > :05:05.health charities say it isn't uncommon.
:05:06. > :05:08.It has taken Chris's family three years to fight for answers.
:05:09. > :05:10.They are speaking out now as they want changes made
:05:11. > :05:13.so people like Chris, who have complex mental health issues,
:05:14. > :05:22.There are plans to reduce the maximum size of infant classes
:05:23. > :05:28.But an education expert says it won't have much impact on learning
:05:29. > :05:32.and there's also concern that already overcrowded schools
:05:33. > :05:34.will struggle to cope with the change.
:05:35. > :05:37.The policy is part of the deal between the Labour-run Welsh
:05:38. > :05:41.Government and the Liberal Democrats which saw the Lib Dems' only
:05:42. > :05:44.Assembly Member Kirsty Williams, appointed Education Secretary.
:05:45. > :05:51.Getting out of the classroom and into the sunshine in half term week.
:05:52. > :05:55.School may be a distant thought for these children playing
:05:56. > :05:59.and meeting the animals at this farm near Barry in the Vale of Glamorgan
:06:00. > :06:01.but the new Welsh Government, with its Lib Dem
:06:02. > :06:04.Education Secretary, Kirsty Williams, has
:06:05. > :06:08.a new priority, to cut class sizes for the youngest children.
:06:09. > :06:11.For my kids, I chose a school that wasn't within my
:06:12. > :06:16.catchment area and it was because I knew class sizes weren't
:06:17. > :06:18.huge and they concentrated on the emotional,
:06:19. > :06:24.You can't do that with huge class sizes.
:06:25. > :06:30.is so much better for the children and it is nice
:06:31. > :06:34.One expert, who's advised the government for the last
:06:35. > :06:38.six years says the policy isn't backed up by evidence.
:06:39. > :06:45.I would use the money for the pressing thing.
:06:46. > :06:47.The most pressing thing of all, which is independent of class sizes,
:06:48. > :06:51.we haven't developed the capacities of our teachers to be world-class
:06:52. > :06:58.There is scepticism too from people who are in politics.
:06:59. > :07:02.From within Labour about the cost of this flagship Lib Dem policy
:07:03. > :07:06.Most of the primary schools in Cardiff Central
:07:07. > :07:11.We have a huge problem of undersupply as we've got a
:07:12. > :07:16.The competition for places is huge and the anxiety of
:07:17. > :07:20.parents who don't have a place near to where they left, where they can
:07:21. > :07:26.The average infant class size is 25.4.
:07:27. > :07:32.But recent data shows more than 7000 pupils, around 7%, were in classes
:07:33. > :07:38.According to the Lib Dems, more than half of all
:07:39. > :07:44.You speak to any teacher they will tell you if they have a smaller
:07:45. > :07:48.class sizes they can offer better services to those pupils, they can
:07:49. > :07:50.identify strengths or weaknesses easier.
:07:51. > :07:55.I'd have some concerns about the debate, do we
:07:56. > :07:59.reduce class sizes or do we improve teachers' professional allotment?
:08:00. > :08:03.It should be how do we ensure a situation
:08:04. > :08:08.The Welsh Government insist teaching development is a priority too but
:08:09. > :08:12.with money tight and opposition parties lukewarm on the class size
:08:13. > :08:26.plan, some deft footwork may be needed to make it a reality.
:08:27. > :08:35.Will this change happen? There are two factors, money and political
:08:36. > :08:39.will. Arwyn Jones was king of the financial climate the new government
:08:40. > :08:43.is in. Every new commitment in this administration will have to be paid
:08:44. > :08:49.for from the cutbacks among others. This Lib Dem policy has a price tag
:08:50. > :08:52.and Labour's Jenny Rathbone is concerned it could come at the
:08:53. > :08:57.expense of some of Labour's education priorities. This is a
:08:58. > :09:01.minority government, it doesn't have an overall majority. The
:09:02. > :09:05.Conservatives and Plaid Cymru have said they agree with David Reynolds,
:09:06. > :09:10.money could be better spent differently. Add to that those
:09:11. > :09:11.concerns within Labour and it all looks pretty difficult for the
:09:12. > :09:12.government to get this done. Staying with schools,
:09:13. > :09:14.a consultation on the future of four secondary schools
:09:15. > :09:17.in Powys has closed. The council has plans to close
:09:18. > :09:21.Gwernyfed and Brecon schools, and create a single school
:09:22. > :09:24.in their place, and doing the same at Builth Wales
:09:25. > :09:26.and Llandrindod schools. The changes could be put
:09:27. > :09:29.in place for the start The number of adults in Wales
:09:30. > :09:39.who say they smoke has fallen to 19% according to the Welsh Government's
:09:40. > :09:42.latest Health Survey. But there's still concern
:09:43. > :09:46.about binge drinking, Wrexham's council leader has
:09:47. > :09:53.criticised proposals which could see up to 24 posts cut
:09:54. > :09:57.from the town's fire station. The north Wales Fire Authority has
:09:58. > :10:00.to save a million pounds and is considering removing one
:10:01. > :10:05.of the fire appliances The Fire Brigade's Union
:10:06. > :10:12.is also opposing the plan. Llangefni last summer and a chip
:10:13. > :10:16.shop is engulfed in flames. It took 20 minutes for a fire crew
:10:17. > :10:19.to arrive as the town's station The firefighters union warned then
:10:20. > :10:24.that this type of situation would rise in future and say Wrexham
:10:25. > :10:41.faces problems if up to 24 posts It isn't only about tracks itself,
:10:42. > :10:44.it is the area that will suffer. The availability of surrounding
:10:45. > :10:48.stations, I don't think have been evaluated properly for the executive
:10:49. > :10:50.panel to make this decision to take to the full fire authority.
:10:51. > :10:52.The council leader agrees and wants an urgent meeting with the north
:10:53. > :10:54.Wales Fire Authority about the options
:10:55. > :11:04.We have the hospital, one of the largest prisons in the country being

:12:50. > :12:54.more than 6,000 manufacturing jobs would be created in Wales
:12:55. > :13:00.Leave campaigners have called the findings absurd,
:13:01. > :13:04.saying many similar projections in the past have proved to be wrong.
:13:05. > :13:11.Our political editor Nick Servini has been going through the detail.
:13:12. > :13:24.what is it saying? This has been done by a think tank called. We are
:13:25. > :13:29.in the single market now of course, it means there are no tariffs, there
:13:30. > :13:35.is no taxation with regard trade within the EEE you. It is hugely
:13:36. > :13:39.complex area and they could be integration in future in terms of
:13:40. > :13:43.energy and finance. It is this area which the CBI thinks could lead to
:13:44. > :13:49.an increase in the numbers of jobs in Wales. Less run through some of
:13:50. > :13:53.the figures. There are 100,000 jobs in Wales currently linked directly
:13:54. > :13:59.or indirectly to exports to the EU. It is about 10% of the private
:14:00. > :14:03.sector workforce. 42,000 of those, the biggest single term, either in
:14:04. > :14:09.manufacturing. Those figures are not disputed. But as controversial as
:14:10. > :14:15.the finding from the think tank that deepening of the single market could
:14:16. > :14:20.lead to more than 6000 new jobs in manufacturing in Wales between now
:14:21. > :14:25.and 2030. Remain campaigners are saying if it is a Brexit, those jobs
:14:26. > :14:28.could be under threat. Leave campaigners are saying, this is
:14:29. > :14:33.absurd, we're talking about losing jobs that haven't been created. They
:14:34. > :14:38.say if you want to talk about job creation must talk about regulation
:14:39. > :14:42.and red tape from Brussels which too often constrict growth rather than
:14:43. > :14:46.help it. Jobs warning about an exit have been
:14:47. > :14:53.a hallmark of this campaign. We have had them on the huge level, work the
:14:54. > :14:57.same were often than not, we haven't had well specific figures like we
:14:58. > :15:03.have had today. I would say we will get more localised figures. I
:15:04. > :15:06.understand the league campaign next week are going to give Welsh
:15:07. > :15:14.projections on what the potential number of new EU migrants will be
:15:15. > :15:16.over the course of the next 14 years and the pressure point that have on
:15:17. > :15:18.public services, most notably the NHS.

:23:24. > :23:26.monitoring their movements, he says these births
:23:27. > :23:39.It reinforces in our minds of the habitat of anti-and the environment
:23:40. > :23:43.is perfectly suitable for pine martens. We have been monitoring the
:23:44. > :23:47.situation for decades and not seeing any recovery. This was the only
:23:48. > :23:49.action available to us if we wanted to have a one night if pine martens
:23:50. > :23:51.enamel woodlands. There had been some concerns
:23:52. > :23:53.from farmers about the relocation. But although a carnivore,
:23:54. > :23:56.a pine marten is more likely to dine mice and berries rather
:23:57. > :24:05.than any livestock. It is woodlands like this where the
:24:06. > :24:09.pine martens and their kids will flourish. Because of the success of
:24:10. > :24:11.this project, another 20 pine martens will be released here in the
:24:12. > :24:11.autumn. These dens saw the birth
:24:12. > :24:13.of the kits. Still only a few weeks old it'll be
:24:14. > :24:16.another three weeks before the new borns make their way
:24:17. > :24:26.around these woods. Their eyes have only just opened.
:24:27. > :24:29.They are not up to much. They are sleeping all the time. They are
:24:30. > :24:30.dependent on their mothers do everything.
:24:31. > :24:32.Ceredigion has also seen a successful reinforcement projects
:24:33. > :24:38.Which were also once in fear of dying out now they are thriving.
