:00:35. > :00:40.More than 20 years after she died, the parents of Private Cheryl James

:00:41. > :00:42.from Llangollen say they're deeply saddened by the conclusions

:00:43. > :00:46.of the second inquest into her death.

:00:47. > :00:51.A coroner has ruled that the 18-year-old killed herself

:00:52. > :00:54.but the Army also failed in its duty of care at the time.

:00:55. > :01:00.They have waited too long to fully understand what happened to their

:01:01. > :01:03.This is their reaction after two decades of unanswered

:01:04. > :01:07.We are deeply saddened by the coroner's conclusions, having

:01:08. > :01:11.sat through all of the evidence ourselves.

:01:12. > :01:14.Listened carefully to every word, read every statement and

:01:15. > :01:23.In short, it is our opinion that it did not

:01:24. > :01:27.The Army has made many profound changes since

:01:28. > :01:31.1995, which the coroner has acknowledged.

:01:32. > :01:38.But we do recognise that change is a continuous process.

:01:39. > :01:43.Private Cheryl James, training to serve her country.

:01:44. > :01:49.Within six months of signing up she was found with a

:01:50. > :01:53.gunshot wound to the head at Deepcut barracks in November 1995.

:01:54. > :01:57.Not all questions about how she died could

:01:58. > :02:04.be answered yet the Army decided it was suicide.

:02:05. > :02:09.By 2002, four soldiers had died of gunshot wounds at Deepcut.

:02:10. > :02:11.BBC's Panorama reported allegations of bullying and sexual abuse.

:02:12. > :02:19.criticised, families called for a public enquiry.

:02:20. > :02:25.Tony Blair's government ordered a review instead.

:02:26. > :02:29.In 2006 that review found harassment, discrimination and

:02:30. > :02:31.oppressive behaviour at Deepcut, and also the deaths were probably

:02:32. > :02:35.In 2012, Liberty, the human rights group, forced

:02:36. > :02:41.Surrey Police to disclose evidence they gathered at the time but never

:02:42. > :02:44.By 2014 and a fresh inquest was ordered.

:02:45. > :02:46.Another chance to look at what happened.

:02:47. > :02:48.Surrey Police have long accepted mistakes were made

:02:49. > :02:51.The force should have maintained primacy for

:02:52. > :02:55.it and has previously apologised to the family for those errors.

:02:56. > :03:01.Today we would reiterate those apologies.

:03:02. > :03:04.Private James was on guard duty, on a gate alone with a gun.

:03:05. > :03:11.The coroner described it as a potentially

:03:12. > :03:17.dangerous activity but there was a wholesale lack of awareness

:03:18. > :03:19.at Deepcut that it was breaking Army rules.

:03:20. > :03:22.It had failed to in its duty of care towards young recruits.

:03:23. > :03:24.It has long been claimed that bullying and abuse

:03:25. > :03:28.Private Mark Beard has even told the inquest that Cheryl told him

:03:29. > :03:30.she had been ordered to have sex with a

:03:31. > :03:34.But the coroner said today at its hardest,

:03:35. > :03:38."I Find Private Beard's evidence totally without

:03:39. > :03:42.Today a coroner was convinced that Private James did

:03:43. > :03:45.Her legacy, he said, is a complete re-evaluation of how

:03:46. > :03:54.Labour leader, Jeremy Corbyn, has told BBC Wales that free

:03:55. > :03:56.movement around the EU should be seen as an opportunity

:03:57. > :04:07.But earlier, the leader of Welsh Labour's campaign

:04:08. > :04:10.for the UK to remain in admitted there's confusion among the party's

:06:01. > :06:03.can undercut their wages and can reduce the level they get paid

:06:04. > :06:06.That is the argument and Labour is not listening.
