:00:46. > :00:47.by the Duke of Edinburgh, the Prince of Wales

:00:48. > :00:51.Today's event coincided with the latest attempt

:00:52. > :00:55.to find agreement on the devolution of further powers to the Assembly

:00:56. > :00:58.with the publication of a new Wales Bill.

:01:11. > :01:13.as the Royal party arrived at the Senedd.

:01:14. > :01:16.At the head of the procession, the Queen and Duke of Edinburgh,

:01:17. > :01:18.followed closely by the Prince of Wales

:01:19. > :01:24.They were welcomed on the steps of the Senedd by First Minister

:01:25. > :01:26.Carwyn Jones and Presiding Officer Elin Jones,

:01:27. > :01:29.before meeting the leaders of all the political parties.

:01:30. > :01:32.The mace was carried before the Queen into the chamber.

:01:33. > :01:35.I would like to welcome our royal guests.

:01:36. > :01:38.Thank you for returning here at the beginning

:01:39. > :01:44.The volume and complexity of your legislative responsibilities

:01:45. > :01:49.will increase further during this fifth assembly.

:01:50. > :01:52.And you will also have the fiscal responsibilities

:01:53. > :02:00.including tax-raising powers for the first time.

:02:01. > :02:03.And on a day dominated by pomp and ceremony in Cardiff Bay,

:02:04. > :02:06.even more powers could be on their way

:02:07. > :02:09.in a revised version of the Wales Bill,

:02:10. > :02:12.which was introduced in the House of Commons.

:02:13. > :02:18.but it's also about the business of government,

:02:19. > :02:20.because when all the crowds and the barriers have gone,

:02:21. > :02:23.a process has got under way which could mean that the Assembly

:02:24. > :02:26.gets some control over the income tax that you pay,

:02:27. > :02:32.some control over whether a wind farm is built in the area you live

:02:33. > :02:36.and even whether 16-year-olds get the vote in Assembly elections.

:02:37. > :02:39.So how did some of those in the crowd feel

:02:40. > :02:44.We can't go on our own - we're such a small country.

:02:45. > :02:48.It just seems at Westminster is dominating, even with the Assembly,

:02:49. > :02:51.so I do think it's good that Wales is having a bit more say

:02:52. > :02:56.The revised Wales Bill is the second attempt to bring in the legislation

:02:57. > :02:57.after it ground to a standstill last year

:02:58. > :03:01.when there was a row over attempts to clarify which areas should come

:03:02. > :03:06.under the control of Westminster, and which Cardiff Bay.

:03:07. > :03:08.Today was about celebrating devolution, but then the accusation

:03:09. > :03:14.was that UK Government ministers at the Wales Office had gone

:03:15. > :03:20.against its spirit by introducing an English veto on Welsh laws.

:03:21. > :03:23.This time round the Wales Office has removed many of those hurdles

:03:24. > :03:25.and as a result the Welsh Secretary, Alun Cairns,

:03:26. > :03:29.is optimistic that agreement can be found.

:03:30. > :03:32.At the moment, we have got too many challenges

:03:33. > :03:35.of who is to blame or who is responsible for different areas

:03:36. > :03:39.of policy and this bill will provide clarity and accountability.

:03:40. > :03:43.The First Minister, Carwyn Jones, gave a cautious welcome but there's

:03:44. > :03:46.still serious disagreement over the lack of devolution

:03:47. > :03:50.I don't understand the logic behind it.

:03:51. > :03:52.Quite honestly, I don't understand the logic.

:03:53. > :03:54.Does that mean we cannot discuss this bill?

:03:55. > :03:57.Does it mean the bill should not be introduced?

:03:58. > :04:00.Does it mean this bill couldn't lead to something that takes us forward?

:04:01. > :04:05.All those things can happen with this bill.

:04:06. > :04:08.So a day full of symbolism, but with many changes on the way,

:04:09. > :04:14.also a day that could have long-term implications.
