0:01:46 > 0:01:49Instead, this is what Carwyn Jones wants to talk about to try to win

0:02:13 > 0:02:16If we cannot be part of that market, they are not going to come,

0:02:24 > 0:02:27and that they would find it easier to bid for public contracts

0:05:14 > 0:05:16The programme broadcast in December showed a reporter posing
0:05:16 > 0:05:18as a student being told they could fake certificates
0:05:18 > 0:05:19to get on courses.
0:05:19 > 0:05:22They could pay for someone else to do their assignment,
0:05:22 > 0:05:32they were told, and could lie to get funding.
0:05:32 > 0:05:33Can I make it?
0:05:33 > 0:05:34Fake it?
0:05:34 > 0:05:44Do it on the printers?
0:05:44 > 0:05:47That led the body which is charged with maintaining standards
0:05:47 > 0:05:48in higher education, the quality assurance agency,
0:05:48 > 0:05:52to conduct an inquiry.
0:05:52 > 0:05:55I think it is fair to say that the problems we have
0:05:55 > 0:05:57uncovered are pretty serious.
0:05:57 > 0:05:59As the report makes clear, we reviewed the providers
0:05:59 > 0:06:02against something called the UK quality code for higher education,
0:06:02 > 0:06:06which is a framework or a list of requirements that we would expect
0:06:06 > 0:06:09any provider to adhere to and this particular college is falling short
0:06:09 > 0:06:11in a number of those areas in the quality code,
0:06:11 > 0:06:16so it is fairly serious stuff.
0:06:16 > 0:06:19The report found that a significant number of students were not properly
0:06:19 > 0:06:20qualified for their courses.
0:06:20 > 0:06:23It found the procedures for the appointment of staff proved
0:06:23 > 0:06:25unfit for the purpose.
0:06:25 > 0:06:27Investigators did not find any specific evidence that students
0:06:27 > 0:06:29were advised to fake qualifications or pay for a assignment
0:06:29 > 0:06:32is beyond what was in the BBC programme but they say weaknesses
0:06:32 > 0:06:34in the college's processes made it vulnerable to this
0:06:34 > 0:06:42sort of misconduct.
0:06:42 > 0:06:46The college is based in London but it opened a Cardiff campus over
0:06:46 > 0:06:47three floors in this office block last summer.
0:06:47 > 0:06:50When the allegations came to light, the Welsh Government stopped
0:06:50 > 0:06:53payments for grants and loans but it had already paid over ?500,000
0:06:53 > 0:07:00to the College and its students.
0:07:00 > 0:07:03The government has welcomed today's report but it says while a police
0:07:03 > 0:07:05investigation into alleged fraud is ongoing, it cannot
0:07:05 > 0:07:06comment in detail.
0:07:06 > 0:07:09Questions should now be asked about the oversight of private
0:07:09 > 0:07:11colleges like this and attempts made to recover public money,
0:07:11 > 0:07:12according to one Assembly Member.
0:07:12 > 0:07:16I think we need to recoup every penny that has gone to this college
0:07:16 > 0:07:19which should not have gone to the college.
0:07:19 > 0:07:21At the moment, that is not being talked about.
