:01:29. > :01:32.Vigils have been held tonight to remember the Labour MP Jo Cox ,

:01:33. > :01:35.who died after being shot and stabbed in her west

:01:36. > :01:39.Politicians here have been paying tribute to the 41-year-old,

:01:40. > :01:44.described by former Labour leader Lord Kinnock as someone who fought

:01:45. > :01:49.Referendum campaigning across the country has been

:01:50. > :01:54.suspended as our political editor Nick Servini reports.

:01:55. > :01:58.She may have been tiny in stature but her determination, love and

:01:59. > :02:03.It happened in Yorkshire but the impact of the

:02:04. > :02:07.killing of Jo Cox has had much wider repercussions.

:02:08. > :02:10.Tonight, vigils were held in Swansea and Cardiff, the

:02:11. > :02:13.emotions were still raw for the former leader

:02:14. > :02:16.of the Labour Party, Lord Kinnock, as he gave this

:02:17. > :02:22.personal recollection of the 41-year-old.

:02:23. > :02:27.Steve, our son, her colleague, spoke of her last night.

:02:28. > :02:37.She would identify a problem and she would pursue it.

:02:38. > :02:39.She was prepared to fight on every front.

:02:40. > :02:49.Her constituency has lost a real champion for those people.

:02:50. > :02:56.Facing the public, the Pontypridd MP Owen Smith holds a

:02:57. > :03:02.The death of Jo Cox has sparked a wider debate about the security

:03:03. > :03:09.But he believes that can only go so far.

:03:10. > :03:12.This is my office, it is right in the middle on the Main Street

:03:13. > :03:15.People know exactly where that office is.

:03:16. > :03:19.I go to the rugby on a Saturday, my kids go to school

:03:20. > :03:22.here and in all of those ways I am a very public

:03:23. > :03:27.I wouldn't want that to change, not for a minute.

:03:28. > :03:29.If it did change it would fundamentally change the

:03:30. > :03:33.nature of the relationship between the MP and the people you represent.

:03:34. > :03:37.A number of MPs have warned that threatening and abusive behaviour

:03:38. > :03:43.Owen Smith says much of that is online.

:03:44. > :03:47.People were tweeting me yesterday saying, I'm surprised more

:03:48. > :03:49.of you don't get attacked in this fashion.

:03:50. > :03:52.What I do with those people is I just block

:03:53. > :03:54.them, I don't bother torespond to them.

:03:55. > :03:56.It is a pretty ugly thing for someone to think that

:03:57. > :04:12.This has shed light on a hidden part of the job of being an MP, the

:04:13. > :04:18.constituency work. Most of them have offices in busy town centres like

:04:19. > :04:23.this one in Pontypridd. Access to them from the public isn't just an

:04:24. > :04:28.add-on of the job but a fundamental part of what they do. It is

:04:29. > :04:33.representing their constituents. This has touched all parties. The

:04:34. > :04:37.conservative former Welsh Secretary David Jones was determined to carry

:04:38. > :04:44.on with business as usual at a care home summer party in his Clwyd West

:04:45. > :04:47.constituency. All MPs are being encouraged to review their own

:04:48. > :04:51.security arrangements. As you might imagine immediately after the

:04:52. > :04:56.incident yesterday would receive messages from the police and the

:04:57. > :05:01.Palace authorities to review our security. We are all aware of it but

:05:02. > :05:06.the most important thing is we should always strike a balance. In

:05:07. > :05:08.respect of Jo Cox campaigning in the referendum has been cancelled

:05:09. > :05:14.throughout the Daily Mail is like elsewhere in the UK. Tevez's BBC

:05:15. > :05:19.Wales television debate in Swansea and senior figures on both sides has

:05:20. > :05:25.also been cancelled. It is a day for paying respects at a formal level in

:05:26. > :05:29.Wales and at a personal one as well. After the death of a politician that

:05:30. > :05:31.many find shocking. The real as pouring of grief today

:05:32. > :05:40.across Wales as elsewhere. Because of the shocking nature of it

:05:41. > :05:45.and an attack on an elected politician is an attack on the

:05:46. > :05:52.system. It has certainly thrown up a range of talking points. One of them

:05:53. > :05:57.is how do we protect our politicians? Short of airport style

:05:58. > :06:01.security at constituency offices or near permanent presence by local

:06:02. > :06:07.police officers, it is difficult to do that. We all like the easy access

:06:08. > :06:10.they could have with our local MPs and AMs. Putting them in some

:06:11. > :06:16.security bubble is going to make that difficult. There is the

:06:17. > :06:20.secondary elements which is the tone in terms of public debate. MPs are

:06:21. > :06:24.complaining about increases in aggression towards them. What they

:06:25. > :06:33.see, Owen Smith and others telling me today, not just the tone from the

:06:34. > :06:37.public to politicians is aggressive and now acceptable but also the way

:06:38. > :06:40.politicians attack each other as we have seen in the referendum

:06:41. > :06:44.campaign, has become the norm. It would not have been acceptable in

:06:45. > :06:50.any of life. These are difficult questions to try to answer. Many

:06:51. > :06:55.people like vigorous debate at the same time how do we draw a line when

:06:56. > :06:59.things go over the top? Not easy. Campaigning for the

:07:00. > :07:04.referendum at a standstill. Will that continue? It will and its code

:07:05. > :07:09.change the dynamic and the momentum in the referendum campaign. We are

:07:10. > :07:14.unlikely to see anything substantive in terms of the Welsh campaigns this

:07:15. > :07:16.weekend. We have the recall of Parliament on Monday which will take

:07:17. > :07:24.the sting out of things. We are looking at a frenetic 48 hours of

:07:25. > :07:26.activity ahead of this huge decision on Thursday, an extraordinary time.

:07:27. > :07:29.A 22-year-old man has admitted causing the deaths of a father

:07:30. > :07:31.and son as they crossed a road after a Christmas party.

:07:32. > :07:35.43-year-old Stuart Bates and seven-year-old Fraser were hit

:07:36. > :07:37.by a car in Talbot Green, in Rhondda Cynon Taf.

:07:38. > :07:40.Joshua Staples from Tonyrefail pleaded guilty to causing death

:07:41. > :07:48.It was in December last year that father and son,

:07:49. > :07:53.They were making their way home in the early hours from a

:07:54. > :07:56.party, both wearing their Christmas jumpers.

:07:57. > :07:59.But when they tried to cross the dual carriageway

:08:00. > :08:01.here in Talbot Green they were struck by a car.

:08:02. > :08:05.That car was driven by 22-year-old

:08:06. > :08:11.Today, he admitted causing death by careless

:08:12. > :08:14.driving but pleaded not guilty to causing death

:08:15. > :08:22.Fraser became an organ donor saving the lives of four others and a new

:08:23. > :08:26.organ donation charity, Believe, was launched in his memory.

:08:27. > :08:29.His father also donated tissue to help others.

:08:30. > :08:33.Since their deaths thousands of pounds has been raised

:08:34. > :08:38.Fraser's mother has described them as inspirational,

:08:39. > :08:42.saying she draws comfort from knowing they live on in others.

:08:43. > :08:46.Today at Cardiff Crown Court Staples was banned from driving and granted

:08:47. > :08:52.bail until sentencing which is expected to take place next month.

:08:53. > :08:55.A 29-year-old man has appeared before Cardiff Magistrates' Court

:08:56. > :08:59.charged with murdering another man in the Llanedeyrn area of the city.

:09:00. > :09:03.Lynford Brewster, who was also 29, died following an incident

:09:04. > :09:06.Dwayne Edgar has been remanded in custody to appear

:09:07. > :09:12.National Museum Wales workers will be balloted on a new pay

:09:13. > :09:15.offer which could end a long-running dispute.

:09:16. > :09:18.PCS union members have been involved in an all-out strike

:09:19. > :09:21.since April over changes to weekend working allowances.

:09:22. > :09:25.The Museum said additional financial support from the Welsh Government

:09:53. > :09:54.they have a guide dog, according to a charity.

:09:55. > :09:57.Although it's illegal to refuse a fare from passengers

:09:58. > :10:00.with assistance dogs, Guide Dogs Cymru is warning that

:10:01. > :10:04.incidents are on the rise and is calling for tougher sentences

:10:05. > :10:15.He relies on his guide dog Lloyd to be his eyes and ears.

:10:16. > :10:19.Last month, after a shopping trip, he made his way to this taxi rank

:10:20. > :10:25.I opened the passenger door of the car

:10:26. > :10:27.and asked the driver if they would take me home.

:10:28. > :10:32.They refused saying they didn't want to take me.

:10:33. > :10:34.I asked was it because of the guide dog?

:10:35. > :10:37.They then attempted to drive away while I was

:10:38. > :10:40.still leaning on the car and I fell flat on my face.

:10:41. > :10:43.I felt quite humiliated and embarrassed and a

:10:44. > :10:46.complete loss of confidence in my personal independence.

:10:47. > :10:49.Under the Equality Act, it is illegal for a taxi

:10:50. > :10:52.driver to refuse a fair just because the customer has a guide dog.

:10:53. > :10:56.Unless the driver has a medical reason why

:10:57. > :10:59.they can't have a dog in the car, in which case they will have

:11:00. > :11:01.to apply for an exemption certificate from

:11:02. > :11:05.But according to the charity Guide Dogs Cymru,

:11:06. > :11:08.taxi refusals in Wales are on the rise.

:11:09. > :11:11.Individuals are telling as they can stand and wait

:11:12. > :11:18.for a taxi in a queue and not know the taxi drivers are ignoring them.

:11:19. > :11:21.Even with the Equality Act the problem does seem to be

:11:22. > :11:28.What we would like to see is stiffer penalties so that taxi drivers

:11:29. > :11:31.understand the need to comply with the law.

:11:32. > :11:36.Drivers can be fined up to ?1,000 for refusing

:11:37. > :11:42.But research by the charity Guide Dogs showed that prosecutions

:11:43. > :11:48.In the Welsh capital all private hire and Hackney Carriage drivers

:11:49. > :11:51.must undergo disability awareness training,

:11:52. > :11:57.Mathab Khan knows his obligations when it comes to picking up

:11:58. > :12:01.passengers with guide dogs and feels other cabbies should too.

:12:02. > :12:05.If any taxi driver refuses to take a guide dog

:12:06. > :12:13.If he still does it his licence should be revoked.

:12:14. > :12:16.Powys County Council says it's carrying out an investigation

:12:17. > :12:20.into the taxi driver who refused to take Nick's fare.

:12:21. > :12:23.The majority of cabbies do comply with the law,

:12:24. > :12:27.but the actions of those who don't can have a real impact on people,

:12:28. > :12:34.like Nick, who want to take a taxi without fear of refusal.

:12:35. > :12:39.Still to come in the programme: Can the voices of these children stop

:12:40. > :12:44.people smoking outside a Pembrokeshire hospital?

:12:45. > :12:47.And Wellington is the setting for Wales second Test

:13:06. > :13:10.Well, after the dust settled and with Carwyn Jones in place,

:13:11. > :13:20.I recently met the First Minister to hand over My Manifesto 2016.

:13:21. > :13:23.What would you do if you were First Minister?

:13:24. > :13:28.We travelled the length and breadth of Wales to find out.

:13:29. > :13:31.If I was First Minister I would reorganise the NHS.

:13:32. > :13:33.If I was First Minister I would ensure that all

:13:34. > :13:38.We promised we would pass on all your

:13:39. > :13:44.I've come to the Senedd to do just that.

:13:45. > :13:47.Hundreds of you got in touch about what matters to you.

:13:48. > :13:53.We have worked out what topics most of you

:13:54. > :13:56.contacted us about and it is those issues I am going to put the First

:13:57. > :14:01.Starting with better transport links.

:14:02. > :14:04.If I were First Minister I would build a

:14:05. > :14:09.Jeffrey Solomon from Carmarthen thinks better roads

:14:10. > :14:13.between north and south Wales would help his business.

:14:14. > :14:15.We're not going to have a dual carriageway north to south.

:14:16. > :14:24.What we will look to do is improve sections

:14:25. > :14:26.of the main roads, north/south, over the next few years.

:14:27. > :14:28.Carwyn Jones insists there is money for those

:14:29. > :14:31.improvements as well as the South Wales Metro and the M4 relief road.

:14:32. > :14:34.We do need a relief road, there is no getting away from it.

:14:35. > :14:36.The tunnels at Brynglas are terrible.

:14:37. > :14:38.If the Severn tolls go at some point all

:14:39. > :14:41.that traffic that sits at the tolls will just end up sitting in Brynglas

:14:42. > :14:46.It has got to be tackled and we will move forward with that now.

:14:47. > :14:50.Lots of people got in touch with us concerned about care for

:14:51. > :14:55.If I were the First Minister I would enact a holistic Bill of Rights

:14:56. > :15:00.that would protect elderly, disabled and former double

:15:01. > :15:05.people in their own homes, in hospitals and in care homes.

:15:06. > :15:08.Ken Mack in Wrexham will be pleased to know the First Minister

:15:09. > :15:10.is meeting the Older People's Commissioner next month to

:15:11. > :15:14.discuss what can be done during the next Assembly term.

:15:15. > :15:20.With more people living longer too, Carwyn Jones is

:15:21. > :15:22.considering the options to fund care.

:15:23. > :15:25.If we want to go to a situation where we say, right,

:15:26. > :15:29.people have a right to free care in future above a certain age

:15:30. > :15:32.it is going to cost and that means raising taxation.

:15:33. > :15:34.Again, people need to understand what the costs are

:15:35. > :15:41.I met Annie Mulholland from Cardiff who was terminally ill with

:15:42. > :15:46.Annie died three weeks ago but throughout her illness

:15:47. > :15:50.she fought for fair access to drugs for all patients.

:15:51. > :15:53.If I were First Minister I would stop the NHS

:15:54. > :15:57.Two things we are going to do, firstly,

:15:58. > :15:59.we are going to introduce a new treatments from.

:16:00. > :16:02.When a drug is approved for a life-threatening condition

:16:03. > :16:05.including cancer but not chest cancer, the money will be

:16:06. > :16:09.available to rule that out across Wales regardless of health board

:16:10. > :16:15.The second thing we're going to look at is, the current

:16:16. > :16:18.system we have means where people need to access a non-approved drug

:16:19. > :16:22.they have to go through a panel in the health board area they live.

:16:23. > :16:25.People have told us it is difficult to see the consistency.

:16:26. > :16:27.One of the things we're looking at is whether we

:16:28. > :16:32.can put in place a national system and whether that would give is the

:16:33. > :16:37.We were overwhelmed by your response to

:16:38. > :16:41.My Manifesto 2016 and so was the First Minister.

:16:42. > :16:44.The sheer number of ideas, the fact you've got all these

:16:45. > :16:47.responses show people are interested in politics.

:16:48. > :16:50.They don't think of it as politics but if you want something

:16:51. > :16:54.fixed in the road, you want a good school for your children, you want

:16:55. > :16:59.to have treatment in the health service it is politics

:17:00. > :17:05.It shows people far from being apathetic and not interested

:17:06. > :17:08.in what is going around them are very interested.

:17:09. > :17:10.Will you be taking the suggestions of people across the country

:17:11. > :17:16.We get a lot of our ideas from what we pick up

:17:17. > :17:22.We are nothing without the public to electors.

:17:23. > :17:26.The opinions of those people can help us to be able to do
