:01:29. > :01:33.A billion pounds of EU funding for the most deprived parts of Wales

:01:34. > :01:36.has yet to be spent, and the leader of one of our biggest

:01:37. > :01:38.councils says the Welsh Government must allocate it urgently

:01:39. > :01:44.Andrew Morgan, who leads Rhondda Cynon Taff, says the money

:01:45. > :01:47.assigned to Wales for projects up to 2020 could be withdrawn -

:01:48. > :01:59.But some prominent Leave campaigners say -

:02:00. > :02:01.the money should be spent on the right projects -

:02:02. > :02:13.Billions has been spent an EU funded regeneration schemes across Wales.

:02:14. > :02:20.From infrastructure to leisure and education. But time is running out

:02:21. > :02:24.for future spending after Wales, like England, voted to leave. The

:02:25. > :02:28.leader of Rhondda Cynon Taff council says the priority now has to be

:02:29. > :02:31.getting the EU money invested before it is too late.

:02:32. > :02:36.These are schemes which have been worked out in a lot of detail. We

:02:37. > :02:40.are not blocking schemes out of the to waste money. Ultimately, we've

:02:41. > :02:45.only got two years at most to spend this money.

:02:46. > :02:51.Andrew Morgan believes that south Wales valleys towns like Aberdare

:02:52. > :02:53.could benefit from decision is an EU funded regeneration projects,

:02:54. > :02:58.including one planned for this former hotel. In these offices

:02:59. > :03:02.behind me in Merthyr Tydfil are the offices of the Welsh European

:03:03. > :03:06.funding office which is part of the Welsh government. They will have to

:03:07. > :03:12.find something else to do here. But what happens between now and

:03:13. > :03:16.Brexit? Officials will come under pressure to get as much of the

:03:17. > :03:21.remaining funds out of the door as quickly as possible. Nearly a

:03:22. > :03:25.fortnight has passed since the referendum result, but reminders are

:03:26. > :03:30.still here like in Merthyr Tydfil. Ironically, only a few hundred yards

:03:31. > :03:35.where millions were spent in the town. But that was the paradox.

:03:36. > :03:40.Communities that spent most in need were most likely to want to leave.

:03:41. > :03:45.It also happened elsewhere. Swansea voted to leave, yet today Prince

:03:46. > :03:48.Charles officially opened the University's new campus, the most

:03:49. > :03:53.high-profile EU funded project in Wales in recent years. Leave

:03:54. > :03:57.campaigners responded to Andrew Morgan by saying investment like

:03:58. > :04:01.this will not dry up. They say that instead, it will come from

:04:02. > :04:04.Westminster, and be awarded to project that will be more effective

:04:05. > :04:08.in improving economy. After we've left the European Union

:04:09. > :04:12.we will have all the money that currently is being diverted to the

:04:13. > :04:15.EU to spend on projects such as those he is interested in. I don't

:04:16. > :04:18.think you should be rushing to splash the cash.

:04:19. > :04:23.The Welsh government says the money is already being freed up quickly.

:04:24. > :04:28.40% of the EU money that is available has been committed.

:04:29. > :04:32.We are confident that there are projects in the pipeline, good ideas

:04:33. > :04:36.that we will want to find. If we can draw those forward and make them

:04:37. > :04:40.happen earlier then it is in everybody's just to do that.

:04:41. > :04:44.Funding for projects like these will soon be consigned to the history

:04:45. > :04:46.books. But before they go a clear call today to make the most of the

:04:47. > :04:50.Plaid Cymru leader, Leanne Wood, has also been talking about Brexit,

:04:51. > :04:52.calling for the Assembly to approve a plan for Wales.

:04:53. > :04:55.The Welsh Government says it's doing everything it can to strengthen

:04:56. > :04:59.But Ms Wood criticised its response, suggesting a lack of urgency,

:05:00. > :05:01.and says the option of Welsh independence should be considered,

:05:02. > :05:20.Whatever happens now to the future of the UK, it is we, in Wales, who

:05:21. > :05:25.should decide upon our future. If people in Scotland want to leave the

:05:26. > :05:28.UK in order to protect their European Union membership, then an

:05:29. > :05:31.independent Wales should be an option for people here.

:05:32. > :05:33.And Wales has a real opportunity to design "Welsh-specific policies"

:05:34. > :05:36.on farming and the environment now we're leaving the EU.

:05:37. > :05:38.That's according to the Welsh Government's Rural Affairs

:05:39. > :05:40.Secretary, Lesley Griffiths, after she and First Minister,

:05:41. > :05:43.Carwyn Jones, met with industry representatives earlier to discuss

:05:44. > :05:54.the challenges and opportunities presented by the vote.

:05:55. > :06:02.My whole portfolio is awash with EU funding, regulations and policies,

:06:03. > :06:05.legislation. It is an area that is the most holy devolved within the

:06:06. > :06:10.Welsh government so it is important that we get it right for Wales. We

:06:11. > :06:11.know that we can get specific policies, but want to do what is in

:06:12. > :06:16.the best interests of Wales. A mental health charity says it's

:06:17. > :06:19.'extremely concerned' that outcomes for Welsh patients do not appear

:06:20. > :06:21.to have improved over Gofal saysit's annual survey

:06:22. > :06:24.suggests little is being done to check that the treatments

:06:25. > :06:44.for things like depression Euro 2016 first saw her GP about her

:06:45. > :06:48.mental health when she was 18. -- Jayne. Instead of referring here to

:06:49. > :06:52.help her doctor told her it could have been worse, she could have been

:06:53. > :06:57.self harming. The GP came out and said, at least

:06:58. > :07:00.you are not cutting. I think that is just about the worst thing you can

:07:01. > :07:06.say to an anxious, vulnerable 18-year-old. I was going through a

:07:07. > :07:09.mental health crisis, my health deteriorated quite significantly

:07:10. > :07:13.over the following weeks, and I attempted suicide.

:07:14. > :07:18.Back in 2012 a law came into force in Wales to try to improve access to

:07:19. > :07:23.things like therapy and counselling. Ever since this charity has asked

:07:24. > :07:28.800 patients each year about the treatment they are offered. Over one

:07:29. > :07:31.third of people consistently say that if they do get out, it's a B

:07:32. > :07:35.doesn't work. We know that there are many people

:07:36. > :07:40.in health boards who are deeply committed to making this legislation

:07:41. > :07:43.work and improving services. But, at the moment outcomes are not

:07:44. > :07:46.collected consistently across Wales, and while that fails to happen we

:07:47. > :07:52.can't see a true picture of whether this legislation is having an impact

:07:53. > :07:55.or not. It is items we have collected from

:07:56. > :07:58.throughout Europe. Julie works in this museum in

:07:59. > :08:07.Cardiff. She found herself housebound of work for weeks with

:08:08. > :08:11.agoraphobia. In the end, we wait for therapy was too long, she had to pay

:08:12. > :08:13.to go privately. She feels mental health must be looked at

:08:14. > :08:17.differently. If you were diabetic you would go

:08:18. > :08:22.back several times, you'd have somebody coming in, checking your

:08:23. > :08:25.bloods. Somebody should do that for your mental health, saying, I need

:08:26. > :08:28.you to come and see me once a month. I need a progress report. To check

:08:29. > :08:34.up on what's going on. Are you really feeling right? Julie

:08:35. > :08:38.is optimistic about in future now, Jayne has good care from a different

:08:39. > :08:45.GP and other NHS staff. The Welsh government says it is more to do to

:08:46. > :08:49.improve mental health care across Wales. It is bringing in a new

:08:50. > :08:50.computer system to record more data about what is working for people and

:08:51. > :08:52.what is not. A father-to-be and his unborn son

:08:53. > :08:55.were killed by a driver "doing motorway speeds" on a 40 mile

:08:56. > :08:57.an hour limit road, Simon Lewis died on Lamby Way

:08:58. > :09:01.in Cardiff on New Year's Eve. His wife was injured and their son,

:09:02. > :09:04.who was born three days Kyle Kennedy denies causing death
