:00:53. > :00:56.after a soldier died following a training march in Brecon.

:00:57. > :00:58.26-year-old Corporal Joshua Hoole had just completed

:00:59. > :01:02.the eight-mile route, when he collapsed yesterday morning.

:01:03. > :01:04.His death comes three years after three soldiers died

:01:05. > :01:07.during an SAS selection exercise in the Brecon Beacons,

:01:08. > :01:18.26, and planning to get married next year, Corporal Joshua

:01:19. > :01:20.Hoole had come to Brecon to train for a promotion, the position

:01:21. > :01:31.The base at Dering Lines is a key training facility and

:01:32. > :01:34.Corporal Hoole was on day two of his course.

:01:35. > :01:37.He had been out training but collapsed when he got back here.

:01:38. > :01:43.Ambulances were called just before 9:00am yesterday.

:01:44. > :01:48.My heart and all of those in the Army

:01:49. > :01:51.goes out to the family of the soldier who died yesterday.

:01:52. > :01:58.But I can confirm it was not on special forces

:01:59. > :02:00.selection, this was training for a career course

:02:01. > :02:04.he was going to take in Brecon to become a Sergeant.

:02:05. > :02:06.Soldiers train around Brecon Beacons all year,

:02:07. > :02:13.But with yesterday being the hottest day of the year so far,

:02:14. > :02:15.questions have been asked about whether the Army has learned from

:02:16. > :02:18.the deaths of three soldiers on the Beacons in 2013 whilst

:02:19. > :02:23.doing the SAS selection course.

:02:24. > :02:27.If they had not learned then quite honestly that is totally

:02:28. > :02:35.I have spoken to the clerks of the Defence

:02:36. > :02:39.We've set out a possible timetable to call the Ministry

:02:40. > :02:46.We want to make sure that when we get them back in front of us

:02:47. > :02:48.they can't hide behind, "Oh, we haven't

:02:49. > :02:51."completed enquiries, the police are still investigating."

:02:52. > :02:58.Corporal Hoole had been on an eight-mile fitness test,

:02:59. > :03:01.an annual test where soldiers have to carry 25 kilos around

:03:02. > :03:05.They are expected to complete it in under two hours but the

:03:06. > :03:08.Ministry of Defence say all soldiers in the infantry do this

:03:09. > :03:14.A spokesman said the officer in charge would

:03:15. > :03:17.have checked the conditions and the temperature.

:03:18. > :03:25.It was 17 Celsius when they started, 21 or 22 when they got back.

:03:26. > :03:27.The Army is important to Brecon and the news has been

:03:28. > :03:37.The Army have been taken to the hearts of the

:03:38. > :03:39.people here in Brecon and the economy.

:03:40. > :03:41.So it is vitally important that the two carry

:03:42. > :03:44.In Scotland the family of Corporal Joshua Hoole say they want

:03:45. > :03:47.Addressing the Defence Select Committee, Defence Minister Harriet

:03:48. > :03:50.Baldwin has promised the Ministry of Defence will undertake

:03:51. > :04:05.An investigation has been launched and a member of staff suspended

:04:06. > :04:08.after a child was left alone in a minibus as I innocently in

:04:09. > :04:13.Ceredigion. The charity that runs the nursery says the child was left

:04:14. > :04:16.outside of the minibus in Aberystwyth for more than two hours

:04:17. > :04:20.the other day afternoon. The incident has been referred to the

:05:08. > :05:10.children, it would make you feel... You leave children with

:05:11. > :05:13.people you trust, and they are left Surely there should have been

:05:14. > :05:18.a headcount, headcounting the children in and out

:05:19. > :05:21.of the minibus. If it happened to one of

:05:22. > :05:26.my children I would be appalled. To leave the kid in a carer's

:05:27. > :05:29.responsibility when you go to work and for them to leave them on a bus

:05:30. > :05:33.for a few hours during a heatwave, Debbie Hendy is from NSPCC Cymru

:05:34. > :05:41.and warns of the dangers of leaving children at any age

:05:42. > :05:45.unattended in hot weather. When left alone in a

:05:46. > :05:47.vehicle children and young people can really quickly

:05:48. > :05:51.become anxious and distressed. Especially in high

:08:21. > :08:24.three times in the last five years, it has meant he's faced restrictions

:08:25. > :08:26.on moving and selling his cattle whilst some

:08:27. > :08:34.I regularly hear of herds that have 20, 30, 40, 50 cows going down.

:08:35. > :08:47.One neighbour of ours farms 300 cows and lost 100 last year.

:08:48. > :08:49.At the Royal Welsh Show farming leaders

:08:50. > :08:51.say the Welsh Government must get a grip on the situation.

:08:52. > :08:54.They claim Wales could struggle to export its meat

:08:55. > :08:59.after Brexit if we do not secure prized TB-free status.

:09:00. > :09:01.In 2008 the Welsh Government launched its TB eradication

:09:02. > :09:07.programme, more testing and stricter restrictions.

:09:08. > :09:12.Since then there has been a 37% fall in outbreaks of the disease

:09:13. > :09:15.but the number of cattle being put down is increasing.

:09:16. > :09:17.In the 12 months to April almost 9,000 were slaughtered,

:09:18. > :09:28.Not a day has gone by when I have not been focusing on TB,

:09:29. > :09:38.it is the single biggest "peacetime" problem

:09:39. > :09:40.we're dealing with when it comes to animal health and welfare.

:09:41. > :09:44.Less farms locked up and under restrictions.

:09:45. > :09:46.But we are digging deeper into the farms that

:09:47. > :09:48.have TB and as a result of that we are taking

:09:49. > :09:53.They also get TB and can spread it to cattle.

:09:54. > :09:57.A global shortage of the TB jab has meant a vaccination programme in

:09:58. > :10:01.north Pembrokeshire has been put on hold.

:10:02. > :10:03.Farming unions say it should be scrapped altogether, they want to

:10:04. > :10:05.see badger culling allowed in Wales like in parts

:10:06. > :10:08.of England and Northern Ireland.

:10:09. > :10:12.We cannot put the onus on farmers to apply for licenses

:10:13. > :10:17.We need a national programme of TB management here in

:10:18. > :10:20.Wales to ensure we don't face any risk at all on our trade

:10:21. > :10:27.The Rural Affairs Secretary said she recognised the issue is of great

:10:28. > :10:29.concern to farmers and promised an update on future plans

:10:30. > :10:36.Back on his farm Gareth is far from hopeful.

:10:37. > :10:38.The enthusiasm that we seem to see from

:10:39. > :10:48.It is too much of a political hot potato.

:10:49. > :10:53.It is decimating the Welsh countryside.
