:00:40. > :00:44.Taxpayers in Gwent are being warned they could be asked to pay more

:00:45. > :00:49.towards the cost of policing if UK Government cuts continue.

:00:50. > :00:52.But the Home Office says the funding settlement for the coming

:00:53. > :01:04.Two years ago, cars like this were part of a dedicated traffic

:01:05. > :01:08.unit, but with less money, that unit was merged with others.

:01:09. > :01:12.Officers like this are now trained to do more tasks.

:01:13. > :01:20.Public order, raiding properties, as well as road policing.

:01:37. > :01:38.Households in Gwent paid ?220 on average towards the police know.

:01:39. > :01:42.In five years' time, it could be more like ?270.

:01:43. > :01:48.The top line is the money Gwent Police gets from the Home Office.

:01:49. > :01:54.The bottom line is the money Gwent Police raises from local

:01:55. > :02:02.The plan is for it to go up, as the other funding goes down

:02:03. > :02:06.to balance the year 2021, it could raise ?59 million, half

:02:07. > :02:13.We would need to so see a sustainable police force in Gwent,

:02:14. > :02:15.there has to be minimum standards delivered,

:02:16. > :02:20.If the UK Government continue with austerity and continue

:02:21. > :02:29.to reduce their central grant to us, we have little choice other

:02:30. > :02:31.than to turn to the local population for that input.

:02:32. > :02:34.The other police forces in Wales want to be in a similar position.

:02:35. > :02:37.North Wales Police already raises 50% of its budget from local

:02:38. > :02:43.Powys Police says it is likely to go the same way over

:02:44. > :02:46.In South Wales, the Commissioner says he is also being

:02:47. > :03:02.Gwent has already seen the biggest drop in staff

:03:03. > :03:04.Would people in blackwood be prepared to pay more

:03:05. > :03:10.I would be happy for that to come out of my council tax and led

:03:11. > :03:14.Are you happy to pay more on your council tax?

:03:47. > :03:49.elected, and then here we are in silly season,

:03:50. > :03:52.in August, and a few people, for their own political aims,

:03:53. > :03:59.are basically disgracing UKIP in front of the media of Wales.

:04:00. > :04:02.The Pontypridd MP and Labour leadership candidate Owen Smith has

:04:03. > :04:07.asked the Labour Party to ensure that all of his leadership contest

:05:37. > :05:41.Four locally owned businesses working together in Crickhowell.

:05:42. > :05:47.My husband and I set up this smokery nearly 21 years ago.

:05:48. > :05:51.Ever since, this family business has bought and sold locally.

:05:52. > :05:54.We are using other local suppliers, buying local sausages and smoking

:05:55. > :05:57.them, we are going to the two villages away and having our

:05:58. > :06:05.preserves made, going to a town away and buying crackers.

:06:06. > :06:11.So, absolutely, we are genuinely interacting business

:06:12. > :06:18.Ryan is one of five local employees - the doubles

:06:19. > :06:26.Trimming the edges down, then I slice it into a D shape.

:06:27. > :06:30.The busy centre of Crickhowell looks like the perfect postcard,

:06:31. > :06:33.but many other Welsh market towns have died as big towns and cities

:06:34. > :06:36.have taken over as places to work and shop.

:06:37. > :06:40.Many here argue it is by working together that it has survived.

:06:41. > :06:44.The argument is that if every adult in this area spend ?5 in these shops

:06:45. > :06:48.every week rather than in chains and supermarkets, it

:06:49. > :06:53.would put ?1.4 million into this local economy.

:06:54. > :06:58.Here over the hill, it is not as easy as in Crickhowell.

:06:59. > :07:02.Here, a high proportion of people commute for work and they are

:07:03. > :07:05.more likely to spend money there than here.

:07:06. > :07:08.The suggestion from the Bevan Foundation of trying to grow local

:07:09. > :07:11.organisations and businesses is in sharp contrast to policies

:07:12. > :07:15.of building business parks and communities and trying to get

:07:16. > :07:20.Doctor Mark Lang has been studying ways of getting money into local

:07:21. > :07:27.communities where traditional industry has gone.

:07:28. > :07:29.Poor communities still have people living in them who have skills

:07:30. > :07:31.and passion for the future of their communities.

:07:32. > :07:34.It doesn't have to be in wealthy communities that this happens.

:07:35. > :07:37.The argument is that if people work in their own communities,

:07:38. > :07:40.they will spend more of their wages there,

:07:41. > :07:44.This proposal is an attempt to encourage more jobs

:07:45. > :07:57.Football, and Swansea City have rejected a bid from Everton

:07:58. > :08:00.for defender Ashley Williams, who had been linked

:08:01. > :08:05.Swansea have already seen three forwards leave this summer

:09:02. > :09:06.low pressure close to Northern Ireland and that means stronger

:09:07. > :09:11.winds tomorrow. Gales on some Irish Sea coasts. Some blustery rain in

:09:12. > :09:16.showers in Northern Ireland and purse of northern England. The South

:09:17. > :09:24.and east of England drive with sunny spells. In Wales tomorrow afternoon,

:09:25. > :09:29.dry and bright weather but a few blustery showers as well. Less humid

:09:30. > :09:34.than today but with gusty winds after gale force in the north-west.

:09:35. > :09:41.It should be dry in Abergavenny tomorrow. Thursday, less windy with

:09:42. > :09:46.some sunshine. Also a sprinkling of heavy showers in places. Friday

:09:47. > :09:47.should be dry with Ledger winds and into the weekend it may turn damp
