:01:20. > :01:24.The amount of rubbish we recycle is at its highest ever level.
:01:25. > :01:28.We recycle 60% of our waste with nearly every local authority
:01:29. > :01:33.But in Blaenau Gwent, there was a drop for
:01:34. > :01:39.The targets are part of an ambitious plan to recycle all rubbish by 2050
:01:40. > :01:45.Our reporter, Paul Heaney, is at a site in Cardiff that
:01:46. > :02:00.Good evening. Thousands of tonnes of our waste, the stuff you and I throw
:02:01. > :02:05.away that our council collects but they can't recycle ends here every
:02:06. > :02:10.day. If you look down there, you will see some of it. The huge claw
:02:11. > :02:15.will take it up into a furnace with the waste will be burned and a very
:02:16. > :02:19.high temperature. You will be able to see some of it being burned on
:02:20. > :02:22.the screen there. That heats up steam which powers a generator to
:02:23. > :02:28.generate electricity and eventually the ash that is left is used to go
:02:29. > :02:33.and service our roads. This plant has been here for the last two
:02:34. > :02:36.years. It was not without controversy. The people who live
:02:37. > :02:40.here did not necessarily want this plant on their front door but the
:02:41. > :02:45.local authority say they are trying to do something good with the stuff
:02:46. > :02:48.we are throwing away. But councils are finding it difficult, some more
:02:49. > :02:50.difficult than others, to convince as to recycle more.
:02:51. > :02:56.Too many people in Caerphilly were throwing all their
:02:57. > :03:00.Only 40% separated their food out for recycling.
:03:01. > :03:04.What we are trying to achieve here is we are trying to take out
:03:05. > :03:08.The county has improved its recycling rate
:03:09. > :03:12.but to improve further it is knocking on 74,000 doors.
:03:13. > :03:15.The message, put leftover food into a plastic caddy like this
:03:16. > :03:19.and it will be processed, turned into electricity, rather
:03:20. > :03:25.Stickers, leaflets and chats on the doorstep also let people know
:03:26. > :03:28.just what can be put in the food recycling.
:03:29. > :03:34.It is very necessary because some people put plastic in it.
:03:35. > :03:39.Overall the recycling rate has increased from 56% last year to 60%
:03:40. > :03:45.The figures include anything that does not go to landfill.
:03:46. > :03:48.Bottles, plastic, food waste, even recycled furniture.
:03:49. > :03:52.Ceredigion has the highest recycling rate in Wales but Blaenau Gwent's
:03:53. > :03:56.rate has fallen for a second year, now 49%.
:03:57. > :04:07.Large plastic boxes replacing the old recycling
:04:08. > :04:13.One local campaigner says for those on small terraces or with steep
:04:14. > :04:16.steps on the side of the valleys, it has acted as a
:04:17. > :04:20.The boxes are too small for families.
:04:21. > :04:25.They did not bring it in and see if it works.
:04:26. > :04:27.When people come past with prams, they have got
:04:28. > :04:34.The council say this is just a transition thing.
:04:35. > :04:37.Give it a few months and the rates will go up.
:04:38. > :04:41.If it was three different coloured bags, it would have been easier.
:04:42. > :04:44.The Welsh government says it will decide whether to find councils
:04:45. > :04:48.which have missed this year's recycling targets
:04:49. > :04:58.when the provisional figures are finalised in the autumn.
:04:59. > :05:04.It is worth pointing out that Blaenau Gwent council changed their
:05:05. > :05:08.recycling system there because if you separate out the different types
:05:09. > :05:12.of recycling, the chances are that you can sell it on for a bit more
:05:13. > :05:16.money and it is better for everyone involved. With me now is Dan Cook
:05:17. > :05:20.who is from the company that runs this plant. Ideally we want to send
:05:21. > :05:25.as little of our rubbish to yourselves as we can. Is this idea
:05:26. > :05:33.of zero waste from households in Wales by the year 2050 realistic? It
:05:34. > :05:37.depends what we mean by zero waste. We are making fantastic progress in
:05:38. > :05:45.Wales. We have gone from single-digit figures to 60%. We have
:05:46. > :05:49.got some great partnerships. Partners working together on the
:05:50. > :05:53.goodwill to recycle and we are recycling more and more and making
:05:54. > :06:00.better use of what we can't recycle. It is important to keep that
:06:01. > :06:04.progress going. Good well is really important but technology is also
:06:05. > :06:08.being used here. It is pretty much a brand-new facility. What kind of
:06:09. > :06:14.research is being done to make even more use of things like polystyrene
:06:15. > :06:17.that can't effectively be recycled? Technology and innovation has played
:06:18. > :06:21.an important role in bringing us to where we are and will continue to do
:06:22. > :06:27.so. That has to be aligned with innovation in terms of packaging
:06:28. > :06:32.design, working with retailers and consumers, to building recyclability
:06:33. > :06:34.so we can recycle even more and to invest in education and
:06:35. > :06:38.communication to build on that goodwill so people are putting the
:06:39. > :06:42.right stuff in the right bin and local authorities can increase their
:06:43. > :06:45.level further, send less for energy recovery, although that is
:06:46. > :06:49.important, and working with businesses to help them recycle more
:06:50. > :06:55.and more and recover whatever can't be recycled. That is next on the
:06:56. > :07:03.Welsh government's list. That is the message from the people who process
:07:04. > :07:07.our rubbish, both to supermarkets, ourselves but perhaps most
:07:08. > :07:11.importantly, the goodwill and willingness of people to do their
:07:12. > :07:14.bit. That will really make a difference if we are to get to this
:07:15. > :07:17.zero waste idea by 2050. The First Minister Carwyn Jones
:07:18. > :07:20.is said to be "extremely angry" about claims Jeremy Corbyn
:07:21. > :07:21.supporters are briefing It's been suggested two employees
:07:22. > :07:26.may lose their jobs if Mr Corbyn is re-elected because they haven't
:07:27. > :07:29.been supportive enough of him. Our political editor Nick Servini
:07:30. > :07:41.is here. All the blood-letting that we have
:07:42. > :07:44.seen in the Labour Party for all to witness in the past year about those
:07:45. > :07:50.who support Jeremy Corbyn and those who don't, it has largely escaped
:07:51. > :07:54.the Welsh Labour Party. They have kept themselves out of so many of
:07:55. > :07:58.the disputes, but that started to change today. It started with a
:07:59. > :08:01.story in the Western Mail on Monday which quoted anonymous sources
:08:02. > :08:07.saying if Jeremy Corbyn wins the leadership contest, there would be a
:08:08. > :08:12.hit list of those who have not given enough support to him and it
:08:13. > :08:16.included two senior members of the Welsh Labour Party. We have no way
:08:17. > :08:23.of definitively proving whether such a list exists but the response to
:08:24. > :08:27.that today shows in a way, it tells its own story and shows how much
:08:28. > :08:31.tension there is in the party. A spokesman for the First Minister
:08:32. > :08:34.said Carwyn Jones is really angry and it would be totally unacceptable
:08:35. > :08:41.if the Labour Party in London look to get involved in internal staffing
:08:42. > :08:43.matters. That sense of anger was echoed by Carwyn Jones' former
:08:44. > :08:47.government minister and colleague Leighton Andrews when he talked
:08:48. > :08:50.about the reaction. The status of Welsh Labour staff
:08:51. > :08:53.is a matter for the Welsh Labour The Welsh Labour team has delivered
:08:54. > :09:00.two Welsh Assembly election victories for Carwyn,
:09:01. > :09:03.delivered two Welsh Labour governments, and he will be,
:09:04. > :09:20.I am sure, furious about what is I also caught up with a high profile
:09:21. > :09:24.Jeremy Corbyn supporter in Wales. He laughed at the prospect of such a
:09:25. > :09:28.list in existence and said its existence had been fabricated by the
:09:29. > :09:29.critics of the Jeremy Corbyn campaign.
:09:30. > :09:31.I think this is absolute nonsense, the idea there
:09:32. > :09:36.Unfortunately, a lot of this leadership contest has been
:09:37. > :09:38.characterised by attempts on behalf of Jeremy's opponents to suggest
:09:39. > :09:40.there is this atmosphere of intolerance and intimidation
:09:41. > :09:48.Anyone who knows anything about Jeremy and has spent time
:09:49. > :09:55.with him will know he has not got a vindictive bone in his body.
:09:56. > :10:00.Before you go, Leighton Andrews has some interesting comments about
:10:01. > :10:06.Carwyn Jones' feelings about the Labour leadership. Unlike many
:10:07. > :10:10.senior figures in the party, Carwyn Jones has kept out in terms of
:10:11. > :10:14.publicly endorsing anyone and Leighton Andrews said, why look in
:10:15. > :10:19.the crystal ball when you can read the book? If you read between the
:10:20. > :10:22.lines of everything he has said on the leadership contest, he says it
:10:23. > :10:23.is pretty obvious that Carwyn Jones does not support Jeremy Corbyn.
:10:24. > :10:26.Thank you. Staying with Labour,
:10:27. > :10:28.a former watchdog on standards in public life has claimed
:10:29. > :10:31.the former Economy Minister had a potential conflict of interest
:10:32. > :10:34.when she approved over ?3 million of support for a Swansea firm
:10:35. > :10:37.which later went bust. In 2013 and 14, Edwina Hart decided
:10:38. > :10:41.to support Kancoat despite being Sir Alistair Graham said possible
:10:42. > :10:47.job opportunities for her constituents meant there
:10:48. > :10:50.was a potential conflict. The Welsh Government said
:10:51. > :10:53.the support was "consistent American metal giant Alcoa was a big
:10:54. > :11:02.employer in Swansea for years but the company left a decade ago
:11:03. > :11:05.with hundreds of jobs lost. In 2012, Kancoat tried to revive
:11:06. > :11:11.the production line and received more than ?3 million
:11:12. > :11:15.from the Welsh Government in grants and loans but it struggled and went
:11:16. > :11:19.bust in 2014. Last month, a report
:11:20. > :11:23.by the Wales Audit Office found that Kancoat had previously been turned
:11:24. > :11:27.down by the Welsh Government's investment bank, Finance Wales,
:11:28. > :11:31.who deemed it too risky. And the report also said
:11:32. > :11:34.the Welsh Government had continued to put money into Kancoat
:11:35. > :11:38.despite its own review describing the business plan
:11:39. > :11:42.as weak and inconsistent. We now know that decisions to back
:11:43. > :11:46.the firm were taken directly by the then Economy Minister Edwina
:11:47. > :11:50.Hart. If Kancoat had been based
:11:51. > :11:54.in Edwina Hart's Gower constituency, she would not have been the person
:11:55. > :11:58.to take the decision to back it because the government's code
:11:59. > :12:02.of conduct warns against conflicts between constituency matters
:12:03. > :12:07.and ministerial decisions. But Kancoat was actually based
:12:08. > :12:11.ashort journey away in the neighbouring
:12:12. > :12:14.Swansea West constituency. It's around half a mile
:12:15. > :12:17.as the crow flies or about five A former public standards watchdog
:12:18. > :12:23.has told BBC Wales that that close proximity meant Gower constituents
:12:24. > :12:26.could have benefited from the investment
:12:27. > :12:29.so there was a potential It's thought ministers can stand

:13:06. > :13:10.on that, she certainly would have done that
:13:11. > :13:12.and the Welsh Conservatives are trying to find that
:13:13. > :13:14.out at the moment. The Welsh Government said this
:13:15. > :13:17.evening it would not be adding to its earlier statement which said
:13:18. > :13:20.Kancoat was not in the former Economy Minister's constituency and
:13:21. > :13:22.the decision she took was consistent We approached Edwina Hart
:13:23. > :13:29.for comment but she didn't respond. And tonight it's been confirmed that
:13:30. > :13:32.another company which had been given more than ?1.4 million
:13:33. > :13:36.by the Welsh Government has gone Around 50 people have lost jobs
:13:37. > :13:41.at Oyster World, a computer games company based in Treforest which had
:13:42. > :13:46.debts of more than ?2 million. The Welsh Government says figures
:13:47. > :13:49.show the survival rates of the companies it supports
:13:50. > :13:53.are above the UK average. A former councillor
:13:54. > :13:56.from Pembrokeshire has been jailed for sending obscene text messages
:13:57. > :13:59.to a teenage girl. 57 year old Stephen Evans,
:14:00. > :14:03.who was elected to Haverfordwest Council in 2010, sent the 15
:14:04. > :14:06.year old girl messages He was jailed for 16 months
:14:07. > :14:12.after admitting two offences of inciting a child to engage
:14:13. > :14:15.in sexual activities. Two people have been taken
:14:16. > :14:19.to hospital after a car crashed into a block of retirement
:14:20. > :14:22.flats in Swansea. Emergency services were
:14:23. > :14:24.called to Stewart Hall The driver and one of the residents
:14:25. > :14:30.were taken to Morriston Hospital. A number of residents have been
:14:31. > :14:33.evacuated due to the damage It took me five seconds to realise
:14:34. > :14:45.something had happened. I went outside and saw the wall
:14:46. > :14:49.had been smashed in. The lady next door could not get out
:14:50. > :14:52.of her flat with the impact which
:14:53. > :14:58.had jammed the door tight shut. Self-defence classes
:14:59. > :15:01.are being offered to people from minority ethnic
:15:02. > :15:04.groups in Swansea. The Regional Equality Council
:15:05. > :15:07.says it's in response to what they believe to be a growing
:15:08. > :15:10.number of race hate They say it's worse since
:15:11. > :15:29.immigration was at the centre Getting to grips with a serious
:15:30. > :15:32.issue. Women from the Muslim community in Swansea are being shown
:15:33. > :15:37.some basic self defence techniques. This has come about due to reports
:15:38. > :15:42.of an increase in racially motivated attacks. None of them wanted to
:15:43. > :15:46.share any personal experiences on camera but the self-defence
:15:47. > :15:48.instructor told me of how his own family had recently experienced
:15:49. > :15:55.verbal abuse because of their religion. On the way to school,
:15:56. > :15:58.there was a couple, one male, one female, and when they saw my wife
:15:59. > :16:07.and the two other women, they started giving my wife racist verbal
:16:08. > :16:13.abuse. They ignored it and went to school. On the way back with my
:16:14. > :16:19.children, other children as well, they started giving abuse again. The
:16:20. > :16:22.self defence class is being held at this centre to provide individuals
:16:23. > :16:27.with the confidence to go out and carry on with their everyday lives.
:16:28. > :16:30.It is believed that over the past couple of months, the number of
:16:31. > :16:35.racially motivated incidents have increased. Some examples include
:16:36. > :16:39.verbal abuse and egg throwing. Figures from the regional equality
:16:40. > :16:43.Council show there were six hate crime incidents reported to them in
:16:44. > :16:46.June compared to one in June last year. But South Wales Police say
:16:47. > :16:49.there was a slight drop in the number of incidents it recorded
:16:50. > :16:55.during the same period but that there was an increase at the start
:16:56. > :16:57.of July. The regional equality Council's chief executive says very
:16:58. > :17:01.often people are reluctant to report incidents to the police but he
:17:02. > :17:06.linked the recent increase in hate crime to the EU referendum debate.
:17:07. > :17:11.There is a minority who have always been there who have not found the
:17:12. > :17:18.opportunities in the past but now find they have a ticket to go and
:17:19. > :17:26.harass people. On the basis of Google's religion, race, identity.
:17:27. > :17:30.That minority has come out and become a lot more vocal. I was told
:17:31. > :17:36.there are encouraging examples of onlookers who have stepped in to
:17:37. > :17:40.help others facing racially motivated abuse. As for the self
:17:41. > :17:43.defence classes, it is hoped it will give confidence to individuals who
:17:44. > :17:45.may find themselves in a vulnerable situation.

:18:22. > :18:24.Four motorcyclists have died in the force area so far this year -
:18:25. > :18:27.two more than the same time last year.

:19:15. > :19:17.and countryside areas, you don't need to break the speed
:19:18. > :19:23.Operation Darwen is a six-month scheme across Wales to target
:19:24. > :19:26.accident hotspots and clamp down on all irresponsible road users
:19:27. > :19:31.But four bikers have died in North Wales this year,
:19:32. > :19:34.twice as many as in the same period last year.
:19:35. > :19:37.The statistics show that most accidents involve men in their 40s
:19:38. > :19:43.Most collisions occur on weekends or on Wednesday afternoons
:19:44. > :19:45.between midday and 5pm and they don't all necessarily
:19:46. > :19:51.Some are caused by fatigue or a lack of concentration.
