:01:23. > :01:25.Hospital departments in Wales, responsible for treating the most

:01:26. > :01:27.seriously ill patients, are too full and

:01:28. > :01:32.That's according to a Welsh Government report that says

:01:33. > :01:37.front-line staff are experiencing stress and uncertainty.

:01:38. > :01:39.Tonight it warns that Health Boards need to tackle

:01:40. > :01:49.Here's our Health Correspondent Owain Clarke.

:01:50. > :01:56.If you are gravely ill, had a serious accident or big operation it

:01:57. > :02:00.is likely will be cared for here. Critical care unit Street nine and a

:02:01. > :02:04.half thousand patients a year in Wales. But according to an

:02:05. > :02:09.assessment they appear to be struggling to cope. In January last

:02:10. > :02:12.year they were working beyond maximum capacity, treating more

:02:13. > :02:19.patients than they should have had room for with 107% bed occupancy.

:02:20. > :02:23.They shouldn't be more than 70% file. If intensive care is

:02:24. > :02:27.chock-a-block even emergency operations have to be postponed. The

:02:28. > :02:33.report highlights significant staff shortages will stop only half Welsh

:02:34. > :02:37.units have enough consultants. In just one in five is covered by

:02:38. > :02:40.junior staff. When we get overfill critical care

:02:41. > :02:47.beds and the units are struggling to deal with not only emergencies, but

:02:48. > :02:51.elected with, we find very major elective surgery gets deferred by

:02:52. > :02:58.days or weeks. This, obviously, is distressing for

:02:59. > :03:04.patients. Two thirds of all critical care patients, 4000 in total spent

:03:05. > :03:08.too long, according to their broad, waiting to be discharged, often

:03:09. > :03:11.because hospital wards will follow. That is a problem considering Wales

:03:12. > :03:16.has fewer critical care beds than almost all of the rest of Europe.

:03:17. > :03:23.Germany is way ahead, with almost 30 beds per 100,000 population.

:03:24. > :03:29.The Welsh NHS has just under six. Only Sweden and Portugal have fewer.

:03:30. > :03:32.But the report does say some excellent work is happening with

:03:33. > :03:37.survival rates increasing at hospital infection rates amongst sea

:03:38. > :03:40.was the patients going down. Even so, the Welsh government says health

:03:41. > :03:44.boards must work together quickly to sort things out.

:03:45. > :03:49.Opposition parties are scathing. We know what we need. We need more

:03:50. > :03:54.doctors and nurses. We need a plan in place that fulfils the needs of

:03:55. > :03:57.Welsh NHS now and into the future. Until this current government admits

:03:58. > :04:01.that there is a problem on that scale, as shown in this report, it

:04:02. > :04:06.is not going to be resolved. The picture is clear, the department

:04:07. > :04:09.is responsible for caring for the most critically ill are themselves

:04:10. > :04:10.facing a critical amount of pressure.

:04:11. > :04:12.Owain, how concerned should we be with the specialist

:04:13. > :04:23.There is a clear warning today that pressures could get even worse, with

:04:24. > :04:29.increasing demand for care and growing elderly population. Bear in

:04:30. > :04:35.mind, this was a three year plan to improve critical care services,

:04:36. > :04:40.published three years ago. Because the problems are still there, and so

:04:41. > :04:45.apparent, people may be worried. Many people will be aware that the

:04:46. > :04:49.NHS is under pressure across the board, the question they will want

:04:50. > :04:52.answered more importantly than anything is is PKI and likely to get

:04:53. > :04:55.safe? There are encouraging signs in a

:04:56. > :05:00.report that almost all critical care departments in Wales have death

:05:01. > :05:05.rates you would expect in those departments, the only exception is

:05:06. > :05:09.in Wales's biggest hospital, the University Hospital of Wales where

:05:10. > :05:15.death rates are slightly higher. No big causes for alarm on that front.

:05:16. > :05:19.What struck me today is the clear warning from the Welsh governments

:05:20. > :05:25.to health boards, a shot across the bow is, if you like, that they must

:05:26. > :05:29.consider carefully in the next year, are the services they deliver fit

:05:30. > :05:31.for purpose? Do they need to change? We know change in the health service

:05:32. > :05:33.is often an popular. The RNLI is putting extra teams

:05:34. > :05:36.along the Welsh coast this It follows a number of deaths

:05:37. > :05:41.across the UK, including three And tonight the best friend of two

:05:42. > :05:47.men who drowned off Anglesey five years ago has urged people to be

:05:48. > :05:50.careful, describing the impact Our reporter Matthew Richards

:06:12. > :06:15.from the RNLI, but given recent tragedies including the death of

:06:16. > :06:20.five men in Essex it has become an urgent plea. We've been out on a

:06:21. > :06:22.training exercise to see how Cruise holiday skills to keep us safe.

:06:23. > :06:24.Rhyl's all-weather lifeboat and a smaller inshore vessel

:06:25. > :06:26.are primed and ready for a busy bank holiday.

:06:27. > :06:28.Extra teams will be drafted in across Wales, the crews say

:06:29. > :06:31.they have been working hard throughout August with most rescues

:06:32. > :06:33.involving inflatables blown off course, or people cut off

:06:34. > :06:38.It's quite a tide out here, and if anyone is swimming,

:06:39. > :06:40.or has an inflatable, getting swept out to

:06:41. > :06:44.What we say as well is that people stay with the inflatables,

:06:45. > :06:53.And the other messages, please, don't go in after other people.

:06:54. > :06:55.Today, fortunately, was just a training exercise.

:06:56. > :06:57.Fred, the dummy, was in the water and the crews were practising

:06:58. > :07:02.But any day now it could be the real thing.

:07:03. > :07:05.In the past month alone there have been three deaths among

:07:06. > :07:13.the Welsh coastline, in bombers, two teenage boys died

:07:14. > :07:18.In Barmouth, two teenage boys died and a 20-year-old man was reptile to

:07:22. > :07:22.the impact tragedies Five years ago he went fishing off

:07:23. > :07:26.the Anglesey coast with his best friends, they got into difficulties

:07:27. > :07:29.in the sea and drowned. Lewis and Calum were 22 years old,

:07:30. > :07:31.and had just graduated. Things can get out of

:07:32. > :07:33.hand very quickly. Especially when you're young

:07:34. > :07:38.and have a great time. I can't have enough sympathy

:07:39. > :07:45.for any family that goes Last year the RNLI's

:07:46. > :08:04.lifeboats were lodged over 1000 times in Wales,

:08:05. > :08:08.rescuing the same number of people. Experts say people often

:08:09. > :08:10.misunderstand the strength of the sea, and rip currents,

:08:11. > :08:12.fast moving channels The key thing with currents,

:08:13. > :08:18.if you get caught in one If you have anything,

:08:19. > :08:24.such as a body board that is buoyant And the key thing is,

:08:25. > :08:32.don't fight the rip current, It is stronger than

:08:33. > :08:35.you can possibly swim. Try and attract the attention

:08:36. > :08:38.of other people around you. This weekend Rhyl beeach will be

:08:39. > :08:41.closed for the annual airshow, but Martin Jones and his crew

:08:42. > :09:00.will be poised to race to the rescue A typical August day for the crew

:09:01. > :09:05.here, three jobs this afternoon all which ended safely, they weren't too

:09:06. > :09:10.serious. All beaches, particularly in Gwynedd say they should have life

:09:11. > :09:15.guards on them. We will see if that is something that can be done.

:09:16. > :09:19.The RNLI say if you are going in to see pick a beach that does have a

:09:20. > :09:22.lifeguard and listen to advice to say stay.

:09:23. > :09:24.Three warehouses have been badly damaged by fire on the Darcy

:09:25. > :09:28.More than 40 fire fighters brought it under control but four

:09:29. > :09:32.The fire began this morning and spread quickly through electric

:09:33. > :09:36.supplies and other plastic materials.

:09:37. > :09:39.South Yorkshire police say they will "carefully

:09:40. > :09:42.consider" releasing the files of their investigation

:09:43. > :09:44.into the death of Swansea football fan Terry Coles following a request

:09:45. > :09:49.Mr Coles was trampled by a police horse outside

:09:50. > :09:52.Rotherham United's ground in May 2000.

:09:53. > :09:54.An inquest found his death was an accident, a decision

:09:55. > :10:04.It was here behind Rotherham United's Millmoor ground

:10:05. > :10:11.Travelling Swansea city supporters were ushered through this lane

:10:12. > :10:15.Some claim Rotheram fans tipped urine on them from the stands

:10:16. > :10:16.as the visiting fansretaliated by throwing stones.

:10:17. > :10:23.In the minutes before kick-off the 42-year-old was knocked over

:10:24. > :10:27.and trampled on by a police horse, he died as a result of his injuries.

:10:28. > :10:30.An inquest found his death to be accidental, and a civil case

:10:31. > :10:32.against South Yorkshire Police were stripped out of court.

:10:33. > :10:34.An investigation by the Independent Police Complaints Commission,

:10:35. > :10:38.however, found that three officers that they had failed in the duty.

:10:39. > :10:41.At home in Swansea Terry Coles's widow, Christine, told me

:10:42. > :10:45.earlier this year that in light of the findings at the Hillsborough

:10:46. > :10:50.inquest she wished for the case to be reviewed.

:10:51. > :10:55.Having written to the Home Secretary, one MP is also calling

:10:56. > :10:58.the sacrifice of the 96 were lost their lives

:10:59. > :11:04.in Hillsborough, now they have had justice.

:11:05. > :11:06.That has opened up the doors to other people who feel

:11:07. > :11:09.that their cases, especially around that time, especially involving that

:11:10. > :11:12.particular police force, we have to look at this case again.

:11:13. > :11:18.The solicitor representing the family says he is disappointed

:11:19. > :11:21.in the lack of correspondence from South Yorkshire Police far.

:11:22. > :11:23.The force says it is carefully considering the request.

:11:24. > :11:26.I would like the police to look at this case with fresh eyes.

:11:27. > :11:31.In light of the criticism that has been levelled at certain police

:11:32. > :11:33.officers in South Yorkshire Police, and in particular, the police

:11:34. > :11:37.officers that were involved in Hillsborough.

:11:38. > :11:40.And involved at the rather football match where Terry Coles died.

:11:41. > :11:42.I think that is sufficient reason for there to be

:11:43. > :11:56.16 years on since Terry Coles's tragic death Swansea city sport

:11:57. > :11:58.is held a minute's pause during a game at the Liberty Stadium

:11:59. > :12:02.Terry Coles's family say they are disappointed the IP CC has

:12:03. > :12:04.decided not to conduct further reviews of the evidence.

:12:05. > :12:07.They now wait to hear more from South Yorkshire Police

:12:08. > :12:10.as they continue to believe they are yet to have justice

:12:11. > :12:12.for their loved one who died doing what he loved most,

:12:53. > :12:55.New figures show that across Wales more than 140 dairy farms have sold

:12:56. > :13:02.During the same period, the price farmers are paid

:13:03. > :13:04.for their milk has fallen by almost a third.

:13:05. > :13:08.Some warn that the industry is facing a fight for survival.

:13:09. > :13:14.Roger Pinney has been to a farm on the Llyn Peninsular

:13:15. > :13:16.where they are turning back the clock in an attempt

:13:17. > :13:28.Even 50 years ago the milk industry was thinking big,

:13:29. > :13:30.the shift from farm bottled large dairies was already underway.

:13:31. > :13:34.All by hand, then we fill the tanks, either the semi-skimmed, full,

:13:35. > :13:44.And now in Pwllheli, milk from one farm, 80 cows bottled,

:13:45. > :13:47.and sold direct to local retailers by the farmer.

:13:48. > :13:49.They've been doing it less than a month, and the milk

:13:50. > :13:54.The first four weeks of doing this, and it's been hectic, to be honest.

:13:55. > :14:00.So there's, make sure there's plenty in the fridge ready

:14:01. > :14:06.Time, effort and money has gone into the branding.

:14:07. > :14:09.And then we've also done one different milk.

:14:10. > :14:19.Yes, so you have a bit of cream settling on top.

:15:12. > :15:14.They've got to start adding value to their own product.

:15:15. > :15:18.A lot of the talk is the price of lamb, the price of beef,

:15:19. > :15:21.the price of milk, you know, and I think we've got to start

:15:22. > :15:25.demanding that we get more for our produce.

:15:26. > :15:28.Here they've cut out the middleman, taking for themselves a bigger slice

:15:29. > :15:35.It is a way which will suit some farmers, but, to be sure,

:15:36. > :15:41.there is no one size fits all in this.

:15:42. > :15:44.A thousand apple trees will be planted in the Pembrokeshire village

:15:45. > :15:46.of St Dogmaels after the local history society received

:15:47. > :15:48.almost ?125,000 to plant a community orchard.

:15:49. > :15:50.The money, from the Big Lottery Fund will also provide
