:01:51. > :01:53.says there should be a minimum of 12 years of age, as, sort of,
:01:54. > :01:56.best practice globally, we also need to look at what happens
:01:57. > :01:58.when we criminalise children and the evidence suggests
:01:59. > :02:02.that if we criminalise people at a young age,
:02:03. > :02:05.they tend to lead lives in adulthood of criminality.
:02:06. > :02:07.He says this isn't about stopping the most serious
:02:08. > :02:10.offenders being detained in secure homes like this.
:02:11. > :02:17.It's about early intervention to ensure the majority
:02:18. > :02:20.of children never enter the justice system in the first place.
:02:21. > :02:23.can actually help rehabilitate children.
:02:24. > :02:26.If you put people through the criminal justice system, then
:02:27. > :02:29.you have the ability to absolutely enforce support mechanisms.
:02:30. > :02:32.It is not about putting people into prison.
:02:33. > :02:36.Very, very few children under the age of 16 go into custody.
:02:37. > :02:42.What you are able to do is to make sure absolutely that social services
:02:43. > :02:46.are involved and that there are methods to ensure that these
:02:47. > :02:50.children become aware that their actions have consequences.
:02:51. > :02:52.At the moment, the UK Government has no plans
:02:53. > :02:56.to alter the age of criminal responsibility and Wales
:02:57. > :03:05.Proposals to devolve youth justice were made in 2014 but
:03:06. > :03:08.they weren't supported by the UK Government and didn't make it into
:03:09. > :03:11.the Wales Bill on further devolution which is currently making its way
:03:12. > :03:18.to pedestrianised areas of Bridgend town centre
:03:19. > :03:21.to provide better access and boost trade.
:03:22. > :03:23.The council wants to reopen Queen Street, Dunraven Place,
:03:24. > :03:28.which would cost hundreds of thousands of pounds.

:03:41. > :03:45.the council wants to implement changes so cars

:03:53. > :03:56.Since the full pedestrianisation was implemented over a decade ago,
:03:57. > :03:59.there's obviously been changes in shopping habits,
:04:00. > :04:02.and people want to come into town centres to go to smaller shop units
:04:03. > :04:06.and we feel that the access would help that.
:04:07. > :04:09.But on this sunny bank holiday, locals' and visitors' opinions
:04:10. > :04:13.They want to open the shops up a bit.
:04:14. > :04:17.it was a brilliant town, 30-40 years ago,
:04:18. > :04:20.today, I'm sorry to say, it's a rubbish town.
:04:21. > :04:26.Do you think it would help to open it up to traffic?
