:01:33. > :01:36.They're among the Welsh Government's pledges for what it'll do for us

:01:37. > :01:38.over the next five years, but can it really afford it?

:01:39. > :01:41.The First Minister says the plans will make a tangible difference

:01:42. > :01:46.The opposition says they're lacklustre and lacking in detail.

:01:47. > :01:48.In a moment, the judgment of the people of Port Talbot.

:01:49. > :01:51.First, our Political Editor, Nick Servini, with the lowdown on

:01:52. > :02:06.From the cradle to the grave, that is the purpose of this national

:02:07. > :02:10.Insurance bill. From cradle to the grave was a familiar mantra from

:02:11. > :02:15.governments of old. Help people live healthier lives, make the most of

:02:16. > :02:20.opportunities and give support when they need it. That was echoed by

:02:21. > :02:25.Carwyn Jones today in some of his claims about the programme for

:02:26. > :02:31.government. Is it realistic over the next five years? One thing we know

:02:32. > :02:34.is that it will affect people at different stages in their lives. For

:02:35. > :02:41.families there will be 30 hours of free childcare week available for

:02:42. > :02:44.parents of three and four-year-olds. For those seeking a first job, a

:02:45. > :02:47.minimum of 100,000 apprenticeships have been pledged, but these will

:02:48. > :02:51.also be available at all ages. There will be a new find that the Welsh

:02:52. > :02:55.government says would provide access to new and innovative treatment. And

:02:56. > :03:04.the value of assets elderly people can keep on entering residential

:03:05. > :03:07.care will more than double, to ?50,000. This programme for

:03:08. > :03:09.government gives us what we need to tackle the major challenges that lie

:03:10. > :03:13.ahead, and to make a tangible difference to people's lives that

:03:14. > :03:16.they want to see. It enables us to approach the next five years with

:03:17. > :03:20.confidence, energy and clarity. We have set the ambition and we have

:03:21. > :03:26.set out what we will do to achieve it. And denial, we will get on and

:03:27. > :03:31.deliver. The main opposition Plaid Cymru has been involved in setting

:03:32. > :03:35.some priorities with a deal with Labour. But there was still

:03:36. > :03:39.criticism. We were led to believe you were unveiling a five-year plan

:03:40. > :03:44.to take Wales forward today, and as such I had hoped to learn in greater

:03:45. > :03:49.detail how exactly your government will do just that. However, as was

:03:50. > :03:54.the case with your previous programmes for government, we are

:03:55. > :03:59.offered an exhaustive list of objectives and priorities but very

:04:00. > :04:06.little by way of detail as to how you will achieve them. Also on the

:04:07. > :04:10.list the M4 relief road at Newport, although the controversial decision

:04:11. > :04:16.on the exact route will be made after a public enquiry. Also is the

:04:17. > :04:19.Metro bus and rail project for South East Wales. But the Conservatives

:04:20. > :04:28.and Ukip balls latched onto what they felt was a lack of detail in

:04:29. > :04:32.the programme. It is disheartening to see that they have come up with a

:04:33. > :04:38.document that runs to 15 pages, which includes the front cover. 15

:04:39. > :04:48.pages for five years worth of government. I am sorry to say that

:04:49. > :04:52.he is still miserable about Brexit, because he's still talking about

:04:53. > :04:55.every analysis, and says we should be prepared for a shrinking economy.

:04:56. > :04:59.Nothing could be further from the truth. All the economic figures

:05:00. > :05:07.which have been released since the summer show the economy expanding.

:05:08. > :05:10.In the background to all of this is Brexit. Ministers say it has created

:05:11. > :05:15.a degree of financial uncertainty that means big cuts will have to be

:05:16. > :05:19.made in other programmes in order to fund some of the more expensive

:05:20. > :05:23.items, like the childcare provision. We will not know exactly which until

:05:24. > :05:30.the budget is published in a few weeks. Warm words are well and good

:05:31. > :05:32.but one thing that has not changed over the years is that governments

:05:33. > :05:37.of all descriptions are not judged on the plans, but whether they are

:05:38. > :05:39.delivered. Wane so the politicians have had their say on what the Welsh

:05:40. > :05:53.government plans to do for us over the next five

:05:54. > :05:57.years, but Carwyn Jones says the ideas came

:05:58. > :05:59.from listening to the public. Our Political Correspondent,

:06:00. > :06:00.Daniel Davies, has been to Port Talbot to find out,

:06:01. > :06:07.is this what people at the election Labour said it

:06:08. > :06:10.wanted to help people a long life's journey, I promise that whenever you

:06:11. > :06:15.got to one of the big milestone is the Welsh government would be there

:06:16. > :06:19.to make things easier. So, we took our own journey, and where better to

:06:20. > :06:23.go down here in Port Talbot, given that Labour says its programme is

:06:24. > :06:26.the result of a conversation with the public. What sort of things do

:06:27. > :06:33.you want to see the Welsh government doing? The NHS, obviously, schools.

:06:34. > :06:38.But it's the lack of money from Westminster that is really playing

:06:39. > :06:42.on these councils, they have not got the money these days, they are

:06:43. > :06:47.cutting back everywhere. The roads are filthy, they have not what

:06:48. > :06:51.people to clear them. What about the cost of care for the elderly? Put

:06:52. > :07:01.them in cottage hospitals, care for them, yes, and then you would have

:07:02. > :07:06.more beds. Today was Carwyn Jones's chance to explain how he would turn

:07:07. > :07:11.this, Labour's manifesto, into reality. But he has two problems.

:07:12. > :07:15.First, he does not have a majority of seats so he has to deal with his

:07:16. > :07:19.opponents. And secondly, if the demand for public services grows, so

:07:20. > :07:24.does the pressure on his budget. One of the most expensive policies is

:07:25. > :07:29.the promise of more free childcare. 30 hours a week to help working

:07:30. > :07:34.parents like Damon Darlington. My girlfriend wants to do more work but

:07:35. > :07:38.she cannot get the resources or help with the kids, so it would be a

:07:39. > :07:45.fantastic idea. Any faith in the politicians to deliver? I hope so,

:07:46. > :07:51.but we have not had any hope in the past with them. Wade think tank has

:07:52. > :07:55.said more childcare might not help mothers back into work or alleviate

:07:56. > :07:59.poverty, and ministers have not yet said what they will cut to pay for

:08:00. > :08:03.it. But cuts will be needed to fund things like apprenticeships for

:08:04. > :08:08.people of all ages. Charlotte is training to be a carpenter at

:08:09. > :08:13.college. But it was not easy for her to get a place as an apprentice. I

:08:14. > :08:19.tried last year, but no one was taking me on because I was a girl. I

:08:20. > :08:24.thought that was really wrong and everything, but I start with a

:08:25. > :08:29.building company tomorrow. About apprenticeships, people like me

:08:30. > :08:33.would not get the chance to do it. After 17 years in office, do not

:08:34. > :08:38.expect a radical change in direction from Labour. Instead, it says it

:08:39. > :08:41.wants to keep Wales's momentum going. Opponents say it is all a bit

:08:42. > :08:42.pedestrian. Let's talk to our Political

:08:43. > :08:44.Editor, Nick Servini. Some expensive pledges here -

:08:45. > :08:46.where exactly is the Welsh Government going to find

:08:47. > :08:53.the cash to fund them? Well, the smart money is on cutting

:08:54. > :08:58.what is called anti-poverty schemes, but we will have to wait a few weeks

:08:59. > :09:02.before we know exactly what it is. In a way, today was easy day for the

:09:03. > :09:06.government. Today is the kind of day they set out what they tried to

:09:07. > :09:09.achieve and what they want to do. The difficult they will be next

:09:10. > :09:14.month when they have got to set out what they have to drop in order to

:09:15. > :09:17.achieve their aims and this programme for government, and behind

:09:18. > :09:22.the scenes we are told because of the uncertainty towards Brexit there

:09:23. > :09:28.will not be salami slicing of different budgets, entire programmes

:09:29. > :09:32.will be have to cut because of it. A big day here today. The assembly

:09:33. > :09:35.elections seem a heck of a long time ago, but this is a direct

:09:36. > :09:42.consequence of that, and what is in this programme for government is

:09:43. > :09:45.largely what was then Labour's manifesto. Some on the opposition

:09:46. > :09:47.side said the small size of the document, 15 pages long, and the

:09:48. > :09:50.lack of detail was hugely disappointing. The government

:09:51. > :09:54.insists it is deliverable, and practical. And when all is said and

:09:55. > :09:58.done we will judge this government by all sorts of measures, but this

:09:59. > :10:02.will be one of those right at the front of the queue. Thank you.

:10:03. > :10:04.Fire-fighters have been tackling a blaze of around 6,000 tonnes

:10:05. > :10:06.of woodchip at a recycling plant near Bridgend.

:10:07. > :10:09.It's the third fire at a site owned by South Wales Wood

:10:10. > :10:13.The company says in light of the suspicious circumstances

:10:14. > :10:15.around the fire, it is withdrawing an application for another

:10:16. > :10:27.Our reporter Kate Scott-Williams is at the plant in Coity for us.

:10:28. > :10:29.Well, Jamie, as you can see the smoke is still billowing

:10:30. > :10:44.The smell of the fumes is still choking. Fire officers have been

:10:45. > :10:49.tackling the days all day. They say the cask has been difficult. As for

:10:50. > :10:56.what happens at the recycling plant, any kind of wood gets recycled into

:10:57. > :10:59.woodchipping is. They then get used across industries like the

:11:00. > :11:10.construction industry, or as biomass fuel, but it is not the first time a

:11:11. > :11:16.fire like this has happened. It is absolutely ridiculous.

:11:17. > :11:19.The smoke was blowing from the north last night and for many nearby it

:11:20. > :11:20.meant staying indoors, trying to escape

:11:21. > :11:29.It is really choking, Lakeland plastic is burning. Awful.

:11:30. > :11:34.Absolutely awful. We have had to close all the windows for a start.

:11:35. > :11:39.My husband got out a farm, but that did not make much difference, it

:11:40. > :11:42.just blowing at around. It was seeping through everything. -- my

:11:43. > :11:44.husband got a fan out. It was coming under the door.

:11:45. > :11:47.The water carriers have been ferrying water back and forth

:11:48. > :11:50.the site from local hydrants, they hold around 9,000 litres each,

:11:51. > :11:55.but it has proved a tough job for the teams on site.

:11:56. > :12:00.It is a well-developed fire, and it is deep-seated to using heavy

:12:01. > :12:04.machinery to pull out the woodchip from the fire and damping down to

:12:05. > :12:09.make it safe. There is a lot of heat coming from the fire, and the smoke

:12:10. > :12:13.coming from it. It is arduous working conditions for the crew but

:12:14. > :12:15.we are swapping them every few hours.

:12:16. > :12:18.At the end of last year, a similar fire at the wood recycling

:12:19. > :12:21.centre at Alexandra Docks in Newport burnt over the whole month,

:12:22. > :12:24.and in March it was the Old Llynfi Power station in Maesteg

:12:25. > :12:28.that was affected when 2,000 tonnes of woodchip caught alight.

:12:29. > :12:32.Firefighters have been working around the clock to try to get the

:12:33. > :12:37.blaze under control. But it may be a few days yet before the fire is

:12:38. > :12:43.completely out. With fires previously a the to other sites,

:12:44. > :12:44.local residents are increasingly concerned about plans for yet

:12:45. > :12:47.another plant a few miles away. Those plans have been put on hold

:12:48. > :12:50.this afternoon with news from South Wales Wood Recycling Ltd

:12:51. > :12:53.that in light of the suspicious circumstances surrounding the fire

:12:54. > :12:55.they've decided to withdraw their planning application

:12:56. > :12:59.for the safety of their employees. Local councillor Jeff Tildesley,

:13:00. > :13:01.who had chaired meetings with hundreds of concerned local

:13:02. > :13:03.residents recently, says any further developments of such sites will come

:13:04. > :13:22.up against opposition. These people are wanting a 365 days

:13:23. > :13:25.a year operation. Heavy goods bringing things and taking items

:13:26. > :13:33.away at night. And the woodchip goes on in the daytime. Local residents

:13:34. > :13:37.are concerned on three grounds. Firstly, health grounds. Secondly,

:13:38. > :13:39.noise, and thirdly, traffic. So the end of one application,

:13:40. > :13:42.but the company has said it hopes the community will work with it

:13:43. > :13:44.to help deliver renewable Welsh power to benefit

:13:45. > :13:46.local areas and business. Back in Coity, it may be

:13:47. > :13:49.some time before we know The Fire Service say the priority

:15:56. > :15:57.complain that they kept it running. But numerous cutbacks to subsidies

:16:31. > :16:35.been any maintenance on the vehicle. When asked if finances came before

:16:36. > :16:37.safety, one director GHA Coaches went into administration

:16:38. > :16:41.with the loss of 300 jobs in July. A month earlier, Silcox Coaches

:16:42. > :16:44.in Pembrokeshire closed, and a month later Ceredigion's

:16:45. > :16:56.Lewis Coaches collapsed. The limited amount of welcome

:16:57. > :16:59.support we get from the Welsh government, each year there is no

:17:00. > :17:04.continuity of knowing what is going to come the following year, and that

:17:05. > :17:07.is important for investment, investment in new vehicles and on

:17:08. > :17:13.staff, and important for knowing what services you can provide. With

:17:14. > :17:20.the best operators who have survived saying they are feeling the squeeze,

:17:21. > :17:23.a 5-point plan has been announced which it said should make ten

:17:24. > :17:25.sustainable bus services across Wales.

:17:26. > :17:26.The plan is to appoint regional co-ordinators

:17:27. > :17:28.to shower good practice, to liaise with operators

:17:29. > :17:31.and councils to identify vulnerable routes and draw up contingency plans

:17:32. > :17:34.Meanwhile the directors of GHA Coaches now face

:17:35. > :17:35.losing their operator s licence after leaving

:18:04. > :18:06.A man from Cardiff is in a serious condition in hospital in Vietnam

:18:07. > :18:10.Chris Hallett was on holiday earlier this month when he was

:18:11. > :18:13.discovered with a fractured scull and his wallet missing.

:18:14. > :18:15.But because he didn't have health insurance,

:18:16. > :18:18.his mother is now desperately trying to raise tens of thousands of pounds

:18:19. > :18:36.33-year-old Chris Hallett was on holiday with his friend when he was

:18:37. > :18:40.found on the pavement next to a cashpoint to weeks ago. He had a

:18:41. > :18:45.fractured scull, both his cheek bones were broken and his wallet was

:18:46. > :18:50.missing. They had to take him to a hospital an hour and a half away.

:18:51. > :18:55.Following surgery for a bleed on the brain, he is now in intensive care.

:18:56. > :18:59.His mother is at work at a hospital in Cardiff. She is desperate to see

:19:00. > :19:06.him but has been advised not to travel to Vietnam. On Friday he

:19:07. > :19:09.opened his eyes, he said his name, Chris, but hasn't spoken since. But

:19:10. > :19:15.he can move his hands, which is really good. There is a Chinese

:19:16. > :19:20.couple going to visit him that he had a meal with, they have contacted

:19:21. > :19:28.us on Facebook to tell us how he's doing. He did not have travel

:19:29. > :19:39.insurance. No, he didn't. Leg what is your situation financially? Very

:19:40. > :19:43.heart. -- hard. Would not how much to get him home, they said hundreds

:19:44. > :19:49.of thousands in a coma, now he is out of the coma we do not know. How

:20:11. > :20:14.just want him back, in Wales. People in Torfaen have criticised

:20:15. > :20:17.the council's policy of destroying household waste wheelie bins,

:20:18. > :20:18.if they believe residents A man from Abersychan

:20:19. > :20:22.claims his wheelie bin was destroyed by mistake,

:20:23. > :20:28.as do other residents in the area. Torfaen council says additional bins

:20:29. > :20:30.are removed and recycled. Look what happens to the bin

:20:45. > :20:46.then the bin goes in after it. This was recorded by

:21:25. > :21:26.into the incident. But this may not be the strangest

:21:27. > :21:31.thing about this saga. Other residents claim their bins

:21:32. > :21:33.have also been mistakenly removed, but haven't been able

:21:34. > :21:35.to film or prove it - so have had to pay

:21:36. > :21:40.?20 for a new one. Torfaen Council says in the five

:21:41. > :21:42.months to August, residents had to pay for nearly

:21:43. > :21:47.200 replacement bins. Clearly bins can go missing

:21:48. > :22:10.for a number of reasons. White crush it, why waste the money?

:22:11. > :22:11.Why ask the taxpayers to pay for these bins? That does not make

:22:12. > :22:13.sense. There's no suggestion this employee

:22:14. > :22:16.did anything unlawful, and this may But residents are wondering

:22:17. > :22:19.whether this may, in part, go some way to explaining other bin

:22:20. > :22:26.disappearances in the area. The Anglesey-based artist

:22:27. > :22:30.Wilf Roberts, famous for his paintings of the island,

:22:31. > :22:33.has died at the age of 75, after being treated

:22:34. > :22:35.for a brain tumour. After teaching art in London,

:22:36. > :22:37.he returned to North Wales in the 1970s, working in local
