:00:00. > :00:07.Aberthaw Power Station near Barry pumped out double the limit of toxic

:00:08. > :00:10.pollution for seven years, making it one of the dirtiest in Europe.

:00:11. > :00:12.Tonight, Europe puts the UK Government in the dock

:00:13. > :00:18.with serious questions about why they failed to curb

:00:19. > :00:27.appearing to lay obstacles across a cycle path

:00:28. > :00:29.amidst a bitter row between locals and cyclists.

:00:30. > :00:36.Nigel Davies owed ?50 arrears in council tax,

:00:37. > :00:39.he was threatened with a visit from bailiffs.

:00:40. > :00:47.Are local authorities being too heavy handed?

:00:48. > :00:50.The welshman honoured for his part in one of the most daring raids

:00:51. > :00:52.of the second world war and it's the Autumn

:00:53. > :01:12.The nights are drawing in with some rain and cooler air on the way.

:01:13. > :01:26.The UK Government failed to limit pollution emissions from Aberthaw

:01:27. > :01:28.power station in the Vale of Glamorgan.

:01:29. > :01:30.That's the ruling from the European Court of Justice.

:01:31. > :01:32.The coal-fired station was allowed to pump out more than double

:01:33. > :01:35.the legal amount of nitrogen oxides for seven years.

:01:36. > :01:36.Our business correspondent Brian Meechan is at

:01:37. > :01:51.Aberthaw is a big employer, and lying 600 people here in the Vale of

:01:52. > :01:57.Glamorgan. Other places around here depend on it. There are also a

:01:58. > :02:02.number people around Barry as well. This is about a balance between jobs

:02:03. > :02:04.and the economy, and health and the environment on the other.

:02:05. > :02:07.Today, an EU court interpreting EU law told ministers they'd got that

:02:08. > :02:10.balance wrong and that they had to make Aberthaw clean up its act

:02:11. > :02:12.regardless of whether the UK's leaving the EU.

:02:13. > :02:15.For 18 months, teams of contractors have been creating the outline of

:02:16. > :02:20.this colossus. It was a massive construction project designed to use

:02:21. > :02:24.Welsh coal. It finally began operating in 1971 and now generate

:02:25. > :02:29.enough electricity to meet the needs of the million households. The coal

:02:30. > :02:33.you that the site has largely come from opencast mines in Wales and it

:02:34. > :02:37.is harder to bend and alternatives. That was the reason the UK, argue

:02:38. > :02:40.that it was a special case and was allowed more than double the

:02:41. > :02:47.emissions levels of nitrogen oxide many you would normally really

:02:48. > :02:51.permit. It is produced once you burn coal. This doctor from Cardiff

:02:52. > :02:55.University is an expert on the effects of pollution and said the

:02:56. > :03:01.emissions from Aberthaw can cause serious health problems. The

:03:02. > :03:04.emissions coming out from Aberthaw insist the particular matter and

:03:05. > :03:07.various gases and, in domination, when you enter Helen, they cause

:03:08. > :03:12.inflammation of the lungs. If you are healthy, making cars reduced

:03:13. > :03:16.lung function, giving trouble breathing any long-term. Chronic

:03:17. > :03:22.exposure to high levels, people with the disease could develop diseases.

:03:23. > :03:26.They court rejected an idea that Aberthaw was a special case, saying

:03:27. > :03:30.the UK governments cannot use it in order to the local economy as a

:03:31. > :03:39.Justice creation not enforcing limits. They say there must also pay

:03:40. > :04:00.the cost of the case. RWE said Caroline -- said : From April next

:04:01. > :04:03.year, it will only produce electricity in the periods during

:04:04. > :04:09.winter. The UK cover and has made it clear that it wants to see all

:04:10. > :04:13.coal-fired power stations closed by 2025. New blue anchor pub has been

:04:14. > :04:17.selling beer to customers in nearby east Aberthaw since the 14th

:04:18. > :04:21.century. One local councillor told me the power station is important to

:04:22. > :04:26.the area. We don't have an awful lot of unwanted opportunities at the end

:04:27. > :04:31.this part of Wales. Certainly are, of course, I am concerned about the

:04:32. > :04:35.loss of jobs. Be completed new technology at Aberthaw has already

:04:36. > :04:40.reduced emissions. It'll also be using less gold from opencast Welsh

:04:41. > :04:51.mines so businesses and suppliers can be affected. -- coal -- want.

:04:52. > :04:56.There is a major clarity surrounding power stations in the UK. This was a

:04:57. > :05:02.one off Rover Aberthaw but now we need to establish a coal based at

:05:03. > :05:04.the. The new regulations will be invalid that Aberthaw. If the

:05:05. > :05:08.European Commission is not satisfied with the progress being made in the

:05:09. > :05:11.plan, it could result in fines being added to the cost of the clean-up.

:05:12. > :05:13.Footage has emerged which appears to show the former Secretary

:05:14. > :05:16.of State for Wales, Ron Davies helping to block an un-official bike

:05:17. > :05:21.Mr Davies denies intending to hurt anyone by placing rocks

:05:22. > :05:24.and logs over the trails - in a row over the way mountain

:05:25. > :05:28.Natural Resources Wales which owns the land has encouraged both sides

:05:29. > :05:40.Fast, exhilarating and, for many, on their doorstep.

:05:41. > :05:42.Official bike tracks like this are great for some,

:05:43. > :05:46.others like to go somewhat off-piste here on Caerphilly Mountain.

:05:47. > :05:48.Turn off an established walking and cycling trail

:05:49. > :05:59.It's not against the rules unless you cause damage

:06:00. > :06:02.Natural Resources Wales, who own the land, recently

:06:03. > :06:04.removed some dangerous jumps and blocked of

:06:05. > :06:12.So, this is one of the lines that had

:06:13. > :06:18.some features in that were deemed to be unsafe.

:06:19. > :06:20.Some bikers have agreed not to ride them again,

:06:21. > :06:28.But they say they are now finding rocks and logs

:06:29. > :06:32.Ones that were not placed there by the landowner.

:06:33. > :06:34.If you get something like that when you're going at any

:06:35. > :06:37.speed at all, you'll go over the front of your bike.

:06:38. > :06:38.That could cause a number of injuries,

:06:39. > :06:40.you could break your collarbone from landing,

:06:41. > :06:43.you could hit one of the trees in the woods.

:06:44. > :06:44.These objects are being placed there, and

:06:45. > :06:46.they seem to be getting bigger and bigger.

:06:47. > :06:49.Maybe some people don't agree with the way that we use the

:06:50. > :06:51.woods but I think when you're putting other

:06:52. > :06:53.people in danger, that's a problem for us.

:06:54. > :06:55.Natural Resources Wales put up signs when they closed

:06:56. > :06:57.some of these trials, asking bikers to stop using them

:06:58. > :07:04.The signs were torn down and defaced.

:07:05. > :07:07.abused and intimidated by groups riding through the woods.

:07:08. > :07:09.This footage appears to show two men using logs

:07:10. > :07:11.and rocks to block one of

:07:12. > :07:15.It is understood this man is the former

:07:16. > :07:16.Secretary of State for Wales Ron Davies.

:07:17. > :07:27.Both men didn't want to talk to me on camera but both denied intending

:07:28. > :07:29.They both claimed they couldn't recall

:07:30. > :07:45.continue to communicate with both groups to tolerate

:07:46. > :07:49.And to make sure that both of them are allow the impacts

:07:50. > :07:51.of their activities and behaviours on the route.

:07:52. > :07:53.Mountain bikers say they've now started online groups

:07:54. > :07:55.like other those others know which routes are acceptable

:07:56. > :07:58.A week after the Conservative government in Westminster announced

:07:59. > :08:00.plans allowing grammar schools to expand in England

:08:01. > :08:04.they're "not persuaded" that allowing schools to select pupils by

:08:05. > :08:07.It comes after Ukip called for the grammar system

:08:08. > :08:22.But Wales' Education Secretary has called them a "distraction".

:08:23. > :08:31.The number of school children being taught through the medium

:08:32. > :08:35.That's according to Plaid Cymru, who used a Senedd debate today

:08:36. > :08:38.They say - the teaching of Welsh in schools needs more funding,

:08:39. > :08:41.if the Government is going to reach their target of a million

:08:42. > :08:45.A man has been charged with criminal damage -

:08:46. > :08:46.after two cars were set alight in Flint.

:08:47. > :08:49.It happened at a property on Northop Road yesterday.

:08:50. > :08:51.The 22-year-old man has been released on bail, to appear before

:08:52. > :08:54.A 54-year-old woman has also been arrested on suspicion

:08:55. > :08:57.of making threats to kill and is being held by police

:08:58. > :09:01.A 22-year-old man from the Carmarthenshire area has been

:09:02. > :09:03.arrested in London on suspicion of terrorism offences.

:09:04. > :09:06.He has been released on bail pending further police enquires.

:09:07. > :09:15.Dyfed-Powys Police are not releasing any further details at the moment.

:09:16. > :09:18.A man who claims he was sexually abused by a former senior police

:09:19. > :09:20.officer has told a jury the assaults wrecked his life.

:09:21. > :09:22.Gordon Anglesea, who's 78 and from Old Colwyn,

:09:23. > :09:24.denies three charges of indecent assault and one

:09:25. > :09:28.His defence has suggested the witness, who can't be named,

:09:29. > :09:30.wants compensation to fund a drink and drugs habit.

:09:31. > :09:44.From Mold Crown Court, Roger Pinney reports.

:09:45. > :09:52.The evidence of this trial, the fifth day, and details have emerged

:09:53. > :09:56.that Gordon Anglesea is accused of committing against the second of his

:09:57. > :10:03.alleged victims. They date back to 1982-1983, when they probably should

:10:04. > :10:06.-- the probably superintendent was living in Wrexham. Much of that gain

:10:07. > :10:12.any form of a video interview of the alleged victims. In it, he claimed

:10:13. > :10:18.he had been sexually assaulted in the changing rooms there are

:10:19. > :10:22.showering. The attendance there was at Saint Joseph School in Wrexham.

:10:23. > :10:25.It has changed considerably in the past 30 years but, there, the

:10:26. > :10:30.witness claimed that Gordon Anglesea exercise this power. Then the jury

:10:31. > :10:34.heard from the man giving light evidence in court. Although

:10:35. > :10:40.guaranteed anonymity, he asked for screens to be removed because he

:10:41. > :10:46.said he wanted to see his alleged abuser, Gordon Anglesea. Under

:10:47. > :10:49.cross-examination, the witness was pressed about his criminal record

:10:50. > :10:56.and his mental state. He had spent time in psychiatric institutions and

:10:57. > :10:59.then his drink and drugs problem. Mining and compensation would come

:11:00. > :11:03.in very handy to pay for your drink and drugs, wouldn't it? Tiny

:11:04. > :11:11.Griffiths asked. The witness said he did not want compensation. -- Tania.

:11:12. > :11:14.He said he wanted people to see and to come forward. He then pointed to

:11:15. > :11:22.Gordon Anglesea and said this. He has wrecked people's lives. And the

:11:23. > :11:24.debate it. Gordon Anglesea denies all charges. -- and he needs to pay

:11:25. > :11:25.for it. Much more to come

:11:26. > :11:26.before seven o'clock. They say too many cooks

:11:27. > :11:29.spoil the broth - but the truth is,

:11:30. > :11:30.Wales has a shortage for his part in one

:11:31. > :11:37.of the most daring raids The five the Labour leadership

:11:38. > :12:05.closes today. The campaign has been a battle

:12:06. > :12:08.for the party's soul; a battle for it's very survival

:12:09. > :12:10.some would say. And now in Wales -

:12:11. > :12:12.the party looks set to be handed new powers that will give IT

:12:13. > :12:21.a bigger say in deciding Who speaks the Labour in Wales? Last

:12:22. > :12:26.night, Illinois got that bit louder. Meeting in London, in the UK party

:12:27. > :12:32.was 's ruling body known as the NBC agreed in principle to transcend our

:12:33. > :12:39.palace to more powers in Wales. -- MBC. This Welsh NEC representative

:12:40. > :12:46.welcomed the proposed move. We have been wanting well to have more

:12:47. > :12:50.control over their powers for a long time. I do think that perhaps some

:12:51. > :12:53.of those who are now more enthusiastic about greater

:12:54. > :12:57.devolution of the party in Wales are at least partly influenced by the

:12:58. > :13:01.idea of inciting the Welsh party. But he did not support the changes.

:13:02. > :13:06.Giving a member of the Welsh Labour front bench a seat on the UK party

:13:07. > :13:12.bus the gruelling unity. There was, however, unanimous support for

:13:13. > :13:16.transferring power over these Welsh candidates in Westminster elections.

:13:17. > :13:26.As for the election of the Welsh Labour leadership. What is important

:13:27. > :13:34.in shaping policy. It is a big step to become independent. We received a

:13:35. > :13:37.lot of benefits in kind from London. But battles for control of the party

:13:38. > :13:43.between the pro-and anti-Jeremy Corbyn camps are set to continue.

:13:44. > :13:52.Now, if Palin does indeed shift from Labour in London to Labour in

:13:53. > :13:57.Cardiff -- power. That's because they disconnect, like it already has

:13:58. > :14:08.in Swansea West between the ANZ MPs, and the membership at large. -- AMs.

:14:09. > :14:11.Some members back to Jeremy Corbyn while thaw Alyn Smith. The local

:14:12. > :14:18.party's secretary wants greater say for the members. -- the I am

:14:19. > :14:22.definitely in favour of more devolution. I would like Welsh

:14:23. > :14:26.Labour to make sure that we have an opportunity to have more of a voice

:14:27. > :14:30.to grassroots members. Any elections take place for leader, etc. One

:14:31. > :14:35.member, one vote and it's for the members. At next week's annual

:14:36. > :14:40.conference, Labour members will decide whether to back the plans or

:14:41. > :14:46.not. If they do, it may lead to a louder voice for Welsh Labour. Will

:14:47. > :14:50.they be speaking in unison? So, plenty to talk about in the Labour

:14:51. > :14:52.Party conference after the winner of the leadership battle is announced

:14:53. > :14:58.on Saturday. Our Parliamentary correspondent has been following

:14:59. > :15:01.what has, at times, been a pretty bitter campaign. How was they when a

:15:02. > :15:08.patch things up? Yell back that is the big question. It is one Jeremy

:15:09. > :15:13.Corbyn will try to answer by wiping the slate clean, as he offers, with

:15:14. > :15:17.his critics by inviting them to rejoin the Labour front bench here

:15:18. > :15:22.in Westminster. Now, that may sound like a sensible plan but it is by no

:15:23. > :15:28.means clear that it will work. Some would only go back on condition, the

:15:29. > :15:32.various conditions that they set out for Jeremy Corbyn. Others will not

:15:33. > :15:37.go back at any price. Some opponents of Jeremy Corbyn clear that his

:15:38. > :15:43.supporters in individual constituencies will simply drive to

:15:44. > :15:47.deselect them, replace them with people who supports Jeremy Corbyn as

:15:48. > :15:54.candidate. Those changes to the Wales Labour Party rules won't make

:15:55. > :15:59.any difference to that. Alyn Smith -- Owen Smith said we will rejoin

:16:00. > :16:03.the Shadow Cabinet. We will carry on serving from the backbenches. That

:16:04. > :16:07.may sound like an admission from defeat, he said that it is not. We

:16:08. > :16:13.will find out what Elton on Saturday morning. -- for certain.

:16:14. > :16:16.Many local authorities in Wales are too quick to use bailiffs

:16:17. > :16:18.to pursue council tax debts - that's according to

:16:19. > :16:23.The charity says it's the biggest debt problem it

:16:24. > :16:25.sees and is calling for a fairer approach to debt recovery.

:16:26. > :16:34.It was the lead before Christmas when Nigel from Aberdare received a

:16:35. > :16:38.letter from the local authorities saying he had a ?300 council tax

:16:39. > :16:49.debt to pay within two weeks or he would be visited by bailiffs. I was

:16:50. > :16:54.on edge. Even when they walk, I -- not, I was on edge. I have never

:16:55. > :17:03.been able to my house. I did not want them to. Nigel has actually

:17:04. > :17:07.made the amount, the mistake had been made because he had changed

:17:08. > :17:14.address. They said he should get in touch if he needed help. They come

:17:15. > :17:17.to reception. There are a lot of reasons why someone might get behind

:17:18. > :17:21.with payments. They could be on a zero our contract, for example,

:17:22. > :17:26.which means their entitlement to get help with cancelled it can

:17:27. > :17:32.fluctuate. Citizens advice said the council should lead to people rather

:17:33. > :17:38.than sending automated letters. They say that should be a better

:17:39. > :17:43.relationship. Citizens advice said that council tax is the biggest

:17:44. > :17:47.problem in debt it sees. There are many people in council tax arrears,

:17:48. > :17:56.that is an increase of 7% on last year. While 97% of council tax was

:17:57. > :18:00.paid last year, there was still a massive shortfall. Citizens advice

:18:01. > :18:04.recognises the gaming category made but they call for a better approach

:18:05. > :18:08.to recover the debt. They say enforcement should not be made for

:18:09. > :18:17.small bits of 50- ?60. One local authority went to court DJs a debt

:18:18. > :18:25.of the pounds 95. -- to chase a debt of 3.95. We encourage them to set up

:18:26. > :18:29.repayment plans and to make sure they are affordable for people. That

:18:30. > :18:36.would encourage people to set up a more sustainable solution for

:18:37. > :18:40.everybody. The Welsh local governments association said it will

:18:41. > :18:43.consider the report 's recommendations while the Welsh and

:18:44. > :18:44.edible extend the council tax reduction scheme to those on a low

:18:45. > :18:44.income. Dwr Cymru, Welsh Water has

:18:45. > :18:47.been told by a watchdog to improve its performance

:18:48. > :18:49.after complaints about its service - the rise in written complaints

:18:50. > :18:55.was the biggest among ANY water More rigorous debt collection,

:18:56. > :18:58.a new billing system - and poor communication caused

:18:59. > :19:00.some of the problems. Welsh Water says - it's taken steps

:19:01. > :19:08.to address these issues. Cardiff Airport has announced

:19:09. > :19:11.an expansion of flights to countries like Greece,

:19:12. > :19:12.Tenerife and Portugal. Chief Executive, Roger Lewis,

:19:13. > :19:15.confirmed that next year the airport is "doubling its investment"

:19:16. > :19:18.with Ryan Air, which began flying from Cardiff in 2014

:19:19. > :19:21.with the flight operator launching There are concerns that a shortage

:19:22. > :19:32.of chefs could harm Wales' food industry which is worth around

:19:33. > :19:34.six billion pounds. The President of the Wales

:19:35. > :19:36.Culinary Association says - more needs to be done at home -

:19:37. > :19:40.and in schools to encourage young people to take up cooking

:19:41. > :19:56.as a career. Behind the scenes at a busy

:19:57. > :20:00.restaurant, it is a side of eating out most of us never see. But it is

:20:01. > :20:09.a place their dream careers can be in. Even so, here need of the

:20:10. > :20:17.kitchen is so -- too much for some to handle. We have a massive

:20:18. > :20:20.turnover. Some people come in for a fusion, maybe a weekend or three or

:20:21. > :20:25.four days and they decide that it's not for them. I think sometimes it

:20:26. > :20:30.is a harsh lesson because of his hard work. 18-year-old Oliver has

:20:31. > :20:35.worked his way from washing pots to helping prep food in the six month

:20:36. > :20:41.he has been there. It is tough but it is enjoyable. I love taking part

:20:42. > :20:45.in it every weekend. I don't know if I will stick with it being so young

:20:46. > :20:54.and with all the other options I can do but, yeah, for the time being, I

:20:55. > :21:05.am really enjoying my time here. From Bake Off to Masterchef, you

:21:06. > :21:08.would imagine that this would be the kind of thing that would have taken

:21:09. > :21:14.off but it seems that young people do not want to cook. In school,

:21:15. > :21:18.something just largely to tell you something I wanted to do. There was

:21:19. > :21:21.not enough cooking going on in homes and there is not good on the

:21:22. > :21:25.curriculum in schools so what will spark the next generation of chefs

:21:26. > :21:31.for this country? The food industry in Wales is worth an estimated ?6

:21:32. > :21:35.billion but it's not unusual for it to be the national minimum wage was

:21:36. > :21:41.managing a kitchen and anti-social hours are a fact of life for chefs.

:21:42. > :21:43.But the rewards can be considerable. Many of the chefs have travelled the

:21:44. > :21:47.world and opened their own restaurants. Now, they are

:21:48. > :21:53.representing Wales at the culinary Olympic in Germany next month. The
