:01:29. > :01:31.The review - carried out by Professor Ian Diamond -
:01:32. > :01:35.recommends focussing help with living costs,
:01:36. > :01:38.with every student here likely to get ?1,000 a year.
:01:39. > :01:45.Here's our education correspondent Bethan Lewis.
:01:46. > :01:54.Covering the costs of higher education, both the student
:01:55. > :01:56.and the taxpayer contribute but getting the balance
:01:57. > :02:14.Diamond wants to see an end to the current system under which the Welsh
:02:15. > :02:17.Government pays around ?5,000 per year towards Welsh students
:02:18. > :02:24.University course fees. He wants a new maintenance grant established
:02:25. > :02:28.instead. A new system, a maintenance grant to the great majority of
:02:29. > :02:32.students so that they have money in their pockets while they are
:02:33. > :02:37.students, and then the fees are paid back when they get the benefit from
:02:38. > :02:42.higher education in a job subsequent to graduation. The new living costs
:02:43. > :02:49.glad we mean everywhere else shouldn't we get at least ?1000 per
:02:50. > :02:53.year but that could be as much as ?9,100, depending on their household
:02:54. > :03:02.income. The report says that the average wealth student would get
:03:03. > :03:07.around ?7,000. This student is in the second year
:03:08. > :03:11.of her course at Cardiff University. She has received a tuition fee grant
:03:12. > :03:16.and taken out a loan but with more than ?1000 per term to pay in rent
:03:17. > :03:20.to make ends meet she has taken on two part-time jobs. She has
:03:21. > :03:26.estimated she will leave university with student loan debt of around
:03:27. > :03:29.?20,000. She said she had to look carefully at finances before
:03:30. > :03:36.deciding to go to university. It is a big worry. As my course worth it?
:03:37. > :03:40.Well I have a job? If I was not 100% sure that I wanted to study politics
:03:41. > :03:43.I do not think I would have gone to university just in case the course
:03:44. > :03:46.was not for me and I was still have that much debt. Student
:03:47. > :03:53.representatives and university bosses were on Professor Diamond's
:03:54. > :03:58.panel and they say that concerns have been addressed. Students will
:03:59. > :04:03.be leaving university with debt and in an ideal world we would not want
:04:04. > :04:07.bats but in the current economic climate we celebrate that Diamond
:04:08. > :04:10.has targeted support towards those that need it most because that
:04:11. > :04:15.should be a core access of education. There have been big
:04:16. > :04:19.concerns about the affordability of the current system and for getting
:04:20. > :04:24.rid of the glance towards tuition fees would save around ?100 million,
:04:25. > :04:30.under Professor Diamond's plan that money would be pumped back into
:04:31. > :04:33.higher education, including more help for postgraduates and part-time
:04:34. > :04:40.students. Overall, he says, his plan would cost the same. This afternoon
:04:41. > :04:43.the Education Secretary outlined her response. She accepts the
:04:44. > :04:47.principles. There will be a closer look no further details and the
:04:48. > :04:52.costs. What is important to me is that we do have an affordable system
:04:53. > :04:55.going forward. We do not want to have two but that this system and a
:04:56. > :05:02.couple of years' time. One of the things I am very carefully as it
:05:03. > :05:07.affordable and sustainable in the longer term. Any changes will not be
:05:08. > :05:11.introduced for at least two years so it will not affect this group of
:05:12. > :05:17.students but today's report looks set to establish a new deal for
:05:18. > :05:21.students. Live to our Political Editor.
:05:22. > :05:26.Student tuition fees has been a flagship Welsh Government policy.
:05:27. > :05:31.He submitted as this proposed change? In policy terms this has
:05:32. > :05:37.been a headline grabbing policy and something that was a major point of
:05:38. > :05:42.devolved difference between Wales and England. Many people saw it as a
:05:43. > :05:45.way of financially helping people put their children through
:05:46. > :05:51.university and that was considered very jealous. Its generosity was in
:05:52. > :05:57.the end its downfall. Politically it looks as though this is a done deal.
:05:58. > :06:01.I understand that it hurts broadly accepted in its entirety by the
:06:02. > :06:05.Welsh cabinet and judging by the tone of the opposition voices this
:06:06. > :06:08.afternoon there will not be any major issues here. The review has
:06:09. > :06:13.been rumbling on for a couple of years. In the assembly campaign
:06:14. > :06:16.labour Barcelona the issue but they did say repeatedly that Welsh
:06:17. > :06:21.students would not be laden with debt. That is not strictly true
:06:22. > :06:25.because in order to pay their tuition fees they will have to take
:06:26. > :06:30.student loans. Professor Diamond told me this morning that one of the
:06:31. > :06:34.big lessons from England in recent years is that student loans to pay
:06:35. > :06:39.for tuition fees does not deterred them from going to university. The
:06:40. > :06:43.real deterrent they believe is the actual day-to-day cost of being a
:06:44. > :06:46.student. Clearly that argument has won throughout the highest levels of
:06:47. > :06:50.the Welsh Government. What about the concern about the
:06:51. > :06:53.current system, that's too much money ends up feeling about
:06:54. > :07:00.education system? That is right with the current
:07:01. > :07:02.system that money follows the students rather than the
:07:03. > :07:12.institution. The key point here is that even with the new system, that
:07:13. > :07:16.principle of portability has been accepted and unlike in Scotland
:07:17. > :07:20.where you only get financial help if you are a Scottish student going to
:07:21. > :07:23.a Scottish university, as things stand this current administration
:07:24. > :07:27.believes that would be too much of a limit on the omission of Welsh
:07:28. > :07:32.students but there will be a lot of talk about how to incentivise
:07:33. > :07:37.graduates to come from England back into Wales. Easier said than done.
:07:38. > :07:44.But a significant day about a very significant policy.

:08:29. > :08:37.They're our youngest and some of our most
:08:38. > :08:38.vulnerable patients but how well are they
:08:39. > :08:43.According to the organisation representing children's doctors
:08:44. > :08:46.the Welsh NHS needs to tackle a number of shortfalls in the care
:08:47. > :08:49.provided for sick and premature new-born babies.
:08:50. > :08:52.To explain some of the findings from the Royal College
:08:53. > :08:54.of Paediatrics and Child Health - our correspondent Owain Clarke.
:08:55. > :09:07.How do you make sure that the youngest patients of all
:09:08. > :09:10.Each year specialists take a look at how
:09:11. > :09:12.neonatal services across Wales, England and Scotland are performing.
:09:13. > :09:19.8% of babies here don't get screened for a potentially
:09:20. > :09:22.harmful eye condition which is a complication
:09:23. > :09:24.of being born prematurely - that's four times higher
:09:25. > :09:35.When babies leave Welsh neonatal units just 43% are breast-fed -
:09:36. > :09:40.because mothers' milk is full of antibodies which can
:09:41. > :09:45.help premature babies fight off infections.
:09:46. > :09:49.And strikingly the Welsh NHS is lagging well behind in performing
:09:50. > :09:50.comprehensive check-ups when the children
:09:51. > :09:59.The records show only 31% of those tests took place in Wales -
:10:00. > :10:21.compared to an average of 60% across the three countries.
:10:22. > :10:26.We haven't got enough people who can do these Bayley's assessments
:10:27. > :10:29.and we don't have enough clinics to run this and so it needs more
:10:30. > :10:31.investment in both personnel and training and also
:10:32. > :10:33.proper clinic space, so that these assessments can happen
:10:34. > :10:36.and that's where we have lagged behind the rest of the country.
:10:37. > :10:38.Now there have been concerns for a long time
:10:39. > :10:43.For example, the Welsh NHS is performing better than average
:10:44. > :10:46.in making sure mothers who go into early labour are given steroids
:10:47. > :10:50.- which reduce the risk of the baby having breathing problems.
:10:51. > :10:54.Now, the Welsh Government insists things are improving
:10:55. > :10:58.and the experts agree many neonatal units are performing well.
:10:59. > :11:01.But clearly there's some way to go before care for the youngest
:11:02. > :11:03.and sickest babies here can be considered to
:11:04. > :11:13.Five people have been sentenced to a total of 47 years in prison -
:11:14. > :11:15.after the biggest drugs investigation ever carried out
:11:16. > :11:19.The defendants from South Wales and Liverpool were part
:11:20. > :11:22.of a gang which attempted to distribute cocaine
:11:23. > :11:26.with an estimated street value of ?19 million.
:11:27. > :11:28.Our reporter Ben Price is at Swansea Crown Court.
:11:29. > :11:39.Tell us more about those who were jailed today?
:11:40. > :11:46.Earlier today the judge at Swansea Crown Court jailed five people for
:11:47. > :11:51.their involvement in a major drugs ring which took place between
:11:52. > :11:56.November 2014 in November 2000 and 15. Those involved were from the
:11:57. > :12:00.South Wales area, Liverpool and Manchester. Yesterday for members of
:12:01. > :12:06.the gang were jailed and a further five today. Two were from South
:12:07. > :12:11.Wales. One is 29 years old from Swansea, described as an habitual
:12:12. > :12:15.cocaine user. He has been handed an 11 year sentence of which he will
:12:16. > :12:22.serve half. The other is a 36-year-old single mother from
:12:23. > :12:26.Swansea. Then we have a 29-year-old, a 38-year-old, and a 31-year-old,
:12:27. > :12:31.all from Liverpool. They were jailed for a total of 23 years and they
:12:32. > :12:33.will serve half of the individual sentences.
:12:34. > :12:41.We understand this looks like a well-organised operation.
:12:42. > :12:46.Yes. This is a large gang which it was said attempted to sell 15 kilos
:12:47. > :12:51.of cocaine on the streets of the Southwest valleys and Pembrokeshire.
:12:52. > :12:55.The estimated street value of this cocaine, ?19 million. The cooking
:12:56. > :13:01.was transported by couriers from Liverpool and Manchester to this
:13:02. > :13:07.property in the Swansea valleys. Here it was cats, mixed, and then
:13:08. > :13:12.sold onto the streets the area. As well as that in court today the
:13:13. > :13:17.judge said that those involved in this drugs gang brought messily and
:13:18. > :13:20.debt to the people of the area. He said he hoped the sentences he was
:13:21. > :13:25.handing out would be a message to others that this kind of behaviour
:13:26. > :13:27.is not tolerated here. The remaining nine defendants of the gang will be
:13:28. > :13:30.jailed by the end of the week. Much more to come

:17:29. > :17:32.and Liverpool John Moores University more than half of all adults
:17:33. > :17:33.in Wales have suffered because of someone else's
:17:34. > :17:49.This man's father was an alcoholic. His childhood was shaped by his
:17:50. > :17:57.father's heavy drinking. He now works as a counsellor. It could be
:17:58. > :18:01.very tense in my house. Sometimes I would try and keep the peace and
:18:02. > :18:13.stuff like that and try and make sure nobody would argue. They could
:18:14. > :18:20.be quite fiery and environment to live in. Lots of rows. Things were
:18:21. > :18:23.bad. With the advent of 24-hour drinking and cut-price drink in
:18:24. > :18:28.shops and supermarkets getting hold of alcohol has never been easier.
:18:29. > :18:33.But today's report shows it is becoming a problem for more and more
:18:34. > :18:36.of us and in different ways. We have a higher level of alcohol
:18:37. > :18:40.consumption, especially binge drinking, than any other compatible
:18:41. > :18:45.countries. There are some big issues here which means he see a lot of
:18:46. > :18:55.people go to hospital every year and we see about 1500 deaths every year
:18:56. > :18:57.as a result of alcohol consumption. According to the report 60% of
:18:58. > :19:00.adults in Wales have suffered in the last year because of somebody else's
:19:01. > :19:02.drinking. The report found that 18% said they had felt physically
:19:03. > :19:08.threatened by someone who had been drinking and 11% said the property
:19:09. > :19:11.had been damaged by a drinker. 5% said they had suffered physical
:19:12. > :19:15.violence at the hands of someone who was drunk.
:19:16. > :19:20.You have seen some are being hit with a bottle? Yes. It was not a
:19:21. > :19:25.nice experience. It was scary. You do not want to be hurt. It was
:19:26. > :19:30.because they were drunk? Yes. On a night out all the time you get
:19:31. > :19:34.people fighting. It happens every night you go out. Charities trying
:19:35. > :19:39.to change attitudes to alcohol say it is time to take a long hard look
:19:40. > :19:42.at our drinking culture. This report raises interesting questions about
:19:43. > :20:09.what sort of drinking society we want,
:20:10. > :20:12.what sort of night everyone. There are quite extreme examples of
:20:13. > :20:14.violence but what most of us experience is that low-level
:20:15. > :20:18.unpleasant behaviour which means that a lot of people say they do not
:20:19. > :20:20.want to go out in the town centre at night because they consider to be a
:20:21. > :20:22.place for heavy drinking. Many of us jointing is used as a way to
:20:23. > :20:26.celebrate, commiserate, or simply unwind at the end of a hard day. But
:20:27. > :20:27.this report shows the impact of drinking on others can be far
:20:28. > :20:32.reaching. Football, and its emerged that

:21:22. > :21:26.pleasant, ancient forests. In other parts it is grey and bleak. The once
:21:27. > :21:32.industrious community is less industrious. Times like this have a
:21:33. > :21:38.proud history but it is the future that worries many.
:21:39. > :21:42.Covering 70 square miles with a population of nearly 70,000 people
:21:43. > :21:49.this valleys community is one of the most densely populated areas of
:21:50. > :21:54.Wales. Cynon Valley also ranks highly in the deprivation index with
:21:55. > :21:58.unemployment higher than the Welsh average but with lower than average
:21:59. > :22:02.pay for those who are in work. Now a new party has been set up to
:22:03. > :22:07.represent those who feel that they have been sidelined by mainstream
:22:08. > :22:12.politics. My mother was born in the top house. I was born in the next
:22:13. > :22:16.house. Businessmen Andrew Chainey and Julian Marsh felt political
:22:17. > :22:21.parties were not representing them well enough at a local level and
:22:22. > :22:26.decided to have a go themselves. The Cynon Valley Party was born. The
:22:27. > :22:33.issues are schooling, bins on the street, the latter, but that is also
:22:34. > :22:38.how local politicians also do not really represent the people. They
:22:39. > :22:42.often put the party first. We hope this will go national. We want to
:22:43. > :22:46.set up residents of other areas can copy of what we are doing. It is
:22:47. > :22:54.time for change in the political system. The party is looking for 23
:22:55. > :22:59.candidates across Cynon Valley for next year's local council elections.

:26:56. > :27:00.support over what is important in terms of providing the skills the
:27:01. > :27:01.economy needs and widening participation, getting worried
:27:02. > :27:06.people from disadvantaged backgrounds into the system. There
:27:07. > :27:09.was a clear feeling from Professor diamonds today that the package in
:27:10. > :27:13.its entirety had to be in fermented for it to work but that is a long
