:01:21. > :01:24.A double-murder investigation is underway tonight after the bodies

:01:25. > :01:27.of two people were found on one of the main streets

:01:28. > :01:34.The victims, who are believed to have been stabbed,

:01:35. > :01:36.have been named as 21-year-old Zoe Morgan and her boyfriend

:01:37. > :01:40.A man, who was known to the couple, has been arrested

:01:41. > :01:50.Let's go live to Queen Street now and our reporter Nick Palit.

:01:51. > :02:00.Thanks. It's quieter here tonight and an area of normality has

:02:01. > :02:03.returned. Just after 6am emergency services cordoned off this whole

:02:04. > :02:08.Emergency services were called to the centre of Cardiff just before

:02:09. > :02:11.6am this morning after reports of two bodies outside

:02:12. > :02:14.Police later confirmed they were investigating the deaths

:02:15. > :02:18.of a 33-year-old man and a 21-year-old woman.

:02:19. > :02:21.It's believed they were both stabbed.

:02:22. > :02:24.Police have named the victims as Lee Simmons from the Grangetown

:02:25. > :02:28.area of Cardiff and Zoe Morgan from Llandaff North.

:02:29. > :02:31.They both worked at the Matalan store and had been in

:02:32. > :02:37.Zoe had just finished a fashion course at the University

:02:38. > :02:44.of South Wales, and was a former pupil of Whitchurch high school.

:02:45. > :02:46.Really, a year group with an excellent reputation,

:02:47. > :02:50.not just in the classroom but for being good citizens.

:02:51. > :02:52.That's what you always want as a teacher.

:02:53. > :02:55.You want them to go on and do great things and we have no doubt

:02:56. > :02:58.that she was going to go on to do great things.

:02:59. > :03:02.After the incident police cordons were quickly set up and scenes

:03:03. > :03:05.of crime officers combed the usually busy shopping street for evidence

:03:06. > :03:09.Their attention focused outside Matalan.

:03:10. > :03:12.The area is ringed with CCTV cameras which may have

:03:13. > :03:16.Just after 9am this morning police confirmed they'd

:03:17. > :03:19.arrested a 20-year-old man at Castleton near Newport.

:03:20. > :03:22.He is currently being questioned at Cardiff Bay police station.

:03:23. > :03:25.Throughout the day police have been searching a property in Castleton

:03:26. > :03:28.where the man was arrested less than one hour the incident.

:03:29. > :03:31.They say it doesn't appear to have been a random assault and believe

:03:32. > :03:35.this aspect was known to the victims.

:03:36. > :03:37.They say they are not looking for anyone else in connection

:03:38. > :03:44.Back in the city centre this busiest streets was partially closed

:03:45. > :03:46.along with many shops, for most of morning.

:03:47. > :03:49.This coffee bar which fronts Queen Street was one of the few

:03:50. > :03:52.businesses that was allowed to stay open.

:03:53. > :03:54.But there were few customers and staff were naturally shocked

:03:55. > :03:59.When we came in at about five to six we didn't know anything

:04:00. > :04:03.was going on and then when we put the furniture out about 6:30am,

:04:04. > :04:05.it was all cordened off up there, and there were blue lights

:04:06. > :04:09.The incident caused chaos in the city centre with many shop

:04:10. > :04:11.workers sent home and shop deliveries unable to get through.

:04:12. > :04:20.Well, you could see the blood on Queen Street.

:04:21. > :04:23.Obviously, Queen Street being closed is going to put a huge

:04:24. > :04:26.dampner on things today, but at the end of the day

:04:27. > :04:28.the priority is now to find out what happened.

:04:29. > :04:39.Tonight there are floral tributes to the dead couple outside the store

:04:40. > :04:41.where they'd worked together for just a few short months.

:04:42. > :04:46.The police investigation is continuing.

:04:47. > :04:49.The Police are currently awaiting the results of a post mortem

:04:50. > :04:51.examination and an incident room has been set up

:04:52. > :04:53.at Cardiff Central Police Station lead by the Major

:04:54. > :04:58.They're seeking to re-assure the public and say they're keen

:04:59. > :05:00.to dispel speculation that this tragic incident had any

:05:01. > :05:06.links with terrorism, or the homeless community.

:05:07. > :05:09.The Conservatives have criticised a Welsh Government Brexit group

:05:10. > :05:12.for having only one confirmed Leave campaigner.

:05:13. > :05:14.The 20-member committee, which will advise first minister

:05:15. > :05:18.Carwyn Jones on leaving the EU, began work today.

:05:19. > :05:27.Our political correspondent Daniel Davies is in the Senedd for us.

:05:28. > :05:34.Dan, the Tories say this group doesn't match Carwyn Jones's

:05:35. > :05:38.rhetoric? They see he's relying too heavily on his own party with five

:05:39. > :05:43.Labour politicians on the group including Lord Kinnock the former

:05:44. > :05:47.leader. The Tories say Mr Jones is relying on people who agreed with

:05:48. > :05:52.him. There's only one member of this

:05:53. > :05:56.committee, that is Ukip politician Nathan Gill who campaigned for a

:05:57. > :06:01.lean forward in the referendum. Most of the other 19 members either

:06:02. > :06:06.campaigned for remain or are linked to groups that wanted to remain in

:06:07. > :06:10.the EU in some way. The Welsh government says politics has got

:06:11. > :06:14.nothing to do with this, neither has the stance people took in the

:06:15. > :06:19.referendum. They invited people to join because of their expertise so

:06:20. > :06:23.we've got a committee of business leaders, union representatives and

:06:24. > :06:27.heads of universities. People with experience working in the EU who can

:06:28. > :06:34.guide policy. Frankly that isn't going to wash with Andrew RT Davies.

:06:35. > :06:38.I wish the committee well but I think that Carwyn Jones has missed

:06:39. > :06:42.the opportunity to have a genuinely cross-party committee that will work

:06:43. > :06:46.in the best interests of Wales. It's stacked for a lot of Labour luvvies.

:06:47. > :06:55.Quite what Neil Kinnock will bring to this committee I don't know.

:06:56. > :07:00.Meanwhile, Carwyn Jones has made an interesting appointment to another

:07:01. > :07:05.committee? Yes, a lot of debate at Labour's Arnold conference in

:07:06. > :07:09.Liverpool this week about how Wales should be represented on the Labour

:07:10. > :07:13.Party's ruling national executive. That's been put into Carwyn Jones is

:07:14. > :07:19.hands on this afternoon after Jeremy Corbyn finished his big speech

:07:20. > :07:22.Carwyn Jones announced that he'd appointed a minister, Alun Davies,

:07:23. > :07:26.to sit on the committee. An interesting appointment because

:07:27. > :07:30.last year Alun Davies described Jeremy Corbyn as an absolute

:07:31. > :07:35.electoral disaster. This has been seen as a flash point in the battle

:07:36. > :07:39.for control over the Labour Party. The left where one is about people

:07:40. > :07:44.being elevated who could weaken Jeremy Corbyn's control of the

:07:45. > :07:48.party, they wanted to see elections to these posts and didn't get what

:07:49. > :07:51.they wanted. Instead they've got Alun Davies who recently said that

:07:52. > :07:54.Mr Corbyn was long on rhetoric and short on action.

:07:55. > :07:57.A body has been recovered in the search for a kayaker who's

:07:58. > :08:00.believed to have got into difficulty in a river near

:08:01. > :08:02.The man was reported missing yesterday afternoon,

:08:03. > :08:05.after taking to the water at the Aberglaslyn Pass.

:08:06. > :08:07.His family is being supported by North Wales Police.

:08:08. > :08:13.Multiple agencies sprang into action following the call that

:08:14. > :08:19.Divers from the police regional underwater team joined various

:08:20. > :08:21.members of the emergency services to search the river Glaslyn

:08:22. > :08:26.which cuts through a deep valley near Beddgelert.

:08:27. > :08:28.It was dark by the time the body was found last night

:08:29. > :08:36.and the decision was made to postpone the recovery operation.

:08:37. > :08:43.A number of volunteer agencies have been supporting our colleagues since

:08:44. > :08:47.yesterday afternoon. We brought in some specialist resources. Due to

:08:48. > :08:52.the conditions of the river and the time and light it wasn't safe to put

:08:53. > :09:00.officers and volunteers into the river. Contingencies were put in

:09:01. > :09:02.place this morning and resulted in the body being found.

:09:03. > :09:05.When activity resumed at around 9am this morning there was a sombre

:09:06. > :09:07.atmosphere as volunteers carried out their grim work hampered

:09:08. > :09:22.It was a slow process. Police, fire and mountain rescue teams brought to

:09:23. > :09:23.be body out of the water. It was carried through the woodland.

:09:24. > :09:27.Police have paid tribute to all those involved in the operation.

:09:28. > :09:30.They say the coroner has been informed of the death and that

:09:31. > :09:32.a post mortem examination will be carried out.

:09:33. > :09:34.Meanwhile the Force has offered its sympathies to the family

:09:37. > :09:38.A Flintshire taxi driver, jailed for 11 years for raping

:09:39. > :09:41.a student after a night out in Chester, has fled the country.

:09:42. > :09:46.Syrian-born Sultan Amari, from Flint, had denied two counts

:09:50. > :09:51.He should have returned to the trial on Monday,

:10:24. > :10:28.the jury how he used to drive him to a children's home in Wrexham.

:10:29. > :10:31.Arfon Jones told Mold Crown Court, as a police constable

:10:32. > :10:34.in the 1980s he took Mr Angelsea to the Bryn Estyn home.

:10:35. > :10:38.Mr Jones says he believed Mr Anglesea was going there to issue

:10:39. > :10:46.Mr Anglesea denies the charges against him and the trial continues.

:10:47. > :10:48.It's a weather phenomenon which means cloud and smog can

:10:54. > :10:57."temperature inversion" in a South Wales valley could also

:10:58. > :11:00.lead to harmful emissions if a new waste processing plant

:11:06. > :11:07.over Cwmfelinfach could affect residents' health.

:11:08. > :11:23.Locals here say the microclimate traps cloud for days.

:11:26. > :11:31.They are concerned that emissions for a new waste plant planned

:11:32. > :11:34.for Cwmfelinfach may also get trapped here.

:11:52. > :11:56.Some days you can see this cloud really blame. It's thick. We don't

:11:57. > :12:04.Now doctors say they have concerns about the amount of nitrogen dioxide

:12:05. > :12:06.that may be released from the plant planned here.

:12:07. > :12:08.They say there is no known safe threshold.

:12:09. > :12:10.It can irritate people's lungs and lower resistance

:12:11. > :12:14.The Aneurin Bevan health board has told Natural Resources Wales

:12:15. > :12:16.to exercise caution when considering whether to give

:12:17. > :12:27.Where cold air and cloud is trapped in a valley high warm air above.

:12:28. > :12:33.Officials say it wasn't looked at in the original

:12:34. > :12:36.And their new data shows the plant will cause significant long-term

:12:37. > :12:39.The plant will go here, Caerphilly council gave

:12:40. > :12:43.It would turn huge amounts of waste, that would normally go

:12:44. > :12:51.The company behind it, Hazrem Environmental Limited,

:12:52. > :12:53.says any factory can produce nitrogen dioxide.

:12:54. > :12:55.And emissions will be less than previously thought.

:12:56. > :12:57.And even then the impact on air quality would have been negligible

:12:58. > :13:02.Caerphilly council say air qualitywould have been considered

:13:03. > :13:08.Natural Resources Wales say they'll look at the information before

:13:28. > :13:38.There are claims tonight the former Libyan dictator Colonel Gaddafi gave

:13:39. > :13:40.Plaid Cymru a donation of ?25,000 in 1976.

:13:41. > :13:44.Party activist, Dr Carl Klaus, visited the country as a guest

:13:45. > :13:51.of the Arab Socialist Union 40 years ago, and says they were keen

:13:52. > :13:58.to forge links with other socialist parties.

:13:59. > :14:01.But Plaid Cymru says there's no record or knowledge of a donation,

:14:02. > :14:10.as our Political Editor, Nick Servini, reports.

:14:11. > :14:17.It's an unlikely connection, Colonel Gaddafi's regime in Libya in the

:14:18. > :14:21.1970s and Plaid Cymru. But that's what happened when a small

:14:22. > :14:25.delegation including Carl Clow seen here on the left and the deputy

:14:26. > :14:30.treasurer Brian Morgan Edwards met with representatives from the Arab

:14:31. > :14:34.Socialist union in 1976. The trip was said to have been the brainchild

:14:35. > :14:38.of the late Phil Williams, the former chair of Plaid Cymru went on

:14:39. > :14:43.to become an Assembly Member who wanted to learn more about the way

:14:44. > :14:47.Libya managed resources. The visit has been well documented. What is

:14:48. > :14:54.new is the claim that the late Brian Morgan Edwards told Carl Clow is

:14:55. > :15:01.that the party was given ?25,000 after the trip. The party had

:15:02. > :15:07.discussions with the Socialist union and there was, in his words come in

:15:08. > :15:12.receipt of the money from Libya so why would I doubt that. He was

:15:13. > :15:16.central to the organisation. In a sense, Plaid Cymru has a Socialist

:15:17. > :15:23.party was something he could identify with. He wanted to see all

:15:24. > :15:27.countries with Socialist parties. The Arab Socialist union invited us

:15:28. > :15:31.over to see what they had achieved. That's been denied by Dafydd

:15:32. > :15:36.Williams who was Plaid Cymru's general Secretary in the 1970s. He

:15:37. > :15:38.insists that if such a donation had been made he would have known about

:15:39. > :15:42.it. I'm looking forward to reading the

:15:43. > :15:47.book. I'm sure it's a very good book, very interesting but on this

:15:48. > :15:50.matter I think the author has been misinformed. It was our job to

:15:51. > :15:57.receive and to bank money to look after money.

:15:58. > :16:02.No such sum was received. In 1976 ?25,000 was a huge amount of money.

:16:03. > :16:07.Those who dismiss this claim if a lump sum like that was given to the

:16:08. > :16:11.party this certainly wasn't any evidence of big spending.

:16:12. > :16:16.I'm told that the party headquarters in the late 70s, during Cardiff,

:16:17. > :16:21.used to regularly flood and Plaid Cymru was notoriously strapped for

:16:22. > :16:25.cash at the time. 1976 was well before the accusations surrounding

:16:26. > :16:29.Lockerbie. But even back then Libya's collections with the IRA

:16:30. > :16:34.were well known. A reminder then they forgotten moment in time, and

:16:35. > :16:35.the curious connection between Plaid Cymru and Colonel Gaddafi.

:16:36. > :16:38.A charity has warned that Wales urgently needs more specialist

:16:39. > :16:42.epilepsy nurses to cater for the needs of around 26,000 here.

:16:43. > :16:44.Epilepsy Action Cymru says the Welsh Government was told

:16:45. > :16:47.by a group of experts in 2007 that 88 specialist nurses were needed.

:16:48. > :16:55.A campaign was launched at the Senedd today, calling

:16:56. > :17:10.Epilepsy specialist nurses can reduce hospital admissions and

:17:11. > :17:15.waiting lists. If they are used properly they have the expertise and

:17:16. > :17:16.knowledge to diagnose, treat and manage epilepsy. People don't have

:17:17. > :17:17.to see a consultant. People don't have to

:17:18. > :17:19.see a consultant. The Welsh Government says

:17:20. > :17:21.there "is no single model for neuro-science services" and it's

:17:22. > :17:23.up to individual Health Boards to allocate specialist

:17:24. > :17:26.nurses in their areas. A ban on parents using a new nappy

:17:27. > :17:29.collection service on Anglesey, if their children are over the age

:17:30. > :17:32.of three, is under review. Families on the island voiced

:17:33. > :17:35.concerns, after being told they must provide birth certificates to show

:17:36. > :17:37.they're eligible for the service, as part of changes

:17:38. > :17:42.to waste collections. But the Council has now confirmed

:17:43. > :17:48.it's reviewing the plan. There are allegations tonight that

:17:49. > :17:54.Cardiff City investigated a transfer deal done with West Ham two years

:18:10. > :18:22.happened at Cardiff City? Well, the Daily Telegraph alleged

:18:23. > :18:29.that Cardiff City investigated a deal which saw West Ham's Morrison

:18:30. > :18:32.joined Cardiff City on loan in 2014. One of the agents said to be

:18:33. > :18:38.involved is someone who is now banned. What is the Telegraph

:18:39. > :18:42.alleged was that because card of Saudi problem they brought in an

:18:43. > :18:49.outside source to look at the deal, I understand that is correct, the

:18:50. > :18:51.chairman, whose background is in banking and knows all about

:18:52. > :18:56.financial property ordered that someone from outside the club look

:18:57. > :19:00.at this deal. The club found that they weren't found wanting in any

:19:01. > :19:05.part of the deal so therefore they drew a close to it. It's possible

:19:06. > :19:10.that maybe they should have told the FA this. They may face a problem

:19:11. > :19:17.over that. But overall, Cardiff City have looked into it and they also

:19:18. > :19:21.insist that the man in question was never an employee and they did not

:19:22. > :19:25.use him in any deal. Away from that it's not been a great

:19:26. > :19:31.start on the pitch for any of our clubs. It was Newport today.

:19:32. > :19:34.Newport blinked first sacking warren Feeney after a much improved

:21:38. > :21:39.painting discovered in a storeroom at Swansea Museum

:21:40. > :21:41.is going on display. Thought to be worth around ?3million

:21:42. > :21:46.it was identified during filming for a new BBC series,

:21:47. > :21:49.and it's thought it may have belonged to

:21:50. > :21:53.the museum for 150 years. Restored to its original glory,

:21:54. > :21:58.ready for its public This 17th century painting

:21:59. > :22:04.is the work of the Flemish The subject of the work

:22:05. > :22:10.is the Greek classical myth It's been described as both

:22:11. > :22:15."important and beautiful" Hidden away in the museum's

:22:16. > :22:20.storeroom, little did staff here realise they had

:22:21. > :22:22.in their possession work by an artist who has

:22:23. > :22:38.been known to bring more We treat every work of art in the

:22:39. > :22:40.same way. But when the price tag of that came up we were shocked.

:22:41. > :22:44.It's thought the painting has belonged to Swansea Museum

:22:45. > :22:48.It had been catalogued as a work by an unknown 18th Century artist.

:22:49. > :22:51.But when it was discovered by experts it was clear to them this

:22:52. > :22:56.rare oil painting had been repainted by a local restorer.

:22:57. > :23:03.The work was discovered by art historian Bendor Grosvenor,

:23:04. > :23:12.for the new BBC Four series, Britain's Lost Masterpieces.

:23:13. > :23:14.During the programme, conservator Simon Gillespie

:23:15. > :23:20.casts his expert eye over the piece and identifies the alterations

:23:21. > :23:32.That is ghastly. A horrible over paint. That very pale blue is the

:23:33. > :23:34.That very pale blue is the original sky.

:23:35. > :23:37.This rare discovery comes at a time when questions have been raised

:23:38. > :23:41.Whilst it won't be closing, cuts are expected to its budget.

:23:42. > :23:42.But Swansea Council says it certainly won't be

:23:43. > :23:54.Our job is to collect, conserve and interpret works of art and our

:23:55. > :24:02.heritage for future generations. Not to sell them off. We don't sell off

:24:03. > :24:05.the family silver. What we would do if we had something super-strong

:24:06. > :24:13.requirements is offered to another museum. Some may ponder what other

:24:14. > :24:16.unknown treasures could be hidden here.
