:01:08. > :01:19.how its recruits have helped those who need them.

:01:20. > :01:23.It's emerged that a killer - jailed for the sexually-motivated

:01:24. > :01:26.murder of his neighbour in Cardiff Bay - had been previously

:01:27. > :01:29.sacked from his job over allegations of sex assaults.

:01:30. > :01:32.Three people with learning difficulties accused Kris Wade

:01:33. > :01:35.of assaulting them while employed as a support worker,

:01:36. > :01:38.though no prosecution was ever brought.

:01:39. > :01:40.Disability campaigners say those with learning difficulties often

:01:41. > :01:55.In the waterside apartment she had lived in for just a few months,

:01:56. > :01:58.Christine James was brutally murdered by the neighbour who lived

:01:59. > :02:02.upstairs. The 65-year-old grandmother died from a cut-throat

:02:03. > :02:07.in February and was discovered a few days later in her Cardiff Bay flat.

:02:08. > :02:11.Kris Wade admitted the murder and last week the judge at Cardiff Crown

:02:12. > :02:16.Court said he'd targeted Mrs James because of his sexual desire. Now

:02:17. > :02:19.it's emerged he'd already be investigated for a series of alleged

:02:20. > :02:24.sexual assaults. Those incidents were when Kris Wade was employed as

:02:25. > :02:30.a health care support worker at this special centre in Ely district of

:02:31. > :02:33.Cardiff. Abertawe Bro Morgannwg Health Board complaint -- confirmed

:02:34. > :02:38.complaints about Kris Wade's conduct here at Rowan House first managed in

:02:39. > :02:41.January 20 12. Eventually there were allegations he had sexually

:02:42. > :02:45.assaulted three patients with learning difficulties. In October

:02:46. > :02:49.2012 he was suspended while a multi-agency protection of

:02:50. > :02:52.vulnerable adults review was carried out including a criminal

:02:53. > :02:55.investigation by South Wales Police. Although no prosecution followed,

:02:56. > :03:00.the health board's and disciplinary procedures resulted in Wade being

:03:01. > :03:05.sacked for Joe -- gross misconduct. But that wasn't until earlier this

:03:06. > :03:09.year, nearly four years after the first allegations were reported.

:03:10. > :03:11.South Wales Police say the allegations surrounding Rowan House

:03:12. > :03:16.were fully investigated but in each case no further action was taken

:03:17. > :03:18.following advice from the Crown Prosecution Service. Campaigners

:03:19. > :03:22.working for those with learning difficulties say such people often

:03:23. > :03:26.feel they are denied justice. I think there is a stigma associated

:03:27. > :03:30.often with being a person with a learning disability, in that your

:03:31. > :03:34.opinions, your comments, your views and -- are not valuable taken

:03:35. > :03:39.seriously and it's well documented that have been a number of instances

:03:40. > :03:45.where Crown Prosecution Service is have looked at issues of serious

:03:46. > :03:49.allegations of abuse or other offences, but have felt there wasn't

:03:50. > :03:52.enough evidence to proceed. We need to know how they were communicated

:03:53. > :03:57.with when evidence was being gathered and what credibility was

:03:58. > :04:02.given to the concerns that they raised, very serious concerns,

:04:03. > :04:05.people who said they had been sexually assaulted by somebody we

:04:06. > :04:11.now know who has subsequently been convicted for murder. Christine

:04:12. > :04:15.James' family are painfully aware that had there been enough evidence

:04:16. > :04:20.for prosecuting Kris Wade for the sexual assaults when he first --

:04:21. > :04:23.when they'd first arose in 2012, he wouldn't have been living in these

:04:24. > :04:26.flats next to the grandmother he went on to murder.

:04:27. > :04:28.They preyed on elderly, vulnerable people right

:04:29. > :04:30.across South Wales - conning them out of more

:04:31. > :04:34.Now, father and son Jeffrey and James Tawse, from

:04:35. > :04:36.Cardiff, are behind bars - the judge labelling them "inhuman".

:04:37. > :04:38.They charged one disabled pensioner ?65,000 to build

:04:39. > :04:50.Preying on elderly home owners across south Wales.

:04:51. > :04:58.Their oldest victim was 97.This an example of their "shoddy" work.

:04:59. > :05:00.It may not look like much - a garden wall.

:05:01. > :05:03.But the Tawses charged a 71-year-old disabled man nearly

:05:04. > :05:11.The price of a small house in some places.

:05:12. > :05:14.The man - referred to in court as "Mr P" -

:05:15. > :05:17.had suffered a brain injury in a cycling accident.

:05:18. > :05:19.Police were alerted to the fraud by his bank manager

:05:20. > :05:26.after he withdrew ?100,000 over the course of a year.

:05:27. > :05:29.Damp inside the home of another 84-year-old victim

:05:30. > :05:33.The Tawses were paid ?1000 to weatherproof

:05:34. > :05:42.The men were aggressive and intimidating.

:05:43. > :05:44.This victim doesn't want to be identified -

:05:45. > :05:54.His words are spoken by someone else.

:05:55. > :06:00.I should have been wiser, but I was conned. He had no intention of doing

:06:01. > :06:04.the job properly because if he had done it properly they would be no

:06:05. > :06:06.need to come back. He was creating a situation where he could return and

:06:07. > :06:08.possibly get more work. This weed-proof drive another one

:06:09. > :06:10.of their jobs. They simply threw sand

:06:11. > :06:12.into the cracks - which blew away. They were caught after a two-year

:06:13. > :06:23.investigation by trading standards. We see people who have been taken

:06:29. > :06:32.the perpetrators before a court gives some satisfaction and them

:06:33. > :06:35.some closure on what has happened to them.

:06:41. > :06:43.Jeffrey Tawse used the bank account of a young relative to "hide"

:06:44. > :06:47.In court today the judge described Jeffrey Tawse as inhuman.

:06:48. > :06:50.He said the men preyed on people in a cold-blooded way.

:06:51. > :06:55.He sentenced this father and son to a total of eight years in prison.

:13:10. > :13:12.managed to flee to Turkey Syrian-born Sultan Amari picked up

:13:13. > :13:15.a woman from Chester He had been due in court on Monday -

:13:16. > :13:20.but flew to Istanbul on Sunday. He was jailed for eleven

:13:21. > :13:23.years in his absence. Now his local MP is demanding

:13:24. > :13:29.to know how he escaped justice. Warrington Crown Court was told that

:13:30. > :13:32.in July last year taxi driver Sultan Amari,

:13:33. > :13:34.who owned properties in Flint as well as Cheshire, picked up

:13:35. > :13:38.a student from Chester city centre. She was obviously intoxicated

:13:39. > :13:41.and he took her to a house on this road, where he raped her twice over

:13:42. > :13:57.an eight-hour period. The student initially had no memory

:13:58. > :14:00.of what happened to her after waking up naked and confused. She got

:14:01. > :14:05.dressed, left the house and asked a passer-by to use their phone. The

:14:06. > :14:08.jury was blamed on 999 recording in which she tearfully told police I

:14:09. > :14:13.don't know where I am, I woke up in a house with no furniture and my bag

:14:14. > :14:15.has gone -- the jury was played the 999 recording.

:14:16. > :14:17.She later remembered more details of the attack.

:14:18. > :14:20.But just as he was about to complete giving evidence at his trial,

:14:21. > :14:23.Sultan Amari emailed the court to say he wouldn't be returning

:14:24. > :14:27.Born in Damascus in Syria, he's also alleged to have

:14:28. > :14:32.His local MP wants to know how it was allowed to happen.

:14:33. > :14:38.Justice for the victim has not been achieved. An individual appears to

:14:39. > :14:41.have left the country and I'll be asking the Justice Secretary to

:14:42. > :14:45.investigate, to look quite a watch was not put on his passport, why his

:14:46. > :14:48.passport was confiscated and what risk assessment was taken.

:14:49. > :14:51.The Crown Prosecution Service says Sultan Amari wasn't considered

:14:52. > :14:55.He was convicted of two counts of rape and given an 11-year

:14:56. > :14:58.Cheshire Police say a warrant has been issued for his arrest

:14:59. > :15:00.and efforts are being made to locate him.

:18:58. > :19:00.putting patients at risk. They may not be following guidelines, they

:19:01. > :19:06.may not have suitable people using the equipment which poses a risk of

:19:07. > :19:08.burns to the client. The effects of not administering laser treatment

:19:09. > :19:12.correctly can be devastating. This is what happened to one patient when

:19:13. > :19:17.attempts to remove a small birthmark from her cheek went wrong. Health

:19:18. > :19:21.care Inspectorate Wales looked at 19 premises last year. Despite being

:19:22. > :19:31.given four weeks' notice many of them didn't comply with the

:19:32. > :19:33.regulations. In fact HIW said many were not even aware of all the

:19:34. > :19:36.regulations. Those places were asked to improve and also to update staff

:19:37. > :19:40.training. Of the 19, five have since stopped carrying out the procedures.

:19:41. > :19:43.There's a strong message coming out from is, part of it goes through the

:19:44. > :19:46.report we're publishing. That's a message to providers of these

:19:47. > :19:50.services, which is that you must take your response ability

:19:51. > :19:53.seriously, you must understand regulations. We will inspect you and

:19:54. > :19:58.if you are not meeting the regulations we will take action. But

:19:59. > :20:02.the problems are not just with some of the register premises. Last year

:20:03. > :20:05.BBC Wales revealed there had been an increase in business is offering

:20:06. > :20:10.cosmetic laser services but not registering with HIW. Today's report

:20:11. > :20:15.shows following in enquiries by HIW, 14 places are now registering. A

:20:16. > :20:18.further 11 are still being investigated. What we don't know is

:20:19. > :20:22.how big the unregistered industry is. Those people who see an

:20:23. > :20:27.opportunity to say for example get involved in removing tattoos get

:20:28. > :20:31.hold of a laser and just start doing it themselves. We don't know who
