:00:29. > :00:31.actually trying to deliver the best service. You can only do that if you

:00:32. > :00:34.are talking to each other. Another day and another Welsh

:00:35. > :00:36.football coach is fired. This time, Cardiff City sack

:00:37. > :00:38.Paul Trollope after less than It has been their worst start to a

:00:39. > :00:48.season for more than a decade. And we've been to Pontypridd

:00:49. > :00:50.as the Conservatives claim the Welsh Government mismanaged

:00:51. > :00:53.?4 billion of EU grants intended The retrial of former Wales

:00:54. > :01:12.international footballer Ched Evans Evans is accused of raping a woman

:01:13. > :01:18.after a night out in Rhyl in 2011. He denies the offence

:01:19. > :01:22.and was in court today having won an appeal against his original

:01:23. > :01:25.conviction back in 2012. The jury was told the alleged victim

:01:26. > :01:29.remembered practically nothing of the night and was

:01:30. > :01:43.too drunk to consent. Supported once again by his partner,

:01:44. > :01:50.Ched Evans is back in court to try to clear his name once and for all.

:01:51. > :01:57.He started his professional career at Manchester city in 2002. 13 Wales

:01:58. > :02:05.caps followed. In 2009 he signed for Sheffield United for ?3 million. But

:02:06. > :02:09.in 2012 that career pause. He and a fellow footballer were charged and

:02:10. > :02:14.stood trial for rape. The jury at Caernarfon Crown Court acquitted the

:02:15. > :02:20.other player but found Ched Evans guilty. He served half of a

:02:21. > :02:27.five-year sentence. But new evidence emerged. His conviction was quashed.

:02:28. > :02:30.A retrial was ordered. Ched Evans is extremely grateful that the Court of

:02:31. > :02:35.Appeal has ruled that his conviction for rape was unsafe and should be

:02:36. > :02:39.quashed. For the first time in four years, Ched Evans is playing

:02:40. > :02:43.football once again with the League 1 side Chesterfield. There is no

:02:44. > :02:47.prospect of Ched Evans going back to jail. He has already served a

:02:48. > :02:51.custodial sentence as part of that first trial but he has always

:02:52. > :02:55.maintained his innocence in all of this and that this retrial over the

:02:56. > :03:01.next two weeks he will hope the jury will agree. It is the prosecution's

:03:02. > :03:06.case that after a night out in May 2011, click on McDonald took a woman

:03:07. > :03:10.back to a hotel to have sex but the court was told today that Ched Evans

:03:11. > :03:14.also had sex with the woman in that hotel room. It is alleged she was

:03:15. > :03:23.too drunk to be able to consent to sex with Mr Evans. Prosecution said

:03:24. > :03:27."We submit that she was so intoxicated, for whatever reason,

:03:28. > :03:30.that she did not know what was happening. Sex without consent is

:03:31. > :03:35.rape. She remembers practically nothing of the events of that

:03:36. > :03:39.night." The prosecution also told the jury that although Ched Evans

:03:40. > :03:43.steel is a well-known footballer, they should put aside any media

:03:44. > :03:48.commentary or the views of anyone else during this retrial. The court

:03:49. > :03:49.heard that some comments, especially those made online, were one-sided

:03:50. > :03:52.and often unhelpful. Councils here will be

:03:53. > :03:55.forced to work together, pooling their resources

:03:56. > :03:58.with neighbouring authorities, to provide key services

:03:59. > :04:01.like education and social care. This is the latest attempt at reform

:04:02. > :04:05.after the Welsh Government dropped plans to redraw the map by cutting

:04:06. > :04:08.the existing 22 councils Here's our political editor

:04:09. > :04:22.Nick Servini. Regional partnerships don't sound

:04:23. > :04:28.particularly dramatic but this would be a fundamental change. Big

:04:29. > :04:32.spending services like social care, educational improvement, planning,

:04:33. > :04:36.economic development and transport would be shared. Collaboration has

:04:37. > :04:40.happened before but it has been done on a voluntary basis. The difference

:04:41. > :04:44.now is that for the first time councillors will be forced to work

:04:45. > :04:49.together. Even though the 22 councils would continue to exist, it

:04:50. > :04:53.would mark the end of them being entirely self-contained bodies, able

:04:54. > :05:01.to work independently. But there are concerns that adding a newly of

:05:02. > :05:04.government would mean a lack of accountability, with confusion over

:05:05. > :05:08.who is responsible for what. Local authorities work together in all

:05:09. > :05:12.sorts of ways already. What we don't have is a systematic approach to

:05:13. > :05:17.weight and we don't have an approach where local authorities know that

:05:18. > :05:21.this is required of them. It is optional and it is very mixed. But

:05:22. > :05:25.they do it and there is no suggestion this is somehow a new

:05:26. > :05:32.tier of local government or you can't have accountability in it. One

:05:33. > :05:35.of the big names is to help council's social services

:05:36. > :05:38.departments to have better working relationships with hospitals. The

:05:39. > :05:41.regional partnerships covering social care would mirror health

:05:42. > :05:44.board boundaries with the aim of easing pressure on the NHS.

:05:45. > :05:47.You cannot do this on the cheap to start it all off.

:05:48. > :05:49.There are real efficiencies to be made about these organisations

:05:50. > :05:53.working together, different social services departments working

:05:54. > :05:58.But sometimes you just need that bridging money,

:05:59. > :06:01.that finance, and we have got to make sure the Welsh Government

:06:02. > :06:04.understands we may have to put up some money at the front

:06:05. > :06:10.The last attempt at reorganising councils failed.

:06:11. > :06:16.Are today's plans going to fare any better?

:06:17. > :06:22.It was a striking feature of the last attempt which involves merging

:06:23. > :06:26.local authorities that it was fiercely resisted right from the

:06:27. > :06:30.start. This time around, the prospects are pretty good. Labour

:06:31. > :06:35.does not have an overall majority. But a number of these policies were

:06:36. > :06:39.very similar to the kind of things Plaid Cymru were talking about in

:06:40. > :06:44.the Assembly campaign. They could get support there. And with the

:06:45. > :06:49.councils themselves, this would not make -- involve major upheaval, a

:06:50. > :06:54.major round of redundancies, and the 22, even though the door is open to

:06:55. > :06:58.potentially some voluntary mergers, would continue to exist. But the

:06:59. > :07:03.point about council reorganisation is that it can be deeply unpopular

:07:04. > :07:06.with the grass roots party members around the country and none of the

:07:07. > :07:10.parties are going to want to be involved in that at the moment

:07:11. > :07:11.because guess what we have got in the spring of next year, council

:07:12. > :07:15.elections. Thank you very much. A 33-year-old man from Cardiff has

:07:16. > :07:19.been charged with six terrorism offences, including membership

:07:20. > :07:22.of so-called Islamic State. Samata Ullah was arrested last

:07:23. > :07:25.Tuesday by the Met Police Counter Terrorism Command supported

:07:26. > :07:27.by the Wales Extremism Two houses in the city were searched

:07:28. > :07:46.as part of the investigation. An employment tribunal has heard

:07:47. > :07:48.that a former managing director of a Welsh food company referred

:08:46. > :08:50.Trollope became the third Welsh club site manager to be sacked. He was

:08:51. > :08:54.brought into the club back in May to replace Russell Slade but after just

:08:55. > :09:00.two wins in the league this season, the club decided it was time for him

:09:01. > :09:04.to go. Cardiff City is a club with big expectations. The owner Vincent

:09:05. > :09:07.Tan wants them back in the Premier League as soon as possible so

:09:08. > :09:09.whoever comes here next as manager will have a mammoth sized task on

:09:10. > :09:16.will have a mammoth sized task on their hands.

:09:17. > :09:21.It has been three seasons since Cardiff City rubbed shoulders with

:09:22. > :09:26.the elite but a return to the Premier League is all but a distant

:09:27. > :09:31.dream. It was all change once again at Cardiff City at the start of the

:09:32. > :09:36.season. " Trollope, once a coach at the club he was soon handed the top

:09:37. > :09:41.job back in May. This is a club with big expectations and so an eighth

:09:42. > :09:44.place finish last year was not enough to satisfy the bosses. The

:09:45. > :09:49.new head coach promised to deliver the goods. We are going to try and

:09:50. > :09:53.hit the ground running, we are going to try and give the fans a team they

:09:54. > :09:59.are proud of and proud to support. But that has not quite happened.

:10:08. > :10:11.Championship, they have only scored in a couple of matches. It is not

:10:12. > :10:15.look like a man or manager who could turn things around so the club had

:10:20. > :10:23.window, some may argue the current team has enough experience to get

:10:24. > :10:26.themselves back up the table. It has been a tumultuous few years for the

:10:27. > :10:32.bluebirds faithful, both on and off the field. They have been fallouts

:10:33. > :10:37.and protests over changes to club colours and other big decisions. It

:10:38. > :10:42.has left many fans feeling fed up. We have got a lack of experience

:10:43. > :10:49.within the football world on the board, we have got people who are

:10:50. > :10:52.good financial backgrounds but no football experience and that is

:10:53. > :10:56.proved in the way we were rebranded. I think the coach has got a lot to

:10:57. > :11:01.do with the result so something has got to be had by him. With an

:11:02. > :11:05.international break this weekend, Cardiff have ten days to find a

:11:06. > :11:07.replacement. The question is, who will be ready for such a challenge?

:11:19. > :11:22.manager. There has been quite a bit of speculation. The bookies

:11:32. > :11:32.this is a situation we will have to watch closely over the next few

:11:43. > :11:44.to psychological therapies early, there is a reduction in the use

:11:48. > :12:03.suspended at a mental health unit The action was taken

:12:04. > :12:07.at Bryn Hesketh Unit after concerns were raised by another member

:12:08. > :12:09.of staff over some Chris Dearden is in

:12:10. > :12:23.our Bangor newsroom. The unit is run by the Betsi

:12:24. > :12:28.Cadwaladr Health Board. It said it acted quickly when these concerns

:12:29. > :12:32.came to light last week. It has not given as much detail about what the

:12:33. > :12:36.problem is. A member of staff came forward with concerns about the

:12:37. > :12:40.quality of care last week. The health board says it has reacted to

:12:41. > :12:45.that, it has followed all the official guidelines on how it deals

:12:46. > :12:48.with a case like this. It has also called in an independent outside

:12:49. > :12:53.investigator and suspended six members of staff, although it

:12:54. > :12:57.describes those suspensions as a neutral act. The unit is one of the

:12:58. > :13:00.places where staff and patients were transferred to back in 2013 when

:13:01. > :13:07.they were problems with another psychiatric ward. These

:13:08. > :13:10.investigations are not connected at all, this is completely separate,

:13:11. > :13:15.but they have still been calls from the Welsh Conservatives for some

:13:16. > :13:19.reassurances in this case, firstly to people in North Wales that the

:13:20. > :13:22.mental health service is being well-run, but also patients and

:13:23. > :13:27.relatives at the unit that there would be any disruption while this

:13:28. > :13:29.investigation is going on. Thank you very much. We will have more on this

:13:30. > :13:34.during the course of the evening. One in four of us will suffer some

:13:35. > :13:37.kind of mental health issue during our lives but when it comes

:13:38. > :13:40.to getting psychological help people That's the view of a new coalition

:13:41. > :13:45.of mental health charities. We Need to Talk Wales says half

:13:46. > :13:49.of all people wait more than three months before their first

:13:50. > :13:50.talking therapy session. He suffered from severe

:13:51. > :13:58.depression and anxiety. At times he thought

:13:59. > :14:01.about ending his life. Frank believes talking therapy

:14:02. > :14:05.in the form of cognitive behavioural therapy changed his thinking

:14:06. > :14:09.and saved his life. If I hadn't had that timely

:14:10. > :14:15.intervention and a considerable amount of cognitive behavioural

:14:16. > :14:20.therapy sessions, I don't think I would be here today

:14:21. > :14:24.because I think that gradual decline into a depressive state,

:14:25. > :14:29.I probably would have One in four of us will experience

:14:30. > :14:37.some kind of mental health issue during our lifetimes and talking

:14:38. > :14:40.therapies are widely seen as one of the most effective ways

:14:41. > :14:43.to treat conditions such Earlier today, a new coalition

:14:52. > :14:57.should have access to talking It makes economic sense to do it

:14:58. > :15:03.because it is going to cost the health service more if we don't

:15:10. > :15:12.there is a reduction in the use of prescriptions, hospital

:15:13. > :15:16.stays and GP visits, so it does make economic sense

:15:17. > :15:19.to make it happen. The coalition has set

:15:20. > :15:22.this target of 28 days. The Welsh Government has worked

:15:23. > :15:28.on a new delivery plan and that has been done in partnership

:15:29. > :15:30.with members of the coalition and people affected directly

:15:31. > :15:34.by mental ill health as well. The new delivery plan will set

:15:35. > :15:38.a target of 80% of people How soon before that

:15:39. > :15:43.becomes a reality? The Minister will be launching this

:15:44. > :15:47.delivery plan on World Mental Health Day, the 10th of October,

:15:48. > :15:50.and we hope to see progress The cost of mental health problems

:15:51. > :15:55.in Wales is estimated at ?7.2 billion a year

:15:56. > :15:59.and prescriptions for The coalition warns if patients

:16:00. > :16:04.continue to face long waits, the cost for Wales
