:01:34. > :01:38.It's been on the agenda for 20 years but work is now underway

:01:39. > :01:41.on a ?40 million retail and leisure complex in Merthyr Tydfil.

:01:42. > :01:43.Trago Mills, which runs three stores in Cornwall and Devon,

:01:44. > :01:46.says it'll create 1,000 jobs in construction and 400

:01:47. > :01:50.It was granted planning permission in 1999 but work has

:01:51. > :02:01.Here's our business correspondent Brian Meechan.

:02:02. > :02:09.This was once an old brickworks, part of Merthyr Tydfil's industrial

:02:10. > :02:14.past. On the Hill above the town, the retail park, home to many big

:02:15. > :02:20.chains, work is starting on a less familiar name. This the new Trago

:02:21. > :02:31.Mills site. It sells everything from carpets to clothes. They have all

:02:32. > :02:36.the brands, a typical retail Park, the pre-eminent retail Park in the

:02:37. > :02:40.valleys already. You will add our value proposition to it, I think it

:02:41. > :02:45.is an offer that the shopping public will resist and it will put Merthyr

:02:46. > :02:52.as a destination on the map. This is what it should look like but it has

:02:53. > :02:56.been a long time coming. Merthyr council has tonight given the

:02:57. > :03:01.go-ahead to a ?20 million out of town development. Planning problems

:03:02. > :03:06.and economic turmoil caused continued delays but now work is

:03:07. > :03:11.finally underway. 1000 construction jobs will be created during the

:03:12. > :03:16.course of this project. ?21 million has already been spent in the local

:03:17. > :03:20.economy and that includes 75 per cent of the steel that is being used

:03:21. > :03:24.here coming from Port Talbot directly. It is the latest in a

:03:25. > :03:29.series of big investments in Merthyr in recent years. In March, General

:03:30. > :03:33.Dynamics opened its new plant in the town where it assembles and tests

:03:34. > :03:39.the next generation of armoured vehicles, creating 250 jobs. And

:03:40. > :03:46.more than 250 people are employed at an exhaust maker. Part of the

:03:47. > :03:49.council strategy is to develop economic development and

:03:50. > :03:54.regeneration. We have got a very strong team and they work with

:03:55. > :03:59.manufacturers and retailers from start to finish. It really is a good

:04:00. > :04:02.package we offer. The unemployment rate in Merthyr seems to bear that

:04:03. > :04:09.out. In the last five years it has halved. That is still higher than

:04:10. > :04:12.the current Welsh average though. There are concerns that the new

:04:13. > :04:18.shopping development could attract people away from the town centre.

:04:19. > :04:23.This restaurant opened a year ago. The owners say it is thriving and

:04:24. > :04:29.believe Trago Mills as to what the town has two offer. I think a lot

:04:30. > :04:33.has been done by Merthyr Council, the college in the centre of town as

:04:34. > :04:42.well, that is all creating excitement in the town itself. There

:04:43. > :04:49.is a need for both a retail Park but also the town centre should be a

:04:50. > :04:54.thriving hub as well. Trago Mills Reject any suggestions that its

:04:55. > :04:58.plans will hurt shots in the town. Children here today were not even

:04:59. > :05:00.born when this was first planned. But the council say this is a clear

:05:01. > :05:06.sign that Merthyr is on the up. There are calls tonight

:05:07. > :05:08.for the Welsh Secretary It comes after he claimed

:05:09. > :05:12.Plaid Cymru members may have broken the law to stop people who don't

:05:13. > :05:14.speak Welsh from moving into areas where Welsh

:05:15. > :05:16.is the dominant language. Alun Cairns made the comments

:05:17. > :05:19.on the BBC's Question Time programme last night after he told Plaid

:05:20. > :05:22.leader Leanne Wood that her party seemed to be open to immigration

:05:23. > :05:24.into the UK, but not You absolutely know that we can

:05:25. > :05:29.go to communities... The audioence will know as well

:05:30. > :05:32.there are communities in Wales where there are nationalist

:05:33. > :05:34.activists that take direct action It was not so long ago that some

:05:35. > :05:40.of the cottages were Hang on, that was nothing to do

:05:41. > :05:44.with Plaid Cymru. Our political correspondent

:05:45. > :05:58.Arwyn Jones is here. It started off as a discussion with

:05:59. > :06:04.accusations that the Conservatives were making life difficult for

:06:05. > :06:08.people moving into the UK to work and live as immigrants. Alun Cairns

:06:09. > :06:12.turns that onto Plaid Cymru, accusing them in Welsh speaking

:06:13. > :06:19.areas. He mentioned burning cottages, that is a reference to the

:06:20. > :06:24.late 1970s and 1980s campaign, 30 odd years ago, holiday homes being

:06:25. > :06:29.burned down as a backlash against wealthy English people buying second

:06:30. > :06:32.homes in rural parts of Welsh Wales. Leanne Wood not happy that there was

:06:33. > :06:36.an insinuation that Plaid Cymru members were involved in that. There

:06:37. > :06:40.is no evidence to support any members of Plaid Cymru was involved.

:06:41. > :06:47.Only one man has been convicted of being part of that campaign, member

:06:48. > :06:52.of another group who were critical of Plaid Cymru. That is why we have

:06:53. > :06:53.seen the Plaid Cymru leader in Westminster saying Alun Cairns

:06:54. > :06:56.should consider his position. I think he should apologise

:06:57. > :06:58.and consider whether he I am not calling on him to resign,

:06:59. > :07:10.that is a matter for him, So has there been any reaction from

:07:11. > :07:15.the Welsh Secretary today? I have spoken to his office and he has no

:07:16. > :07:19.further comment to make. But for Plaid Cymru, the difficulty is, go

:07:20. > :07:25.back ten or 15 years when they went through a rough patch. Some of their

:07:26. > :07:30.councillors associated with a group who were accused of being

:07:31. > :07:35.anti-English and racist. They worked very hard to shed that image of just

:07:36. > :07:39.standing for Welsh communities, especially under Leanne Wood. I

:07:40. > :07:42.think they are angry today not just because of the baseless accusations

:07:43. > :07:45.but also it is a really touchy subject for Plaid Cymru.

:07:46. > :07:48.A pharmaceutical company in Flintshire is to close

:07:49. > :07:52.Parent company Quantum Pharma says NuPharm will cease trading

:07:53. > :07:55.at Deeside Industrial Park by the end of December due

:07:56. > :07:59.It says closure is the only viable option.

:08:00. > :08:02.NuPharm makes products for the pharmaceutical

:08:03. > :08:08.The cause of an oil spill which means 100,000 litres

:08:09. > :08:11.of kerosene have leaked into a Carmarthenshire

:08:12. > :08:17.The pipeline which carries Kerosene from Pembroke's Valero refinery

:08:18. > :08:23.Valero say it's a complex operation and it could take days

:08:24. > :08:29.Union leaders have met with bosses at Ford's plant in Bridgend.

:08:30. > :08:33.Len McLuskey, the General Secretary of Unite, says he impressed

:08:34. > :08:37.upon the Ford team that their UK plants deserve a bright future.

:08:38. > :08:39.The site, which employs about 1,850 people, will cut production

:08:40. > :08:47.of new petrol engines and investment at the plant.

:08:48. > :08:51.Heart surgery is amongst the most complex things the NHS does.

:08:52. > :08:54.And recently surgeons in Cardiff became the first in Wales

:08:55. > :08:57.to perform a ground breaking procedure which could help

:08:58. > :09:02.But, as things stand, the surgery isn't routinely

:09:03. > :09:07.But one of the country's leading heart surgeons has told this

:09:08. > :09:10.programmes it's "essential" it should be.

:09:11. > :09:13.Our health correspondent Owain Clarke has this exclusive

:09:14. > :09:17.report, which does contain images of a heart operation.

:09:18. > :09:20.It's early morning but this surgical team at Wales' biggest

:09:21. > :09:26.This elderly patient had been complaining about chest pains.

:09:27. > :09:28.Doctors found out that one of the valves in his heart

:09:29. > :09:40.It's quite a complicated thing to repare but with one of Wales'

:09:41. > :09:42.most eminent heart surgeons in charge, you would not know it.

:09:43. > :09:46.He is having an aortic valve replacement.

:09:47. > :09:49.It should hopefully give him a better quality of life.

:09:50. > :09:52.Any type of heart surgery, by its very nature, can be really

:09:53. > :10:01.But earlier on this year in the summer, the lead

:10:02. > :10:05.surgeon here and her team managed to push the boundaries further

:10:06. > :10:07.than ever before and perform a procedure that has never before

:10:08. > :10:13.Blood is pumped from the heart through a big blood

:10:14. > :10:19.But if there is a weakness in its walls, it can begin to bulge.

:10:20. > :10:30.burst, the consequences can be catastrophic.

:10:31. > :10:33.Although it is rare, if any of the bulges

:10:34. > :10:36.burst, the consequences can be catastrophic.

:10:37. > :10:38.Previously repairing certain types of aneurysms would have needed

:10:39. > :10:40.a patient to undergo two separate big operations.

:10:41. > :10:46.We open the breastbone and once we have got the patient ready,

:10:47. > :10:49.we basically stop the circulation and we opened the arch

:10:50. > :10:53.of the aorta and we deploy this, this is how it looks when it

:10:54. > :10:57.comes out of its package, we deploy it into the aorta

:10:58. > :11:03.She carried out the procedure for the first time in Cardiff just

:11:04. > :11:09.This patient had a 6.5 centimetre aneurysm which could

:11:10. > :11:18.She has not been able to travel around so with this fix,

:11:19. > :11:27.But you don't have to take the doctor's word for it.

:11:28. > :11:31.She had a family history of heart problems.

:11:32. > :11:36.I would go to New Zealand every other year because my

:11:37. > :11:41.I lost that but now I have had my operation I can go.

:11:42. > :11:43.The problem is, the operation, as things stand, is not

:11:44. > :11:48.It only took place because there was a special request for funding.

:11:49. > :11:51.But the process of making those requests is long and drawn-out.

:11:52. > :12:00.The alternative is to send a to Birmingham.

:12:01. > :12:04.Especially with advanced screening, more of these are diagnosed,

:12:05. > :12:08.so it is essential that we offer this as a service routinely and have

:12:09. > :12:13.This team and the heart surgery unit in Cardiff can already boast

:12:14. > :12:15.some of the best results anywhere in Britain.

:12:16. > :12:18.The hope is that soon they will be able to do even more,

:12:19. > :12:22.offering surgery that is right at the cutting edge.

:12:23. > :12:27.After helping Wales to a 2-2 draw against Austria,

:12:28. > :12:30.Joe Allen is a major doubt for Sunday's qualifier

:12:31. > :12:37.And marking 50 years since the Aberfan disaster -

:12:38. > :12:41.new work by renowned composer Sir Karl Jenkins will be

:12:42. > :12:54.Residents of the Butetown area of Cardiff claim police aren't doing

:12:55. > :12:57.enough to tackle the sale of drugs in their community.

:12:58. > :13:00.They say heroin and cannabis are openly sold in parks

:13:01. > :13:03.and playgrounds and addicts are discarding dirty

:13:04. > :13:11.Sandwiched between affluent Cardiff Bay and the city

:13:12. > :13:14.centre is the old docks community of Butetown.

:13:15. > :13:17.Many who live here are becoming increasingly concerned that the area

:13:18. > :13:22.Community activists say heroin and cannabis is openly sold

:13:23. > :13:27.and taken in very public places like parks and children's

:13:28. > :13:38.Christian Wagstaff is so concerned by the problem that his morning

:13:39. > :13:41.ritual now involves personally picking up the drugs debris

:13:42. > :13:47.That is a spoon they use for burning.

:13:48. > :13:50.He coaches the local football team, AFC Butetown.

:13:51. > :13:52.Tiger Bay AFC also play here and there are fears that

:13:53. > :13:56.a child or a player may be injured by needles lying in the grass.

:13:57. > :13:58.I think it is only a matter of time before somebody has

:13:59. > :14:06.I have had conversations with the council and police

:14:07. > :14:09.and obviously nothing has been done, as you can see.

:14:10. > :14:13.If you get a needlestick injury, you could get HIV or hepatitis,

:14:14. > :14:18.and obviously then you would be ineffective for life.

:14:19. > :14:21.But it's not just needlestick injuries that people

:14:22. > :14:27.Some in the community are very angry because they say the police are not

:14:28. > :14:30.doing enough to tackle the dealers that are supplying the drugs

:14:31. > :14:34.We have got the biggest police station in the area

:14:35. > :14:39.That is the long and short of the story and they are not

:14:40. > :14:41.doing anything about it, as you seen today.

:14:42. > :14:44.Saeed Noor Ebrahim has lived in the area all his life

:14:45. > :14:47.and believes more needs to be done to protect the public

:14:48. > :14:50.from the drug dealers, users and the mess they leave behind.

:14:51. > :14:52.It's just getting out of hand at this current time.

:14:53. > :14:55.The residents do worry for their children and walkers.

:14:56. > :14:59.Everybody is in danger of the needles.

:15:00. > :15:03.We have got a number of hostels nearby and that might be an element

:15:04. > :15:06.of it but it is just an issue that needs to be looked at thoroughly.

:15:07. > :15:10.We have had the Council come to clean a number of times

:15:11. > :15:18.Council staff were in the area today picking up litter.

:15:19. > :15:26.Police are also aware of the problem.

:15:27. > :15:29.PCO Will Barnett says he often patrols the park and finds

:15:30. > :15:33.The citric acid is mixed with the heroin before they inject.

:15:34. > :15:38.It's an issue with kids playing football here.

:15:39. > :15:40.That's why we get rid of it as quick as we can.

:15:41. > :15:45.South Wales Police say there is a zero tolerance to drug

:15:46. > :15:48.dealers in Cardiff and say those who spread the misery

:15:49. > :15:50.of addiction will be dealt with swiftly and robustly.

:15:51. > :15:52.They say in the past couple of weeks alone,

:15:53. > :15:55.officers have executed six drug warrants in the area which has

:15:56. > :15:58.resulted in the seizure of crack cocaine and heroin with a street

:15:59. > :16:02.But some residents believe more needs to be done to reclaim

:16:03. > :16:07.the parks and public spaces for the community as a whole.

:22:34. > :22:37.144 people died, most of them children, when a coal waste tip

:22:38. > :22:40.slid down the mountain, engulfing Pantglas Junior School.

:22:41. > :22:43.Over the coming weeks there will be many special events to mark

:22:44. > :22:47.And tomorrow, a new choral work by renowned composer

:22:48. > :22:51.Sir Karl Jenkins will be premiered at the Wales Millennium Centre,

:22:52. > :23:08.There were hundreds of people trying to do their best,

:23:09. > :23:13.Occasionally there would be a shout for people to be quiet,

:23:14. > :23:16.and if there was a hint of a body somewhere, people were really

:23:17. > :23:21.encouraged to carry on and to try and draw that child out of the tip.

:23:22. > :23:24.Half a century ago, the Reverend Milton Jenkins

:23:25. > :23:27.witnessed the aftermath of the Aberfan disaster.

:23:28. > :23:30.His cousin's child, nine-year-old Dyfrig,

:23:31. > :23:39.I shall never forget that day, that week.

:23:40. > :23:46.I am still reminded of that terrible tragedy.

:23:47. > :23:50.And I am still reminded of those hundreds of people

:23:51. > :23:56.who were here during that time, helping, doing their very best,

:23:57. > :24:01.to bring some of those children out from under the debris.

:24:02. > :24:05.In the work, Cantata Memoria, world renowned composer

:24:06. > :24:09.Sir Karl Jenkins, tries to convey the experiences and emotions

:24:10. > :24:14.It was hugely emotional, it was harrowing but paradoxically

:24:15. > :24:23.The piece gets gradually more optimistic as it goes on.

:24:24. > :24:28.How children love light is one line in it.

:24:29. > :24:32.And there is another dual theme going on, that of birdsong

:24:33. > :24:37.It was said that there was no birdsong before

:24:38. > :24:43.The work will be premiered tomorrow at the Wales Millennium Centre

:24:44. > :24:46.in Cardiff, performed by Sinfonia Cymru as well as

:24:47. > :24:49.a children's choir of 116, the number of children

:24:50. > :24:56.There was an overwhelming sense of responsibility.

:24:57. > :25:02.One is very aware of the sensitivity surrounding this and just hoping

:25:03. > :25:05.that whatever we came up with was in some way...

:25:06. > :25:16.That it will meet with the approval of the people of Aberfan.

:25:17. > :25:19.The piece is a testament to the strength of the community

:25:20. > :25:22.that rebuilt itself and fought for justice.

:25:23. > :25:26.It remembers the tragedy but looks to the future 50 years after one

:25:27. > :25:36.of the worst industrial disasters the world has ever seen.
