:02:40. > :02:45.Evans, yellow footballer Clayton McDonald's. Mr McDonald was
:02:46. > :02:50.acquitted of rape at a previous trial. There is no suggestion he did
:02:51. > :02:54.anything wrong here. Mr Evans went into that same hotel room later on
:02:55. > :02:58.the jury were told he also had sex with the woman. Asked why he went
:02:59. > :03:02.into the room he said I was being juvenile, I was being childish. I
:03:03. > :03:08.didn't know what would be happening in the room. He referred to his
:03:09. > :03:13.friend as clay, Clay said, can my mate joining, Mr Evans told the jury
:03:14. > :03:17.she looked at me said yes. Mr Evans went on to explain that his friend
:03:18. > :03:21.left the hotel room, telling the Julie the situation I was then
:03:22. > :03:26.became real. I was cheating on my girlfriend. When he started told the
:03:27. > :03:30.court the woman grabbed the corner of the quote, have to and turned

:04:02. > :04:06.has expressed his concern that if Wales gets handed income tax
:04:07. > :04:25.powers the entire country Making changes to the tax system is
:04:26. > :04:30.often controversial. King Edgar didn't want to keep the
:04:31. > :04:34.wolf from the door. A specific Welsh tax on the heads of
:04:35. > :04:40.wolves introduced 1000 years ago. That wouldn't bring in much cost
:04:41. > :04:45.these days. From 2018 the Government will introduce specifically Welsh
:04:46. > :04:49.taxes for the first time in around 800 years. There are more powers on
:04:50. > :04:52.the way including the power to vary how much income tax people in Wales
:04:53. > :04:56.should pay. That proposal is included in the
:04:57. > :05:00.draft Wales Bill being debated today in House of Lords. One leading
:05:01. > :05:04.Russian Lord says by his calculation is devolving powers over income tax
:05:05. > :05:08.would lead to the Welsh government struggling to keep the wolves from
:05:09. > :05:13.the door. -- one leading Welsh Lord. There is
:05:14. > :05:18.no settlement of the Barnett formula floor we've been promised to
:05:19. > :05:22.guarantee that Wales, if we go down the devolution road we are protected
:05:23. > :05:27.against losing out compared with richer parts of Britain in London
:05:28. > :05:32.East. That's where nearly half the country's wealth is centred.
:05:33. > :05:35.Lord Hain is also angry that the transfer of income tax powers is
:05:36. > :05:40.likely to happen without the need for a referendum. He accuses the UK
:05:41. > :05:44.Government of being undemocratic. According to one of the men
:05:45. > :05:47.responsible for the Wales Bill Lord Hain is a lone wolf, not speaking
:05:48. > :05:52.for the Labour Party. I think he is preaching from a very
:05:53. > :05:57.old hymn sheet and he's not been listening to the debate. He is very
:05:58. > :06:00.much a lone voice in the Labour Party, contradicting what was
:06:01. > :06:10.claimed on Friday that this bill doesn't go far enough.
:06:11. > :06:12.The draft Wales Bill is about more than just income tax. It gives the
:06:13. > :06:17.Assembly new power over elections, energy and transport and the ability
:06:18. > :06:21.to change its name. Assembly members are being told what they can and
:06:22. > :06:29.can't make laws on, rather than what they can. As this old news item
:06:30. > :06:32.shows, it's clear that even centuries on the issue of tax vexes
:06:33. > :06:33.the politicians as much as the rest of us.
:06:34. > :06:36.As Carl mentioned, the debate on the Wales Bill
:06:37. > :06:38.in the House of Lords has been continuing this evening.
:06:39. > :06:45.Here's some of what has been said so far.
:06:46. > :06:55.The bill, in its current form is complex, inaccessible, and clear and
:06:56. > :06:59.will not settle a devolution issue for Wales as was the intention. I
:07:00. > :07:04.will conclude by saying that this bill sets the course for a stable
:07:05. > :07:08.devolution settlement for Wales. It builds a new Welsh devolution
:07:09. > :07:12.settlement on a solid foundation of reserved powers model. It is
:07:13. > :07:19.improved on the draft of a year ago, I commend this bill to the house.
:07:20. > :07:21.Let's go live to Westminster now, Al Parliamentary correspondent is
:07:22. > :07:28.there. What are the main talking points? It is worth remembering that
:07:29. > :07:32.the Wales Bill, the background to it was the idea that they would be a
:07:33. > :07:36.cross-party consensus on the future of devolution. The House of Lords as
:07:37. > :07:41.a consensual place, but there wasn't a great deal of cross-party unity
:07:42. > :07:46.state. Speaker after speaker lined up to highlight the floors in the
:07:47. > :07:49.bill. As Karl reported there are a long list of reserved issues,
:07:50. > :07:55.reserved to Westminster. Several want to know it was what 190 long,
:07:56. > :07:59.why is the UK Government still taking responsibility for things
:08:00. > :08:04.like betting in Wales? And the arguments put forward by people I
:08:05. > :08:07.Peter Hain who were very focused on the financial negotiations that will
:08:08. > :08:13.accompany this to make sure Wales doesn't lose out.
:08:14. > :08:19.Can you give us an idea of what happens next? Today was a broadbrush
:08:20. > :08:24.debate, a wide debate about general principles of the bill. What happens
:08:25. > :08:28.next is that it will go into what's known as the committee stage, that's
:08:29. > :08:32.when members of the House of Lords will go through it line by line.
:08:33. > :08:37.That's when you'll get the key arguments and that's when you get
:08:38. > :08:41.the votes to. With the Government here not having a majority in House
:08:42. > :08:45.of Lords, it could be a bumpy ride for this piece of legislation. It
:08:46. > :08:47.could be an interesting time. Thank you.

:08:50. > :08:51.reports of people dressing up as clowns to deliberately scare

:09:32. > :09:37.clown costumes and marks like this that are causing concern. The latest

:09:41. > :09:44.who intentionally frighten someone with a costume like this would be
:09:45. > :09:49.committing an offence. One man dressed as a clown has been arrested
:09:50. > :09:52.in Rhyl for causing distress. It is claimed people were frightened by

:17:41. > :17:42.in the side-effect profile. But the response rate
:17:43. > :17:46.looks the same. But she says that,
