:01:33. > :01:36.Many businesses and politicians here say a third runway for Heathrow

:01:37. > :01:39.But tonight the Welsh Government stands accused of giving away

:01:40. > :01:41.support for the project, without getting anything back

:01:42. > :01:44.in return, unlike ministers in Scotland, who have secured

:01:45. > :01:51.guaranteed building contracts for Scottish companies.

:01:52. > :02:01.Here's our Business Correspondent, Brian Meechan.

:02:02. > :02:07.It is still one of the busiest airports in the world but it has

:02:08. > :02:10.been slipping behind the competition, as they've expanded

:02:11. > :02:15.while Heathrow is operating at its limits. But it is about to get a lot

:02:16. > :02:20.bigger, bringing more people to the UK and potentially to Wales.

:02:21. > :02:23.Heathrow is so convenient for Wales. It helps to make sure that

:02:24. > :02:27.businesses from Wales can easily get to global markets. We are looking

:02:28. > :02:31.forward to having the Western rail link, that will mean a rail link

:02:32. > :02:35.directly from Wales into Heathrow, making it much more convenient and

:02:36. > :02:40.much easier for students, overseas investors, tourists, to get to Wales

:02:41. > :02:44.and enjoy the benefits. According to the Independent airports commission,

:02:45. > :02:50.Wales will benefit from the expansion of that London hub. It

:02:51. > :02:55.estimated that 8400 jobs would be created but that's over the next 35

:02:56. > :03:00.years. It could also mean ?6.2 billion in benefits to the economy.

:03:01. > :03:05.But it can we fully bring international opportunities closer

:03:06. > :03:10.to Wales if they can get to Heathrow easily. We have important

:03:11. > :03:15.improvements around rail, I think we are desperately crying out for the

:03:16. > :03:21.M4 black route but all of that fits together in order to make Wales a

:03:22. > :03:24.connected country. Cardiff Airport has seen a significant increase in

:03:25. > :03:32.passenger numbers in the last 12 months. It says its new flight to

:03:33. > :03:35.Madrid announced today shows it continues to attract allies and

:03:36. > :03:40.travellers. Cardiff airport has a target of increasing to 2 million

:03:41. > :03:44.passengers in the next five years. And to 3 million in the next ten

:03:45. > :03:50.years. And bosses here believe that the expansion of Heathrow can help

:03:51. > :03:55.them deliver that grow. I asked the chairman of Cardiff Airport if he

:03:56. > :04:00.was worried about losing business to Heathrow. We will never ever compete

:04:01. > :04:05.with Heathrow but we can offer the people and passengers of Wales and

:04:06. > :04:10.enhanced service to fly potentially from Heathrow via Cardiff to

:04:11. > :04:16.destinations around the world. But what do companies in North Road is

:04:17. > :04:18.expected get out of this? We provide marketing services to companies

:04:19. > :04:22.based in North Wales and the north-west of England but quite a

:04:23. > :04:29.few of those are in the energy sector. And a lot of those come from

:04:30. > :04:35.overseas. And I think it is a huge advantage that the expansion of our

:04:36. > :04:41.UK airport capacity is going to be in a single place at Heathrow. In

:04:42. > :04:45.return for supporting the new runway in Heathrow, ministers and Edinburgh

:04:46. > :04:49.secured a guarantee that Scottish companies will get ?200 million

:04:50. > :04:51.worth of building contracts from the project. There are questions to

:04:52. > :04:57.write about the Welsh Government 's negotiations. How places to get the

:04:58. > :05:05.best for Wales in any sort of government announcement like this.

:05:06. > :05:07.Scotland has managed that. Wales is going to gain the consequential as

:05:08. > :05:12.that would have happened anyway. We started been asking for solid

:05:13. > :05:16.commitment and massive games like the Scottish Government has already

:05:17. > :05:19.done. Welsh ministers say they are in ongoing talks with the airport

:05:20. > :05:28.and are discussing the possibility of securing manufacturing contracts

:05:29. > :05:30.for Welsh rugby. There will be plenty of scrutiny from Wales and

:05:31. > :05:32.any economic benefits are by no means a done deal.

:05:33. > :05:35.Let's have a word with our political correspondent, Daniel Davies.

:05:36. > :05:38.What do you make of the criticism that the Welsh Government has missed

:05:39. > :05:48.This isn't just a story about a strip of tarmac in London. It is

:05:49. > :05:51.about the levers of power in Westminster and Carwyn Jones is

:05:52. > :05:55.trying to use this as an opportunity to say if the UK Government is

:05:56. > :05:58.reacting in interests of the whole nation then here is a chance for

:05:59. > :06:04.them to prove it. He wrote to Theresa May last week saying that he

:06:05. > :06:09.supported the expansion of Heathrow but there are things he wants to see

:06:10. > :06:12.happen in return like better rail services to Wales, devolution of

:06:13. > :06:17.more power over taxes, a bit of money if the UK Government ends up

:06:18. > :06:19.spending any money on this but meanwhile, the Scottish Government

:06:20. > :06:24.has already done a deal with Heathrow and there is talk of an

:06:25. > :06:27.airport in Glasgow playing a supporting role. There is talk of

:06:28. > :06:32.jobs, more money to develop roots, a big campaign to promote Scotland in

:06:33. > :06:35.Heathrow and Plaid Cymru say Scotland are streets ahead of us.

:06:36. > :06:41.Carwyn Jones has given away his support. But really what bargaining

:06:42. > :06:46.power does he have? What Theresa May and Heathrow really need is votes in

:06:47. > :06:50.parliament. If things get -- if this thing gets caught up thanks to a Lao

:06:51. > :06:56.between Labour and the Tories, spits within those parties, the 50 plus

:06:57. > :07:01.SNP MPs in Westminster could be very valuable indeed. That gives the SNP

:07:02. > :07:01.and Nicola Sturgeon the kind of leverage that Carwyn Jones frankly

:07:02. > :07:05.does not have. There's concern tonight that

:07:06. > :07:07.transgender people are waiting up A trans person doesn't identify

:07:08. > :07:11.with the gender they were born with and many are referred

:07:12. > :07:14.to a gender identity consultant. This programme has been told some

:07:15. > :07:16.patients are resorting to buying hormones online because waiting

:07:17. > :07:18.lists are so long. The number of young people

:07:19. > :07:21.being referred to specialist clinics have more than

:07:22. > :07:23.doubled in the last year. Finding her feet, as

:07:24. > :07:35.the person she wants to be. 17, from Penarth in

:07:36. > :07:42.the Vale of Glamorgan. She's studying circus skills at this

:07:43. > :07:46.college in Bristol and she's happy, I couldn't go out and make friends

:08:27. > :08:29.approached her GP to be referred There are none in Wales,

:08:30. > :08:33.so Welsh patients are referred Yes, in nine months,

:08:34. > :08:45.we are going to be seen And we are two years

:08:46. > :08:52.on and we still haven't been seen And I can't tell you how

:08:53. > :08:59.heartbreaking it is actually. Rowan needed hormones,

:09:00. > :09:01.while she waited for her referral, something a GP can prescribe,

:09:02. > :09:07.but they can also be bought online. If you are willing to pay,

:09:08. > :09:10.you don't ask too many questions And a lot of people

:09:11. > :09:13.go down that route. Right at the beginning, we'd heard

:09:14. > :09:16.about it and we were thinking, And you see your child in that much

:09:17. > :09:24.distress and nothing is happening Yeah, I was online thinking,

:09:25. > :09:30.should we do this? And then you are totally torn

:09:58. > :09:59.so we've got young people being put on drugs for depression

:10:00. > :10:01.when actually the root cause of the depression

:10:02. > :10:09.isn't being addressed. Jenny Anne Bishop and her partner

:10:10. > :10:13.have been campaigning on transgender issues for decades and offer support

:10:14. > :10:16.to the community in North Wales Had today's treatment been available

:10:17. > :10:19.to her, life would have I may not have got married

:10:20. > :10:30.and caused problems for my ex-wife and for my children,

:10:31. > :10:33.so it could have saved an awful lot of problems for lots of people

:10:34. > :10:35.and people normally who go through puberty and then transition

:10:36. > :10:37.with the right hormones are almost indistinguishable,

:10:38. > :10:39.so they don't get They find it much easier to live

:10:40. > :10:50.just an ordinary life as the people they are and it might have

:10:51. > :10:53.prevented me losing my job five The number of young people

:10:54. > :11:06.being referred to gender identity clinics from Wales has risen from 17

:11:07. > :11:09.to 40 in the last year and the numbers are

:11:10. > :11:11.increasing year on year. Treatments, naturally,

:11:12. > :11:12.will vary for each individual, and in Wales a mental health

:11:13. > :11:15.assessment is done before Last week, the Welsh Government

:11:16. > :11:21.allocated ?1 million to be spent on gender identity

:11:22. > :11:23.and eating disorder clinics. A message from a wreath placed

:11:24. > :11:47.by Prince Charles on the 50th The National Farmers Union Cymru

:11:48. > :11:50.says the value of milk is up, but profits are not being passed

:11:51. > :11:53.on to dairy farmers, costing the Welsh rural economy more

:13:11. > :13:14.about the pylons which would carry You'd think it was a done deal,

:13:15. > :13:28.the amount of money that has already been spent,

:13:29. > :13:31.the amount of effort that's gone in. But for now, Wylfa Newydd remains

:13:32. > :13:33.little more than a video graphic. On Anglesey though some do

:13:34. > :13:36.have their eye on the prize and The existing Wylfa plant has

:13:37. > :13:44.for half a century been a major employer, but most of the workforce

:13:45. > :13:47.there will have retired or moved away before its

:13:48. > :13:48.replacement is built. They have got an assessment that

:13:49. > :13:56.only 45% of the operational Obviously, I am pushing

:13:57. > :13:59.for that to be nearer 100%. It's very important

:14:00. > :14:01.that the operational workforce comes I'd like to see them starting

:14:02. > :14:10.to discuss with us what mitigation measures, training packages,

:14:11. > :14:12.they can put together over the next eight years, the time

:14:13. > :14:14.it is conducted to build, to make sure that we do maximise

:14:15. > :14:17.the operational As far as local employment goes,

:14:18. > :14:24.we have said yes, 25% in the construction period,

:14:25. > :14:26.that still actually represents just Following that, we are focusing

:14:27. > :14:30.on the 850 long-term high quality jobs for at least 60 years

:14:31. > :14:33.that we will need to operate the power station and we are already

:14:34. > :14:36.making inroads on that New graphics from the National Grid

:14:44. > :14:46.power from Wylfa Newydd. In Talwrn, near Llangefni,

:15:19. > :15:23.with these monstrous things They need to talk about what's best

:15:24. > :15:33.for Anglesey and what's best We are talking about

:15:34. > :15:38.Wylfa Newydd lasting for 60 - 70 years and I'm sure if you spread

:15:39. > :15:41.the cost over that period, then it becomes more

:15:42. > :15:46.economical to do. And there are those

:15:47. > :15:49.who oppose the very idea It is getting on for ten months

:15:50. > :15:53.now since the old Wylfa Even with early approval,

:23:30. > :23:33.us. We've got really some very serious thing facing us, the future.

:23:38. > :23:42.money for you as a family but also trying to raise awareness. We

:23:43. > :23:46.decided a long time ago that I wanted to do something for the

:23:47. > :23:50.cause. I knew that I could try and do that through spreading awareness.

:23:51. > :23:56.This event really is meant to help raise money for the family. We will

:23:57. > :24:00.incur some pretty significant costs but at the same time we will do a

:24:01. > :24:07.great job of helping educate people and get the word out there. Thank
