:01:06. > :01:08.A 20-year-old man has admitted murdering a young couple found

:01:09. > :01:11.stabbed on one of Wales' busiest shopping streets.

:01:12. > :01:13.Zoe Morgan and Lee Simmons - who'd been together

:01:14. > :01:16.just a few months - worked together at the Matalan Store

:01:17. > :01:22.Their bodies were discovered outside the store in September.

:01:23. > :01:24.Andrew Saunders has now pleaded guilty to their murders.

:01:25. > :01:31.It was just before six o'clock in the morning on the 28th

:01:32. > :01:33.of September this year that one of Wales' busiest shopping streets

:01:34. > :01:41.It's busy now, full of Christmas shoppers, but when police arrived

:01:42. > :01:43.to cordon off Queen Street to start their investigation

:01:44. > :01:45.early that morning, it would have been quiet.

:01:46. > :01:48.The focus of their investigation was near this Matalan store.

:01:49. > :01:50.Two workers - a young couple who'd met there -

:01:51. > :01:55.were found stabbed outside on the street.

:01:56. > :01:57.Three hours later, at around 9.00, as shoppers and workers

:01:58. > :01:59.arrived in the city centre, officers arrested 20-year-old

:02:00. > :02:04.He's now admitted murdering Zoe Morgan and Lee Simmons,

:02:05. > :02:08.who'd been in a relationship for a few short months.

:02:09. > :02:10.21-year-old Zoe worked as a window dresser,

:02:11. > :02:12.having just finished a fashion course at the University

:02:13. > :02:18.Alongside the flowers and gifts left outside the store,

:02:19. > :02:23.Zoe's family also paid tribute to her, describing her

:02:24. > :02:25.as a beautiful daughter, sister, granddaughter and auntie who had

:02:26. > :02:29.a heart of gold, while Lee's friends say the 33-year-old was a genuine

:02:30. > :02:34.and lovely young man who always had a smile on his face.

:02:35. > :02:37.In the days and weeks after, relatives and friends gathered, too,

:02:38. > :02:44.at vigils in the city to remember the couple.

:02:45. > :02:46.He was very quiet, kept himself to himself.

:02:47. > :02:49.Lovely, genuine guy, wouldn't hurt a fly.

:02:50. > :02:55.I only saw them last week as a couple.

:02:56. > :02:58.Saw them a few months ago that they had put on Facebook

:02:59. > :03:00.they were in a relationship, which I just thought was lovely,

:03:01. > :03:09.It was just so sweet and so nice to see them happy.

:03:10. > :03:11.This morning, at Cardiff Crown Court, Andrew Saunders,

:03:12. > :03:13.of no fixed abode, spoke to confirm his name before pleading

:03:14. > :03:18.Prosecutors say the judge will now have to watch disturbing CCTV

:03:19. > :03:28.footage before sentencing the 20-year-old in the New Year.

:03:29. > :03:31.The Football Association of Wales has been fined by Fifa

:03:32. > :03:33.because poppies were displayed in the Cardiff City Stadium

:03:34. > :03:35.during last month's World Cup Qualifier against Serbia.

:03:36. > :03:37.Football's governing body took action against Wales because fans

:03:38. > :03:40.wore poppies in the stands - and the Armed Forces held bunches

:03:41. > :03:43.Tomos Dafydd has been following the story.

:03:52. > :03:56.There was a remote chance that Wales would have points deducted -

:03:57. > :04:01.Wales opted against allowing their players to wear black

:04:02. > :04:09.Instead, they laid a wreath beside the pitch and fans held up

:04:10. > :04:14.Fifa weren't happy - tonight they say they're not judging

:04:15. > :04:17.specific commemorations - but it did point out that rules need

:04:18. > :04:27.to be applied in a neutral and fair manner across Fifa's 211 members.

:04:28. > :04:30."The display of any political or religious symbol is not allowed -

:04:31. > :04:32.In the stadium and on the pitch, there is only room for

:04:33. > :04:46.While the FAW didn't want to comment,

:04:47. > :04:55.the Royal British Legion says it's "extremely disappointed" that Fifa

:04:56. > :04:57.regards the poppy as a political symbol.

:04:58. > :05:03.Football Supporters Federation Cymru said fans are outraged and says

:05:04. > :05:06.the FAW "shouldn't pay the fine - we should ignore it."

:05:07. > :05:10.We haven't heard the last of this - English FA are appealing.

:05:11. > :05:15.The body which sets the laws and rules of the game

:05:16. > :05:25.I understand that the meeting will be used by at least one

:05:26. > :05:28.association to clarify and give greater definition to the law

:05:29. > :05:29.which bans political, religious and personal statements.

:05:30. > :05:32.It all boils down to whether the poppy is a political

:05:33. > :05:34.statement or not - Fifa thinks it is -

:05:35. > :05:49.and that's why the FAW will have to pay ?15,500.

:05:55. > :05:57.how much income tax you pay? From 2019 - it could be

:05:58. > :05:59.the Welsh Government. An agreement struck

:06:00. > :06:01.between Westminster and Cardiff Bay means ministers here -

:06:02. > :06:04.if they want to - could cut or raise Here's our political

:06:05. > :06:19.editor Nick Servini. You can have this coin. He's a

:06:20. > :06:22.recognisable character at this time of the year, but that this

:06:46. > :06:50.implications of this deal go way beyond Christmas. The First Minister

:06:51. > :06:54.has always said he doesn't want any control over income tax unless there

:06:55. > :06:58.is a better financial package on offer from the Treasury. He'd always

:06:59. > :07:01.said that if he'd gone to the Chancellor in future asking for more

:07:02. > :07:07.money, he would simply turn round and say to him, you want more money,

:07:08. > :07:13.but the tax of yourself. Now that a financial deal is in place, though,

:07:14. > :07:18.it paves the way for the partial control of income tax to be devolved

:07:19. > :07:21.for the first time. So, what's wrapped up in it? Now the Welsh

:07:22. > :07:27.government and the Treasury have introduced a guarantee that funding

:07:28. > :07:32.per head will never drop below 15% more than the UK average. In 2018,

:07:33. > :07:37.it will be responsible for stamp duty and landfill tax, which will

:07:38. > :07:41.raise around ?250 million. In 2019, it could be partial control of

:07:42. > :07:45.income tax, which could generate more than ?2 billion per year. It

:07:46. > :07:52.means the Welsh government of the day would be responsible for raising

:07:53. > :07:56.20% of everything it spends. It does seem impossible to me to argue

:07:57. > :07:59.against the proposition, but a democratic institution that spends

:08:00. > :08:02.money should bear some responsibility for raising that

:08:03. > :08:06.money. We'll be doing that for the first time, that is a very serious

:08:07. > :08:11.set of responsibilities. It will change the nature of the debate, but

:08:12. > :08:15.it will do it in a way, as I say, which underpins the growing maturity

:08:16. > :08:21.of devolution here in Wales. This is not the end of the story. Plans are

:08:22. > :08:25.underway to devolve new powers on transport and energy. Devolving

:08:26. > :08:29.income tax without the need for a referendum is wrapped up in the same

:08:30. > :08:34.process. Currently going through Parliament. Assembly members give

:08:35. > :08:38.their verdict next month. The finance deal makes it more likely

:08:39. > :08:43.they will approve the Wales Bill. Despite reservations. And they will

:08:44. > :08:47.come under pressure from the UK Government. It goes along with the

:08:48. > :08:52.Wales Bill that empowers the Welsh government is to legislate on things

:08:53. > :08:54.that matter. I don't want any more constitutional argument is, I don't

:08:55. > :08:59.want any more debates relating to finance. This settles those for the

:09:00. > :09:02.long term so it is now up to the Welsh government to be able to

:09:03. > :09:08.respond in answering the needs of education and health and in so many

:09:09. > :09:13.other important public services. It's been years rather than days to

:09:14. > :09:17.get to this point, but at long last many of the old claims of funding of

:09:18. > :09:23.the Assembly appeared to be consigned to the history books.

:09:24. > :09:26.Nick's with me now for some breaking political news to tell you about -

:09:27. > :09:28.the minority Labour government in the Assembly - now has

:09:29. > :09:31.Former Plaid Cymru Leader, Dafydd Elis Thomas -

:09:32. > :09:34.who now sits as an independent - has told BBC Wales -

:09:35. > :09:36.he'll support them throughout this term.

:09:37. > :09:46.I don't think so. You have to remember that Lord Ellis Thomas left

:09:47. > :09:51.Plaid Cymru to become an Independent in October. At the time, he said

:09:52. > :09:54.Plaid were not serious about being in government since Labour. Since

:09:55. > :09:57.then, there has been a fair amount of speculation that he could become

:09:58. > :10:01.part of the Labour Administration. I should stress, that is not what has

:10:02. > :10:04.happened here, but he has given his commitment to support Labour. We

:10:05. > :10:08.have had a statement from him saying that he wants to provide a stable

:10:09. > :10:13.majority for a government that to develop devolution and to negotiate

:10:14. > :10:17.a continuing relationship with mainland Europe. Now, for Carwyn

:10:18. > :10:22.Jones, it is a case of Christmas coming early. He has a commitment

:10:23. > :10:27.from him to give in effect a working majority and he hasn't yet to

:10:28. > :10:31.officially offer him a job. Many people watching will say, so what?

:10:32. > :10:38.What does this really mean in the real world? At the moment, Labour

:10:39. > :10:42.are in effect reliant on Plaid Cymru to get a working majority. They're

:10:43. > :10:47.all of committees in place and deals for that to happen. The upshot of

:10:48. > :10:53.this is that on paper at least they may not need that. As a result, that

:10:54. > :10:57.deal may collapse. Leanne Wood has said that if Carwyn Jones offers

:10:58. > :11:02.Lord Ellis Thomas a job, that deal will become null and void. That has

:11:03. > :11:07.not happened at this case. Really, actually, that deal just may

:11:08. > :11:10.continue as it has done in the next few months. I think it will become

:11:11. > :11:14.more difficult for Plaid Cymru to really put the squeeze on Labour

:11:15. > :11:19.because Carwyn Jones and Labour will have the confidence they know they

:11:20. > :11:23.could in theory call on Lord Ellis Thomas if need be, so I suspect the

:11:24. > :11:29.upshot of all this is we will see a far more confident First Minister

:11:30. > :11:30.and a far more confident Labour Party, knowing they could have the

:11:31. > :11:31.numbers if they need. Four prisoners barricaded

:11:32. > :11:33.themselves into a cell in Cardiff prison yesterday

:11:34. > :11:35.in protest at being moved there from Birmingham,

:11:36. > :11:37.following a riot at They surrendered after two hours

:11:38. > :11:42.and no-one was injured. The Ministry of Justice says
