:04:17. > :04:18.A BBC Wales investigation has found the company that underwrote
:04:19. > :04:21.a ?1 million Welsh government grant to the online food ordering
:04:22. > :04:23.service kukd.com is involved in a tax fraud enquiry.
:04:24. > :04:24.Earlier this year, the Welsh government
:04:25. > :04:26.launched an investigation into how the million pounds
:04:27. > :04:28.of taxpayers money was awarded to Kukd.
:04:29. > :04:36.The Welsh company Kukd.com were set up two years ago.
:04:37. > :04:38.Its website and app allowed customers to order takeaways
:04:39. > :04:42.It is the latest venture from Newport's Shaleem Hussain,who
:04:43. > :04:44.has an MBE for services to Welsh business.
:04:45. > :04:47.The company was in line for a grant of nearly ?3 million from the Welsh
:04:48. > :04:49.who has an MBE for services to Welsh business.
:04:50. > :04:53.The company was in line for a grant of nearly ?3 million from the Welsh
:04:54. > :04:55.government over three years, for creating jobs in Wales.
:04:56. > :04:57.Kukd received the first ?1 million, but further payments
:04:58. > :04:59.were suspended after some staff were laid off
:05:00. > :05:02.and their jobs were outsourced th Bangladesh.
:05:03. > :05:03.The Welsh government is investigating whether
:05:04. > :05:08.conditions for claiming the grant were met.
:05:09. > :05:10.I am the founder of the EuroFoods Group in Newport.
:05:11. > :05:18.He is also the director in its sister company, EuroFoods Group -
:05:19. > :05:23.the guarantor for the ?1 million grant given to Kukd.
:05:24. > :05:26.This means EuroFoods will be liable to pay back the grant,
:05:27. > :05:30.The company employs more than 200 people and delivers to the ethnic
:05:31. > :05:32.catering industry and specialist supermarkets across the UK,
:05:33. > :05:37.BBC Wales has discovered EuroFoods is at the centre
:05:38. > :05:39.of an investigation by HMRC, for suspected tax fraud or evasion.
:05:40. > :05:43.They have issued what is known as a Code of Practice Nine Order
:05:44. > :05:45.and the tax affairs of the company are being scrutinised
:05:46. > :05:55.Anton Lane advises companies involved in these investigations.
:05:56. > :05:57.To move into Code of Practice Nine is not common.
:05:58. > :06:07.It can result in criminal prosecution.
:06:08. > :06:09.This is the last chance for a taxpayer to hold their hands
:06:10. > :06:14.up and tell the truth, to avoid being prosecuted.

:06:20. > :06:22.What is worrying is that the Welsh governments don't seem to have been
:06:23. > :06:25.in the loop on this investigation and yet they handed over ?1 million
:06:26. > :06:30.I would have hoped that, before the money was handed over,
:06:31. > :06:33.a simple question would have been asked of the guarantor,
:06:34. > :06:36.circumstances and in this respect, Eurofoods, to say, "Has there been
:06:37. > :06:38.any material change in your circumstances since you made
:06:39. > :06:50.In a statement, EuroFoods said they were subject to a tax
:06:51. > :06:56.It said the company was co-operating fully with the the tax authorities.
:06:57. > :06:58.The Welsh Government says it is unable
:06:59. > :07:00.to comment while its own investigation into the grant
:07:01. > :07:03.The public spending watchdog, the Wales Audit Office, is considering
:07:04. > :07:06.including Kukd in the review of the Welsh government's financial support
:07:07. > :07:10.It comes in the wake of several high-profile cases,
:07:11. > :07:12.where companies got into difficulties or collapsed
:07:13. > :07:24.The review is expected to launch early in 2017.
:07:25. > :07:29.Let's talk to our political editor, Nick Servini.
:07:30. > :07:37.What can you tell us about this broader review?
:07:38. > :07:43.The public spending watchdogs has been a wheel of a number of
:07:44. > :07:54.companies over which? Have been raised. This includes Kukd.com under
:07:55. > :08:01.number of other companies. The common theme for a couple of is that
:08:02. > :08:11.they got into financial difficulties after receiving substantial public
:08:12. > :08:13.support from the Welsh government. Assembly members from the Public
:08:14. > :08:18.Accounts Committee actually discussed this and in the
:08:19. > :08:24.discussions, the rate concerns about the level of Welsh government
:08:25. > :08:30.support for business. The wheel should audit office is no
:08:31. > :08:35.considering a broad-based operation into how the Welsh government does
:08:36. > :08:42.its business, as well as giving out grants. But this is not an exact
:08:43. > :08:46.science. You have two place in losses for the taxpayer, but what
:08:47. > :08:52.they will be looking for his systemic problems, things which keep
:08:53. > :08:56.on rising in these individual cases that is something which will
:08:57. > :09:03.inevitably be the focus of any broad-based investigation if it

:11:21. > :11:28.trout have been wiped out any six male section on the River Teifi. We
:11:29. > :11:35.have surveyed the states. At each one of these, we find practically no
:11:36. > :11:42.fresh. We think up to six meals of fish have been affected. Every
:11:43. > :11:47.single fish has been killed? It is looking like E total kill for a
:11:48. > :11:54.couple of materials and then progressively gets better.
:11:55. > :12:05.It is a very important area, because this is a major spawning area for

:13:03. > :13:15.disastrous, but could be very bad for tourism. It brings in big
:13:16. > :13:22.jewellers. A lot of fishermen, locally, stay overnight, buy
:13:23. > :13:29.equipment in the local shops. There will be a knock-on effect to the
:13:30. > :13:34.local economy. They see the investigation will continue into
:13:35. > :13:35.next year and a course of action is expected to be announced in the New

:16:08. > :16:11.exist. There are worries that so many young people leaving the county
:16:12. > :16:15.could lead to future problems. They are the future leaders of our
:16:16. > :16:23.communities and our society. We will get an imbalance of the population
:16:24. > :16:27.we are we have an elderly population and one which will not go over the
:16:28. > :16:37.years. We need to get the balance right. We need young people and
:16:38. > :16:42.families. They are about to lose the tax office, which is going to
:16:43. > :16:46.Cardiff along with 20 jobs and one local councillor says too many
:16:47. > :16:53.public sector jobs are being centralised in the capital, leading
:16:54. > :16:57.to change. This cannot carry on. This is the unintended consequence
:16:58. > :17:06.of devolution. We have to do something about this. We cannot deny
:17:07. > :17:10.this is not a major problem. The remaining areas under the day-to-day
:17:11. > :17:13.control of the real Scotsman, with others receiving funding. This
:17:14. > :17:19.either people would benefit from public sector jobs and investment.
