:00:00. > :00:00.Welcome to Wales Today, our top stories:

:00:00. > :00:00.The bird flu outbreak, the chief vet outlines further

:00:00. > :00:14.restrictions for farmers and poultry owners.

:00:15. > :00:20.I guess we should not be too is a prized given that we know wild birds

:00:21. > :00:33.across Great Britain have become infected by this virus.

:00:34. > :00:35.How will Wales work after Brexit?

:00:36. > :00:46.paying to be in the single market but outside the EU.

:00:47. > :00:52.Staying out of the EU has involved compromises for Norway, Carlin Jones

:00:53. > :00:53.is here to find out whether it is an example Britain should follow.

:00:54. > :00:56.Elderly people say they were left without toilets, or heating,

:00:57. > :00:59.tonight the calls for a council to dump one of its

:01:00. > :01:10.I did not have a toilet, I had to go to my friends to use the toilet.

:01:11. > :01:13.than we're planting, the warning for the future

:01:14. > :01:21.And Paul Clement watches Swansea's win against Crystal Palace,

:01:22. > :01:30.hours after being confirmed as the new head coach.

:01:31. > :01:37.Restrictions on keeping poultry in Wales have been extended

:01:38. > :01:40.for another 7 weeks in an effort to stop avian flu from spreading.

:01:41. > :01:43.It comes after chickens and ducks with bird flu were discovered

:01:44. > :01:46.at a property in Carmarthenshire earlier this week,

:01:47. > :01:51.the same strain found in a wild duck in Llanelli last month.

:01:52. > :01:54.The H5-N8 infection was first found in wild birds,

:01:55. > :01:57.and is mainly spread by direct contact between

:01:58. > :02:03.The restrictions mean all poultry have to be kept indoors -

:02:04. > :02:07.The all-Wales prevention zone will remain in place

:02:08. > :02:26.Nice to meet you. The process is you have to clean off any gunk on your

:02:27. > :02:29.Boots in clean water, and then if you could dip them into the

:02:30. > :02:35.disinfectant that will get rid of any of the virus. Elaine is taking

:02:36. > :02:42.bio-security very seriously, usually about 100 prize chickens roam free

:02:43. > :02:45.here, but since the recent case of avian few -- avian flu she has kept

:02:46. > :02:49.them in makeshift pens and volatiles and the greenhouse and they have to

:02:50. > :02:54.stay here until the end of February at least. For me until your lifetime

:02:55. > :02:59.poultry keeper it is devastating, really. It is on par with foot and

:03:00. > :03:03.mouth. I have lived through two foot and mouth outbreaks in poultry as is

:03:04. > :03:08.the same. These birds are irreplaceable. They are, a lot of

:03:09. > :03:12.them, the result of two lifetimes of reading. I can go out and buy

:03:13. > :03:19.another bunch of birds to replace them or had another bunch. They are

:03:20. > :03:24.gone. The extension of restrictions on keeping poultry comes after a

:03:25. > :03:27.case of avian flu was discovered, yesterday a domestic flock of

:03:28. > :03:32.chickens and ducks have to be culled. A sequel on that protection

:03:33. > :03:34.zone has been set up around the area as well as the chemical mutter

:03:35. > :03:39.surveillance on which aims to stop the disease from spreading. The same

:03:40. > :03:45.strain of bird flu was also discovered if Llanelli before

:03:46. > :03:47.Christmas, at another turkey farm in Lincolnshire. Infected birds have

:03:48. > :03:53.arrived in Great Britain, we know that from the findings in Wales

:03:54. > :03:57.England and Scotland now, and we can control any of that. But what we can

:03:58. > :04:02.do is everything possible to protect our own domestic flock and bringing

:04:03. > :04:09.them indoors is the best way to do that. Ian Williams is a poultry farm

:04:10. > :04:12.and can have up to 200,000 chickens in his sixth sense here. Cameras

:04:13. > :04:17.were not allowed onto the farm but has to film from a distance as he is

:04:18. > :04:22.taking every precaution possible to stop avian flu reaching the site. We

:04:23. > :04:27.are only allowing essential visitors onto the site so we have to have a

:04:28. > :04:31.few deliveries for the chickens and Solares after doing essential

:04:32. > :04:37.deliveries like that are allowed on site but no other visitors. It is a

:04:38. > :04:42.massive risk to me that my livelihood will be affected if I got

:04:43. > :04:47.avian flu on this farm. Those who keep more than 50 birds are required

:04:48. > :04:49.to sign up to a poultry register but tonight the Welsh government is

:04:50. > :04:54.urging those with fewer birds to sign up, too. It is said they should

:04:55. > :04:58.look out for any symptoms which includes birds not laying eggs or

:04:59. > :05:04.eating or any swelling on the birds but they have reiterated there is no

:05:05. > :05:09.risk to human health. This strain of avian flu which we call 85 and eight

:05:10. > :05:12.has never been reported in a human, there have been no cases in humans

:05:13. > :05:17.and that is supported by Public Health Wales evidence, however it is

:05:18. > :05:23.very appealing, highly pathogenic to her birds. That is why it is very

:05:24. > :05:29.important that we get on top of the disease but in terms of public

:05:30. > :05:32.health this is of negligible risk. With news tonight that over 1

:05:33. > :05:37.million ducks will be culled in France over the coming months Elaine

:05:38. > :05:43.fears. A -- full-scale outbreak could come from across the Channel.

:05:44. > :05:45.The advice is to disinfect and keep movement to a minimum if you come

:05:46. > :05:48.into contact with wild birds. Norway isn't in the European Union -

:05:49. > :05:51.but it has a trading The First Minister Carwyn Jones

:05:52. > :05:57.has flown to Norway's capital Oslo tonight -

:05:58. > :05:59.to understand how the EU Our reporter Daniel

:06:00. > :06:03.Davies is in Oslo. He's been looking at

:06:04. > :06:07.Norway's relationship Is this how our relationship with

:06:08. > :06:15.the EU will be after Brexit? It's not a member of

:06:16. > :06:20.the European Union. But trades freely with Europe

:06:21. > :06:24.as a member of the single market. It has to pay financially

:06:25. > :06:26.for that privilege - and must accept the right of EU

:06:27. > :06:32.citizens to live and work here. It also must accept EU laws -

:06:33. > :06:34.but has little say Norway's single market agreement

:06:35. > :06:41.doesn't include fisheries - the country's biggest industry

:06:42. > :06:44.after oil and gas. They've tried to protect it

:06:45. > :06:46.from European competition, but it faces pressure,

:06:47. > :06:50.from countries like Poland. And Carwyn Jones says the same

:06:51. > :06:57.is true for Wales' economy. Those who want the softest

:06:58. > :06:59.Brexit possible look Others might think Norway's

:07:00. > :07:06.relationship with the EU is still too close for Brexit

:07:07. > :07:19.Britain. Dan, what is the First Minister

:07:20. > :07:24.hoping to wear? We are used to seeing him overseas

:07:25. > :07:27.on trade missions trying to encourage foreign businesses to

:07:28. > :07:30.invest in Wales, this time he said he is here to learn about Bobby's

:07:31. > :07:36.relationship with the EU, he has meetings lined up with government

:07:37. > :07:39.ministers, not the Prime Minister or Foreign Minister but junior

:07:40. > :07:43.ministers to talk about Brexit over the next three days and you'll be

:07:44. > :07:50.hearing about those compromises that Norway has made and he said that the

:07:51. > :07:58.single market is vital not just to Norway but to Wales and we should be

:07:59. > :08:00.making colonisers, two, including an immigration and if people have a job

:08:01. > :08:03.then they should continue to have the right to work here after Brexit.

:08:04. > :08:08.In Norway by and large people are happy with that situation but

:08:09. > :08:12.whether they would be in Wales, that remains to be seen.

:08:13. > :08:20.And Carwyn Jones has been giving his reaction to the resignation of

:08:21. > :08:24.Britain's ambassador to the EU. Yes, Ivan Rogers, Carlin Jones said

:08:25. > :08:28.he met with him last week and that he was completely neutral and that

:08:29. > :08:33.your point diplomats to be told what you need to know, not what you want

:08:34. > :08:38.to hear. This follows a row about why Ivan Rogers has had to leave his

:08:39. > :08:45.job. But Carwyn Jones, I think his visit here though the underlying the

:08:46. > :08:51.fact that it is more than six months after the referendum of use utility

:08:52. > :08:52.options for the future and with negotiations due to start it is not

:08:53. > :08:54.clear what the future holds. A former soldier from

:08:55. > :08:56.Carmarthenshire has been sentenced after trying to travel to Syria

:08:57. > :08:59.to fight against Robert Clark from Pembrey

:09:00. > :09:01.was arrested at Heathrow He's been banned from leaving the UK

:09:02. > :09:08.for a year, and sentenced to 50 hours of unpaid work for failing

:09:09. > :09:10.to give officers his mobile phone pin number,

:09:11. > :09:19.an offence under the Terrorism Act. A development company has pulled out

:09:20. > :09:22.of Pembroke Dock marina Conygar Investment Company

:09:23. > :09:27.PLC released its annual report on 4 January,

:09:28. > :09:39.which looks at its accounts -- the scheme had planning for a

:09:40. > :09:41.large scheme with cinema and restaurants, company cigarette in

:09:42. > :09:42.the investment as the cost of building the marina was now too

:09:43. > :09:45.high. A teacher from Llandudno -

:09:46. > :09:47.who downloaded indecent images of children has been jailed

:09:48. > :09:49.for eight months. Mark Haslock, who taught at Ysgol y

:09:50. > :09:52.Grango near Wrexham, was also ordered to register

:09:53. > :09:54.as a sex offender for Staff in the sterilisation and x-ray

:09:55. > :10:00.departments at some hospitals in South Wales are due

:10:01. > :10:03.to go on strike. The union Unison says the action

:10:04. > :10:06.will affect non-emergency surgery at Morriston and Singleton

:10:07. > :10:13.in Swansea, Neath Port Talbot and Princess of Wales in Bridgend

:10:14. > :10:16.where Caroline evans is tonight. It involves staff from the x ray

:10:17. > :10:26.departments and from sterilisation and disinfection units,

:10:27. > :10:29.these are the people who decontaminate

:10:30. > :10:36.hospitals and equipment. They're taking action claiming

:10:37. > :10:40.they are being paid less than people doing the same jobs elsewhere

:10:41. > :10:43.in Wales and they are warning that strike action WILL seriously disrupt

:10:44. > :10:51.non-emergency surgery. Unison says its been

:10:52. > :11:00.putting their case since 2014 and the staff are angry

:11:01. > :11:03.that they have not been listened to, some of them, they say,

:11:04. > :11:08.are losing nearly ?2,000 pounds some of them, they say,

:11:09. > :11:11.are losing nearly ?2,000 a year compared with colleagues

:11:12. > :11:14.in other hospitals. They are keen to say that the board

:11:15. > :11:21.does value all its staff and has been working with the union

:11:22. > :11:23.to resolve this. They say a meeting is planned

:11:24. > :11:32.for early next week to continue those discussions,

:11:33. > :11:38.but in the meantime they want to reassure patients

:11:39. > :11:40.that they will be working to ensure that any disruption

:11:41. > :11:42.is kept to a minimum The earliest date posible for any

:11:43. > :11:50.such strike action is January 18th. The brother of a murdered private

:11:51. > :11:55.detective from Llanfrecha near Cwmbran has urged the prime

:11:56. > :11:57.minister to continue with the second part

:11:58. > :12:00.of the Leveson Inquiry Daniel Morgan's family believe

:12:01. > :12:06.he was about to expose police corruption before he was killed 30

:12:07. > :12:10.years ago, a judge-led panel of experts is currently

:12:11. > :12:13.looking into his death. Alistair Morgan says a statutory

:12:14. > :12:17.examination of the links between journalists,

:12:18. > :12:32.police and private Because a panel does not have

:12:33. > :12:40.statutory powers it can sip you know what this is, it can't order them to

:12:41. > :12:47.give evidence or disclose papers. -- it can't subpoena witnesses. I

:12:48. > :12:49.thought that lesson to would be available as a kind of backstop if

:12:50. > :12:50.you like. Police watchdogs are investigating

:12:51. > :12:52.how North Wales Police handled the inquiry into the rape and murder

:12:53. > :12:54.of fifteen year old Janet Commins

:12:55. > :12:57.from Flint in 1976. A man was jailed for twelve years

:12:58. > :13:00.after admitting manslaughter. But in September last year

:13:01. > :13:03.a different man was charged The search for a missing jogger

:13:04. > :13:11.from Talgarth near Brecon has been Fifty one year old David Skeen

:13:12. > :13:16.was last seen going for a run near his home at 9

:13:17. > :13:18.o'clock yesterday morning. Mountain rescue teams have been

:13:19. > :13:34.assisting emergency services There are called the night for

:13:35. > :13:37.Caerphilly council to stop using the company refurbishing its social

:13:38. > :13:41.housing as residents claim they have been left to live in chaos for

:13:42. > :13:46.months. The contractor has been accused of residence -- by residents

:13:47. > :13:47.for poor workmanship with something they have been accused

:13:48. > :13:54.-- have been left without heating or a toilet. Meet the Tory Roberts and

:13:55. > :14:01.her mother, who has breathing problems. She needs 24-hour oxygen

:14:02. > :14:05.at a bungalow. -- Victoria Roberts. She moved out last year to avoid the

:14:06. > :14:10.dust and destruction of fitting this kitchen. After five weeks and she

:14:11. > :14:13.said she returned to camp and dust everywhere, electrical work she said

:14:14. > :14:17.she was not told about, Johnson finished with parts missing. She

:14:18. > :14:22.claims the freezer and blogs, all this food went to waste. It is the

:14:23. > :14:28.contract is because the problem. The thing the company should continue

:14:29. > :14:35.working for the Council? Yum are absolutely not, but that is how they

:14:36. > :14:38.treat people, -- absolutely not. This is how they treat people. My

:14:39. > :14:42.mother has been so stressed out throughout this process, and it is

:14:43. > :14:47.not just my mother that they have treated like that. Neighbours have

:14:48. > :14:53.similar stories. I had a flight this week, the drainage was not done

:14:54. > :14:57.properly. Christina is 75 and visually impaired, she said she had

:14:58. > :15:01.weeks of broken promises but when her kitchen and bathroom were

:15:02. > :15:07.refurbished and work finally did start... Chaos. They did not have a

:15:08. > :15:17.toilet, have to go to my friends to use the toilet,... Along with that

:15:18. > :15:24.for? Over a week. The council uses a number of different contractors. I

:15:25. > :15:29.went to the council which any statement told me you were concerned

:15:30. > :15:33.about the complaints being made here and it in turn would make -- would

:15:34. > :15:39.raise them with the contractor then she as a matter of urgency. It also

:15:40. > :15:44.pointed out that with thousands of homes being refurbished that the

:15:45. > :15:49.concerns you are not representative of the majority.

:15:50. > :15:54.They park all over the place to walk up Pen y fan -

:15:55. > :15:55.now the national trust wants to charge.

:15:56. > :15:58.And the gritters are out in many parts of the country.

:15:59. > :16:00.A sharp frost tonight with temperatures falling as low

:16:01. > :16:17.The Welsh timber industry which implies more than 11,000 people is

:16:18. > :16:21.at risk unless more trees are planted, that is according to one of

:16:22. > :16:28.the UK's largest producers, Clifford Jones. Natural resources Wales

:16:29. > :16:34.manager Forrest city are confident about the future of the industry.

:16:35. > :16:37.This is a question as much about what our woodlands are for as it is

:16:38. > :16:45.for how many trees have been planted. The vast swathes of conifer

:16:46. > :16:49.forest put the not as wildlife habitats but as an industrial

:16:50. > :16:52.resource, harvested now for everything from construction to

:16:53. > :16:59.garden furniture. Clifford Jones yard is where much of this ends up.

:17:00. > :17:06.This business produces the half-million fence posts every year.

:17:07. > :17:11.The waste wood, they tell me there is no waste, that the sawdust gets

:17:12. > :17:17.turned into woodchip for boilers. Here the employee 50 of the 11,000

:17:18. > :17:23.Welsh timber industry workers. What is happening here is we take the

:17:24. > :17:27.temper that is going through our line and what we do is be push it

:17:28. > :17:32.through the machine round there. -- we take the timber. Richard is the

:17:33. > :17:36.third generation of his family to run the company and he is concerned

:17:37. > :17:40.that of material is diminishing at a time when demand is rising. Over the

:17:41. > :17:44.years we have harvested more than we have replaced, and so because of

:17:45. > :17:51.that it is declining and it is declining at a rapid rate and since

:17:52. > :17:56.1970s we have not kept up the pace, the amount of stuff we have taken

:17:57. > :18:01.away, and that is the big issue. To be sure, our woodlands is changing.

:18:02. > :18:04.Conifer forests are being filled as they mature and large disease has

:18:05. > :18:09.speeded up the process of cleaning. There has been a policy change, more

:18:10. > :18:13.native leaves like Coke are being planted. Natural resources Wales to

:18:14. > :18:18.cover the management of much of the woodland from the old Forestry

:18:19. > :18:22.Commission. We were hit hard in Wales by the disease in large the

:18:23. > :18:25.last couple of years and that has meant we have had to sell large

:18:26. > :18:29.numbers of large trees and as a result of that we have been looking

:18:30. > :18:34.to plan mixed forests rather than lying on single species which are

:18:35. > :18:39.more resilient to disease. The Welsh government has plans to create more

:18:40. > :18:44.woodland but up until now the response from landowners has been

:18:45. > :18:51.reluctant. But post-Brexit we have an amazing opportunity to introduce

:18:52. > :18:55.a new land use policy which will encourage landowners including

:18:56. > :18:59.farmers to plant the right trees in the right place. But at Clifford

:19:00. > :19:03.Jones they say the broadleaves being planted in this forest are not

:19:04. > :19:07.suitable to be turned into for example fence posts. Natural

:19:08. > :19:09.resources Wales say they are confident about the future of Welsh

:19:10. > :19:13.timber, the industry is not so sure. It's one of Wales' natural wonders -

:19:14. > :19:16.visited by hundreds of thousand of people every year -

:19:17. > :19:19.but should you have to pay to park The National Trust think so,

:19:20. > :19:23.and could charge motorists Just a smattering of the white stuff

:19:24. > :19:33.on the slopes of Pen Y Fan today. for former Cardiff Devils Ice Hockey

:19:34. > :19:55.player Jeff Smith. Expanding it would be brilliant

:19:56. > :20:00.however I think the funding that could be done in a different way,

:20:01. > :20:04.perhaps with donations. Personally if I came along I would donate every

:20:05. > :20:08.time I climbed, but I think if you put four or ?5 on a charge and then

:20:09. > :20:09.it does, it could potentially deter people from coming along.

:20:10. > :20:15.There are plans to increase the number

:20:16. > :20:18.They want to avoid this during heavy snow.

:20:19. > :20:34.I agree that the car park should be enlarged but not sure we should be

:20:35. > :20:35.charging people ?5 a head. That is what I'm concerned about.

:20:36. > :20:39.National Trust rangers who work on the mountain say

:20:40. > :20:42.363,000 people passed through this gate last year - and there are 15

:20:43. > :20:48.5,000 visited the mountain on Bank Holiday Monday alone.

:20:49. > :20:55.But is the potential parking cost too steep?

:20:56. > :21:03.We hope that people are supportive of us and our aim is to ensure

:21:04. > :21:07.access and realise that the funds raised would be going directly

:21:08. > :21:12.towards the conservation efforts in the area.

:21:13. > :21:18.for motorists to park sensibly - here,

:21:19. > :21:23.The funeral has taken place of the former Welsh Rugby Captain

:21:24. > :21:26.John Gwilliam who died aged ninety three.

:21:27. > :21:29.His coffin was brought to the English Methodist Church

:21:30. > :21:31.in Llanfairfechan topped with the first of his

:21:32. > :21:37.John Gwilliam is the only man to captain Wales to two Grand Slams

:21:38. > :21:44.and he also played in the 1953 Welsh win over the All Blacks.

:21:45. > :21:47.Football and Paul Clement is said to have made a real contribution

:21:48. > :21:49.to Swansea City's win against Crystal Palace last night -

:21:50. > :21:52.despite only being confirmed as the new head coach a few

:21:53. > :21:56.The Swans are now one point away from relegation safety -

:21:57. > :22:11.After just three wins in 19 games with the new head coach watching

:22:12. > :22:15.from the stands the pressure was on Swansea's players to perform last
