:00:21. > :00:21.abating. They were in the business of tin

:00:22. > :00:23.cans, tonight serious questions about the millions of pounds

:00:24. > :00:25.of public money given to this Swansea company

:00:26. > :00:28.which later went bust. Samantha Broome says

:00:29. > :00:31.she was discriminated Tonight a charity warns disabled

:00:32. > :00:35.people and their families I try to shield it from

:00:36. > :00:40.them as much as I can because I don't want them to worry

:00:41. > :00:45.that I'm not in work. They don't have to worry about that,

:00:46. > :00:47.that's my concern, It's time for Tata steel workers

:00:48. > :00:54.to decide on the future Canoeists, paddlers and swimmers

:00:55. > :01:20.want a change in the law. The crisis at the top

:01:21. > :01:23.of the organisation which develops grassroots and elite sport in Wales

:01:24. > :01:26.has intensified tonight. The chair and vice chair

:01:27. > :01:30.of Sport Wales have been suspended while separate complaints

:01:31. > :01:34.and concerns are looked into. A review by the Welsh Government

:01:35. > :01:38.also found there has been a significant breakdown of relations

:01:39. > :01:40.at a senior level. More from our political

:01:41. > :01:57.editor Nick Servini. It is the main body promoting sport

:01:58. > :02:02.in Wales but the lid has been lifted on a board brought to a standstill

:02:03. > :02:07.by infighting. Sport Wales aim was to get every child hooked on sport

:02:08. > :02:12.is an ambitious target backed by more than ?22 million of public

:02:13. > :02:16.money. But in November last year the activities of the entire board was

:02:17. > :02:20.suspended after a vote of no-confidence this man, the current

:02:21. > :02:25.chair and former business troubleshooter Paul Thomas by the

:02:26. > :02:29.other members of the board. In a statement the public health Minister

:02:30. > :02:33.Rebecca Evans confirmed that while the board would be reinstated, Paul

:02:34. > :02:38.Thomas would be suspended while formal complaint into him I looked

:02:39. > :02:41.into. The vice chair Adele Baumgardt is also suspended because of

:02:42. > :02:44.separate concerns around the conducive functioning of the board

:02:45. > :02:50.and its relationship with Welsh ministers. The minister gave few

:02:51. > :02:54.details of whatever officials discovered in their two-month review

:02:55. > :03:02.and other than to indicate major problems at the top. Because of

:03:03. > :03:06.issues and on the basis of legal advice it would be inappropriate for

:03:07. > :03:10.me to comment in detail on the findings of the review. I do want to

:03:11. > :03:14.make clear for the avoidance of doubt that the conclusions are

:03:15. > :03:16.principally related to a significant breakdown in interpersonal

:03:17. > :03:21.relationships at a senior level within Sport Wales. Spot Wales will

:03:22. > :03:28.be able to plan, distributor friends to grassroots sports. As the rest of

:03:29. > :03:33.the board has been reinstated under an interim chair. Paul Thomas is no

:03:34. > :03:38.stranger to controversy. A business academic and a troubleshooter in a

:03:39. > :03:41.BBC programme he was sent in to try to make being collecting in Blaenau

:03:42. > :03:47.Gwent more efficient. He isn't afraid to be abrasive. He conducted

:03:48. > :03:54.an internal review in November based on independent research it claimed

:03:55. > :03:59.organisation lacks transparency, was indeed acclamation and had been

:04:00. > :04:05.unwilling to listen. One of the main aims of Sport Wales

:04:06. > :04:10.is to help stars like this and Jazz Carlin win medals in major

:04:11. > :04:14.competitions. Olympic and Commonwealth Games coach was among

:04:15. > :04:18.those to speak anonymously in the review. The culture said elite

:04:19. > :04:22.sports would function without spot Wales. Another sports speaking

:04:23. > :04:26.anonymously said he had been repeatedly surprised how insular

:04:27. > :04:30.Sport Wales had become. The minister has asked for this review to be

:04:31. > :04:32.completed by an independent panel member.

:04:33. > :04:36.Nick, it's difficult to see how this will be resolved quickly?

:04:37. > :04:43.That is right. Wasn't it striking that Rebecca Evans failed to give a

:04:44. > :04:50.time frame as to when she hopes to resolve matters in this case. Even

:04:51. > :04:57.in the context of Minister Mill language used in the chamber you get

:04:58. > :05:00.an overwhelming sense of a pretty spectacular breakdown in

:05:01. > :05:04.communications in relations right at the top of the organisation. Away

:05:05. > :05:08.from the personality and it is difficult at this case, there are

:05:09. > :05:14.unresolved differences as I alluded to. There is this internal review

:05:15. > :05:21.which criticised the strategic direction of Sport Wales and the way

:05:22. > :05:25.it is run. That review will be completed by an independent panel

:05:26. > :05:31.member. It'll be fascinating to see whether the ministers here agree

:05:32. > :05:36.with those substantive findings and in due course allowed Paul Thomas

:05:37. > :05:39.back. If that happens, presumably, he will take the organisation in a

:05:40. > :05:44.different direction to whether it is going at the moment. In the

:05:45. > :05:49.meantime, this is an organisation that can have some degree of

:05:50. > :05:53.normality because the rest of the board are back. They have an interim

:05:54. > :05:57.chair in place and they can get on with the day-to-day business of

:05:58. > :06:02.planning the next financial year which will be crucial in the here

:06:03. > :06:04.and now of Sport Wales. Serious question marks around the future.

:06:05. > :06:06.The First Minister says his former economy minister was "guided"

:06:07. > :06:09.by experts when she gave more than ?3 million to a Swansea

:06:10. > :06:13.steel-coating company that later went bust.

:06:14. > :06:15.Edwina Hart has been criticised for sanctioning grants

:06:16. > :06:18.and loans for Kancoat despite being told by a government

:06:19. > :06:21.official that its business plan was "weak and inconsistent".

:06:22. > :06:31.More from our political reporter Paul Martin.

:06:32. > :06:39.Cans have been coated here for years. By American firm. After it's

:06:40. > :06:44.left, Kancoat was an attempt to restart of the old production line.

:06:45. > :06:47.It couldn't attract private finance but the Welsh Government is putting

:06:48. > :06:51.millions in grants and loans. To no avail. Six months after the final

:06:52. > :06:57.government loan Kancoat went bust. But then economy Minister took the

:06:58. > :07:03.decision to back the firm. Most of the money was put in after a civil

:07:04. > :07:06.service review described Kancoat's business plan as weak and

:07:07. > :07:10.inconsistent. Why did she continued to back it? The First Minister told

:07:11. > :07:15.the Assembly today she had been acting on advice. The investment

:07:16. > :07:22.panel recommended approval of the investment. The minister was guided

:07:23. > :07:27.by that. It seems Edwina Hart was effectively weighing up competing

:07:28. > :07:32.civil service advice. On the one hand, the sceptical due diligence

:07:33. > :07:36.review and on the other the investment panel recommending she

:07:37. > :07:39.support the firm. She went with the panel's recommendation. The

:07:40. > :07:44.government acknowledges the panel got it wrong. Back in the chamber,

:07:45. > :07:49.the Conservative leader was looking for an apology. Will you apologise

:07:50. > :07:52.for the loss of this money which is taxpayers money come in this

:07:53. > :07:57.particular instance when so many warnings were made as so many of

:07:58. > :08:01.those warnings were ignored by your then Minister, and ultimately it is

:08:02. > :08:05.the taxpayers los? I accept what the Welsh Conservatives have said the

:08:06. > :08:11.stock he understood the situation in terms of the initial grant. This is

:08:12. > :08:14.a start-up business, start-up businesses are inherently risky but

:08:15. > :08:20.there must be an acceptance of risk by government. Today's report by the

:08:21. > :08:25.cross-party Public Accounts Committee calls for a considered

:08:26. > :08:30.approach to risk identification and mitigation in the future. It says

:08:31. > :08:35.investment decisions that go against official advice should be clearly

:08:36. > :08:39.documented. This afternoon, the economy secretary suggested the

:08:40. > :08:46.recommendations would be accepted. A number of changes have already been

:08:47. > :08:51.made. It is a case of fact and indisputable that in the previous

:08:52. > :08:57.Assembly term, during which time my predecessor oversaw record growth,

:08:58. > :09:02.the success rate of businesses supported by Welsh Government was

:09:03. > :09:08.more than 97%. The debate over risk versus reward rolls on. Wales Audit

:09:09. > :09:09.Office will begin a broad report on government support for business.

:09:10. > :09:12.A teenager whose classmate died after being hit by a school minibus

:09:13. > :09:15.has told an inquest she had seen five other near-misses

:09:16. > :09:21.15-year-old Ashley Talbot was running for his bus home and

:09:22. > :09:24.didn't use a pedestrian crossing when a vehicle driven by his

:09:50. > :09:56.Part of Colwyn Bay's Grade II listed pier will be dismantled

:10:01. > :10:04.Conwy council has agreed to remove the damaged part of Victoria Pier

:10:05. > :10:08.so it can be saved and stored for future restoration.

:10:09. > :10:13.It has set aside ?650,000 for the work but says there is no

:10:14. > :10:18.way of knowing how much it will cost.

:10:19. > :10:20.Too many people with disabilities are being prevented

:10:21. > :10:23.from returning to work because employers are unwilling

:10:24. > :10:27.That's according to Citizens Advice Cymru which says

:10:28. > :10:31.people who are disabled or have a long term health problem

:10:32. > :10:35.are a third less likely to be in work than those who are healthy.

:10:36. > :10:43.Two years ago she would have been running about with her two sons but

:10:44. > :10:46.Samantha Broome from Barry has developed a long-term pain and

:10:47. > :10:50.While her sons have been understanding, she says her

:10:51. > :10:54.Last year she was dismissed after taking time off sick.

:10:55. > :10:59.She is now planning to take them to an employment tribunal on

:11:00. > :11:04.Telling my family that I've lost my job was really difficult.

:11:05. > :11:06.Because there is a sense of pride involved as well?

:11:07. > :11:11.I try to shield them from it as much as I can because I don't

:11:12. > :11:15.want them to worry that I'm not in work.

:11:16. > :11:18.They don't have to worry about that, that is my concern,

:11:19. > :11:25.Citizens Advice Cymru suggests she is not alone.

:11:26. > :11:28.Of the 11,000 clients they saw last year with an employment

:11:29. > :11:33.related problem, just over 2700, a quarter, had a disability

:11:34. > :11:38.It is that group which Citizens Advice feel are still

:11:39. > :11:43.encountering too much bad practice and discrimination by employers.

:11:44. > :11:46.Clients have told us that it has a detrimental effect on their mental

:11:47. > :11:48.health, that has deteriorated, or even their physical health.

:11:49. > :11:51.Other people feel they've had no choice but to leave their job

:11:52. > :11:55.voluntarily which has meant they are left in a

:11:56. > :11:57.much more precarious financial situation.

:11:58. > :12:01.The report highlights that in Wales 79% of working age people

:12:02. > :12:03.are in employment but when it comes to those with a

:12:04. > :12:07.disability or long-term health condition it is 43%.

:12:08. > :12:10.That leaves an employment gap of 36%.

:12:11. > :12:14.The equivalent gap for the whole of the UK is 32%.

:12:15. > :12:17.Helen Walby runs Recycle Ccooters in Aberdare where they

:12:18. > :12:23.dismantle and salvage motorcycles and sell them on around the world.

:12:24. > :12:25.She says small businesses are proportionately better at employing

:12:26. > :12:27.people with disabilities than larger firms.

:12:28. > :12:30.They are more agile, less formal but size also

:12:31. > :12:35.If you run a small business you tend to wear many hats.

:12:36. > :12:37.You will do the marketing, the finance and the HR

:12:38. > :12:40.but you might not be a qualified HR professional so

:12:41. > :12:43.finding things on things like the Business Wales websites can

:12:44. > :12:45.sometimes be difficult although the information

:12:46. > :12:48.is out there, and also finding the time.

:12:49. > :12:52.The Department for Work and Pensions say their Access

:12:53. > :12:56.to Work Schemes provides funding for equipment or support but they

:12:57. > :13:00.appreciate more needs to be done and are currently consulting

:13:01. > :13:05.Campaigners hope its results in fewer people ending up

:13:06. > :13:11.Much more to come before seven o'clock.

:13:32. > :13:34.The results of the pensions ballot of Tata's steelworkers

:13:35. > :13:36.by unions is expected to be announced tomorrow.

:13:37. > :13:39.The company's staff across Wales are being asked whether they accept

:13:40. > :13:41.moving from a final salary pension to a less generous scheme.

:13:42. > :13:45.Our business correspondent, Brian Meechan, is at Port Talbot.

:13:46. > :13:56.What's on offer as part of this deal?

:13:57. > :14:02.Workers are being offered by Tata a scheme that is better than many

:14:03. > :14:08.other companies around the UK offer but it will give significantly

:14:09. > :14:12.reduced pension pot to a lots of the workers here, compared to what they

:14:13. > :14:18.currently have. Tata says this is essential in terms of securing the

:14:19. > :14:22.future of the business, it is tied to ?1 billion of investment here at

:14:23. > :14:27.Port Talbot over the next ten years. If the company is hitting its profit

:14:28. > :14:31.targets. Also, to keeping these blast furnace is going for another

:14:32. > :14:37.five years. Unions say they would leave it up to the workforce to make

:14:38. > :14:40.the decision but in recent weeks the unions have said they are

:14:41. > :14:43.encouraging people to support these changes.

:14:44. > :14:51.Talk through the timings. What happens next? We are expecting the

:14:52. > :14:55.result tomorrow. If it is a yes it is likely Tata will go ahead with

:14:56. > :14:59.the changes, that is what the unions are encouraging as well. If it is a

:15:00. > :15:04.no vote, there doesn't seems to be a Plan B at the moment. Nobody is

:15:05. > :15:09.quite clear what that will mean what will happen if the vote to reject

:15:10. > :15:15.it. It does has to be said, Tata is not bound by this result. One big

:15:16. > :15:24.thing is, this is only part of the changes Tata wants to see. It once

:15:25. > :15:29.the pension scheme separated from Tata. Keep us posted. Thank you.

:15:30. > :15:31.A fourteen-year-old boy who suffered a serious brain injury

:15:32. > :15:34.when he was born at Wrexham Maelor hospital, is to receive over

:15:35. > :15:40.The boy, who needs 24 hour care and now has a life expectancy of 34,

:15:41. > :15:46.was starved of oxygen during his birth in 2002.

:15:47. > :15:48.The former head of finance at a homeless charity in Swansea has

:15:49. > :15:53.Robert Mark Davies was arrested in 2014

:15:54. > :15:55.following an investigation at Cyrenians Cymru.

:15:56. > :15:57.The charity later went into administration.

:16:13. > :16:16.100 water sports enthusiasts took their protests to the Senedd.

:16:17. > :16:20.They're calling for fairer access to Wales' waterways and have presented

:16:21. > :16:25.The minister responsible has conceded the law

:16:26. > :16:30.needs to be improved and the rules simplified.

:16:31. > :16:33.We have had the right to roam, now we have a row over permission

:16:34. > :16:38.Around 100 took their fight along Cardiff Bay barrage to the

:16:39. > :16:42.Senedd, calling on the Welsh Government to change the law.

:16:43. > :16:45.There is no one definitive position as to what the legal

:16:46. > :16:48.situation is for people who want to enjoy the water.

:16:49. > :16:52.Some people believe there is an absolute right of navigation

:18:12. > :18:14.sports make a significant contribution to the Welsh economy

:18:15. > :18:18.and the minister in charge says she will develop proposals

:18:19. > :18:22.to improve current laws to remove inconsistencies in the current

:18:23. > :18:29.That will be a real challenge, striking a deal that will address

:18:30. > :18:33.the concerns of landowners as well as the aspirations of canoeists

:18:34. > :18:38.Introducing a system that works for all without causing more

:18:39. > :18:44.Cardiff City could move to the top half of the Championship table

:18:45. > :18:49.Newport County, bottom of League Two, are aiming to make it

:18:50. > :18:56.Gareth Bale could be back playing as early as this weekend according

:19:54. > :19:59.She fought back, leaving the amateur ranks

:20:06. > :20:08.Coaches saying, I don't think you should be doing this,

:20:09. > :20:12.you should be at home cooking and cleaning.

:20:13. > :20:16.Now, after five professionals fights unbeaten including two by knockout,

:20:17. > :20:20.she says attitudes are finally changing towards women in boxing.

:21:35. > :21:38.Back at home in Blaenau Gwent, she is a teaching assistant

:21:39. > :21:42.by day, a trainer for others at night.

:21:43. > :21:49.A pro with promise who refuses to lie down.

:21:50. > :21:52.Most of us have heard of London's Marble Arch

:21:53. > :21:56.but did you know the famous monument said to be the place where distances

:21:57. > :21:58.are measured from has a sister here in Wales?

:21:59. > :22:00.Marble Arch sits at one end of the A5 road

:22:01. > :22:03.and here the Holyhead Arch is at the other.

:22:04. > :22:06.But ours is largely forgotten so now there's a call to move it somewhere

:22:07. > :22:11.It is the story of two arches at opposite ends of one of Britain's

:22:12. > :22:18.In London, Marble Arch so famous that it lends its name to

:22:19. > :22:22.In Holyhead, the other slightly older one.

:22:23. > :22:29.Once a gateway to Wales, the Holyhead Arch is marooned,

:22:30. > :22:33.now stranded by the changing shape of the port.

:22:34. > :22:36.The inscription reads, it is in memory of a visit Anglesey by

:22:37. > :22:42.But what this arch really celebrates is something far

:22:43. > :22:47.The completion of Britain's first modern road.

:22:48. > :22:51.The first fully engineered roads since Roman times.

:22:52. > :22:54.250 miles from Holyhead to London or should that

:22:55. > :23:02.One of Britain's severest critics pays a visit.

:23:03. > :23:07.The Holyhead arch was already more than 100 years old when

:23:08. > :23:13.Then, as now, it was all about Ireland.

:23:14. > :23:18.That is why Thomas Telford built his road, the A5 linking the

:23:19. > :23:22.first city of Empire, London, with arguably the second, Dublin.

:23:23. > :23:25.All the traffic passed through Holyhead and

:23:26. > :23:29.Should the arch be moved out of the port and where the A5

:23:30. > :23:37.Put it at the start of the A5, not at the end of the A5.

:23:38. > :23:43.Put it in London, I'll guarantee you that it

:23:44. > :23:47.cleaned up and quite a lot of people watching it.

:23:48. > :23:51.If we can have half of those people that go to see Marble

:23:52. > :23:59.Arch in London in Holyhead, what a fantastic idea.

:24:00. > :24:04.The company which owns the port and the art doesn't seem particularly

:24:05. > :24:09.bothered about losing it. They aren't paying for its move and

:24:10. > :24:14.finding somewhere to put the arch, there are other issues. It is listed

:24:15. > :24:19.and so are the buildings next to it. The old Customs house and harbour

:24:20. > :24:21.office. Inherited terms, equally important. Should they move?

:24:22. > :24:23.Now, the Welsh Assembly welcomed a very special guest

:24:24. > :24:27.Vidar, a former army sniffer dog, served in Afghanistan and sniffed

:24:28. > :24:31.out roadside bombs that could have killed British troops.

:24:32. > :24:34.He saved countless lives, but was forced to retire

:24:35. > :24:36.when he became scared of loud noises.

:24:37. > :24:39.The hero dog was then adopted by reserve army

:24:40. > :24:42.Well, he certainly deserves a treat or two.

:24:43. > :24:45.He spent two years out there searching for bombs and arms and

:24:46. > :24:49.Saved countless lives, military and civilian.

:24:50. > :24:52.He started showing signs of being gun shy,

:24:53. > :24:55.which he reacted, he became scared and didn't like the gunfire.

:24:56. > :24:59.He started to switch off and wanting to run away all the time.

:25:00. > :25:05.You needed a fur coat if you were outside today.
