:01:14. > :01:15.Tonight, people are here to remember Ellie,

:01:16. > :01:41.It's one of the most ambitious rail projects since the Victorian era,

:01:42. > :01:43.promising quicker journey times from London to Swansea

:01:44. > :01:46.But the electrification of the Great Western Mainline has

:01:47. > :01:50.been described as a stark example of how not to run a project

:01:51. > :01:55.The cost could be a billion pounds higher than expected and some

:01:56. > :02:00.Network Rail says it has learned lessons and is making progress.

:02:01. > :02:08.Will this arrive on time and on budget?

:02:09. > :02:11.Work is underway as we speak to electrify

:02:12. > :02:17.Faster, greener trains between London and Cardiff by 2019.

:02:18. > :02:24.But now a group of MPs responsible for scrutinising public money has

:02:25. > :02:27.criticised Network Rail's delivery of the project.

:02:28. > :02:30.The project has overrun by ?1.2 billion,

:02:31. > :02:33.which is really concerning for taxpayers.

:02:34. > :02:36.We have also discovered in the report that

:02:37. > :02:39.?330 million is being spent just to keep the trains on the line

:02:40. > :02:41.while electrification is taking place.

:02:42. > :02:45.not a single track has been electrified.

:02:46. > :02:48.Electrification is part of the Welsh Government's vision

:02:49. > :02:52.for the future of public transport in south east Wales.

:02:53. > :02:55.It says the UK Government needs to get a grip of this situation

:02:56. > :02:58.and is calling for power over rail infrastructure to be devolved.

:02:59. > :03:01.Passengers in Cardiff today voiced their concerns.

:03:02. > :03:04.I think it's terrible, being delayed.

:03:05. > :03:08.Technology and everything these days.

:03:09. > :03:11.It would be great if the trains were faster.

:03:12. > :03:13.It's unfortunate if there was a delay because I know

:03:14. > :03:17.commuting from Cardiff to London is quite time-consuming.

:03:18. > :03:20.And those concerns run all the way to Swansea.

:03:21. > :03:24.Paul Harwood is the co-founder of TechHub Swansea, which offers

:03:25. > :03:29.He says more uncertainty over electrification means

:03:30. > :03:35.We have had multi-millionaires, billionaires, come down

:03:36. > :03:38.and the first time they come down

:03:39. > :03:41.they are blown away by Swansea, by the people, the location.

:03:42. > :03:45.The second time it is a bit of a drag because of the distance.

:03:46. > :03:48.The third time they often don't bother because of the distance.

:03:49. > :03:50.It puts us at a big disadvantage to places

:03:51. > :03:59.The Severn Tunnel has had a facelift ahead of electrification.

:04:00. > :04:02.The Chief Executive of Network Rail says the Great Western scheme

:04:03. > :04:06.was agreed long before the scale of the work was understood.

:04:07. > :04:09.And they've now changed the way they approach major projects.

:04:10. > :04:13.The UK Government says it's overhauled the way it

:04:14. > :04:17.The company says it's committed to the project.

:04:18. > :04:21.But last year we asked the Chairman of Network Rail

:04:22. > :04:24.whether he could guarantee the line would reach Swansea.

:04:25. > :04:27.It certainly won't be done this side of March 2019,

:04:28. > :04:31.which is when the five-year funding period for the railway

:04:32. > :04:36.Beyond that, it is a matter for the Welsh Government,

:04:37. > :04:39.the national government, but the trains will be there.

:04:40. > :04:41.People's experience will be transformed by those trains,

:04:42. > :04:45.whether there will be wires up west of Cardiff or not.

:04:46. > :04:48.Millions of pounds has already been spent on preparing

:04:49. > :04:52.these lines and stations, like this in Cardiff,

:04:53. > :04:57.The Severn Tunnel was closed, delaying thousands of commuter

:04:58. > :05:02.Now there's doubt from MPs whether this upgrade

:05:03. > :05:05.was needed in the first place and when it'll be finished.

:05:06. > :05:11.The family of a teenager who died on a school trip in Pembrokeshire

:05:12. > :05:14.is urging others to educate themselves about the signs

:05:15. > :05:17.of a vicious illness that led to his death.

:05:18. > :05:19.Paddy Dear's inquest in Milford Haven heard

:05:20. > :05:22.he had developed sepsis, which may have left him confused,

:05:23. > :05:25.before he was found at the bottom of cliffs.

:05:26. > :05:39.A bright young rugby mad teenager. Paddy Dear had his whole life ahead

:05:40. > :05:46.of him. But his life was ended tragically early a year ago on a

:05:47. > :05:50.school trip to West Wales. Paddy Dear and his school friends were at

:05:51. > :05:55.this Ford last March on a geography field trip. He left one of the

:05:56. > :05:59.classrooms to go to the toilet but never returned. The septicaemia had

:06:00. > :06:03.set in, causing confusion and disorientation and his body was

:06:04. > :06:09.found hours later 150 feet down at the bottom of these cliffs. The fort

:06:10. > :06:12.was built in the mid-19th century to protect Milford Haven but it has

:06:13. > :06:16.been used as a base for school field trips since the end of the Second

:06:17. > :06:22.World War. The manager told the inquest students are warned of the

:06:23. > :06:25.danger of the cliffs. Paddy had acute tonsillitis and developed

:06:26. > :06:29.sepsis or blood poisoning, which may have caused confusion and

:06:30. > :06:32.disorientation. The Pembroke sure coroner recorded a narrative

:06:33. > :06:37.conclusion, noting Paddy died of injuries after falling from heights

:06:38. > :06:42.while suffering from septicaemia. His family are now campaigning to

:06:43. > :06:45.raise awareness of sepsis. We have seen in the last year that the

:06:46. > :06:50.profile of the condition has gone up immeasurably. And I suppose if we

:06:51. > :06:56.can take some pride in that Paddy's name has helped in raising the

:06:57. > :07:02.profile of sepsis so that we can lower that figure of 44,000 deaths a

:07:03. > :07:07.year. These symptoms can command within hours, sometimes even within

:07:08. > :07:14.minutes. The symptoms of the patient can experience is confusion, high

:07:15. > :07:18.temperature. It is a long journey home. Today's inquest is another

:07:19. > :07:23.step in the long grieving process for Paddy Dear's family. They are

:07:24. > :07:24.hoping his legacy can live on and no other family has to go through what

:07:25. > :07:26.they have. South African police investigating

:07:27. > :07:29.the death of a couple originally from the Cynon Valley have

:07:30. > :07:31.made an arrest. It's believed Roger

:07:32. > :07:32.and Christine Solik, originally from Abercynon,

:07:33. > :07:34.were killed in an armed robbery A 43-year-old man from the Llanishen

:07:35. > :07:40.area of Cardiff has been arrested as part of an investigation

:07:41. > :07:43.into modern slavery offences. It comes after a seven month joint

:07:44. > :07:46.operation between police in The family of a woman killed

:07:47. > :07:53.after a multi-vehicle crash in Abergele has

:07:54. > :07:55.described her as generous, 69-year-old Hilda Blythin died

:07:56. > :08:01.in the incident yesterday involving Plaid Cymru leader Leanne Wood has

:08:02. > :08:11.highlighted inequality and a system she claims is redistributing wealth

:08:12. > :08:14.in the wrong way. Speaking at her party's spring

:08:15. > :08:17.conference in Newport, she said Plaid was on a mission

:08:18. > :08:21.to rebalance Wales. Here's our political

:08:22. > :08:44.editor Nick Servini. Picking up votes has proved to be

:08:45. > :08:48.heavy lifting for Plaid Cymru in recent years. But can they generate

:08:49. > :08:52.greater support in the council elections in May? Leanne Wood was at

:08:53. > :08:57.Newport docks this morning to see global trade in action but now it is

:08:58. > :09:03.all about the local. With a focus on winning in Welsh town halls. In her

:09:04. > :09:08.speech, she focused on what she called an unbalanced and unequal

:09:09. > :09:11.country and was openly critical of the Cardiff City deal, a plan for

:09:12. > :09:16.all the councils in south-east Wales to come together for investment. But

:09:17. > :09:20.the biggest applause came on the subject of Brexit and immigration.

:09:21. > :09:25.We cannot and we will not support any deal which makes it harder to

:09:26. > :09:33.recruit those skilled workers that we need. And I reiterate to those

:09:34. > :09:41.people who want to come to Wales to work as doctors, nurses, engineers,

:09:42. > :09:46.you are welcome here. When these specially made Leanne Wood cupcakes

:09:47. > :09:50.have proved sweet enough for delegates on the conference floor,

:09:51. > :09:55.but as she marks five years in the job and comes to the end of the

:09:56. > :10:01.first full electoral cycle, the question is, how appealing has Plaid

:10:02. > :10:05.Cymru been to voters under Leanne Wood? It began at the European

:10:06. > :10:11.elections in 2014 when Plaid Cymru just held on to their one MEP. In

:10:12. > :10:18.the general election a year later, again no change with Plaid Cymru

:10:19. > :10:22.returning three MPs. And in last year's Assembly election, Plaid

:10:23. > :10:27.Cymru increased their numbers from 11 to 12 thanks to her own dramatic

:10:28. > :10:34.victory in the Rhondda. The next big test will now be the council

:10:35. > :10:38.elections in the coming weeks. You are in Newport, this is not Plaid

:10:39. > :10:42.Cymru territory. We have always said that Plaid Cymru is a party for the

:10:43. > :10:46.whole of Wales. If there's one thing we've learned over the past 12

:10:47. > :10:50.months, it is that people don't feel they are being listened to. I know

:10:51. > :10:56.that Plaid Cymru is a party that listens to people, response to the

:10:57. > :11:01.needs of people wherever they are. That is crucial, wherever they are.

:11:02. > :11:06.That includes Newport. Have you ever considered voting Plaid Cymru?

:11:07. > :11:10.Occasionally. What put me off in the past has been the problems because

:11:11. > :11:17.of the language and everything else socially. But a sour note for the

:11:18. > :11:23.party was the decision by a tribunal today that the man heading up Plaid

:11:24. > :11:28.Cymru's campaigning in Cardiff, Neil McEvoy, made a comment to a council

:11:29. > :11:33.official that amounted to bullying behaviour. The party says it is

:11:34. > :11:39.taking it very seriously because, as a party, it says it expects the very

:11:40. > :11:44.highest standards. But elsewhere, smiles all round as Plaid Cymru's

:11:45. > :11:46.council candidates line-up, knowing they may not have a better time to

:11:47. > :11:48.take on Labour. Nick, Neil McEvoy has been suspended

:11:49. > :11:51.as a councillor for one month. How difficult is this

:11:52. > :12:02.for Leanne Wood? As I alluded to there, so much of

:12:03. > :12:06.this conference is about the local council elections and this is a man

:12:07. > :12:10.undoubtedly one of the high-profile council candidates the party has

:12:11. > :12:14.got. A man many in Plaid Cymru consider a real asset and someone

:12:15. > :12:19.who offers something a bit different. Tonight, in his outspoken

:12:20. > :12:23.way, he has described this decision by the adjudication panel for Wales

:12:24. > :12:28.as a farce and a show trial. It is difficult to know exactly what the

:12:29. > :12:32.party will do. We know we have a very stern statement and

:12:33. > :12:39.overwhelmingly, behind-the-scenes, a sense of a quandary going on. I

:12:40. > :12:42.think a difficult decision because they know they will come under

:12:43. > :12:48.pressure to take action against him. How big a test are these council

:12:49. > :12:52.elections for the party? Well, speaking to people today, a real

:12:53. > :12:56.impression from them that they feel Labour are Navin rebel position. The

:12:57. > :13:01.big question is if they are in a position to take advantage and

:13:02. > :13:05.whether, in particular, the fact Plaid Cymru work very closely with

:13:06. > :13:08.Labour at the Assembly, will blunt there ability to really hurt labour.

:13:09. > :13:12.You also have to take into account the fact that so many of the council

:13:13. > :13:17.areas they are targeting, particularly in the south Wales

:13:18. > :13:21.valleys, voted heavily to leave. And this is a party still so strongly

:13:22. > :13:25.wedded to remaining in the European Union. It really was what got the

:13:26. > :13:30.crowd going in Leanne Wood's speech today. But council elections are

:13:31. > :13:32.very unpredictable, they are melting pot of all sorts of issues, and what

:13:33. > :13:48.they focused on is this issue of inequality, imbalance, too

:13:49. > :13:51.much going to Cardiff at the expense of other areas. I think it is a

:13:52. > :13:53.subject area they know will go down pretty well on the doorstep, which

:13:54. > :13:56.is probably what they need at this point in time.

:14:08. > :14:11.Disability campaigners are calling for bus companies

:14:12. > :14:15.to be forced to provide additional wheelchair spaces.

:14:16. > :14:18.Department for Transport regulations say only one space is required

:14:19. > :14:24.One bus company has told BBC Wales an additional space is possible

:14:25. > :14:28.but it would have a knock on effect for other passengers and tax payers.

:14:29. > :14:36.Two bus passengers who don't always have an easy journey.

:14:37. > :14:40.Bethan says she was once told she couldn't catch the last bus

:14:41. > :14:44.home from Abergavenny because it was against the rules.

:14:45. > :14:47.There was already another wheelchair user on board.

:14:48. > :14:52.Being left on the bus stop with hardly any charge in my phone,

:14:53. > :14:56.I didn't think I was actually going to be able to get home.

:14:57. > :15:00.It really did knock my confidence and after the first time

:15:01. > :15:08.I barricaded myself in the house and I didn't want to come out.

:15:09. > :15:16.She just wants the flexibility and freedom to rely on a regular bus.

:15:17. > :15:20.There are quite a few people that have had the same problem

:15:21. > :15:26.but it's happening time and time again.

:15:27. > :15:31.They say they'll apologise but it just keeps happening.

:15:32. > :15:35.Phil Anslow runs some of the bus services involved.

:15:36. > :15:43.So is it really so difficult to remove some seats

:15:44. > :15:49.It's not difficult at all but if we put

:15:50. > :15:53.we would lose the capacity and we would lose 30 people.

:15:54. > :15:59.Yeah, we could put more buses on, twice as many buses on,

:16:00. > :16:02.but we need to be subsidised by the local councils

:16:03. > :16:06.who, let's be honest, haven't got the money to do that.

:16:07. > :16:10.He claims Department for Transport rules means even drop down seats

:16:11. > :16:15.like this to create an adaptable space would still reduce capacity.

:16:16. > :16:19.He says pre-book community transport is another option

:16:20. > :16:24.Others say this is a nationwide issue.

:16:25. > :16:26.I think the law and the regulation should be change.

:16:27. > :16:30.Each bus should be able to carry at least two people in wheelchairs.

:16:31. > :16:33.Far more disabled people are out and about living lives, working,

:16:34. > :16:37.and we've got a government saying they want to get

:16:38. > :16:40.disabled people into work - off benefits and into jobs.

:16:41. > :16:45.A lot of people, the only way they can get to work is to catch a bus

:16:46. > :16:48.and buses today are still not fully accessible to everybody.

:16:49. > :16:51.The Department for Transport says buses should be accessible

:16:52. > :16:54.to all and it will work with disability groups

:16:55. > :16:57.and transport operators to find the best possible solution.

:16:58. > :17:00.Bethan did manage to catch the bus the day we met

:17:01. > :17:05.but she is still anxious about being left stranded in future.

:17:06. > :17:10.Scientists have built a scale model replica of Colwyn Bay seafront 200

:17:11. > :17:16.The model has been constructed to test improvements to the beach

:17:17. > :17:19.and the sea defences before they're put in place for real.

:17:20. > :17:23.Chris Dearden has been to take a look.

:17:24. > :17:28.Not quite a sand castle and not quite Colwyn Bay beach.

:17:29. > :17:32.This is a scaled-down replica at HR Wallingford,

:17:33. > :17:38.The model uses coal dust instead of sand to test sea defences

:17:39. > :17:42.because coal dust responds quicker to the waves.

:17:43. > :17:48.that means one metre is equivalent to 50 metres in the real world.

:17:49. > :17:51.What we do is build a complete replica of Colwyn Bay,

:17:52. > :17:55.so we built the sea bed out to a depth of minus 10

:17:56. > :17:58.and we also generate waves using our wave paddles.

:17:59. > :18:02.And it's taken several weeks to get the model version

:18:03. > :18:07.The scientists say coastlines and sea bed need to be exactly right.

:18:08. > :18:11.An hour of testing is meant to show what a year of waves and storms

:18:12. > :18:16.The information from this experiment will help us know whether

:18:17. > :18:19.sea defences will hold and whether sand will stay in place.

:18:20. > :18:23.The coastal environment is still extremely complicated and complex.

:18:24. > :18:27.The physical processes going on are just immeasurable

:18:28. > :18:31.in complexity and the forces involved are just immense.

:18:32. > :18:35.And therefore, really, the best way to get an idea

:18:36. > :18:38.of what is happening is to build this scaled model.

:18:39. > :18:42.But severe weather in Colwyn Bay can be a very real thing.

:18:43. > :18:45.The promenade has been damaged several times in the past few years.

:18:46. > :18:50.In 2013, Conwy Council brought in 500,000 tonnes of sand

:18:51. > :18:54.to help keep the waves back and protect the coast.

:18:55. > :18:57.Now, the council wants to do the same for a new of beach

:18:58. > :19:04.Bringing in the sand itself is a very expensive operation

:19:05. > :19:08.so we wanted to be sure that when we did bring the sand in,

:19:09. > :19:11.it was actually going to stay within the bay.

:19:12. > :19:13.Carrying out a model will test the theory

:19:14. > :19:19.But there is still work to do on the model before the sand

:19:20. > :19:22.arrives at the real version of Colwyn Bay and Rhos-on-Sea.

:19:23. > :19:27.Testing will continue in Oxfordshire for a few more weeks.

:19:28. > :19:33.Sport, and a sombre evening at the Arms Park tonight, Claire.

:19:39. > :19:41.the Wales rugby international who died last week.

:19:42. > :19:44.The team she played for, Cardiff Metropolitan University,

:19:45. > :19:47.are playing their match tonight in her memory.

:19:48. > :19:50.The 20-year-old died in a car crash last weekend.

:19:51. > :20:04.Her family said she was kind-hearted and caring and tonight, Cardiff

:20:05. > :20:11.Metropolitan University are playing a match in tribute to her. It is a

:20:12. > :20:14.British universities and colleges quarterfinal cup tie against

:20:15. > :20:17.Loughborough. The match postponed from Wednesday because of the

:20:18. > :20:21.tragedy. The people I have spoken to say it is not about the result, it

:20:22. > :20:30.is about being here and paying their respects to Ellie. She was just 20

:20:31. > :20:36.years old. Before kick-off tonight, two shirts, Ellie's shirts, number

:20:37. > :20:40.14 and 12, will be placed on the pitch. Those shirts will be retired

:20:41. > :20:45.for the rest of the season. And then each member of the squad will place

:20:46. > :20:49.a rose on the pitch in tribute to her. She was in her final year at

:20:50. > :20:58.Cardiff Metropolitan University and the Dean of the School of sport, is

:20:59. > :21:02.here. A difficult week but it is important to note that the players

:21:03. > :21:09.themselves wanted to be a part of tonight's tribute. Absolutely. The

:21:10. > :21:14.players were absolutely insured about playing tonight. We spoke to

:21:15. > :21:18.the family, they were very keen for the opportunity to play, everybody

:21:19. > :21:23.to express the feelings they had for Ellie, who was a fantastic student,

:21:24. > :21:29.not only in terms of sport but also her academic studies. She was an

:21:30. > :21:35.integral part of this team. How much of a talent was she? She was very

:21:36. > :21:41.talented at a young age. She came through from the Ospreys, she played

:21:42. > :21:47.in the finals at Twickenham and she had a long career in front of her,

:21:48. > :21:54.especially in the game of sevens. Team manager of the Wales women's

:21:55. > :21:59.side, how will you remember? With huge positivity. The energy was

:22:00. > :22:05.infectious from Ellie, whenever she was in training. She would bounce in

:22:06. > :22:09.and would get stuck in. And I heard this week that the squad is regarded

:22:10. > :22:13.as an extended family. You are very close in that Wales setup. Have you

:22:14. > :22:19.managed to prepare for your next game? The rugby family across the

:22:20. > :22:24.globe is incredibly connected so everybody has been affected by this.

:22:25. > :22:30.We have had a lot of support for the players and for next week's game, we

:22:31. > :22:33.take to this pitch at 11:30am next Saturday and there will be a

:22:34. > :22:37.minute's applause and some commemoration in terms of the clubs

:22:38. > :22:43.she was connected with. We will celebrate her fantastic life. A very

:22:44. > :22:48.difficult night and they will be tributes at the Ospreys game

:22:49. > :22:50.tonight. Ellie played for the Ospreys and there will be a minute's

:22:51. > :22:54.applause before that game. The Swansea City boss, Paul Clement,

:22:55. > :22:57.says the next four games will be crucial in their efforts

:22:58. > :22:59.to avoid relegation. The Swans face Burnley at home

:23:00. > :23:02.tomorrow before away games with Hull and Bournemouth

:23:03. > :23:04.and a visit from Middlesbrough. The Swans are 16th, two points clear
