:01:38. > :01:55.in his report upsetting. He appears barely awake. Here a plan
:01:56. > :02:01.holder is used as a bed. It is suggested these people are highly on
:02:02. > :02:05.drugs. Other images showed drugs paraphernalia, needles and filo
:02:06. > :02:09.littering the bus station floor. These have been shed on social media
:02:10. > :02:13.more than 3000 times. It's not just me, it's my
:02:14. > :02:17.colleagues, drivers from different companies and passengers who use the
:02:18. > :02:20.station. Gavin is a bus station driver who
:02:21. > :02:29.put the pictures on the public domain. -- we've had an increase in
:02:30. > :02:32.police presence which has been great for the bus station, but at the same
:02:33. > :02:37.time the security guards we have here, they do a good job. But these
:02:38. > :02:40.people know when to come in and go out.
:02:41. > :02:43.They are good at being avoided. You've got someone taking an
:02:44. > :02:50.interest in what you're seeing? He's won. He's one of the users.
:02:51. > :02:53.Apparently the main problem at the moment our so-called legal highs.
:02:54. > :02:59.Last week we were told that a strong batch came on the market and was
:03:00. > :03:02.fast acting, seeming to lock users out particularly quickly. Around the
:03:03. > :03:07.station these drug users are referred to as the zombies, I found
:03:08. > :03:12.this on my mobile phone today. When I spoke to him he said he'd taken
:03:13. > :03:16.something earlier on called mambo. He was trying to sit down and pull
:03:17. > :03:19.himself together. The reason I got involved was to look after his
:03:20. > :03:24.welfare. This inspected is in charge of
:03:25. > :03:27.policing the town centre. He says where there is anti-social behaviour
:03:28. > :03:32.is officers will act. But it isn't bad straightforward.
:03:33. > :03:37.We need a clear distinction between people who are homeless and in need,
:03:38. > :03:41.and people who make a life choice that they want to take certain
:03:42. > :03:44.substances and products. Clearly with the former my officers and
:03:45. > :03:48.myself are duty bound to look after them. With the latter we need to
:03:49. > :03:54.look at an alternative. The bus station is owned by Wrexham
:03:55. > :04:00.Council. Security has been stepped up, a redesign of the building is
:04:01. > :04:06.being looked at. Brothers Phil and Andy run a bus station copy shop.
:04:07. > :04:11.Despite improvements they say customers are still concerned.
:04:12. > :04:15.A lot of people feel unsafe. A lot of people feel harassed. We get a
:04:16. > :04:19.lot of people mentioning that they walk through and are getting asked
:04:20. > :04:23.for money constantly. Spare change.
:04:24. > :04:27.But the situation is improving? We feel it's improved since we opened
:04:28. > :04:30.last year. But the power of social media has
:04:31. > :04:35.pushed the issue into the spotlight. Today it was raised in talks at the
:04:36. > :04:39.Welsh government between ministers and the police and crime commission.
:04:40. > :04:44.But according to substance misuse workers there are no easy solutions.
:04:45. > :04:49.If you will people away from here where would they go? They'll find a
:04:50. > :04:53.spot somewhere in town. They've been moved on and at many times they will
:04:54. > :04:59.find someone else to go. So what's the answer? I'm not really sure, to
:05:00. > :05:03.be honest with you. When you see photographs of people lying around
:05:04. > :05:09.sleeping, many of those people are under the influence of legal highs.
:05:10. > :05:12.That is one of the real problems and we need Parliament to change the
:05:13. > :05:17.legislation to give us more power to tackle that issue. For now in
:05:18. > :05:20.Wrexham this remains a highly visible problem. The Home Office
:05:21. > :05:24.says the sale of drugs like those being used at the bus station has
:05:25. > :05:27.now been banned. And further action is likely to follow.
:05:28. > :05:29.At the moment they're kept private,but reviews of serious
:05:30. > :05:31.crimes committed by prison leavers should be published,
:05:32. > :05:35.That's the call from the probation service union, and politicians,
:05:36. > :05:38.who say a fundamental overhaul of the system is needed.
:05:39. > :05:41.It follows a number of murders committed by offenders on probation.
:05:42. > :05:52.He's still grieving, it's been just over a year since
:05:53. > :06:01.It's a pain he says he wouldn't wish on anyone.
:06:02. > :06:07.Birthdays, Father's Day, nothing is the same.
:06:08. > :06:13.A father of two from Newport who suffered with schizophrenia
:06:14. > :06:15.and was living in this supported accommodation hostel
:06:16. > :06:19.in the city when he was killed by a fellow resident.
:06:20. > :06:22.Released from prison just days earlier.
:06:23. > :06:28.And in them five days he slaughtered my son.
:06:29. > :06:30.Rhys Barnes has since been jailed for life.
:06:31. > :06:35.The 28-year-old had 17 previous convictions including full violence
:06:36. > :06:39.Daryl and his family have been battling to see the full findings
:06:40. > :06:42.of a review held by the probation service into the
:06:43. > :06:51.If my son had been alive today I know that if it had happened
:06:52. > :06:54.to one of us to he'd have been pestering everywhere
:06:55. > :07:00.This isn't the first case which has raised questions.
:07:01. > :07:08.Conor Marshall, David Alan Lewis, Cerys Yemm, all were murdered
:07:09. > :07:12.But families face an uphill struggle to find out
:07:13. > :07:14.whether statutory bodies did all they could to
:07:15. > :07:18.Once the report has been written, in my view, it should be published.
:07:19. > :07:21.It's important that the public, particularly the families
:07:22. > :07:25.of the victims, know what went on and why it happened,
:07:26. > :07:28.and know what steps, critically, are being taken to ensure it
:07:29. > :07:33.The probation union says more openness around these types
:07:34. > :07:39.But they are concerned that since part of the service
:07:40. > :07:42.was privatised standards have been affected and the threat of further
:07:43. > :07:46.The probation service has been in absolute turmoil.
:07:47. > :07:49.There's been a lot of chaos across the service both
:07:50. > :07:51.in the public sector and private sector.
:07:52. > :07:55.We've seen job cuts, experienced skilled staff
:07:56. > :08:00.We are seeing privateers coming in with what we deem as an safe
:08:01. > :08:03.operating models to run the service, which is now much more profit driven
:08:04. > :08:09.I think it's important the public have confidence
:08:10. > :08:11.in the probation service, that we are doing our
:08:12. > :08:13.job, which is mainly to protect the public.
:08:14. > :08:17.Last month the Jones family finally received a written summary outlining
:08:18. > :08:22.It questioned whether his killer's risks should have been reassessed.
:08:23. > :08:25.And whether alternative accommodation should
:08:26. > :08:29.The national probation service they see as further offences are rear.
:08:30. > :08:33.But are always taken seriously, and lessons from this review have
:08:34. > :08:40.For Daryl nothing will ease the pain of losing his son,
:08:41. > :08:43.but he takes comfort from the hopes that greater openness may
:08:44. > :08:48.A 15-year-old boy is believed to have fallen from cliffs
:08:49. > :08:51.near Sully in the Vale of Glamorgan and died from his injuries.

:10:19. > :10:23.knocked down inside school grounds. His mother, who is battling cancer,
:10:24. > :10:33.and his father, told me two years on emotions remain raw. I'm really
:10:34. > :10:37.angry. It was shocking. Maybe because the children were inside a
:10:38. > :10:46.locked compound. They felt a lot safer. And treated it as a car park
:10:47. > :10:54.instead of a road with traffic. You know, all kids run. You know. They
:10:55. > :11:01.run for the bus. Kids will be kids. The driver, PE
:11:02. > :11:06.teacher Christopher Brooks will not face prosecution. Police say he had
:11:07. > :11:12.less than one seconds to react. One bus driver told the inquest it was
:11:13. > :11:16.an absolute and waiting to happen. Accident waiting to happen. The
:11:17. > :11:20.family want the law changed so no vehicle is allowed to move one is

:12:24. > :12:30.we want to raise the standard of safety in schools for children. To

:13:25. > :13:25.thousands of jobs for Wales over the coming decades. Here is our business

:14:06. > :14:10.airlines to bid for a shade of a ?10 million fund to provide flights run
:14:11. > :14:14.while she puts to Heathrow. It's not just about Cardiff, remember. What

:14:18. > :14:21.between Reading and Heathrow to make it easier to get to Heathrow.
:14:22. > :14:25.But we want to develop their keyboards further west. Looking at
:14:26. > :14:32.Anglesey and possibly with the Bush to create that as well. Cardiff did
:14:33. > :14:35.play its part today. The chairmen met with council leaders there to
:14:36. > :14:39.tell them he was committed to making sure Welsh companies knew about the
:14:40. > :14:42.opportunities available to them. There's no figures that for the
:14:43. > :14:47.amount of business available for Welsh companies as part of
:14:48. > :14:52.Heathrow's third runway development. The Scottish Government, meanwhile,
:14:53. > :14:56.has agreed a deal with Heathrow that will see ?200 million spent in
:14:57. > :15:01.Scotland and construction. I asked a Heathrow boss why there was no
:15:02. > :15:12.similar deal for Wales. Historically, Scottish businesses
:15:13. > :15:14.have commanded that amount of business, the 200 million you are
:15:15. > :15:17.talking about just happens to be the amount of business we do there. What
:15:18. > :15:21.we are now discussing with the watch businesses is the opportunity to get
:15:22. > :15:26.to that scale. Some are welcoming Heathrow's engagement. The chairman
:15:27. > :15:32.made an opening statement that the Welsh supply chain was a major
:15:33. > :15:35.factor in the reason for his visit today.
:15:36. > :15:39.That's why they are engaging at this early stage with the business Summit
:15:40. > :15:42.on the 5th of July. Opposition parties say there is
:15:43. > :15:46.nothing concrete in this deal between Heathrow and the Welsh

:18:51. > :18:54.pensioners, and we can't wait for ever. There's going to come a time

:19:44. > :19:46.without account numbers they've drawn a blank.
:19:47. > :19:51.We can't get any information whatsoever. The next step is to
:19:52. > :19:55.write to the Treasury. We don't know how much is there, but for a very
:19:56. > :20:00.little amount we could maintain this garden forever. It's more than 100
:20:01. > :20:05.years since the mining disaster on the site. Local campaigners are
:20:06. > :20:14.convinced that not all of the ?127,000 disaster fund was spent. If
:20:15. > :20:17.they raise cash left over it could be worth millions in today's money
