:01:45. > :01:48.near Blackwood, in 2014. Williams was tasered

:01:49. > :01:51.by police and later died. You may find some of the details in

:01:52. > :02:07.Caroline Evans' report distressing. It was that this bed and breakfast

:02:08. > :02:13.in November 20 14th that 22-year-old Cerys Yemm was killed by Matthew

:02:14. > :02:19.Williams. This morning the Julie was played on a 999 call made by Iona,

:02:20. > :02:22.Mandy Miles, telling police Matthew Williams was attacking Cerys Yemm

:02:23. > :02:27.with a screwdriver and it looked to her as if he was eating her. She

:02:28. > :02:32.said she's been told that was not the case. Breaking down she told the

:02:33. > :02:37.court how, for the last two years, she's tried to forget what she saw

:02:38. > :02:41.that night. She says she's been told that the reality of the situation

:02:42. > :02:48.was not as she had thought, but the image in her head remains the same.

:02:49. > :02:52.She told how she opened the door and spoke to Matthew Williams, asked

:02:53. > :02:57.him, do you know what you're doing? Her son had shouted to him, that's a

:02:58. > :03:03.girl. He said Matthew Williams looked up and said, that's no girl,

:03:04. > :03:08.and carried on the attack. Cerys Yemm, she believes, was already dead

:03:09. > :03:11.when she opened the door. The Julie heard from a friend of Matthew

:03:12. > :03:16.Williams about, how in the days leading up to the deaths he and

:03:17. > :03:21.Matthew Williams had been partying. Matthew Williams taking drugs, on

:03:22. > :03:25.the night it happened, Cerys Yemm and Matthew had been at his house,

:03:26. > :03:30.and they fail to get Cerys Yemm a taxi home, she left with Matthew

:03:31. > :03:34.Williams. He knew that Matthew Williams had mental health problems,

:03:35. > :03:41.he'd told him that he had loosely did. On that night, he said, Matthew

:03:42. > :03:45.Williams was not right, but not aggressive. The owner of the hotel

:03:46. > :03:49.so she knew nothing of any mental health issues, Sherwood not have

:03:50. > :03:55.agreed to house him if she had. She's at Caerphilly Council, whose

:03:56. > :04:00.she says failed to inform her. In her statement Cerys Yemm's mother,

:04:01. > :04:03.Paula, said two weeks after her death she learned about Cerys Yemm

:04:04. > :04:06.had been warned to stay away from Matthew Williams.

:04:07. > :04:09.Sport Wales, the body that looks after grassroots and elite sport,

:04:10. > :04:11.risked damaging its reputation in the way it awarded contracts.

:04:12. > :04:14.That's according to an internal audit report leaked to BBC Wales.

:04:15. > :04:17.It found that one consultant was given the details of a tender

:04:18. > :04:26.Our political editor Nick Servini reports.

:04:27. > :04:28.Wales former world champion sprinter Jamie Baulch says he's

:04:29. > :04:32.concerned at the current turmoil at sport Wales, the body that funds

:04:33. > :04:35.grass-roots and elite sport, could have an impact on the next

:04:36. > :04:45.The crisis at the top of the organisation that develops

:04:46. > :04:48.grass-roots and elite sport in Wales has intensified tonight.

:04:49. > :04:50.Sport Wales has not been far from the headlines

:04:51. > :04:54.Mainly because of this month, the chair, Paul Thomas, seen

:04:55. > :04:59.here in a BBC Wales programme as a business troubleshooter.

:05:00. > :05:02.In February his activities, as well as those of

:05:03. > :05:05.the entire board were suspended over concerns from the Welsh government

:05:06. > :05:12.The board has since been reinstated, but Mr Thomas B vice-chair remain

:05:13. > :05:18.Now the focus has shifted to the day today running of the

:05:19. > :05:23.The internal audit report found that the

:05:24. > :05:26.Chief Executive, Sara Powell, gave the tender details for a surge

:05:27. > :05:31.contract mentoring staff to a consultant called Sam Wail.

:05:32. > :05:37.The managing director of a business called Unforgiving Minutes.

:05:38. > :05:42.This happened two days before rival bidders received information.

:05:43. > :05:44.The report said this meant there may be

:05:45. > :05:48.a perception of some bidders being given

:05:49. > :05:53.tender process, which may be perceived as undermining the spirit

:05:54. > :05:56.of transparency for public procurement.

:05:57. > :05:59.I've also seen a copy of an e-mail Trail, between Sarah

:06:00. > :06:04.In which they discuss things like where Sam Wail

:06:05. > :06:06.will be based for work, the terms of reference

:06:07. > :06:07.and even payments of up to

:06:08. > :06:27.And this exchange took place a full month before other companies were

:06:28. > :06:34.invited to bid for the work. Then, two days before, Sarah Powell sent

:06:35. > :06:49.an e-mail to Mr whale. I'm not sure how we're going to finalise

:06:50. > :06:58.In the end there was only one tender from Unforgiving Minute the report

:06:59. > :07:07.says know whether companies were unable to respond in the time frame.

:07:08. > :07:08.Sam whale has not responded to an attempt to contact him.

:07:09. > :07:10.Nick Servini is at Sport Wales' headquarters in Cardiff tonight.

:07:11. > :07:18.Nick, what, if anything have they said tonight?

:07:19. > :07:26.Well, Wail Sport Wales saying there is no attempt and have responded to

:07:27. > :07:32.the report with a series of recommendations. It says these have

:07:33. > :07:36.been accepted and, crucially, by the committee here at Sport Wales last

:07:37. > :07:40.week. I think it sends from Sport Wales that any fallout from the

:07:41. > :07:43.report can be contained. An interesting question is what the

:07:44. > :07:48.Welsh government think about it. A short statement from them today

:07:49. > :07:52.saying it is a matter for Sport Wales. Behind-the-scenes some raised

:07:53. > :07:59.eyebrows about the contents of the e-mail that I reported. That,

:08:00. > :08:04.despite that, I don't detect an appetite to get involved here. And,

:08:05. > :08:09.you know, let's not forget. They are already investigating the chair and

:08:10. > :08:13.vice-chair will remain suspended, so I'm sure, unless they can really

:08:14. > :08:19.help it, they don't want to cause any other activities to further

:08:20. > :08:23.unsettle his organisation. As for Sport Wales itself, I suspect it

:08:24. > :08:26.would likely quiet life for the next few months, the question is whether

:08:27. > :08:27.it will be allowed to do that. Mind you.

:08:28. > :08:29.There are calls to improve support and sign language provision

:08:30. > :08:34.Around 90% of children that are deaf have hearing parents.

:08:35. > :08:38.And families are paying hundreds of pounds for British Sign Language

:08:39. > :08:41.lessons which many are unable to afford.

:08:42. > :08:43.The Welsh Government says policies and programmes

:08:44. > :08:46.are in place which recognise the importance of communication.

:08:47. > :09:00.Oliver is a happy-go-lucky three-year-old from Cardiff who

:09:01. > :09:06.loves to play with toy trucks. He is also profoundly deaf. It had a

:09:07. > :09:12.massive impact on myself and our family. We struggled to come to

:09:13. > :09:18.terms with Oliver's hearing loss. Oliver's cochlear implants help him

:09:19. > :09:22.to hear and speak. Without them he can't. His mother has recently

:09:23. > :09:27.completed a beginner 's British sign language course. But that the cost

:09:28. > :09:33.of more than ?350 they can't afford to pay for Oliver's father and

:09:34. > :09:38.sister to have the same lessons. It's upsetting. It feels like my

:09:39. > :09:44.child is being failed. I'm failing my child. The system is failing my

:09:45. > :09:48.child. And really we are ostracising deaf children on a daily basis,

:09:49. > :09:52.because we are not allowing people to communicate with them.

:09:53. > :09:55.The children's Commissioner for Wales says children who are deaf

:09:56. > :09:58.have the same right of anyone else to communicate in their own

:09:59. > :10:03.language. They are only between two and 3000

:10:04. > :10:08.deaf children up to the age of 19 in Wales, we are not talking enormous

:10:09. > :10:12.numbers here. I don't think they are getting help they need and we should

:10:13. > :10:15.be providing more. At Cardiff's deaf club they've

:10:16. > :10:18.started a programme which brings hearing and deaf families together

:10:19. > :10:25.and provides opportunity to learn BSL for free.

:10:26. > :10:32.One of the difficulties is that that key moment BSL was recognised by the

:10:33. > :10:38.Welsh government, back in 2007. But it's not an official language, which

:10:39. > :10:44.means there is no legislation actually linked to the BSL act.

:10:45. > :10:49.Really, it is the third language in Wales. It's difficult for parents to

:10:50. > :10:54.access the correct teaching, the support linked to BSL.

:10:55. > :10:58.The Welsh government has increased the number of qualified interpreters

:10:59. > :11:02.and says it spent ?20 million improving support for those with

:11:03. > :11:06.additional learning needs. Oliver hasn't started school yet, but his

:11:07. > :11:07.family hope you'll get the right support to ensure he has every

:11:08. > :11:09.opportunity to flourish. Police in South Africa investigating

:11:10. > :11:12.the murder of a couple originally from the Cynon Valley are searching

:12:46. > :12:50.assaulted him when he was nine-years-old, when he was staying

:12:51. > :12:54.at his parents' home in Cardiff. He claims George Thomas

:12:55. > :12:56.sexually assaulted him George Thomas died from

:12:57. > :13:03.cancer in 1997, aged 88. A former Secretary of State

:13:04. > :13:11.for Wales, he was later given There were other allegations

:13:12. > :13:15.against him, that he sexually assaulted a 16 or 17-year-old boy

:13:16. > :13:17.on a train between Newport and London in the 60s.And

:17:27. > :17:34.Welsh youngsters, want to take up those jobs?

:17:35. > :17:38.Is he right, Robin? I hope so. We have expansion plans. We are

:17:39. > :17:43.probably one of the fastest-growing businesses in South Wales. We hope,

:17:44. > :17:48.but as David said, they will make sure businesses like ours are looked

:17:49. > :17:52.after and we will have the resources we need within south Wales and the

:17:53. > :17:55.West to expand as our plans want us to.

:17:56. > :18:00.There is currently a work permit system in place for non-EU citizens,

:18:01. > :18:04.limiting entry to skilled workers in professions where there are

:18:05. > :18:08.shortages. But we don't yet know if that is Theresa May's preferred

:18:09. > :18:15.option, nor the impact that would have on a business like Robin's.

:19:27. > :19:31.Even if you think you can't make it, give it a go. I never thought I

:19:32. > :19:35.would get into Harvard, but they did.

:19:36. > :19:38.The network was set up by the Welsh government two years ago following

:19:39. > :19:42.concerns that too few Welsh teenagers were replying to the

:19:43. > :19:45.world's best universities. At this conference today some of the

:19:46. > :19:50.country's brightest and best are talking to those universities. In

:19:51. > :19:55.August Oxford University will hold its first ever summer school

:19:56. > :19:59.specifically for Welsh students. We want to demystify Oxford and we want

:20:00. > :20:03.them to realise we encourage applications from all people, we are

:20:04. > :20:07.looking for the brightest comet doesn't matter where you from.

:20:08. > :20:10.Oxford is a place they can see as part of their futures.

:20:11. > :20:12.Ministers have admitted they need to do more to push the most able

:20:13. > :20:16.pupils. What this is about is providing the

:20:17. > :20:20.brightest and most able students with a platform that enables them to

:20:21. > :20:24.achieve and fulfil their potential in the best universities in the UK,

:20:25. > :20:27.Wales and across the world. This was Jacob Lew was getting his

:20:39. > :20:45.first member of his family to go to university. Today his advice was
