:04:50. > :04:53.of the attack, that's about as close as we can get because the police
:04:54. > :04:57.have thrown a giant called in and around Westminster tonight. The
:04:58. > :05:01.attack happened when Parliament was at its busiest, on a Wednesday just
:05:02. > :05:08.after PMQs when MPs had gone to vote. As we saw, David Davies was
:05:09. > :05:11.very close to the scene of the attack. Other MPs were in the
:05:12. > :05:15.chamber and told to stay there. There was a lockdown in the House of
:05:16. > :05:18.Commons. The secretaries of state for Wales had been in a meeting with
:05:19. > :05:22.the Prime Minister and other colleagues. He was told to stay in
:05:23. > :05:28.his Parliamentary office with other ministers. A short time ago he was
:05:29. > :05:34.still there. Others, particularly members of the House of Lords, were
:05:35. > :05:38.patiently evacuated to Westminster Abbey. Around 500 peers, MPs and
:05:39. > :05:42.staff are in there. They are expecting to be there for about an

:06:24. > :06:29.betting to get that pass. There is a sense of shock that what appears to
:06:30. > :06:33.be incredibly tight security has been breached today. The attacker
:06:34. > :06:38.got through the first layer of security and although there is that
:06:39. > :06:43.sense of shock, there will be big questions for the Parliamentary
:06:44. > :06:44.authorities to ask and answer. About the attack that has left four people
:06:45. > :06:47.dead. We'll bring you any
:06:48. > :06:49.updates from Westminster Now, the rest of the day's news
:06:50. > :06:54.and plans for a new prison near Port Talbot have been unveiled
:06:55. > :06:56.by the Ministry of Justice. It's understood it'll
:06:57. > :06:58.be a Category C prison It's part of a ?1.3 billion overhaul
:06:59. > :07:03.of the prison estates The proposed site is on land
:07:04. > :07:17.near the former Panasonic factory It might not look like much right
:07:18. > :07:21.now, but the Ministry of Justice hopes this 35 acres of former
:07:22. > :07:24.industrial land will be transformed into a modern-day prison. It's not
:07:25. > :07:30.clear how it will look but it is believed it will be big enough for
:07:31. > :07:35.up to 1600 inmates, serving shorter sentences for violent, drug related,
:07:36. > :07:39.or sexual offences. But it would not be suitable in an open prison. On
:07:40. > :07:44.the high streets, there were mixed feelings about the news. I don't
:07:45. > :07:49.think they should come here. Find somewhere else. There will be work
:07:50. > :07:54.during construction and work afterwards. Seems like a good sign
:07:55. > :08:01.to me. They have to go somewhere I suppose. If it's secure, there's no
:08:02. > :08:05.problem, is there? Fair enough, you might say it is category three, but
:08:06. > :08:12.there will be all sorts of people in there. It's unacceptable for the
:08:13. > :08:18.area. The announcement comes just weeks after the U:K.'s biggest
:08:19. > :08:25.prison opened in Wrexham. That the decay -- that came with the promise
:08:26. > :08:34.of many new jobs. It is not yet clear new jobs will be created if
:08:35. > :08:38.reports how that site goes ahead. With uncertainty at steel plants,
:08:39. > :08:42.this new proposal promises thousands of more jobs in construction and
:08:43. > :08:46.manufacturing. We need to ensure there are good local jobs both in
:08:47. > :08:50.construction and in the running of the prison. We also need to ensure
:08:51. > :08:55.that where the construction is taking place is being done with
:08:56. > :08:58.local materials, that there is a local supply chain. I will write to
:08:59. > :09:02.the Minister to day to make sure it is absolutely clear that we want to
:09:03. > :09:11.see this being too benefit of the local economy. At Heath College, etc
:09:12. > :09:15.but -- it's hoped it could be a valuable experience for apprentices.
:09:16. > :09:19.We have some excellent students that come through here, in terms of
:09:20. > :09:26.brickwork. It could be huge for them. These plans are part of the UK

:09:30. > :09:34.application to develop this land will come up against the usual
:09:35. > :09:37.planning procedures and it will face a full public consultation before
:09:38. > :09:42.the possibility of a single brick being laid here. When it comes to
:09:43. > :09:47.reforming our presence, some believe a totally different approach is
:09:48. > :09:52.needed. I don't think creating a massive prison like you see in
:09:53. > :09:55.America is the answer. We should be looking at prison reform, taking
:09:56. > :09:59.people out of the justice system and trying to help them before they
:10:00. > :10:02.commit a crime. There's lots of people with mental health problems
:10:03. > :10:08.going into the system that should not be. Speculation has been growing
:10:09. > :10:13.about the future of some of is all the prisons, like Swansea and
:10:14. > :10:20.Cardiff. -- like some of Wales's older presence. What is clear is
:10:21. > :10:21.that the government is determined to start building here within the next
:10:22. > :10:23.three years. Agencies working with drug users
:10:24. > :10:26.in North Wales say so called new psychoactive substances
:10:27. > :10:28.are proving tough to tackle. NPSs - which can leave users
:10:29. > :10:30.slumped and unresponsive - are cheap and not necessarily
:10:31. > :10:35.illegal. Earlier this month photographs
:10:36. > :10:38.appearing to show people under the influence of the drugs
:10:39. > :10:40.in Wrexham were shared widely. Those who've tried it say
:10:41. > :10:53.they have had seizures, stopped breathing, forgotten
:10:54. > :10:56.who they are, and heard voices. The appeal might be hard to see -
:10:57. > :10:59.but the symptoms aren't. Muscle spasms, confusion and people
:11:00. > :11:13.frozen like statues. This police footage from Wrexham
:11:14. > :11:15.shows men apparently high The town recently became the focus
:11:16. > :11:19.of attention when these pictures Agencies who work with drug users
:11:20. > :11:23.say Wrexham isn't unique The substance misuse seems to be

:11:38. > :11:40.the public wants to see. I think that raises all sorts
:11:41. > :11:44.of challenges for service providers, as well, as to how we best work
:11:45. > :11:50.with these people. These are NPSs seized
:11:51. > :11:53.by North Wales Police. But whether they're called Spice,
:11:54. > :11:58.Blue Cheese or Black Mamba, the names and ingredients change
:11:59. > :12:02.regularly to stay ahead of the law. Police say its not knowing
:12:03. > :12:04.what's in them that Those people who have previously
:12:05. > :12:08.been heroin dependent are now trying the legalised,
:12:09. > :12:11.the Black Mamba, and then shunning it because they don't
:12:12. > :12:14.like the adverse reaction it has. So, for me, if they are running away
:12:15. > :12:17.from it then clearly there is something about it
:12:18. > :12:20.that is very sinister. The problem we have now is this
:12:21. > :12:23.collective group of individuals who are coalescing together,
:12:24. > :12:26.who feel probably persecuted by the authorities because of the move
:12:27. > :12:32.from pillar to post. North Wales Police say the number
:12:33. > :12:35.of drug users hasn't increased A single hit can cost
:12:36. > :12:39.as little as ?1. They are cheap, addictive,
:12:40. > :12:42.and potentially lethal. It's a growing problem
:12:43. > :12:45.with serious health risks. All the agencies are working hard
:12:46. > :12:51.to clean up the streets. A former Machynlleth primary school
:12:52. > :12:53.teacher has appeared in court accused of sexually abusing several
:12:54. > :12:56.girls in the 1970s and 80s. 66-year-old Gordon Fleming
:12:57. > :13:01.from Oswestry appeared at Aberystwyth Magistrates' Court -

:17:05. > :17:08.unable to work since. They didn't pick it
:17:09. > :17:11.up, they just weren't They just felt we were
:17:12. > :17:16.going on at them. Looking back, we weren't,
:17:17. > :17:18.and we were right. If they had listened
:17:19. > :17:20.to us and had him back in intensive care,
:17:21. > :17:23.he would still be here now. Now the BBC has this report from
:17:24. > :17:26.the Health Service Ombudsman for It found Luke's parents were misled
:17:27. > :17:32.by staff here about Ward At the time, the hospital had no
:17:33. > :17:38.designated paediatric high It also found doctors
:17:39. > :17:42.and nurses failed to recognise Luke's condition
:17:43. > :17:47.was deteriorating. He should have been moved
:17:48. > :17:51.to an intensive care unit. Luke's treatment has been
:17:52. > :17:54.reviewed several times. Four years ago, the Avon
:17:55. > :17:56.coroner said there was no evidence of gross
:17:57. > :18:00.failure in his care. Now the Chief Executive of the trust
