:01:26. > :01:28.Five bodies have been recovered from a helicopter
:01:29. > :01:31.The operation had been hampered by poor weather
:01:32. > :01:34.Married couple Kevin and Ruth Burke owned the helicopter.
:01:35. > :01:36.They were on board with three other members of their family,
:01:37. > :01:38.named tonight as Donald, Sharon and Barry Burke.
:01:39. > :01:40.They were travelling from near Milton Keynes on Wednesday
:01:41. > :01:43.en route to Dublin when they crashed in the Rhinog mountains.
:01:44. > :01:45.More than 80 people have been involved in the recovery
:01:46. > :01:47.and investigation, as Roger Pinney reports.
:01:48. > :01:51.A break in the weather and under lifting the sky is a search and
:01:52. > :01:55.rescue helicopter was able to fly over the crash scene. It is an area
:01:56. > :02:00.known to hill walkers out of the Celtic Badlands, so tough is the
:02:01. > :02:06.terrain there. At last the recovery operation could get underway. Con
:02:07. > :02:09.bays of vehicles making the tortuous journey to the site, carrying
:02:10. > :02:13.members of teams drafted in to help. This is as close as we are allowed
:02:14. > :02:23.to get to the crash site. From here it is a 30 minute Drive and then a
:02:24. > :02:25.steep to our climb on the foot, scrambling places, to more than 700
:02:26. > :02:29.metres above sea level. This evening the police confirmed that the five
:02:30. > :02:33.bodies have now been recovered. More than 80 people have been involved in
:02:34. > :02:37.the operation, from the military, police, coastguard and civilian
:02:38. > :02:41.mountain rescue teams. This photo released at the request of the
:02:42. > :02:44.family of those who died shows where the crash happened and the
:02:45. > :02:48.indication of the conditions, that is something the North Wales Police
:02:49. > :02:51.spoke about earlier in the day. We have very skilled individuals up
:02:52. > :02:55.there at the moment and even they are finding it very difficult. The
:02:56. > :03:01.slopes are very slippery and treacherous and the recent rains
:03:02. > :03:06.have not made the underfoot particularly easy either. Heather is
:03:07. > :03:12.making it slippery as well. It is particularly challenging up there.
:03:13. > :03:15.Those who died included Kevin and Ruth Burke from near Milton Keynes
:03:16. > :03:18.and the helicopter was registered to them. The others were members of
:03:19. > :03:24.their family who were all travelling to a family baptism in Ireland. At
:03:25. > :03:27.their home live was this reaction. Very, very sad and of course a
:03:28. > :03:32.terrible shock to the people who live in this little community here.
:03:33. > :03:36.You can see it is a very small one and Kevin and Ruth had only just
:03:37. > :03:43.moved into this magnificent new house that they had been building
:03:44. > :03:46.for the last couple of years. For the aviation authorities the main
:03:47. > :03:53.task now to discover what went wrong. A team is already at work.
:03:54. > :03:56.Once recovered, the wreckage will be minutely examined at the air
:03:57. > :04:00.Accident Investigation branch headquarters at Farnborough in

:05:17. > :05:18.and rape against five men between 1991 and 2011.

:05:39. > :05:40.psychologist last summer, who'd concluded that Doctor Harris

:07:51. > :07:59.which has three campuses across mid and west Wales has written to staff,
:08:00. > :08:00.asking them to consider voluntary redundancy.
:08:01. > :08:08.No, specific numbers haven't been released.
:08:09. > :08:10.They say they regularly review their staffing costs,
:08:11. > :08:13.comparing them to others in the industry, and at the moment,
:08:14. > :08:27.their costs are above sector benchmark comparisons.
:08:28. > :08:30.So a review of their staffing levels is being carried out.
:08:31. > :08:33.As a result, they've launched a voluntary redundancy scheme
:08:34. > :08:38.They've met with the Trade Unions, but it's a process that's
:08:39. > :08:40.going to continue over the next few weeks.
:08:41. > :08:43.Now Unison, one of the unions involved, say this affects both
:08:44. > :08:47.To give you an idea of the numbers involved at the university,
:08:48. > :08:49.it employs around 1,500 staff, roughly similar numbers

:09:02. > :09:02.south Wales. The University of South Wales
:09:03. > :09:05.announced as many as 139 They put that down to rising costs,
:09:06. > :09:10.they're going up by 3% every year, and an anticipation that student
:09:11. > :09:15.numbers are going to fall. Now the fall in numbers
:09:16. > :09:17.they blame partly on Brexit. There's certainly a lot
:09:18. > :09:20.of uncertainty across the higher education sector about
:09:21. > :09:26.whether students from the EU will still want to come here,
:09:27. > :09:28.whether tighter immigration controls post-Brexit might mean
:09:29. > :09:30.fewer can come here, and the same applies
:09:31. > :09:34.to university staff too. But the other factor at play
:09:35. > :09:37.is demographics here in the UK, there are fewer 18 year
:09:38. > :09:40.olds to apply. But given institutions rely
:09:41. > :09:43.on students paying for their course, if there are fewer of them it has
:09:44. > :09:46.a big impact on funding Coracle fishermen on the River Teifi
:09:47. > :09:58.are taking the unprecedented step of returning any salmon they catch
:09:59. > :10:06.because of increasing Natural Resources Wales says
:10:07. > :10:09.the situation is approaching crisis point, as Aled Scourfield now
:10:10. > :10:14.reports. These fishermen are the guardians
:10:15. > :10:16.of a tradition that's been practised on the rivers of Wales

:10:19. > :10:20.still use their ancient craft The River Teifi is often described
:10:21. > :10:25.as the Queen of the Welsh game fishing rivers but there is mounting
:10:26. > :10:27.concern about salmon numbers. These coracle men say they have
:10:28. > :10:30.taken the difficult decision From 1st April to 1st June we have
:10:31. > :10:44.to release any salmon that we catch anyway,
:10:45. > :10:46.it's just part of the However, from that time
:10:47. > :10:50.on through to the end of season we have made the decision now
:10:51. > :10:55.to actually release all salmon we catch, and put them back
:10:56. > :11:01.into the system so they can follow Is it purely witnessing this decline
:11:02. > :11:09.in the past few years? Yes, there was definitely a decline
:11:10. > :11:12.in the fish we are catching and want to make sure this fishing
:11:13. > :11:15.style is kept for our children to be able to be done

:11:18. > :11:20.Resources Wales show there has been a steep decline in the number
:11:21. > :11:23.of salmon caught on the Teifi. There were 115 declared net
:11:24. > :11:26.catches of salmon in 2014. That more than halved
:11:27. > :11:28.to around 45 in 2015. Declared rod catches
:11:29. > :11:32.of salmon are also down, from 300 in 014 to around 210
:11:33. > :11:35.the following year. But what's responsible
:11:36. > :11:40.for the decline? There have been very well-publicised
:11:41. > :11:42.pollution incidents on other More than 1,000 fish were killed
:11:43. > :11:47.in December by a slurry leak. There is also concern that global
:11:48. > :11:50.warming may be having an impact on the temperature of our rivers,
:11:51. > :11:53.which may in turn affect spawning. Coracle men on the Teifi say
:11:54. > :11:58.they have no option but to take We'd like the river to thrive,
:11:59. > :12:05.it wouldn't be good holding a consultation in May
:12:06. > :12:12.on whether to make catch and release compulsory across the country
:12:13. > :12:15.to help protect fish stocks. They admit that salmon
:12:16. > :12:18.stocks on the Teifi Generally the numbers of salmon
:12:19. > :12:25.stocks in particular have been declining in the last few years
:12:26. > :12:30.and we picked it up through the ongoing monitoring work
:12:31. > :12:35.we undertake, so it is coming to a fairly critical position,
:12:36. > :12:38.especially in light of salmon We're getting very close to a crisis
:12:39. > :12:43.situation so it is time that something's done to try
:12:44. > :12:46.and address this matter. These coracle men hope the decision
:12:47. > :12:49.to return their catches of salmon will be followed by other fishermen

:13:50. > :13:53.in steady decline. We didn't speak much
:13:54. > :14:07.Welsh at school. Most of us speak Welsh, well,
:14:08. > :14:10.my friends and relatives. I don't think the younger generation
:14:11. > :14:12.speak so much Welsh. At 65%, this area of Llanelli
:14:13. > :14:23.is the area of Carmarthenshire with the highest percentage
:14:24. > :14:26.of people who have no grasp Census results have shown the number
:14:27. > :14:33.of people who can speak Welsh has fallen from 582,000 to 562,000,
:14:34. > :14:39.a drop in the proportion of Welsh My aunties and grannie
:14:40. > :14:51.all spoke Welsh. And not one of us was
:14:52. > :14:54.brought up to speak Welsh. Welsh lessons in rural Llanelli,
:14:55. > :15:08.a Welsh speaking heartland. But now fewer than half
:15:09. > :15:10.the population of Carmarthenshire Well, I moved to Carmarthenshire
:15:11. > :15:16.about 15 years ago with lots of my family and so my boys went
:15:17. > :15:19.into a Welsh speaking education. I decided that it was better to put
:15:20. > :15:23.them in because they were so young and I was just told they would soak
:15:24. > :15:26.it up and they have. Launched last summer the Welsh
:15:27. > :15:34.government set itself a new target to almost double the number of Welsh
:15:35. > :15:37.speakers to one million by 2015. These are four pupils who have
:15:38. > :15:43.chosen a Welsh language education. How much Welsh is spoken
:15:44. > :15:45.in the corridors? It seems to be if teacher is in
:15:46. > :15:53.earshot you will jump into Welsh. Personally I think there
:15:54. > :15:58.is a mentality in young people now that English is the way forward
:15:59. > :16:01.in life, that is a complete misconception, you know,
:16:02. > :16:04.by having bilingual skills we have two windows on the
:16:05. > :16:07.world, not just one. I think people are quite ready
:16:08. > :16:10.to say that they are proud of being Welsh, they're proud
:16:11. > :16:13.of being able to speak Welsh, but what people don't do is actually
:16:14. > :16:17.use the Welsh language. Back in 2003 the Welsh
:16:18. > :16:28.government aimed to increase They did not just missed that
:16:29. > :16:31.target, the numbers actually fell backwards, not just hearing
:16:32. > :16:37.Carmarthenshire but right across Wales. It gives a sense of how hard
:16:38. > :16:40.it will be to achieve their new target of reaching 1 million
:16:41. > :16:45.speakers in the next 30 years, which ministers admit is a deliberately
:16:46. > :16:47.ambitious target, but without radical change it may well be an
