:00:00. > :00:00.Welcome to Wales Today - our headlines tonight:
:00:00. > :00:00.Ukip in the middle of a ferocious row.
:00:07. > :00:13.The party's assembly member Michelle Brown is to face a vote
:00:14. > :00:17.of no confidence among party members.
:00:18. > :00:21.She has only been there since May, and the list of things she has done
:00:22. > :00:24.is horrendous. So what is it that Ukip's AM
:00:25. > :00:26.stands accused of? Tonight, she gets the full
:00:27. > :00:28.support of the party's Matthew Williams killed
:00:29. > :00:45.Cerys Yemm at this B An inquest hears there was no system
:00:46. > :00:48.in place between police, Holidays in term time
:00:49. > :00:53.without the school's permission Should
:00:54. > :01:01.wild deer like these be slaughtered And in tonight's sport,
:01:02. > :01:09.who'd be a Premier League manager Paul Clement goes through the
:01:10. > :01:13.emotions as his Swansea City side pick up just a point to stay just
:01:14. > :01:21.above the relegation zone. One of Ukip's six Assembly Members
:01:22. > :01:27.is to face a vote of confidence among party members across north
:01:28. > :01:30.Wales. Party activists met this
:01:31. > :01:32.afternoon to discuss a letter referring to concerns about
:01:33. > :01:35.what they say is Michelle Brown's She declined an invitation
:01:36. > :01:40.to attend the meeting, and her spokesman described it
:01:41. > :01:43.as "petty infighting". Here's our political
:01:44. > :01:58.reporter James Williams. She's only been in the job for less
:01:59. > :02:04.than a year. It's a great day for Ukip today. We have our first couple
:02:05. > :02:08.of IMS Mac from north Wales. But to date, Michelle Brown has regularly
:02:09. > :02:13.hit the headlines. It's a cause of concern for these Ukip members and
:02:14. > :02:17.supporters. At their meeting today, they passed a vote of no-confidence
:02:18. > :02:21.in the assembly member for north Wales. There were also be a wider
:02:22. > :02:24.vote of members in about a month's time to see if they share the
:02:25. > :02:29.concerns raised at the meeting. Where do I start? Bringing the party
:02:30. > :02:35.into disrepute by various actions that she's done over the last
:02:36. > :02:39.months. She has only been there since May and the list of things she
:02:40. > :02:43.has done is horrendous. She is not engaging with the population across
:02:44. > :02:49.north Wales, which she should be doing as an AM. In a letter sent to
:02:50. > :02:54.Michelle Brown ahead of today's meeting, local party members listed
:02:55. > :02:57.18 concerns. It mentions claims that she smoked recreational drugs in her
:02:58. > :03:02.hotel room, something likely to bring the party into disrepute, they
:03:03. > :03:06.say. She denied the accusation. It also mentions an e-mail exchange
:03:07. > :03:08.discussing how an advert for a job in her office could be changed to
:03:09. > :03:14.help her brother get an interview for the post. Not behaviour becoming
:03:15. > :03:17.of an upstanding member of the community, they say. Michelle Brown
:03:18. > :03:21.says she acted with complete propriety. There is concern that she
:03:22. > :03:25.least this shop to act as her regional office, but it has never
:03:26. > :03:29.been opened, despite the Welsh assembly having paid over ?2000 for
:03:30. > :03:35.the rent up to much of this year. And the allegation that we have not
:03:36. > :03:38.seen you attend one single surgery since being elected. Michel Barnier
:03:39. > :03:44.was invited in this letter to today's meeting so that she would
:03:45. > :03:47.begin what members say was a fair opportunity to answer the
:03:48. > :03:51.criticisms. She declined via e-mail this morning, while her spokesman
:03:52. > :03:55.said that this letter represents nothing more than petty infighting.
:03:56. > :03:59.But with the Ukip AM now facing a vote of no confidence among party
:04:00. > :04:05.members in north Wales, it also represents another headache for Ukip
:04:06. > :04:10.in the Senate. Not so, says the party's leader in Cardiff Bay. This
:04:11. > :04:14.meeting has no cottage regional significance. It was almost largely
:04:15. > :04:18.by people who are not members of Ukip. It was chaired by somebody who
:04:19. > :04:20.is not a member of Ukip, and most of the people there are long term
:04:21. > :04:24.opponents of Michelle Brown because they wanted somebody asked to be
:04:25. > :04:28.selected as one of the lead candidates in north Wales. It is a
:04:29. > :04:33.culmination of a long and bitter personal campaign against her, and
:04:34. > :04:36.she has my full support. Comforting words for Michelle Brown, who
:04:37. > :04:40.couldn't attend the party meeting because she was working in the
:04:41. > :04:42.Senedd this afternoon. We will see shortly if there is as much support
:04:43. > :04:43.for her amongst her local party members.
:04:44. > :04:45.James Williams is in Cardiff Bay for us tonight.
:04:46. > :04:58.Yes. And despite Neil Hamilton's attempts to dismiss the relevance of
:04:59. > :05:02.this meeting, the fact that party members in north Wales are going to
:05:03. > :05:07.vote on a motion of confidence in one of the party's assembly members
:05:08. > :05:11.is hardly good news for Ukip. And as you said, it is yet another headache
:05:12. > :05:16.on top of the bitter infighting we have seen among the party members
:05:17. > :05:22.here in Cardiff Bay since the end of the Senedd for the first time --
:05:23. > :05:26.since they entered the Senedd after last May's election. They entered as
:05:27. > :05:32.a group of seven but are already down to six following Nathan Gill,
:05:33. > :05:35.the forming part lead it in Wales' decision to sit down following
:05:36. > :05:39.clashes between himself and Neil Hamilton. The wider context is that
:05:40. > :05:43.questions have long surfaced about what point there is now to Ukip as
:05:44. > :05:49.we negotiate our exit from the European Union. What kind of role
:05:50. > :05:52.can they play in our politics? Headlines like these make it a
:05:53. > :05:53.little harder for them to answer that question.
:05:54. > :05:56.Tributes have been paid to five people who died after a helicopter
:05:57. > :05:59.crashed on a mountainside in southern Snowdonia.
:06:00. > :06:01.Donald and Sharon Burke were two of those killed
:06:02. > :06:06.Their daughter said the family had changed
:06:07. > :06:10.Kevin and Ruth and Barry Burke also died in the crash.
:06:11. > :06:14.Their bodies were recovered on Friday.
:06:15. > :06:18.A housing officer at Caerphilly council
:06:19. > :06:21.has told the inquest into the deaths of a young woman and her killer
:06:22. > :06:27.at the Sirhowy Arms Hotel in Argoed near Blackwood
:06:28. > :06:30.that there was a possible weakness in the way information on former
:06:31. > :06:33.Matthew Williams killed Cerys Yemm in 2014, two weeks
:06:34. > :06:39.From Newport Coroner's Court, Caroline Evans.
:06:40. > :06:44.Today, the inquest into the deaths of Cerys Yemm and Matthew Williams
:06:45. > :06:46.at the Sirhowy Arms in Argoed heard from Caerphilly council,
:06:47. > :06:50.the authority which housed Matthew Williams when he was
:06:51. > :06:55.At that time, the court was told, a prison leaver was considered
:06:56. > :07:02.So when Matthew Williams turned up at his local authority,
:07:03. > :07:09.But the housing officer called to give evidence said that back then
:07:10. > :07:15.when someone was released not on licence, but having
:07:16. > :07:17.served their entire sentence, the probation service would not
:07:18. > :07:22.automatically share information with the council, and the council
:07:23. > :07:24.wouldn't share information on the background of
:07:25. > :07:29.offenders with the B where individuals were placed.
:07:30. > :07:31.22-year-old Cerys Yemm was killed by Matthew Williams just two weeks
:07:32. > :07:41.He died shortly after being tasered by police at the scene.
:07:42. > :07:45.Since that time, the court was told there has been a significant change
:07:46. > :07:47.in the way information about possible risk is shared,
:07:48. > :07:49.brought about by the new Wales Housing Act.
:07:50. > :07:52.A jury has now heard all the evidence and
:07:53. > :07:59.The Crimestoppers charity has launched an appeal to help stop
:08:00. > :08:05.the supply of "dangerous drugs" in North Wales.
:08:06. > :08:08.It follows a number of cases reported in towns such as Wrexham.
:08:09. > :08:10.A thousand pound reward is being offered for information

:08:23. > :08:28.Sharp Clinical Services says its Crickhowell site
:08:29. > :08:31.is at full capacity, so it's moving to a larger
:08:32. > :08:36.The company says it'll also safeguard a further 70 jobs.
:08:37. > :08:41.Firefighters are tackling a large blaze tonight at a hotel in Powys.
:08:42. > :08:44.Five fire crews were called to the Severn Arms Hotel
:08:45. > :08:47.in Penybont, near Llandrindod Wells, at 3.30 this afternoon.
:08:48. > :08:49.Everyone who was inside the hotel has been accounted for.
:08:50. > :09:02.The A44 in Penybont is closed in both directions.
:09:03. > :09:04.There's been a big increase in the number of primary school
:09:05. > :09:06.pupils going on unauthorised holidays during term-time.
:09:07. > :09:08.Last year, 10.5% of all absences were down
:09:09. > :09:12.Over the same period, authorised holidays fell significantly.
:09:13. > :09:14.The Welsh Government says it's reviewing councils' use
:09:15. > :09:16.of fines to punish parents who break the rules.
:09:17. > :09:36.Enjoying the sun in Greece. This family from church village have
:09:37. > :09:43.taken their sons on holiday during term time. Dad Steve says he thinks
:09:44. > :09:48.is important for them to have a holiday, and it has to be done when
:09:49. > :09:51.it is affordable. As a travel agent, he knows better than most the price
:09:52. > :09:59.difference between a tie-break and one during the school holidays. The

:10:15. > :10:20.out of season, the second week in September, you are looking at the
:10:21. > :10:29.same holiday for ?1718. 4-star, you are looking at ?3100. Out of season,
:10:30. > :10:32.?1929. Steve says his boys' headteacher was happy for them to go
:10:33. > :10:37.on holiday during term time. Heads are allowed to approve up to ten
:10:38. > :10:41.days of absence a year, but increasingly, holidays are not being
:10:42. > :10:47.approved. A school day consists of two sessions, morning and afternoon.
:10:48. > :10:51.Between 2011-12 and 2015-16, the number of sessions in primary
:10:52. > :10:57.schools being lost because of children going on holiday has fallen
:10:58. > :11:04.from more than 920,000 to nearly 780 9000. The number of those that were
:11:05. > :11:11.authorised fell from more than 862,000 to just over 360 4000. But
:11:12. > :11:17.unauthorised ones went up from around 58,000 to nearly 420 5000.
:11:18. > :11:22.That meant more parents were liable for fines. One expert said
:11:23. > :11:25.inspections and categorisation system mean that schools are under
:11:26. > :11:29.pressure to improve their attendance rates. It's only fair that
:11:30. > :11:33.headteachers have an element of autonomy. They know their pupils
:11:34. > :11:39.better than anybody else, and they know when it is proper to let their
:11:40. > :11:42.pupils off school for any occasion. Otherwise, it is important that
:11:43. > :11:47.children are in school to learn. If they are not, they can't learn and
:11:48. > :11:52.they fall behind their peers. Whilst that is still happening, there is
:11:53. > :11:56.work to be done in Wales. Headteachers face a balancing act of
:11:57. > :12:00.trying to decide when a holiday is in the interests of a people, and
:12:01. > :12:03.when it is damaging to their education, while also having an eye
:12:04. > :12:08.on the impact any absence will have on the way their school is rated.
:12:09. > :12:11.The Welsh government says it is pleased that overall attendance
:12:12. > :12:12.rates are improving and that fines should only be used for regular
:12:13. > :12:13.nonattendance. Tributes have been paid
:12:14. > :12:15.to a 27-year-old man who died after an incident in Bangor
:12:16. > :12:17.over the weekend. Another man has been
:12:18. > :12:22.arrested on suspicion The police have
:12:23. > :12:25.appealed for witnesses. Flowers left in the street
:12:26. > :12:36.near Bangor's Peep nightclub, but a more significant
:12:37. > :12:37.tribute to Henry Ayabowei, the more than ?2,500
:12:38. > :12:40.already donated to his partner and two small children
:12:41. > :12:42.through an online giving site. The police were called
:12:43. > :12:44.here just before two o'clock They immediately sealed off this
:12:45. > :12:49.area of Dean Street. In particular, they want to speak
:12:50. > :12:58.to anyone who has mobile phone or dashcam video of
:12:59. > :13:01.this part of Bangor. Known to many of his friends as
:13:02. > :13:04.Romeo, Henry Ayabowei came to north Wales to study at Bangor University
:13:05. > :13:07.and then stayed on to settle He died in hospital
:13:08. > :13:12.yesterday morning. A keen footballer, he played
:13:13. > :13:15.for a number of clubs in Gwynedd and Anglesey,
:13:16. > :13:20.most recently Llanfairpwll. There, they plan to dedicate
:13:21. > :13:25.their next game and hold a period He has represented about four
:13:26. > :13:34.or five teams and he played a lot of Sunday league football prior
:13:35. > :13:36.to that as well. But our thoughts must
:13:37. > :13:38.be with the family, about footballers being the main
:13:39. > :13:41.concern at this moment, but after this event,
:13:42. > :13:48.obviously the family are the ones, and I knew the family
:13:49. > :13:50.and our thoughts are very much with the two little children he has
:13:51. > :13:53.left behind and his partner. People who knew Henry Ayabowei said
:13:54. > :13:57.they are in deep shock. It was a privilege to know
:13:58. > :13:59.him, read one tribute. Heartbreaking, I've lost
:14:00. > :14:08.a friend, said another. They might look magnificent,
:14:09. > :14:10.but some farmers want deer like these slaughtered over
:14:11. > :14:15.a possible link with TB. And we had a beautiful day
:14:16. > :14:18.across much of Wales yesterday, high pressure bringing
:14:19. > :14:21.a fairly settled week. I'll have the full
:14:22. > :14:29.details in a few minutes. The deputy manager of a nursery
:14:30. > :14:33.in Port Talbot who's accused of child cruelty charges,
:14:34. > :14:35.along with two of her colleagues, has denied ever being cruel
:14:36. > :14:42.to children in her care. Christina Pinchess told the court
:14:43. > :14:45.she'd never seen any staff member at the Bright Sparks nursery
:14:46. > :14:47.being cruel to any child. Our reporter Aled
:14:48. > :14:49.Scourfield was in court. Aled, remind us of the
:14:50. > :15:02.background to this case. The allegations relate to a period
:15:03. > :15:06.in late 2015, when children at the Bright Sparks nursery near Port
:15:07. > :15:10.Talbot were allegedly wilfully assaulted, according to the
:15:11. > :15:12.prosecution. It is alleged that children were force-fed, restrained
:15:13. > :15:16.and picked up by their wrists before being dropped to the floor. The
:15:17. > :15:20.crowd suggests that these children were traumatised by this treatment.
:15:21. > :15:24.Katie Davis, the owner, Christina Pinchess and shall four can deny
:15:25. > :15:29.nine charges relating to cruelty in all. And the deputy manager,
:15:30. > :15:36.Christina Pinchess, has been giving evidence today. What did she have to
:15:37. > :15:39.say? Christina Pinchess, who is eight months pregnant, gave evidence
:15:40. > :15:44.this afternoon. She told the court she had 13 years of experience in
:15:45. > :15:47.childcare. She started as a nanny to families in England before moving to
:15:48. > :15:51.South Wales in 2013 with her partner. She was then employed as a
:15:52. > :15:56.deputy manager at Bright Sparks nursery. She described herself and
:15:57. > :16:01.the owner Katie Davis as mother bears. The more experienced members
:16:02. > :16:05.of staff. She said staff would encourage children to eat their
:16:06. > :16:08.food, but food would be taken away if children didn't cooperate. The
:16:09. > :16:12.nursery had an open door policy for parents. She was asked directly
:16:13. > :16:15.whether she had picked up a child by the wrists. She said she had no
:16:16. > :16:20.recollection of such an event. She was then asked, have you ever been
:16:21. > :16:24.cruel to a child? Her reply was no. She also said she would never force
:16:25. > :16:36.feed a child. When asked whether she had seen anybody
:16:37. > :16:40.at Bright Sparks nursery being cruel, her reply was no, I wouldn't
:16:41. > :16:43.have had my child there if that was the case. All three deny the charges
:16:44. > :16:44.against them and the case continues at Swansea Crown Court.
:16:45. > :16:46.A group of farmers in Ceredigion are calling for
:16:47. > :16:50.a cull of a herd of up to 35 deer that are living wild in a forest.
:16:51. > :16:52.They're concerned about a possible link with TB
:16:53. > :16:54.and are also worried that the deer will become pests
:16:55. > :16:57.Natural Resources Wales says their officers have already killed
:16:58. > :17:04.It's the largest land mammal in the UK, but they're
:17:05. > :17:12.That's because they can be elusive and live in dense forests like this.
:17:13. > :17:14.But farmer Ian Lloyd explained to me how
:17:15. > :17:16.the red deer population in this
:17:17. > :17:21.It's just a place for them, especially in the last winter,
:17:22. > :17:24.when it's been very mild and there's plenty of fodder
:17:25. > :17:40.Ian keeps over 60 cattle, and he says there are two farms
:17:41. > :17:42.in the area that have cases of tuberculosis,
:17:43. > :17:45.and there's concern that there could be a link with the deer that
:17:46. > :17:50.I know there are farms that are down in the area with it.
:17:51. > :17:54.So the farmer's got to test at least once a year, possibly twice.
:17:55. > :17:57.And we need clean wildlife and clean cattle, it's as simple as that.
:17:58. > :18:00.And what are the farmers saying to you when they hear
:18:01. > :18:02.about these deer running loose and the numbers growing?
:18:03. > :18:06.Nine times out of ten, the comments are that something
:18:07. > :18:16.This is evidence that deer have been here recently.
:18:17. > :18:19.They've run through this bank and torn away the soil
:18:20. > :18:25.It's very rare to see red deer in the day,
:18:26. > :18:29.They're primarily active between dusk and dawn.
:18:30. > :18:32.The UK deer population is believed to be at its highest level
:18:33. > :18:36.for a thousand years, and even conservation groups
:18:37. > :18:39.recognise that culling is necessary in some areas because of the damage
:18:40. > :18:44.And with no natural predators left, there is a fear that this could be
:18:45. > :18:48.Natural Resources Wales says one deer from the herd
:18:49. > :18:51.in South Ceredigion has been shot in order to carry out
:18:52. > :18:59.David Jam is from NRW, and says this is a relatively new herd.
:19:00. > :19:02.I understand from speaking to local people that they escaped
:19:03. > :19:08.or were released from a private collection of dear only
:19:09. > :19:12.So they are new to the area and they are a concern,
:19:13. > :19:16.because they range widely across a large area now.
:19:17. > :19:20.The deer's mating or rutting season is during October or November,
:19:21. > :19:25.so the females are due to give birth in the next couple of weeks.
:19:26. > :19:27.That could see the population grow and even possibly double
:19:28. > :19:44.More than a million adults in Wales are physically inactive according to
:19:45. > :19:49.a British Heart Foundation report. It says that risk increase the risk
:19:50. > :19:54.of coronary heart disease and early death. Women here are 40% more
:19:55. > :19:59.likely than men to be classified in that way. We have heard every
:20:00. > :20:07.excuse. Timescales, people say they haven't got the time. Financial
:20:08. > :20:11.implications, other health causes, injuries. There are a lot of people
:20:12. > :20:16.who have an excuse. However, there are levels of exercise that
:20:17. > :20:20.everybody can do. In which case we had better have some sport.
