:00:27. > :00:28.without the local community around them having any idea of the

:00:29. > :00:31.Matthew Williams' family say he needed treatment

:00:32. > :00:47.for mental health issues but was failed by authorities.

:00:48. > :00:51.Rather than being dropped at school, a ten-year-old -

:00:52. > :00:53.who's deaf and has autism - was taken back to a

:00:54. > :01:07.Eight o'clock he goes and it was gone 11 o'clock before they brought

:01:08. > :01:11.him back. He had been on the bus for three hours. For that time he was on

:01:12. > :01:13.his own on that bus. through the Gwent Levels

:01:14. > :01:16.are described as The aim is to help create

:01:17. > :01:21.a workforce with digital skills but there's a call

:01:22. > :01:31.for a long-term plan. And supported by family and friends

:01:32. > :01:37.- Jess Fishlock becomes the first Wales international to ever reach

:01:38. > :01:45.a century of senior caps. The family of Cerys Yemm

:01:46. > :01:48.have called for a reform of what happens when offenders

:01:49. > :01:51.are released from prison. Matthew Williams killed

:01:52. > :01:53.Cerys Yemm in 2014 at He had recently been released from

:01:54. > :02:07.jail with a history of drug abuse. Today, an inquest jury decided

:02:08. > :02:09.she was unlawfully killed. Williams died shortly

:02:10. > :02:11.after having been repeatedly In his case, the jury returned

:02:12. > :02:14.a narrative verdict. His family says "lessons

:02:15. > :02:15.must be learnt". Caroline Evans is outside

:02:16. > :02:20.Newport Coroners' Court. This inquest has lasted for more

:02:21. > :02:22.than three weeks but it was clear from the reactions of both the

:02:23. > :02:26.families of Cerys Yemm and Matthew Williams that it has not answered

:02:27. > :02:30.all of their questions. Both families are now asking and

:02:31. > :02:32.demanding actions from the authorities in terms of the way

:02:33. > :02:37.ex-offenders are monitored and be that people with mental health

:02:38. > :02:42.issues and drug problems are treated.

:02:43. > :02:45.Cerys Yemm was just 22, described by her family as kind, caring and

:02:46. > :02:50.someone who could always see the best in people. She died following a

:02:51. > :02:57.brutal attack in which he sustained at least 89 injuries. Her killer,

:02:58. > :03:01.Matthew Williams, a man just out of prison with the history of drug use

:03:02. > :03:06.and mental health issues, had been given accommodation at this Sirhowy

:03:07. > :03:12.Arms by the local council. The 34-year-old was still carrying out

:03:13. > :03:16.the attack when police arrived. He was Tasered four times before he

:03:17. > :03:21.collapsed and then died. After three weeks of listening to the evidence

:03:22. > :03:25.of 40 witnesses, the jury found that Cerys Yemm was unlawfully killed. We

:03:26. > :03:30.feel that there should be reform of the systems of monitoring and

:03:31. > :03:35.information sharing between agencies when offenders are released from

:03:36. > :03:38.prison. We have heard that relevant Welsh Government guidance only

:03:39. > :03:41.housing offenders was not followed, even though Williams has said he

:03:42. > :03:47.wanted to make a fresh start outside the area. In fact, he was

:03:48. > :03:51.accommodated in an unsuitable B hostel and Argoed where he resumed

:03:52. > :03:55.his cycle of drug abuse. Matthew Williams was released from Parc

:03:56. > :03:59.prison on the 23rd of October 2013, within a short time he had met Cerys

:04:00. > :04:07.Yemm, the girlfriend of a fellow inmate. The night they died they had

:04:08. > :04:09.been at a friends house. Postmortem examinations suggest both had taken

:04:10. > :04:14.drugs. Matthew Williams, the inquest was told, had taken amphetamines all

:04:15. > :04:17.weekend. They arrived at midnight, around one hour later, screams were

:04:18. > :04:22.heard coming from Matthew Williams' room. CCTV played to the jury should

:04:23. > :04:27.that residents gathered on the landing and the owner Mandy Miles

:04:28. > :04:32.called. She opened the door and saw what she thought was Matthew

:04:33. > :04:38.Williams cannibalising Cerys Yemm's body. In court, experts said that

:04:39. > :04:43.was not the case. 30 minutes later release officers entered the room,

:04:44. > :04:47.one discharged his days are and said Matthew Williams was so strong he

:04:48. > :04:52.was lifting them up as they tried to restrain him. He then used his Taser

:04:53. > :04:56.three more times within 30 seconds until Matthew Williams stopped

:04:57. > :05:00.resisting. 11 minutes later, paramedics were brought into the

:05:01. > :05:05.room, at which point Matthew Williams was still alive and in the

:05:06. > :05:09.recovery position. He was taken to an ambulance and at some point

:05:10. > :05:15.stopped breathing. Efforts to resuscitate him failed and he was

:05:16. > :05:19.declared dead. Returning a narrative verdict, the jury found that Matthew

:05:20. > :05:22.Williams' death was sudden and unexpected, a culmination of illicit

:05:23. > :05:27.drug use and the struggle against restraint. His family, while

:05:28. > :05:30.offering their condolences to the family of Cerys Yemm, said that he

:05:31. > :05:33.was let down by the services that should have supported him. In our

:05:34. > :05:38.view, the evidence exposed clear feelings any mental health Housing

:05:39. > :05:41.and Criminal Justice System, and we regret that the jury were not given

:05:42. > :05:44.the opportunity by the coroner to express their views on this issue.

:05:45. > :05:47.We hope that this case will highlight the need for better mental

:05:48. > :05:51.health care and the to the effective sharing of information between state

:05:52. > :05:55.agencies and that another family will not have to go through what

:05:56. > :05:58.this family have had to suffer. During the inquest, questions were

:05:59. > :06:02.asked about other police officers responded quickly enough and used

:06:03. > :06:07.appropriate force in restraining and catering Matthew Williams. The

:06:08. > :06:10.officers said they had acted in line with procedures. Tonight, Gwent

:06:11. > :06:15.Police paid tribute to the professionalism of their officers

:06:16. > :06:18.involved in the incident. The family of Cerys Yemm have called for

:06:19. > :06:22.Caerphilly Council to work with the owners of the Sirhowy Arms to

:06:23. > :06:28.demolish the side. They have said it serves as an unbearable reminder of

:06:29. > :06:34.their loss. Well, tonight a statement from

:06:35. > :06:36.Caerphilly Council which placed Matthew Williams at Sirhowy Arms,

:06:37. > :06:41.seeing that legislation has now changed, so there is now a more

:06:42. > :06:45.co-ordinated approach to resettling prison leaders. In terms of the

:06:46. > :06:49.demolition of Sirhowy Arms, they have said they are unable to give

:06:50. > :06:53.any commitment about the future of the premises at this point.

:06:59. > :07:00.A 24-year-old woman has been arrested on suspicion

:07:01. > :07:03.of manslaughter, following the death of a baby in New Quay, Ceredigion.

:07:04. > :07:05.Officers were called to an address in the town following reports

:07:06. > :07:08.He was taken to hospital but later died.

:07:09. > :07:11.A 26-year-old man has appeared in court charged with the murder

:07:12. > :07:13.of Henry Ayabowei in Bangor at the weekend.

:07:14. > :07:15.The father of two was found collapsed outside a nightclub

:07:16. > :07:18.in the early hours of Saturday and died in hospital.

:07:19. > :07:20.Kieron Roberts was remanded in custody and will appear

:07:21. > :07:31.An investigation is underway after it emerged a ten-year-old

:07:32. > :07:33.boy from Llanidloes, who's deaf and has autism,

:07:34. > :07:36.has twice been left alone in a minibus depot, rather

:07:37. > :07:37.than dropped at his school in Newtown.

:07:38. > :07:39.Teachers and bus staff didn't realise Reuben Lewis

:07:40. > :07:52.Our reporter Matt Murray has been to meet Reuben and his parents.

:07:53. > :07:58.10-year old Reuben is autistic and death, he is at home with his family

:07:59. > :08:03.after a day at a special school. It is now down to his parents to bring

:08:04. > :08:07.him back and forward after a series of mistakes by the school and bus

:08:08. > :08:12.company. On Monday, Reuben was not blocked off at his school. Instead,

:08:13. > :08:18.he was taken back to the bus company offices, 45 minutes away. Transport

:08:19. > :08:24.staff realised he was on board. He was left unattended for nearly one

:08:25. > :08:32.hour. Reuben's family has said it is the dogma state in 12 months. He is

:08:33. > :08:38.quite a loud child, so I cannot understand how the escort did not

:08:39. > :08:46.notice him go past or even not notice them at all. He is also quite

:08:47. > :08:50.a big boy, so, he is not going to be heading away very easily. In this

:08:51. > :08:53.most recent incident it was only noticed that Reuben was missing when

:08:54. > :08:58.a family member raised the alarm. His 20-year-old sister Julie works

:08:59. > :09:01.part-time as a lifeguard here at the leisure centre in Newtown. She ran

:09:02. > :09:05.her parents when she could not see her brother at the school swimming

:09:06. > :09:11.lessons. They alerted the school and the police. Reuben was found your

:09:12. > :09:13.nearly 30 miles away at this car is terrible. The company supplies

:09:14. > :09:17.minibuses for the school run and Reuben was still on board. Even

:09:18. > :09:20.though they would have been an escort and the driver, the

:09:21. > :09:24.requirements for transporting children with special needs, it

:09:25. > :09:27.seems both staff put the note as he was still in the vehicle. I have

:09:28. > :09:31.spoken to the owner of this company, Simon Price, he has told me that

:09:32. > :09:34.contractually he is unable to comment at the moment, but his

:09:35. > :09:39.website states that he has been trading for 15 years, providing all

:09:40. > :09:41.types of taxes services and the school transport and also special

:09:42. > :09:45.needs transport, conveying children safely to their school or drop-off

:09:46. > :09:52.point, which clearly was not the case for Reuben, as an investigation

:09:53. > :09:55.has now been launched. The first time Reuben was left on the school

:09:56. > :09:59.bus was in May last year, after that happened the School apologised and

:10:00. > :10:03.promised to use the register to check the children in and out.

:10:04. > :10:07.However, a similar situation happened in September last year when

:10:08. > :10:11.Reuben was not returned home and left at the school. I cannot

:10:12. > :10:14.understand how the school and the transport company have allowed it to

:10:15. > :10:21.happen yet again. Because this is the third instance. There was meant

:10:22. > :10:27.to be a register on and off the bus, where each child would be ticked off

:10:28. > :10:31.and also the School office knew that if Reuben was not in school for any

:10:32. > :10:35.reason and I had not called the school, then they were to phone me

:10:36. > :10:39.and they failed to do that as well. Palace county council has said that

:10:40. > :10:43.clearly there has been a breakdown in communication between the

:10:44. > :10:46.transport provider and the school. The council's passenger transport

:10:47. > :10:49.unit has spoken to the school and contractors to ensure that you

:10:50. > :10:53.needed safeguards are put in place to prevent any similar incident

:10:54. > :10:55.being repeated again. Reuben's family are looking at alternative

:10:56. > :10:59.transport arrangements or they can get their son back and forward to

:11:00. > :11:10.school safely. A five-year-old boy

:11:11. > :11:12.was killed in a car crash Joseph Smith was too short to have

:11:13. > :11:18.been travelling The jury was told he broke

:11:19. > :11:22.his neck after a car - driven by his Mother's boyfriend

:11:27. > :11:27.by dangerous driving. A young woman from Swansea,

:11:28. > :11:31.who claimed she was imprisoned in her father's home in Saudi Arabia

:11:32. > :11:33.says she's now happy Last year a High Court judge ruled

:11:34. > :11:40.that 21-year-old Amina Al-Jeffery But she's since met with her

:11:41. > :11:44.solicitor and said she wants Nature presenter Iolo Williams has

:11:45. > :11:48.accused the Welsh Government of "ecocide" in a written submission

:12:31. > :12:33.as like building a giant concrete wall across this ancient landscape

:12:39. > :12:44.they say, would be devastating. It's a landmark case that ecological

:12:45. > :12:48.consultants who work with developments large and small

:12:49. > :12:53.are keeping a close eye on. There are very few projects

:13:07. > :13:10.be mitigated in any way? The Welsh Government plans to build

:13:11. > :13:13.otter and water vole tunnels The road would be mainly unlit

:13:14. > :13:16.to avoid light spill, Large numbers of dormice would be

:13:17. > :13:21.relocated to Bristol Zoo during construction and they will

:13:22. > :13:23.also replace lost ditches But, in a written submission

:13:24. > :13:29.received by the inquiry this morning, nature presenter

:13:30. > :13:31.Iolo Williams said that was nothing short of a joke,

:13:32. > :13:33.describing the scheme So one of our major

:13:34. > :13:41.concerns is actually He has given evidence to the inquiry

:13:42. > :13:46.on behalf of Gwent Wildlife Trust who also believe the mitigation

:13:47. > :13:55.proposed by the Welsh They want to take all of this

:13:56. > :14:02.amazing wetland and recreate it, so this amazing complexity from the

:14:03. > :14:06.Roman times, this ecological and historical complexity and dig a few

:14:07. > :14:11.holes and put some water and hopefully that will recreate this

:14:12. > :14:15.2000 -year-old ecology. Effectively you have a massive biodiversity

:14:16. > :14:19.lawsuit, it will not easily be replicated if not for tens of

:14:20. > :14:24.hundreds of years. The inquiry city from several environmental objectors

:14:25. > :14:28.including natural resources Wales over the coming months. The

:14:58. > :14:59.they go if school isn't the right place for them?

:15:00. > :15:06.It is not your average fashion, these teenagers have gathered wood

:15:07. > :15:12.to cut, dry and sell to raise money for this farm, run by a charity,

:15:13. > :15:16.sessions are held here for long people who have suffered --

:15:17. > :15:21.struggled in mainstream education or hill from a tough background. Last

:15:22. > :15:24.night's programme revealed the lack of therapeutic provision for

:15:25. > :15:28.children with complex needs challenging behaviour. It is places

:15:29. > :15:31.like this that can offer stability for young people, especially those

:15:32. > :15:35.that have chaotic lives. At this farm in the Vale of Glamorgan,

:15:36. > :15:40.learning is not about using pen and paper, you can use tools, care for

:15:41. > :15:45.animals and learn to in a team. We have always existed to support

:15:46. > :15:49.vulnerable people in our clear fun setting. Karen Turnbull runs the

:15:50. > :15:54.firm. Often, when people come to us, they feel like society has given up

:15:55. > :15:57.on them, they feel worthless and they are being pushed around the

:15:58. > :16:04.system, nobody really cares about them. And so their confidence and

:16:05. > :16:08.self worth is really, really low. It is the job of staff you to work

:16:09. > :16:12.around the needs of the individual, the focus is about building

:16:13. > :16:18.confidence, not just passing exams. How does coming here differ from

:16:19. > :16:27.going to a normal school? You are not under pressure, or being

:16:28. > :16:36.challenged, you can take it had to run pace and enjoyed it. Does it

:17:09. > :17:12.confidence in a caring and nurturing environment, it is clear that places

:17:13. > :17:15.such as this can help people improve their chances in life. Something

:17:16. > :17:18.that both the Welsh Government and Children's Commissioner have said is

:18:50. > :18:53.certainly throwing numbers at this election, once the cystic, they will

:18:54. > :18:55.have 70 candidates in Swansea alone. A significant figure.

:18:56. > :18:58.And what do the numbers tell us about the likely role

:18:59. > :19:01.of the biggest party in Wales - Labour - in the elections?

:19:02. > :19:08.This is the key question, Labour-controlled 12 out of 22 local

:19:09. > :19:13.authorities, now struggling in the polls. The question is whether the

:19:14. > :19:17.dip below, maybe their low point of 2008 and in all sorts of local

:19:18. > :19:22.authorities come under question, Plaid Cymru would be the party

:22:15. > :22:19.from the off. Students build up a network

:22:20. > :22:22.of good contacts whilst they are going through their degree

:22:23. > :22:24.and similarly, companies have the opportunity to come

:22:25. > :22:27.in and work with the students and identify ones which they

:22:28. > :22:29.think will be a good Now more than ever we need this

:22:30. > :22:33.coherent and long-term commitment from the Welsh Government to this
