:01:25. > :01:31.Andrew RT Davies has told us it "wasn't in his gift" to do so.
:01:32. > :01:36.It comes after UK Conservative sources told BBC Wales that Tory AMs
:01:37. > :01:40.have now put their positions in jeopardy and could be deselected.
:01:41. > :01:44.The latest from our political correspondent, Arwyn Jones.
:01:45. > :01:48.The leader of the Conservatives in Wales welcoming the
:01:49. > :01:55.There's no love lost between the Conservatives and
:01:56. > :01:59.Mark Reckless after he defected to Ukip three years ago.
:02:00. > :02:03.Conservative Party rules are clear, only party members
:02:04. > :02:07.It has been made very clear that Mr Reckless
:02:08. > :02:12.Even his new leader didn't want him two years ago.
:02:13. > :02:15.I have to say, as you go out today, there will be collection
:02:16. > :02:19.buckets at the door so that you can give generously so that we can boot
:02:20. > :02:26.But instead of booting him out, he has welcomed Mr Reckless back in.
:02:27. > :02:31.The answer we were told was the group in the Assembly
:02:32. > :02:34.suspended the constitution, bypassing the rule book
:02:35. > :02:36.to allow Reckless into their ranks and become
:02:37. > :02:44.But surely, a political party can't just bypass the rule book?
:02:45. > :02:49.He's got to explain himself and explain what his group are up to.
:02:50. > :02:53.This is a key ingredient for an elected politician
:02:54. > :02:55.that represent our party that they are a member.
:02:56. > :02:58.This isn't an argument between MPs and AMs, this is an
:02:59. > :03:01.argument between the volunteers and the voluntary party of the
:03:02. > :03:06.Sources within the UK Conservative Party told BBC Wales
:03:07. > :03:11.they were furious that any AM who voted to bypass the rules could
:03:12. > :03:15.be refused the right to stand again at the next election.
:03:16. > :03:18.But today, during a radio interview, the leader in Wales said they'd
:03:19. > :03:25.It wouldn't be in our gift to suspend the Conservative Party
:03:26. > :03:29.Mark Reckless has not applied to be a member of the
:03:30. > :03:33.Mark Reckless has said that, we have said this.
:03:34. > :03:36.This is what is confusing a lot of people, that you have got a
:03:37. > :03:38.nonmember of the party sitting in your group.
:03:39. > :03:45.It happens in democracies across the world and
:03:46. > :03:47.council chambers across the world as well.
:03:48. > :03:56.Last year, they got seven AMs elected to Cardiff Bay.
:03:57. > :03:59.Mark Reckless wrote the manifesto and is now the second AM to turn
:04:00. > :04:05.Mark Reckless is a regional Assembly Member for South Wales East,
:04:06. > :04:08.an area which includes Newport and the theatre where
:04:09. > :04:10.they launched that manifesto last year.
:04:11. > :04:12.That means he wasn't voted in as an individual,
:04:13. > :04:17.How do voters here feel now he has turned his back on that party?
:04:18. > :04:20.He's gone with what is best for him, hasn't he?
:04:21. > :04:23.He could be with the Lib Dems or Labour next week.
:04:24. > :04:29.I don't think he should have done it.
:04:30. > :04:32.On the one hand he is right in that Ukip was
:04:33. > :04:36.set up to get us out of Europe and effectively
:04:37. > :04:41.Ukip really should pack up their bags and cease to exist.
:04:42. > :04:46.There is an overused saying that a week is a long time in politics,
:04:47. > :04:50.the past 24 hours have shown that events can move a lot more quickly
:04:51. > :05:00.Arwyn, where does the party go from here?
:05:01. > :05:07.They add in a bit of a pickle. As far as they are concerned, they
:05:08. > :05:11.definitely is the ascent -- Presiding Officer and she is happy
:05:12. > :05:17.for Mark Reckless to sit as a Tory Assembly Member. The problem comes
:05:18. > :05:21.with the internal Conservative Party rules. Andrew RT Davies said it
:05:22. > :05:27.wasn't in his gift to bypass those rules but I'm informed that a vote
:05:28. > :05:31.was held about precisely that issue. If those rules haven't been bypass,
:05:32. > :05:36.where does that leave Mark Reckless? He can't set as a Conservative
:05:37. > :05:41.Assembly Member. Andrew RT Davies this morning taste is language a Mr
:05:42. > :05:45.Reckless would they -- vote with the Conservative group. I am told that
:05:46. > :05:50.Conservative Party bosses in London are happy to bide their time but
:05:51. > :05:54.will not tolerate Mark Reckless on the Conservative benches in here. We
:05:55. > :05:59.also know Andrew RT Davies isn't a man to shy away from a fight. There

:11:45. > :11:47.investigation after allegations were made by four students
:11:48. > :11:51.who were on work experience placements at the nursery
:11:52. > :11:54.in the latter half of 2015. During the course of the trial
:11:55. > :11:57.the jury heard these students, who had very little or no previous
:11:58. > :12:01.experience working in child care, had either misinterpreted
:12:02. > :12:05.or exaggerated what they had seen. It's not yet clear whether
:12:06. > :12:09.the nursery will reopen. The three women say they hope

:14:01. > :14:02.us to create a number of jobs which could far
:14:03. > :14:06.outgrow the number of spaces within Additionally, it'd be
:14:07. > :14:12.great to see people stop going down to Cardiff and more
:14:13. > :14:16.people going up to Tylorstown. But what about selling to places
:14:17. > :14:20.like Toulouse or Turin, Europe? The EU's looking to introduce one
:14:21. > :14:24.set of rules for digital products It is called the EU
:14:25. > :14:29.Digital Single Market. It hasn't happened yet
:14:30. > :14:32.and may not happen But David here, a former director
:14:33. > :14:37.for Digital Wales at the Welsh Government, who is now
:14:38. > :14:39.creating successful digital businesses, believes
:14:40. > :14:44.access to it is key. I think it's pretty crucial,
:14:45. > :14:47.I think we need to be part of it. If we are not, we've got to get
:14:48. > :14:52.on with exporting elsewhere. As I said, in many ways,
:14:53. > :14:58.for digital businesses, proximity is actually slightly less important
:14:59. > :15:01.than it is for some. The Economy Secretary also
:15:02. > :15:06.believes access is vital. If we don't have access
:15:07. > :15:10.to the digital single market, the single market for goods
:15:11. > :15:13.and services, then we do face huge challenges in terms
:15:14. > :15:15.of our competitiveness. But at IQE, where their
:15:16. > :15:18.semiconductors are used in close to every smartphone in the world,
:15:19. > :15:23.Brexit isn't a concern. They are aiming to attract more
:15:24. > :15:27.global businesses to create a Welsh semiconductor kingdom
:15:28. > :15:32.known as a cluster. I suspect Brexit will not
:15:33. > :15:36.have a strong impact on the cluster because compounds and
:15:37. > :15:40.conductor technologies are global so we could certainly start
:15:41. > :15:44.to build a cluster that would attract the size of,
:15:45. > :15:48.in the region of 5000 Will Wales become a small
:15:49. > :15:55.clever nation like this Those working in the digital
:15:56. > :16:02.and tech economies are convinced. Much like the endless
:16:03. > :16:04.possibilities for this device, the potential for Wales' digital
:16:05. > :16:12.future is almost limitless. S4C has called for major changes
:16:13. > :16:16.to its finances and its remit if it's to avoid becoming
:16:17. > :16:19.a second class service. The channel's chief executive
:16:20. > :16:21.has outlined his vision for the next ten years
:16:22. > :16:24.but says a radical shake-up is needed to ensure it can meet up
:16:25. > :16:27.with the changing demands He's been speaking to our arts
:16:28. > :16:31.and media correspondent Huw Thomas. The new face of S4C,
:16:32. > :16:35.online only as part of the channel's early efforts
:16:36. > :16:37.to reach new audiences. S4C wants to do more of this
:16:38. > :16:40.in future to ensure its content reaches everyone no matter
:16:41. > :16:45.where or how they watch. But the man in charge
:16:46. > :16:48.of the channel says it will need millions of pounds in
:16:49. > :16:51.new investment at a time when it is still dealing with years
:16:52. > :16:54.of cuts to its budget. We don't have a choice,
:16:55. > :16:57.we have to target those viewers on the platforms of their choice
:16:58. > :17:01.and the platforms they want to use. That costs and therefore we need
:17:02. > :17:05.sufficient finance to do that. If we can't, then S4C might
:17:06. > :17:10.turn into a second-class There is a warning that
:17:11. > :17:13.programmes will suffer There is only one place we can find
:17:14. > :17:19.that finance and that is to Now, I don't think that would be
:17:20. > :17:23.fair, it would mean cutting part of Most of S4C's budget
:17:24. > :17:29.comes from public funds. Around 75 million from the TV
:17:30. > :17:33.licence fee and almost It wants 6 million more to pay for
:17:34. > :17:40.the technology to reach every new digital device and an unspecified
:17:41. > :17:45.sum to spend on new programmes. Its future will be considered
:17:46. > :17:48.by an independent review later this year but securing more money seems
:17:49. > :17:52.far from certain. It could be a struggle
:17:53. > :17:54.to get the money. The government has laid down
:17:55. > :17:56.cuts over the years. One thing that is important
:17:57. > :17:59.is to get some sort of stability because there are a number
:18:00. > :18:02.of reports that we are expecting on S4C including the government's
:18:03. > :18:06.independent report on S4C which may come later this year and maybe
:18:07. > :18:09.at that point we will have an answer to the financial situation.
:18:10. > :18:11.Who knows? The vision S4C outlined
:18:12. > :18:18.today will be part of the evidence it submits
:18:19. > :18:21.to the independent review. The UK Government has struggled
:18:22. > :18:24.to find someone to chair the review which has delayed the start but S4C
:18:25. > :18:29.hopes the work will be completed by the autumn and at least
:18:30. > :18:33.some of the conclusions will support its own
:18:34. > :18:40.vision for the next ten years. It's been a dramatic start

:23:22. > :23:27.glad it isn't right at the top! It is getting people together, it
:23:28. > :23:34.getting people out. I am extremely concerned we are losing our
:23:35. > :23:39.creativity. It is lovely to see young people here. It is really fun.
