0:01:07 > 0:01:11Only 40% separated their food out for recycling.
0:01:11 > 0:01:15What we are trying to achieve here is we are trying to take out
0:01:15 > 0:01:187,000 tonnes of food waste.
0:01:18 > 0:01:19The county has improved its recycling rate,
0:01:19 > 0:01:24but to improve further, it is knocking on 74,000 doors.
0:01:24 > 0:01:28The message - to put leftover food into a plastic caddy like this,
0:01:28 > 0:01:31and it will be processed, turned into electricity, rather
0:01:31 > 0:01:33than simply buried in the ground.
0:01:33 > 0:01:37Stickers, leaflets and chats on the doorstep, all to let people
0:01:37 > 0:01:41know just what can be put in the food recycling.
0:01:41 > 0:01:45Overall, the recycling rate has increased from 56% last year
0:01:45 > 0:01:48to 60% in the year to March 2016.
0:01:48 > 0:01:51The figures include anything that does not go to landfill -
0:01:51 > 0:01:55bottles, plastic, food waste and even recycled furniture.
0:01:55 > 0:01:59Ceredigion has the highest recycle rate in Wales at 60%,
0:01:59 > 0:02:08but Blaenau Gwent's rate has fallen for a second year and is now 49%.
0:02:08 > 0:02:13-- 68% in Ceredigion.
0:02:13 > 0:02:15Blaneau Gwent's is the worst in Wales by some distance.
0:02:15 > 0:02:18This is what some people blame - large plastic boxes replacing
0:02:18 > 0:02:20the old recycling system in Blaenau Gwent.
0:02:20 > 0:02:22One local campaigner says, for those on small terraces
0:02:22 > 0:02:25or with steep steps on the sides of the valleys, it is acting
0:02:25 > 0:02:26as a disincentive to recycle.
0:02:26 > 0:02:28The boxes are too small for families.

0:02:29 > 0:02:32They did not put it into certain areas in Blaenau Gwent and see

0:04:38 > 0:04:42In 2012, Kancoat tried to revive the production line at Waunarlwydd,
0:04:42 > 0:04:46and received more than ?3 million from the Welsh Government in grants
0:04:46 > 0:04:51and loans, but it struggled and went bust in 2014.
0:04:51 > 0:04:54Last month, a report by the Wales Audit Office found that
0:04:54 > 0:04:58Kancoat had previously been turned down by the Welsh Government's
0:04:58 > 0:05:03investment bank, Finance Wales, who deemed it too risky.
0:05:03 > 0:05:05And the report also said the Welsh Government had continued
0:05:05 > 0:05:09to put money into Kancoat despite its own review
0:05:09 > 0:05:13describing the business plan as weak and inconsistent.
0:05:13 > 0:05:17We now know that decisions to back the firm were taken directly
0:05:17 > 0:05:21by the then Economy Minister Edwina Hart.
0:05:21 > 0:05:25If Kancoat had been based here in Edwina Hart's Gower constituency,
0:05:25 > 0:05:29she would not have been the person to take the decision to back it
0:05:29 > 0:05:33because the Government's code of conduct warns against conflicts
0:05:33 > 0:05:37between constituency matters and ministerial decisions.
0:05:37 > 0:05:41But Kancoat was actually based a short journey away
0:05:41 > 0:05:45in the neighbouring Swansea West constituency.
0:05:45 > 0:05:47It's around half a mile as the crow flies
0:05:47 > 0:05:49or about five minutes in the car.
0:05:49 > 0:05:54A former public standards watchdog has told BBC Wales that that close
0:05:54 > 0:05:58proximity meant Gower constituents could have benefited
0:05:58 > 0:06:00from the investment so there was a potential
0:06:00 > 0:06:02conflict of interest.
0:06:02 > 0:06:08It's important that ministers can stand above any decision,
0:06:08 > 0:06:14and not be conflicted by possibly having a political interest
0:06:14 > 0:06:19as an Assembly Member, plus the fact in these circumstances,
0:06:19 > 0:06:23as I understand it, the Minister concerned had very strong
0:06:23 > 0:06:26advice from civil servants that the application
0:06:26 > 0:06:30for public investment was not a strong one at all.
0:06:30 > 0:06:33We certainly need to find out, bearing in mind it's
0:06:33 > 0:06:35such a borderline case, whether she spoke to
0:06:35 > 0:06:37the First Minister about this.
0:06:37 > 0:06:40If she had exercised good judgment on that, she certainly
0:06:40 > 0:06:41would have done that, and the Welsh Conservatives
0:06:41 > 0:06:44are trying to find that out at the moment.
0:06:44 > 0:06:46The Welsh Government said this evening it would not be adding
0:06:46 > 0:06:49to its earlier statement, where it said Kancoat was not
0:06:49 > 0:06:52in the former Economy Minister's constituency and the decision
0:06:52 > 0:06:56she took was consistent with the Ministerial Code.
0:06:56 > 0:07:00We approached Edwina Hart for comment but she didn't respond.
0:07:01 > 0:07:03And tonight it's been confirmed that another company,
0:07:03 > 0:07:05which had been given more than ?1.4 million by
0:07:05 > 0:07:08the Welsh Government, has gone into administration.
0:07:08 > 0:07:11Around 50 people have lost jobs at OysterWorld,
0:07:11 > 0:07:14a computer games company based in Treforest, which had debts
