0:00:37 > 0:00:39seriously ill patients, are too full and

0:00:39 > 0:00:39seriously understaffed.

0:00:39 > 0:00:42That's according to a Welsh Government report that says

0:00:42 > 0:00:43front-line staff are experiencing stress and uncertainty.

0:00:43 > 0:00:45Tonight, it warns that Health Boards need to tackle

0:00:45 > 0:00:46the problems urgently.

0:00:46 > 0:00:57Here's our Health Correspondent, Owain Clarke.

0:00:57 > 0:01:00If you are gravely ill, have had a serious accident or big

0:01:00 > 0:01:02operation it is likely you will be cared for here.

0:01:02 > 0:01:09Critical care units treat 9.500 patients a year in Wales.

0:01:09 > 0:01:11But according to the Welsh Governmemt's own assessment they

0:01:11 > 0:01:13appear to be struggling to cope.

0:01:13 > 0:01:15In January last year, they were working beyond maximum

0:01:15 > 0:01:17capacity, treating more patients than they should have had room for,

0:01:17 > 0:01:19with 107% bed occupancy.

0:01:19 > 0:01:20According to guidelines, they shouldn't be more

0:01:20 > 0:01:28than 70% file.

0:01:28 > 0:01:30If intensive care is chock-a-block even emergency operations

0:01:30 > 0:01:31have to be postponed.

0:01:31 > 0:01:34The report highlights significant staff shortages with only half Welsh

0:01:34 > 0:01:35units have enough consultants.

0:01:35 > 0:01:45And just one in five is covered by junior staff.

0:01:45 > 0:01:48When we get overfill critical care beds and the units are struggling

0:01:48 > 0:01:51to deal with not only emergencies, but elective work, we find very

0:01:51 > 0:01:53major elective surgery gets deferred by days or weeks.

0:01:53 > 0:02:02This, obviously, is distressing for patients.

0:02:02 > 0:02:04Two thirds of all critical care patients, 4,000 in total

0:02:04 > 0:02:06spent too long last year, according to their broad,

0:02:06 > 0:02:08waiting to be discharged, often because hospital

0:02:08 > 0:02:13wards were full.

0:02:13 > 0:02:16That is a problem considering Wales has fewer critical care

0:02:16 > 0:02:18beds than almost all of the rest of Europe.

0:02:18 > 0:02:20Germany is way ahead, with almost 30 beds per 100,000 population.

0:02:20 > 0:02:22The Welsh NHS has just under six.

0:02:22 > 0:02:24Only Sweden and Portugal have fewer.

0:02:24 > 0:02:26But the report does say some excellent work is happening

0:02:26 > 0:02:28with survival rates increasing and hospital infection rates amongst

0:02:28 > 0:02:30seriously ill patients going down.

0:02:30 > 0:02:32Even so, the Welsh government says health boards must work together

0:02:32 > 0:02:39quickly to sort things out.

0:02:39 > 0:02:49Opposition parties are scathing.

0:02:49 > 0:02:54We know what we need.

0:02:54 > 0:02:55We need more doctors and nurses.

0:02:55 > 0:02:58We need a workforce plan in place that fulfils the needs of Welsh NHS

0:02:58 > 0:03:00now and into the future.

0:03:00 > 0:03:02Until this current government admits that there is a problem on that

0:03:02 > 0:03:08scale, as shown in this report, it is not going to be resolved.

0:03:08 > 0:03:10The picture is clear, the department in our hospitals

0:03:10 > 0:03:13responsible for caring for the most critically ill are themselves facing

0:03:13 > 0:03:18a critical amount of pressure.

0:03:18 > 0:03:21This Bank Holiday weekend the RNLI is putting extra teams

0:03:21 > 0:03:22along the Welsh coast.

0:03:22 > 0:03:24It follows a number of deaths across the UK, including three

0:03:24 > 0:03:26in Wales in the past month.

0:03:26 > 0:03:29And tonight the best friend of two men who drowned off Anglesey five

0:03:29 > 0:03:31years ago has urged people to be careful.

0:03:40 > 0:03:42are primed and ready for a busy bank holiday.

0:03:42 > 0:03:44Extra teams will be drafted in across Wales, the crews say

0:03:44 > 0:03:47they have been working hard throughout August, with most rescues

0:03:47 > 0:03:49involving inflatables blown off course, or people cut off

0:03:49 > 0:03:54by incoming tides.

0:03:54 > 0:04:03It's quite a chop out here, and if anyone is swimming,

0:04:03 > 0:04:06or has an inflatable, getting swept out to sea is quite immense.

0:04:06 > 0:04:09What we say as well is that people stay with the inflatables,

0:04:09 > 0:04:10don't jump out.

0:04:10 > 0:04:11That's very important.

0:04:11 > 0:04:13And the other message is, please, don't go

0:04:13 > 0:04:15in after other people.

0:04:15 > 0:04:17Today, fortunately, was just a training exercise.

0:04:30 > 0:04:33to sea was swept out to sea in Mwnt, off the Ceredigion coast.
