:00:43. > :00:49.Rhys-Jones operated the scam from the Spanish city of Barcelona.

:00:50. > :00:53.An illegal telemarketing operation was used to convince investors

:00:54. > :00:56.in the UK and Canada to buy the shares.

:00:57. > :01:00.Around 250 people lost money altogether with the amounts ranging

:01:11. > :01:14.Rhys-Jones was arrested in 2012, and in 2013 he was extradited

:03:25. > :03:27.the most serious offenders being It's about early intervention

:03:28. > :03:33.to ensure the majority of children never enter the justice system

:03:34. > :03:35.in the first place. But one MP believes the system can

:03:36. > :03:40.actually help rehabilitate children. If you put people through

:03:41. > :03:42.the criminal justice system then you have the ability to absolutely

:03:43. > :03:45.enforce support mechanisms. It's not about putting

:03:46. > :03:49.people into prison. Very few children under the age

:03:50. > :03:53.of 16 go into custody. It's very, very rare

:03:54. > :03:55.for that to happen. But what you are able to do is make

:03:56. > :03:59.sure absolutely that social services are involved

:04:00. > :04:02.and that there are methods to ensure that these

:04:03. > :04:07.children become aware that their actions

:04:08. > :04:11.have consequences. At the moment the UK Government has

:04:12. > :04:14.no plans to alter the age of criminal responsibility,

:04:15. > :04:17.and Wales has no power to do so. Proposals to devolve youth

:04:18. > :04:19.justice were made in 2014, but they weren't supported by

:04:20. > :04:22.the UK Government and didn't make it into the Wales Bill

:04:23. > :04:26.on further devolution, which is currently making

:04:27. > :04:30.its way through Parliament. Football, and Wrexham are up
