:00:52. > :00:54.in Somerset will take the most specialist workers away from Wales.
:00:55. > :00:57.The Prime Minister has given the ?18 billion Hinkley C
:00:58. > :01:01.Overlooking the Bristol channel, it's just 14 and a half miles away
:01:02. > :01:03.from Wales, with up to 26,000 jobs on offer.
:01:04. > :01:15.Here's our economics correspondent Sarah Dickins.
:01:16. > :01:22.Across the water, a different country, a different economy. The
:01:23. > :01:26.challenge for Wales is to grab the opportunities that lie with this ?18
:01:27. > :01:30.million investment. If Wales can win business building the UK's first
:01:31. > :01:33.nuclear power plant for 20 years, it could help the Welsh economy for the
:01:34. > :01:36.long-term. After more than one-year-old struggling, this is
:01:37. > :01:42.already good news for the steel sector in Wales. But this time the
:01:43. > :01:50.focuses not on Steel but instead here in Cardiff. It makes the steel
:01:51. > :01:56.used for reinforcing concrete and it makes it from scrap steel brought in
:01:57. > :02:01.by massive lorries. Already 200,000 tonnes of that reinforced, are
:02:02. > :02:05.cycled steel have been ordered for the Hinckley project. Steal from you
:02:06. > :02:09.will go to express reinforcements already involved in the crossrail
:02:10. > :02:13.project in London and will be supplying Hinkley C. Just one loss
:02:14. > :02:17.company already talking to those running the nuclear power project.
:02:18. > :02:20.-- Welsh company. We have been expecting this work for quite a
:02:21. > :02:28.while so have been gearing up. But I have to say that we do also have a
:02:29. > :02:30.skills gap of mammoth proportions. We lost 400,000 people in the
:02:31. > :02:35.construction industry and the last recession and they have not come
:02:36. > :02:39.back. Also, are training needs to be moved up quite a few gears, so we
:02:40. > :02:44.need lots of Welsh Government help to do that. On the ground, there is
:02:45. > :02:48.a real fear that the skills gap will only get better and that the most
:02:49. > :02:52.specialist workers will be tempted to work on Hinckley, pushing smaller
:02:53. > :02:56.firms to the bottom of the food chain. I believe we are going to
:02:57. > :03:01.struggle with subcontractors, particularly electricians, plumbers
:03:02. > :03:05.and bricklayers. Hinckley will be offering a higher salary than what
:03:06. > :03:11.will the paying, and we already have a shortage and Hinckley will be
:03:12. > :03:16.taking those people away from us, making it worse here.
:03:17. > :03:19.But today, the First Minister pledged ?16.5 million to developing
:03:20. > :03:23.skills across North Wales as they prepare for a new nuclear reactor.
:03:24. > :03:27.He is confident we can seize the opportunities from this project. We
:03:28. > :03:31.know that we have the businesses of wealth that can offer jobs to people
:03:32. > :03:35.with the right skills. So we are not looking at a brain drain, I do not
:03:36. > :03:39.believe. We are looking at an opportunity for businesses in Wales
:03:40. > :03:44.to access suppliers and contractors, potentially, for Hinckley, which is
:03:45. > :03:47.something we want to explore. What is under liable is that this will
:03:48. > :03:53.have a clear impact on the economy of South Wales any number of ways.
:03:54. > :03:57.-- what is undeniable. Experts working on Hinkley Goodwin was firms
:03:58. > :03:59.win projects and left the whole of the Welsh economy.
:04:00. > :04:01.A 61-year-old man has been seriously injured and another man arrested

:04:43. > :04:45.sexual abuse of two boys has heard one of them describe
:04:46. > :04:51.Gordon Anglesea denies three charges of indecent assault and another
:04:52. > :04:55.The jury at Mold Crown Court heard a police interview
:04:56. > :05:08.Gordon Anglesey was a former superintendent with North Wales
:05:09. > :05:11.Police. Now aged 78, he was a police inspector in the 1980s, based in
:05:12. > :05:16.Wrexham. The prosecution say that during that time he abused two
:05:17. > :05:19.teenagers. One of them, knowing his 40s, was interviewed by police and
:05:20. > :05:24.the video was played in court. He was a resident of a children's home.
:05:25. > :05:28.The head of the organisation was John Allen, jailed in 2014 for
:05:29. > :05:31.historic sexual abuse. The witness claims he was taken by John Allen to
:05:32. > :05:41.different locations to be abused by others over a period of months. "I
:05:42. > :05:43.Got used as a toy." The witness said he was taken to a property here in
:05:44. > :05:46.Flint, where he was indecently assaulted by a man. He said he did
:05:47. > :05:49.not know his name but he had a birthmark on his face and glasses,
:05:50. > :05:53.and was a nasty, horrible piece of work. "I Think he was something to
:05:54. > :05:58.do with the police." That, the prosecution say, was Gordon
:05:59. > :06:01.Anglesey. Those squad then the man said he had threatened him, saying
:06:02. > :06:04.he was send him far away and he would never see his family again. As
:06:05. > :06:07.so he knew the man was something to do with police, he said he heard it
:06:08. > :06:11.mentioned, but did not know nearby. The trial will resume on Monday,
:06:12. > :06:15.with the witness facing cross-examination by the defence.

:08:50. > :08:56.from specialist companies are offering to lend you money with your
:08:57. > :08:59.car as a collateral. There are whole host of companies offering to give
:09:00. > :09:02.you cash against the value of your car. But they are only intended as
:09:03. > :09:06.short term loans, with punitive rates of interest. No, some
:09:07. > :09:11.unscrupulous motorists have been taking the cash, selling the car on
:09:12. > :09:14.without settling the debt, having devastating consequences for the new
:09:15. > :09:19.owner. Ill and needed a cheap car to take her autistic son to college but
:09:20. > :09:23.the Goal she bought at ?1200 as cost to adhere. The man she bought it
:09:24. > :09:27.from had borrowed 500 pounds against it but had not made repayments
:09:28. > :09:31.before sending it on. I bought the car engine and received a letter
:09:32. > :09:36.saying they were coming to get the car because it had a lawn on it. And
:09:37. > :09:40.I contacted them then that I did not have a lawn on the car and they went
:09:41. > :09:45.on for weeks and weeks and weeks. They came to the door then, another
:09:46. > :09:49.one, wanting the car. So I pulled the wheels off and put it on the
:09:50. > :09:52.drive. Now it is sitting there and I cannot do anything with it because
:09:53. > :09:57.they will come and get it and I have had to practice this one now. Look
:09:58. > :10:03.at it! I can't do nothing with it. -- I have had to buy this limit.
:10:04. > :10:09.Ross McEwan has had to borrow from family for an alternative car and is
:10:10. > :10:12.now in debtors. Citizens advice say that a lot of people had been caught
:10:13. > :10:14.out and new legislation is needed. We will change the law so that
:10:15. > :10:19.people in her position will be the owners of the vehicle and fully
:10:20. > :10:24.protected and the lender cannot come and repossess the vehicle any more.
:10:25. > :10:30.What the lender will have to do is proceed, see the borrower. Helen's
:10:31. > :10:33.battle with the finance company has lasted more than a year and is
:10:34. > :10:37.taking its toll on her health. I could not sleep for months and
:10:38. > :10:41.months. And still now I hear somebody with a lorry and I think
:10:42. > :10:48.they are going to put it up and take it. They are not having it! So,
:10:49. > :10:54.hopefully the global change and the man who sold me the car can be
:10:55. > :10:57.prosecuted for selling it to me. If the government accept the
:10:58. > :10:59.recommendation, the new law will be on the statutes sometime next year.
