0:00:40 > 0:00:41teeth-whitening products at the Royal Welsh Show

0:00:41 > 0:00:44in Llanelwedd and across the UK are starting a prison sentence tonight.

0:00:44 > 0:00:46The judge described the venture, run by John Hargreaves

0:00:46 > 0:00:48and his son Matthew, as "a sophisticated well

0:00:48 > 0:00:50organised operation, which risked the health

0:00:50 > 0:00:51of the general public".

0:01:01 > 0:01:03The moment trading standards raided the Hargreaves luxury home

0:01:03 > 0:01:04in Cheshire two years ago.

0:01:04 > 0:01:06Today, 69-year-old John Hargreaves, along with his 44-year-old son,

0:01:06 > 0:01:08Matthew, were sentenced for selling teeth whitening with 110

0:01:08 > 0:01:10times the legal limit of hydrogen peroxide,

0:01:10 > 0:01:20making, the court heard, ?3.4 million from the venture.

0:01:23 > 0:01:26It all started to come undone here at the Royal Welsh Show

0:01:26 > 0:01:28when the Hargreaves started selling their teeth whitening

0:01:28 > 0:01:32products from a stand.

0:01:32 > 0:01:34But Trading Standards were suspicious of the teeth whitening

0:01:34 > 0:01:36stall inside the Royal Welsh Showground.

0:01:36 > 0:01:39So they posed as customers and bought some of the goods.

0:01:39 > 0:01:41They were then tested and they were shocked the results.

0:01:41 > 0:01:47The stall was raided and the goods seized.

0:01:47 > 0:01:49Our investigation demonstrated that they were active at 150 sites

0:01:49 > 0:01:51throughout the whole UK, and were trading for

0:01:51 > 0:01:57at least eight years.

0:01:57 > 0:01:59Ruth Clements from Dorset wanted whiter teeth, so bought one

0:01:59 > 0:02:02of the home whitening kits from the stall at the show.

0:02:02 > 0:02:03It cost her ?30.

0:02:03 > 0:02:05She told the BBC's Fake Britain how she took it home.

0:02:05 > 0:02:08But after putting it in her mouth, she had to take it out

0:02:08 > 0:02:12almost straightaway.

0:02:12 > 0:02:16My gums started to burn after a very short time and a tingling sensation.

0:02:16 > 0:02:17Most comfortable and very soon became painful.

0:02:17 > 0:02:21Tooth whitening is a very popular, modern way of lightening teeth,

0:02:21 > 0:02:27that is used extensively in the UK.

0:02:27 > 0:02:29Professor Alan Gilmour is a consultant in restorative

0:02:29 > 0:02:30dentistry in Cardiff.

0:02:30 > 0:02:32He recognises that whitening is becoming more and more popular

0:02:32 > 0:02:38but has raised concerns about how it is done.

0:02:38 > 0:02:39The major issues relate to safety.

0:02:39 > 0:02:42Safety is paramount and the materials that are used need

0:02:42 > 0:02:44to be able to cause minimal harm, no harm, but actually

0:02:44 > 0:02:45affect whitening.

0:02:45 > 0:02:47Unfortunately, some materials, if they are the wrong concentration

0:02:47 > 0:02:49or the wrong material themselves, can cause sensitivity,

0:02:49 > 0:02:52sometimes extreme, and can cause gums to be burnt around

0:02:52 > 0:02:57the teeth as well.

0:02:57 > 0:03:00The judge said on sentencing that this was a sophisticated,

0:03:00 > 0:03:01well-organised family operation which was thoroughly

0:03:01 > 0:03:03dishonest, risking the health of the general public

0:03:03 > 0:03:04for a highly lucrative business.

0:03:04 > 0:03:06He sentenced Jonathan and Matthew Hargreaves to 18

0:03:06 > 0:03:08months in prison on each, while Jean Hargreaves received

0:03:08 > 0:03:18a six-month suspended sentence.

0:03:21 > 0:03:23An Iranian man, living in Cardiff, has been jailed for 38 months

0:03:23 > 0:03:25for illegally helping asylum seekers into the country

0:03:25 > 0:03:26and money laundering.

0:03:26 > 0:03:29It's the first case of its kind dealt with by the Regional

0:03:29 > 0:03:30Organised Crime Unit here.

0:03:30 > 0:03:32Cardiff Crown Court heard that 32-year-old Mostafa Rabeih Lalehka

0:03:32 > 0:03:35helped four Iranian women and twochildren enter the UK,

0:03:35 > 0:03:37in what was described as a carefully organised enterprise,

0:03:37 > 0:03:47where people were exploited for substantial gain.

0:03:48 > 0:03:51If we are serious on addressing this problem, I think we need to continue

0:03:51 > 0:03:54to develop whatever information is available, look for information,

0:03:54 > 0:03:57to get us to a point where we can identify these people and stamp this

0:03:57 > 0:03:58form of criminality out totally.

0:06:33 > 0:06:37I just think that they want people to stop and give them a thought.

0:06:41 > 0:06:43Contractually, the issue is with Monmouthshire Council

0:06:43 > 0:06:45but as Abergavenny Food Festival, we promise them that we will sit

0:06:45 > 0:06:50down and talk with them and try to work these issues out.

0:06:50 > 0:06:53Rob received a token amount in compensation last year for lost

0:06:53 > 0:06:55trade but no sign of that this year.

0:06:55 > 0:06:57I asked Monmouthshire Council if they had spoken to some

0:06:57 > 0:06:59of the traders hear about their concerns,

0:06:59 > 0:07:01about perhaps offering some kind of compensation for them

0:07:01 > 0:07:02losing their pitch this weekend.

0:07:02 > 0:07:05I also asked if the council had received money from the food

0:07:05 > 0:07:07Festival this year as rent for this building.

0:07:07 > 0:07:09But I was told there was no one available for interview

0:07:09 > 0:07:11and the council had no information to add.

0:07:11 > 0:07:13Stalls built and ready for 30,000 visitors, millions

0:07:13 > 0:07:14of pounds of spending power.

0:07:14 > 0:07:22Some local businesses hoping for something slightly different
