:01:57. > :02:04.There will be a new fund which the Welsh government

:02:05. > :02:06.says will provide access to new and innovative treatments,

:02:07. > :02:09.and the value of assets elderly people can keep when entering

:02:10. > :02:14.residential care will more than double, to ?50,000.

:02:15. > :02:17.This programme for government gives us what we need to tackle the major

:02:18. > :02:19.challenges that lie ahead, and to make tangible

:02:20. > :02:22.difference to people's lives that they want to see.

:02:23. > :02:25.It enables us to approach the next five years with confidence,

:02:26. > :02:29.We've set the ambition, and we have set out what we will do

:02:30. > :02:32.to achieve it was up and now, we will get on and deliver.

:02:33. > :02:42.The main opposition, Plaid Cymru, has been involved

:02:43. > :02:45.in setting some of these priorities, as part of a deal with Labour,

:02:46. > :02:49.We were led to believe that you were unveiling a five-year plan

:02:50. > :02:52.to take Wales forwards today, and as such I had hoped to learn

:02:53. > :02:54.in greater detail how exactly your government

:02:55. > :02:59.However, as was the case with your previous programmes

:03:00. > :03:01.for government, we are offered an exhaustive list of objectives

:03:02. > :03:03.and priorities, but very little by way of detail,

:03:04. > :03:16.Also on that list is the M4 relief road, at Newport.

:03:17. > :03:19.Although the controversial decision on the exact route will be made

:03:20. > :03:25.Also there is the metro, bus and rail project

:03:26. > :03:30.but the Conservatives and Ukip both latched onto what they felt

:03:31. > :03:33.was a lack of detail in the programme.

:03:34. > :03:36.It is somewhat disheartening to see that the collective intellectual

:03:37. > :03:38.might of Plaid Cymru, the Welsh Labour Party

:03:39. > :03:40.and the Liberals have come up with a document

:03:41. > :03:43.that runs to 15 pages, and that includes the front cover,

:03:44. > :03:46.15 pages for five years' worth of government.

:03:47. > :03:51.15 pages for five years' worth of government.

:03:52. > :03:53.I'm sorry to see from the foreword to this document

:03:54. > :03:57.that the First Minister is still the miserablest

:03:58. > :03:59.about Brexit, because he's still talking about every objective

:04:00. > :04:02.analysis of the potential impact of Brexit, saying,

:04:03. > :04:04.we should be prepared for a shrinking economy.

:04:05. > :04:07.Nothing could be further from the truth.

:04:08. > :04:11.All the economic figures that have been released since the summer

:04:12. > :04:17.In the background, of course, to all of this, is Brexit.

:04:18. > :04:20.Now, ministers are saying it has created a degree of financial

:04:21. > :04:23.uncertainty which means that big cuts will have to be made in other

:04:24. > :04:28.programmes in order to fund some of the more expensive items,

:04:29. > :04:33.We won't know exactly which until the budget is published

:04:34. > :04:41.Warm words are all well and good but one thing that hasn't changed

:04:42. > :04:44.over the years is that governments of all descriptions are not judged

:04:45. > :04:51.on the plans were but whether they are delivered.

:04:52. > :04:53.More than 30 firefighters are tackling a large blaze

:06:25. > :06:27.It has, the challenger admits, been a long and bruising contest,

:06:28. > :06:30.one that he launched in his constituency back in July.

:06:31. > :06:32.Owen Smith may since have won over MPs who lost

:06:33. > :06:41.confidence in Jeremy Corbyn, but getting the support of rank

:06:42. > :06:44.and file party members has been more of a challenge.

:06:45. > :06:47.So, there's 24 hours to go, I'm still going to be fighting up

:06:48. > :06:53.right up to the last minute for every single vote, I still think

:06:54. > :06:55.we've got an opportunity to save the Labour Party,

:06:56. > :07:00.Owen Smith says he would be just as radical as Jeremy Corbyn,

:07:01. > :07:02.but he's better placed to unite Labour and to win elections.

:07:03. > :07:05.But here at Westminster, the signs are that MPs are preparing

:07:06. > :07:12.The former Shadow Welsh Secretary Nia Griffith is among senior MPs

:07:13. > :07:20.expected to return to the front line if Jeremy Corbyn wins.

:07:21. > :07:26.Owen Smith, though, wouldn't be among them.

:07:27. > :07:29.I'm not going to sit in the Shadow Cabinet with Jeremy,

:07:30. > :07:33.But I'll sit on the backbenches, I'll continue to make these

:07:34. > :07:35.arguments, I'm not going anywhere of absolutely determined

:07:36. > :07:37.that the Labour Party needs to have people fighting to unite

:07:38. > :07:39.the party, but crucially people who are determined

:07:40. > :07:43.Polls close at noon tomorrow, with the result due to be

:07:44. > :07:48.Fire fighters have been tackling a blaze of around six thousand

:07:49. > :07:51.tonnes of woodchip at a recycling plant in Coity near Bridgend.

:07:52. > :07:58.It's the third fire at a site owned by South Wales Wood Recycling

:07:59. > :08:05.The company says - in light of the suspicious

:08:06. > :08:07.circumstances around the fire, it's withdrawing an application

:08:08. > :08:15.The smoke could be seen billowing for miles,

:08:16. > :08:17.Bloody ridiculous! Is it?

:08:18. > :08:23.The smoke was billowing from the north last night,

:08:24. > :08:25.and for many nearby it meant staying indoors, trying to escape

:08:26. > :08:28.It's really choking, it's like, you know,

:08:29. > :08:30.plastic, when plastic is burning, you know?

:08:31. > :08:35.We had to close all the windows, for a start.

:08:36. > :08:38.You know, I mean, my husband got a fan out, but that didn't seem

:08:39. > :08:45.It was seeping through everything obviously, it was coming

:08:46. > :08:53.The water bowsers have been ferrying water back and forth to the site

:08:54. > :08:57.They hold around 9000 litres each, but it's proved a tough job

:08:58. > :09:02.It's a well-developed fire, and its deep-seated,

:09:03. > :09:05.so using heavy machinery to pull the wood shipped out of the fire,

:09:06. > :09:08.and for us to damp down, to make the area safer.

:09:09. > :09:11.There's a lot of heat coming from the fire,

:09:12. > :09:13.and obviously there's the smoke coming out from afar,

:09:14. > :09:16.so it's arduous working conditions for the crews,

:09:17. > :09:19.but we are rotating crews every three to four hours.

:09:20. > :09:22.At the end of last year, a similar fire at the wood recycling

:09:23. > :09:24.centre at Alexandra docks in Newport Road over the whole

:09:25. > :09:27.month, and in March it was the old power station

:09:28. > :09:30.in Maesteg that was affected, when 2,000 tonnes of wood

:09:31. > :09:37.Firefighters have been working around the clock to try and get

:09:38. > :09:40.the blaze under control, but it may be a few days yet before

:09:41. > :09:44.And with fires previously at the company's to other sites

:09:45. > :09:47.in Newport and Maesteg, local residents are increasingly

:09:48. > :09:50.concerned about plans for yet another plant a few miles

:09:51. > :09:57.Those plans have been put on hold this afternoon, with news from south

:09:58. > :10:00.Wales would recycling Limited that in light of the suspicious

:10:01. > :10:03.circumstances surrounding the fire, they've decided to withdraw

:10:04. > :10:08.their planning application for the safety of their employees.

:10:09. > :10:11.Local councillor Geoff Tillsley, who's chaired meetings with hundreds

:10:12. > :10:15.of concerned local residents recently says any further

:10:16. > :10:19.developments of such sites will come up against opposition.

:10:20. > :10:25.These people are wanting a 365 day a year operation.

:10:26. > :10:31.Heavy goods, bringing things and taking items away at night,

:10:32. > :10:34.and the wood chip going on in the daytime.

:10:35. > :10:38.The local residents are concerned on three grounds.

:10:39. > :10:48.So, the end of one application, but the company has said it hopes

:10:49. > :10:51.the community will work with it to deliver renewable Welsh power

:10:52. > :10:54.to benefit local areas and businesses.

:10:55. > :10:57.Back in Coity, it may be some time before we know

:10:58. > :11:08.The Anglesey-based artist Wilf Roberts,

:11:09. > :11:09.famous for his landscapes of the island,-

:11:10. > :11:14.After teaching art in London, he returned to North Wales

:11:15. > :11:15.in the 1970s, working in local government,

:11:16. > :11:18.before retiring in 1996 to devote his life to painting.
