:00:50. > :00:53.Now the UK Government is under fire from the European Court of Justice
:00:54. > :00:56.for its failure to curb those emissions, which experts say
:00:57. > :01:00.can cause serious health and environmental problems.
:01:01. > :01:02.Our business correspondent, Brian Meechan,
:01:03. > :01:08.For 18 months, teams of contractors have been creating
:01:09. > :01:14.It was a massive construction project designed to use Welsh coal.
:01:15. > :01:19.It finally began operating in 1971 and now generates enough electricity
:01:20. > :01:22.to meet the needs of three million households.
:01:23. > :01:27.The coal used at the site has largely come from opencast mines
:01:28. > :01:30.in Wales and it is harder to burn than alternatives.
:01:31. > :01:31.That was the reason the UK government argued
:01:32. > :01:33.that it was a special case and was allowed
:01:34. > :01:37.more than double the emissions levels of nitrogen oxide
:01:38. > :01:40.than the EU would normally legally permit.
:01:41. > :01:44.Soot, or carbon black - that's produced once you burn coal.
:01:45. > :01:47.Dr Kelly Berube, from Cardiff University,
:01:48. > :01:50.is an expert on the effects of pollution and said the emissions
:01:51. > :01:53.from Aberthaw can cause serious health problems.
:01:54. > :01:56.The emissions coming out from Aberthaw consist of particulate
:01:57. > :01:59.matter and various gases and, in combination,
:02:00. > :02:03.they cause inflammation of the lungs.
:02:04. > :02:06.If you are a healthy person, they can cause reduced
:02:07. > :02:08.lung function, so you'd have trouble breathing.
:02:09. > :02:11.In the long term, if they have chronic exposure to high levels,
:02:12. > :02:15.people that don't have diseases could develop a variety of diseases.
:02:16. > :02:19.They court rejected the idea that Aberthaw was a special case,
:02:20. > :02:22.saying the UK government cannot use its importance to the local
:02:23. > :02:27.economy as a justification for not enforcing emissions limits.
:02:28. > :02:30.Ministers must also pay the costs of the case.
:02:31. > :02:33.Its operator, RWE, says it's disappointed by the ruling,
:02:34. > :02:38.adding that environmental protection is a priority for the company.
:02:39. > :02:40.It says it will work with the UK and Welsh government
:02:41. > :02:43.and Natural Resources Wales to accommodate the changes
:02:44. > :02:47.to the way the station is regulated as a result of the ruling.
:02:48. > :02:52.Owners RWE has already said that, from April next year,
:02:53. > :02:55.it will only produce electricity during peak periods,
:02:56. > :03:01.and the UK government has made it clear that it wants to see
:03:02. > :03:05.all coal-fired power stations closed by 2025.
:03:06. > :03:08.The Blue Anchor pub has been selling beer to customers
:03:09. > :03:11.in nearby East Aberthaw since the 14th century.
:03:12. > :03:14.One local councillor told me that the power station
:03:15. > :03:18.We don't have an awful lot of employment opportunities out
:03:19. > :03:26.so, yes, of course I'm concerned about the loss of jobs.
:03:27. > :03:28.The company says that new technology at Aberthaw
:03:29. > :03:34.The It will also be using less coal from opencast Welsh mines,
:03:35. > :03:36.so other businesses and suppliers will be affected.
:03:37. > :03:42.Environmental campaigners are welcoming court's verdict.
:03:43. > :03:44.There's a real importance for clarity of government
:03:45. > :03:46.policy on the future for coal stations in the UK.
:03:47. > :03:50.This is a one-off ruling affecting Aberthaw
:03:51. > :03:51.and possibly other European stations.
:03:52. > :03:53.Now we need to establish the coal phase-out
:03:54. > :03:58.Natural Resources Wales will now be expected to implement
:03:59. > :04:03.If the European Commission is not satisfied with the progress
:04:04. > :04:06.being made at the plant, it could result in fines being added
:04:07. > :04:11.Footage has emerged which appears to show
:04:12. > :04:14.the former Secretary of State for Wales, Ron Davies,
:04:15. > :04:19.helping to block an unofficial bike trail on Caerphilly mountain.
:04:20. > :04:21.Mr Davies denies intending to hurt anyone
:04:22. > :04:23.by placing rocks and logs over the trails,
:04:24. > :04:30.in a row over the way mountain bikers are using the area.
:04:31. > :04:32.Natural Resources Wales, which owns the land,
:04:33. > :04:34.has encouraged both sides to meet to resolve the issue.
:04:35. > :04:41.Fast, exhilarating and, for many, on their doorstep.
:04:42. > :04:45.Official bike tracks like this are great for some,
:04:46. > :04:50.others like to go somewhat off-piste here on Caerphilly Mountain.
:04:51. > :04:52.Turn off an established walking and cycling trail
:04:53. > :04:59.It's not against the rules unless you cause damage
:05:00. > :05:02.Natural Resources Wales, who own the land,
:05:03. > :05:03.recently removed some dangerous jumps
:05:04. > :05:08.and blocked off other routes like this.
:05:09. > :05:10.So, this is one of the lines that had
:05:11. > :05:13.some features in that were deemed to be unsafe.
:05:14. > :05:16.Some bikers have agreed not to ride them again,
:05:17. > :05:21.But they say they're now finding rocks and logs
:05:22. > :05:31.Ones that were not placed there by the landowner.
:05:32. > :05:33.If you hit something like that when you're going
:05:34. > :05:36.at any speed at all, you'll go over the front of your bike.
:05:37. > :05:38.That could cause a number of injuries,
:05:39. > :05:39.you could break your collarbone from landing,
:05:40. > :05:42.you could hit one of the trees in the woods.
:05:43. > :05:43.These objects are being placed there,
:05:44. > :05:45.and they seem to be getting bigger and bigger.
:05:46. > :05:48.Maybe some people don't agree with the way that we use
:05:49. > :05:50.the woods but I think when you're putting
:05:51. > :05:52.other people in danger, that's a problem for us.
:05:53. > :05:54.Natural Resources Wales put up signs when they closed
:05:55. > :05:56.some of these trials, asking bikers to stop using them
:05:57. > :06:00.The signs were torn down and defaced.
:06:01. > :06:03.Some claim they've also been abused and intimidated by groups
:06:04. > :06:09.This footage appears to show two men using logs and rocks

:08:11. > :08:12.of offences that Gordon Anglesea is accused of committing against
:08:13. > :08:20.They date back to 1982 and 1983, when the former
:08:21. > :08:22.police superintendent ran an attendance centre
:08:23. > :08:29.Much of that evidence came in the form of a video interview
:08:30. > :08:31.the alleged victim gave to investigators.
:08:32. > :08:34.In it, he claimed he had been sexually assaulted in the changing
:08:35. > :08:41.The attendance centre was at St Joseph' School in Wrexham.
:08:42. > :08:44.It has changed considerably in the past 30 years but, there,
:08:45. > :08:49.the witness claimed, Gordon Anglesea exercised this power.
:08:50. > :08:53.Then the jury heard from the man giving live evidence in court.
:08:54. > :08:57.Although guaranteed anonymity, he asked for screens to be removed
:08:58. > :09:00.because he said he wanted to see his alleged abuser,
:09:01. > :09:06.Under cross-examination from Tania Griffiths QC,
:09:07. > :09:07.for the defence, the witness was pressed
:09:08. > :09:11.about his criminal record and his mental state -
:09:12. > :09:14.he had spent time in psychiatric institutions -
:09:15. > :09:17.and then his drink and drugs problem.
:09:18. > :09:28.The witness said he did not want compensation.
:09:29. > :09:35.He said he wanted people to see and to come forward.
:09:36. > :09:37.He then pointed to Gordon Anglesea and said this,
:09:38. > :09:40."He has wrecked people's lives, and he ought to pay for it."
