:01:10. > :01:12.After a two and a half year review, Professor Ian Diamond
:01:13. > :01:16.presented his findings to the Education Secretary.
:01:17. > :01:19.He wants to see an end to the current system,
:01:20. > :01:22.under which the Welsh government pays around ?5,000 a year
:01:23. > :01:30.towards Welsh students University course fees.
:01:31. > :01:35.He wants a new maintenance grant established instead.
:01:36. > :01:45.What we have done is find a new system, a system that enables
:01:46. > :01:47.a maintenance grant for the great majority of students,
:01:48. > :01:50.so they have money in their pocket while they are students.
:01:51. > :01:53.The fees are paid back when they get the benefit from higher education
:01:54. > :01:57.The new living costs grant would mean every student would get
:01:58. > :02:02.It could be as much as a ?9,100, depending on their household income.
:02:03. > :02:09.The report says the average Welsh student would get around ?7,000.
:02:10. > :02:14.19-year-old Leo Williams from Cardigan is in the second year
:02:15. > :02:16.of her politics and International relations course at
:02:17. > :02:27.She had received a tuition fee grant and taken out a loan.
:02:28. > :02:31.With more than ?1000 a term to pay in rent, to make ends meet,
:02:32. > :02:41.She has estimated leaving with student debts of ?20,000.
:02:42. > :02:44.Leah says she had to look carefully at the finances before deciding
:02:45. > :02:51.Is my course worth it but well I have a job?
:02:52. > :02:55.If I wasn't 100% sure I wanted to study politics, I don't think
:02:56. > :02:58.I would have gone to university, just in case the course was not
:02:59. > :03:00.for me and I would still have that much debt.
:03:01. > :03:02.Student representatives and university bosses
:03:03. > :03:04.were on Professor Diamond's panel, and they are satisfied their main
:03:05. > :03:06.concerns about the current system have been addressed.
:03:07. > :03:10.In an ideal world, we wouldn't see any students leaving
:03:11. > :03:14.However, in our current economic climate, we do celebrate that
:03:15. > :03:25.Diamond has targeted support at those who needed
:03:26. > :03:28.-- need it the most because we've feel that widening access
:03:29. > :03:31.should be a core mission for Welsh higher education.
:03:32. > :03:32.There have been concerns about affordability
:03:33. > :03:39.Although getting rid of the grant towards tuition fees
:03:40. > :03:41.would save ?100 million, under Professor Diamond's plan that
:03:42. > :03:43.money would come back into higher education,
:03:44. > :03:45.including more help for postgraduate and part-time students.
:03:46. > :03:47.Overall, he says, his plan would cost the same.
:03:48. > :03:55.This afternoon the Education Secretary outlined the response.
:03:56. > :03:58.She accepts the principles and there will be a closer look
:03:59. > :04:01.What's really important to me is that, indeed,
:04:02. > :04:03.we do have an affordable system going forward.
:04:04. > :04:05.We don't want to have to grip up the system
:04:06. > :04:15.One of the things I am testing very carefully is our detailed
:04:16. > :04:17.response is affordable, is sustainable in the longer term.
:04:18. > :04:19.Any changes won't be introduced for at least two years,
:04:20. > :04:27.But today's port looks set to establish a new deal for students.
:04:28. > :04:30.The Welsh NHS needs to tackle a number of "shortfalls"
:04:31. > :04:36.in the care provided for sick and premature new-born babies.
:04:37. > :04:39.That's according to the organisation representing children's doctors
:04:40. > :04:41.in its annual audit of neonatal care across Britain.
:04:42. > :04:46.Doctors here say - Wales needs more specialist staff.
:04:47. > :04:50.We haven't got enough people who can do the assessment and we don't have
:04:51. > :04:57.It needs more investment in both personnel and training,
:04:58. > :05:01.and also proper clinic space, so these assessments can happen.
:05:02. > :05:05.That's where we have lagged behind the rest of the country.
:05:06. > :05:09.The Welsh Government says steady improvements are being made,
:05:10. > :05:12.but all neonatal units will need to consider the report's findings
:05:13. > :05:16.and develop action plans to address any shortfalls.

:05:51. > :06:02.His childhood was shaped by his father's heavy drinking.
:06:03. > :06:13.Sometimes I would try and keep the peace and stuff like that
:06:14. > :06:16.and try and make sure nobody wanted to argue.
:06:17. > :06:27.It could be quite fiery an environment to live in.
:06:28. > :06:30.With the advent of 24-hour drinking and cut-price booze in shops
:06:31. > :06:34.and supermarkets, getting hold of alcohol has never been easier.
:06:35. > :06:37.But today's report shows it is becoming a problem
:06:38. > :06:42.for more and more of us and in different ways.
:06:43. > :06:44.We have a higher level of alcohol consumption,
:06:45. > :06:47.especially binge drinking, than any other comparable countries.
:06:48. > :06:50.There are some big issues here which means we see a lot
:06:51. > :06:53.of people go to hospital every year and we see about 1500 deaths
:06:54. > :06:58.every year as a result of alcohol consumption.
:06:59. > :07:00.According to the report, 60% of adults in Wales have
:07:01. > :07:05.suffered in the last year because of somebody else's drinking.
:07:06. > :07:09.The report found that 18% said they had felt physically threatened
:07:10. > :07:12.by someone who had been drinking and 11% said the property had been
:07:13. > :07:19.5% said they had suffered physical violence at the hands
:07:20. > :07:27.You have seen some are being hit with a bottle?
:07:28. > :07:43.On a night out all the time you get people fighting.
:07:44. > :07:48.Charities trying to change attitudes to alcohol say it is time to take
:07:49. > :07:50.a long, hard look at our drinking culture.
:07:51. > :07:52.This report raises interesting questions about what sort
:07:53. > :07:55.of drinking society we want, what sort of night out we want.
:07:56. > :07:57.There are quite extreme examples of violence but what most of us
:07:58. > :08:01.experience is that low-level unpleasant behaviour,
:08:02. > :08:04.which means that a lot of people say they do not want to go out
:08:05. > :08:07.in the town centre at night because they consider to be
:08:08. > :08:11.Many of us jointing is used as a way to celebrate, commiserate,
:08:12. > :08:13.or simply unwind at the end of a hard day.
:08:14. > :08:16.But this report shows the impact of drinking on others
:08:17. > :08:23.The Welsh Labour Party is to get more say over its own affairs
:08:24. > :08:27.The plans were approved by Labour's conference in Liverpool -

:08:30. > :08:34.Meanwhile, a Welsh delegate at the Labour conference has been
:08:35. > :08:47.booed after questioning Jeremy Corbyn's appeal as leader.

:09:32. > :09:34.Cynon Valley also ranks highly in the deprivation index
:09:35. > :09:38.with unemployment higher than the Welsh average
:09:39. > :09:42.but with lower than average pay for those who are in work.
:09:43. > :09:45.Now a new party has been set up to represent those who feel
:09:46. > :09:50.that they have been sidelined by mainstream politics.
:09:51. > :09:58.Businessmen Andrew Chainey and Julian Marsh felt political
:09:59. > :10:02.parties were not representing them well enough at a local level
:10:03. > :10:09.The main issues affecting people here are local schooling,
:10:10. > :10:14.bins on the street, the litter, but it is also how local politicians
:10:15. > :10:20.also do not really represent the people.
:10:21. > :10:28.We want to set a precedent so other areas can copy what we are doing.
:10:29. > :10:32.It is time for change in the political system.
:10:33. > :10:35.The party is looking for 23 candidates across Cynon Valley

:10:39. > :10:48.Probably at some time in the future I can see it being a force for good.
