0:05:20 > 0:05:23The 65-year-old grandmother died from a cut throat in February

0:05:23 > 0:05:26and was discovered a few days later in her Cardiff Bay flat.

0:05:26 > 0:05:29Kris Wade admitted the murder and last week the judge

0:05:29 > 0:05:33at Cardiff Crown Court said he'd targeted Mrs James because

0:05:33 > 0:05:35of his sexual desire. Now it's emerged he'd already been

0:05:35 > 0:05:39investigated for a series of alleged sexual assaults.

0:05:39 > 0:05:42Those incidents were when Kris Wade was employed as a health care

0:05:42 > 0:05:44support worker at this special centre in the Ely

0:05:44 > 0:05:47district of Cardiff.

0:05:47 > 0:05:50Abertawe Bro Morgannwg Health Board confirmed complaints

0:05:50 > 0:05:54about Kris Wade's conduct here at Rowan House first

0:05:54 > 0:05:57emerged in January 2012. Eventually there were allegations

0:05:57 > 0:06:00he had sexually assaulted three patients with learning difficulties.

0:06:00 > 0:06:03In October 2012 he was suspended while a multi-agency protection

0:06:03 > 0:06:07of vulnerable adults review was carried out,

0:06:07 > 0:06:11including a criminal investigation by South Wales Police.

0:06:11 > 0:06:15Although no prosecution followed, the health board's own disciplinary

0:06:15 > 0:06:18procedures resulted in Wade being sacked for gross misconduct.

0:06:18 > 0:06:22But that wasn't until earlier this year, nearly four years after

0:06:22 > 0:06:25the first allegations were reported.

0:06:25 > 0:06:29South Wales Police say the allegations surrounding

0:06:29 > 0:06:32Rowan House were fully investigated but in each case no further action

0:06:32 > 0:06:36was taken, following advice from the Crown Prosecution Service.

0:06:36 > 0:06:39Campaigners working for those with learning difficulties say

0:06:39 > 0:06:42such people often feel they are denied justice.

0:06:42 > 0:06:45I think there is a stigma associated often with being a person

0:06:45 > 0:06:48with a learning disability, in that your opinions,

0:06:48 > 0:06:55your comments, your views are not valued or taken seriously

0:06:55 > 0:06:58and I think it's well documented that there have been

0:06:58 > 0:07:01a number of instances where Crown Prosecution Services

0:07:01 > 0:07:04have looked at issues of serious allegations of abuse or other

0:07:04 > 0:07:07offences, but have felt there wasn't enough evidence to proceed.

0:07:07 > 0:07:10We need to know how they were communicated

0:07:10 > 0:07:14with when evidence was being gathered and what credibility

0:07:14 > 0:07:17was given to the concerns that they raised, very serious

0:07:17 > 0:07:21concerns, people who said they had been sexually assaulted by somebody

0:07:21 > 0:07:26we now know has subsequently been convicted for murder.

0:07:26 > 0:07:30Christine James' family are painfully aware that had

0:07:30 > 0:07:35there been enough evidence to prosecute Kris Wade

0:07:35 > 0:07:37for the sexual assaults when they first arose in 2012,

0:07:37 > 0:07:40he wouldn't have been living in these flats next

0:07:40 > 0:07:42to the grandmother he went on to murder.

0:07:42 > 0:07:46The former Economy Minister - Edwina Hart - has been accused

0:07:46 > 0:07:49by the Welsh Conservatives of breaking the ministerial code.

0:07:49 > 0:07:53She approved more than ?3 million to support the firm Kancoat -

0:07:53 > 0:07:56near her Gower constituency - despite a warning that

0:07:56 > 0:07:58its business plan was weak. The company later went bust.

0:07:58 > 0:08:01The Welsh Government says the code wasn't broken,

0:08:01 > 0:08:04as the firm was outside her constituency.

0:08:04 > 0:08:07Tributes have been paid to former union leader Terry Thomas -

0:10:42 > 0:10:46it was hard to get back but I worked so hard to be in such

0:10:46 > 0:10:48good shape for this, I wanted to get close,

0:10:48 > 0:10:51if not over 70 metres. But it didn't happen and I'm over it

0:10:51 > 0:10:53now but at the time, I was a bit frustrated.

0:11:01 > 0:11:04As great a success as it has been, you really have to take it

0:11:04 > 0:11:07with a pinch of salt because as Paralympics GB,

0:11:07 > 0:11:10we won a lot of medals and, like you said, Russia were not

0:11:10 > 0:11:14there so it's going to be very hard to beat that medal tally ever again.
