:01:02. > :01:04.Arriving at court today, for the past weeks, Gordon Anglesea

:01:05. > :01:05.has sat in the dock, listening to the

:01:06. > :01:12.Barrister Tania Griffiths QC took Gordon

:01:13. > :01:15.Anglesea back to October 1991 and a call he received from a national

:01:16. > :01:19.The next day, that newspaper published a report,

:01:20. > :01:22.which was headlined, new child abuse scandal.

:01:23. > :01:25.Gordon Anglesea was named as a regular visitor to the Bryn

:01:26. > :01:33.The article also said he had retired from the police suddenly and without

:01:34. > :01:43.Since that day, has life ever be the same?

:01:44. > :01:48.In a subsequent libel trial, Gordon Anglesea

:01:49. > :01:50.won more than a third of ?1 million in compensation.

:01:51. > :01:52.The jury was told about the defendant's time

:01:53. > :01:55.running a Home Office attendance centre for young offenders, which

:01:56. > :01:57.was based at St Joseph's School in Wrexham.

:01:58. > :01:59.The buildings there have changed in the last 30 years.

:02:00. > :02:00.Gordon Anglesea denied claims he sexually

:02:01. > :02:03.abused one bite at the attendance centre and watched others in the

:02:04. > :02:13.He was taken through the names of some convicted child

:03:37. > :03:40.That's according to a committee of Assembly Members.

:03:41. > :03:42.The UK Government insists the Wales Bill, currently

:03:43. > :03:43.passing through Parliament, will secure "stronger" devolution.

:03:44. > :03:46.But a cross party committee in the Senedd says the Bill

:03:47. > :03:56.Here's our political reporter James Williams.

:03:57. > :03:59.It's meant to push things forward, but there's concern the Wales Bill

:04:00. > :04:01.as it stands could roll back Welsh devolution.

:04:02. > :04:07.The latest warning comes from a committee of Assembly Members.

:04:08. > :04:10.It isn't going to be a durable settlement.

:04:11. > :04:16.It might only last for a couple of years, if that.

:04:17. > :04:18.But more importantly, there are dangers within this bill

:04:19. > :04:20.that could roll the devolution settlement backwards and that'll be

:04:21. > :04:23.the first time a Government of Wales Bill has ever done that.

:04:24. > :04:26.From taxi licensing to speed limits, energy projects such as fracking,

:04:27. > :04:28.to control over the voting age in assembly elections.

:04:29. > :04:31.Just some of the powers on offer under the Wales Bill.

:04:32. > :04:34.Now, the main point of contention is about the structure of devolution.

:04:35. > :04:36.As it stands, the areas Assembly Members here

:04:37. > :04:38.in the Senedd can make laws on are written down.

:04:39. > :04:42.Essentially, under this new proposed new system,

:04:43. > :04:45.it would be those areas where AMs could not make laws that

:04:46. > :04:48.would be written down - it would be a list of powers

:04:49. > :04:50.But there's concern the list, which has already been

:04:51. > :05:00.Thousands of farm workers have their wages protected thanks

:05:01. > :05:11.The committee says it wouldn't be possible to pass that law under

:05:12. > :05:22.I think there has been more thought put into this Wales Bill than any

:05:23. > :05:25.previous piece of legislation to do with devolution and I recently

:05:26. > :05:28.delivered a lecture where I argued the last thing we wanted to do

:05:29. > :05:31.In terms of rolling back the devolution settlement,

:05:32. > :05:34.I think it is almost a deliberate dishonesty on behalf

:05:35. > :05:42.Yet, criticism of the current Bill extends beyond the Senedd,

:05:43. > :05:46.with some pointing the finger of blame at Westminster.

:05:47. > :05:48.I think there is a general lack of interest in Welsh

:05:49. > :05:52.We are very much the poor relations when it comes to discussions,

:05:53. > :05:54.even behind Northern Ireland in this respect.

:05:55. > :05:57.When you put it together it comes up with a pretty weak Bill that does

:05:58. > :06:00.not pay any serious attention to some constitutional principles

:06:01. > :06:05.and ambitions for the devolution settlement in Wales.

:06:06. > :06:06.The Wales Bill's grand ambition is to solidify

:06:07. > :06:09.the foundations of devolution, but many want it taken back

:06:10. > :06:26.Up to 100,000 litres of Kerosene has leaked from a major fuel pipeline

:06:27. > :06:30.It's already had an impact on local wildlife, with many fish found dead

:06:31. > :06:34.The incident has been linked to repair work on a major pipeline

:06:35. > :06:36.in the area which carries fuel from Pembroke refinery

:06:37. > :06:38.Valero, the pipeline owner, has apologised.

:06:39. > :06:48.In the quiet Carmarthenshire countryside, teams have been working

:06:49. > :06:51.around the clock to prevent tens of thousands of litres of kerosene

:06:52. > :06:56.from causing major damage to the local environment.

:06:57. > :06:58.The volume at the moment, we are working on estimates.

:06:59. > :07:01.It is around about 70,000 - 100,000 litres of oil

:07:02. > :07:05.However, the company acted very quickly and brought on-board

:07:06. > :07:07.specialist companies, as you can see, to help gather

:07:08. > :07:10.the oil, as they are doing here and they have been fortunate

:07:11. > :07:17.enough in actually recapturing about 60,000 litres earlier today.

:07:18. > :07:20.The consequences of the kerosene spill from a nearby fuel pipeline

:07:21. > :07:26.Already, local anglers have pulled a number of dead fish out

:07:27. > :07:30.Just a few hundred yards down the road behind me is where work

:07:31. > :07:33.is being carried out to repair a defect on a high pressure fuel

:07:34. > :07:38.line which runs under the eastbound carriageway.

:07:39. > :07:41.It is not certain that the moment whether the work being carried

:07:42. > :07:43.out here has caused the kerosene to leak.

:07:44. > :08:00.Some locals say they noticed oil in the river two days ago.

:08:01. > :08:01.They then contacted the relevant authorities immediately.

:08:02. > :08:04.Since then, there continues to be a strong smell of kerosene vapour

:08:05. > :08:07.in the air and people have been informed to keep their windows shut.

:08:08. > :08:09.The river affected by the spill runs through local

:08:10. > :08:13.He says the impact this could have on his livestock

:08:14. > :08:17.I am very frustrated, not just any inconvenience

:08:18. > :08:19.the movement of the animals and things, but in the

:08:20. > :08:26.This is my local river, basically and now it is

:08:27. > :08:29.polluted and will be polluted for years to come.

:08:30. > :08:31.This is not something that is going to get better overnight.

:08:32. > :08:36.Once you kill everything in the river, it's gone.

:08:37. > :08:39.Work will continue here for a number of days to minimise the impact

:08:40. > :08:43.Public Health Wales says it is unlikely that anyone exposed

:08:44. > :08:46.to fuel oil for a short period of time will have any long-term

:08:47. > :08:48.health effects but they are advising anyone who comes into contact

:08:49. > :08:56.with the oil should seek medical attention if they become unwell.
