0:00:54 > 0:00:55been stalled until now.

0:01:01 > 0:01:04This was once an old brickworks, part of Merthyr Tydfil's industrial
0:01:04 > 0:01:09past.
0:01:09 > 0:01:11On the hill above the town's Cyfarthfa retail park,
0:01:11 > 0:01:13home to many big chains, work is starting
0:01:13 > 0:01:15on a less familiar name.
0:01:15 > 0:01:16This the new Trago Mills site.
0:01:16 > 0:01:19The discount store's first site outside the south-west of England.
0:01:19 > 0:01:22It sells everything from carpets to clothes.
0:01:22 > 0:01:25Cyfarthfa just across the road is trading very well indeed.
0:01:25 > 0:01:27They have all the brands, a typical retail park,
0:01:27 > 0:01:35the pre-eminent retail park in the valleys already.
0:01:35 > 0:01:37You will add our proposition to it, I think it
0:01:37 > 0:01:39is an offer that the shopping public will not resist
0:01:39 > 0:01:45and it will put Merthyr as a destination on the map.
0:01:45 > 0:01:47This is what it should look like but it has
0:01:47 > 0:01:51been a long time coming.
0:01:51 > 0:01:53We've been reporting on the development for 20 years.
0:01:53 > 0:01:55Merthyr council has tonight given the
0:01:55 > 0:01:58go-ahead to a ?20 million out-of-town development.
0:01:58 > 0:02:02Planning problems and economic turmoil caused
0:02:02 > 0:02:05continued delays but now work is finally underway.
0:02:05 > 0:02:08It is the latest in a series of big investments in Merthyr
0:02:08 > 0:02:11in recent years.
0:02:11 > 0:02:13In March, General Dynamics opened its new plant in the
0:02:13 > 0:02:16town where it assembles and tests the next generation of armoured
0:02:16 > 0:02:20vehicles, creating 250 jobs.
0:02:20 > 0:02:22And more than 250 people are employed at
0:02:22 > 0:02:27exhaust maker Tenneco Walker which opened in Dowlais.
0:02:27 > 0:02:29Part of the council strategy is to develop
0:02:29 > 0:02:30economic development and regeneration.
0:02:30 > 0:02:33We have got a very strong development team and they work with
0:02:33 > 0:02:35manufacturers and retailers from start to finish.
0:02:35 > 0:02:40It really is a good package we offer.
0:02:40 > 0:02:42There are concerns that the new shopping development could attract
0:02:42 > 0:02:48people away from the town centre.
0:02:48 > 0:02:50Amongst Merthyr's for sale signes, this restaurant opened a year ago.
0:02:50 > 0:02:52The owners say it is thriving and believe
0:02:52 > 0:02:59Trago Mills adds to what the town has two offer.
0:02:59 > 0:03:01I think a lot has been done by Merthyr Council,
0:03:01 > 0:03:04the college in the centre of town as well, that is all creating
0:03:04 > 0:03:09excitement in the town itself.
0:03:09 > 0:03:12There is a need for both a retail park and Trago Mills but
0:03:12 > 0:03:19also the town centre should be a thriving hub as well.
0:03:19 > 0:03:20Trago Mills rejects any suggestions that its
0:03:20 > 0:03:22plans will hurt shops in the town.
0:03:22 > 0:03:24Children celebrating today were not even born
0:03:24 > 0:03:30when this was first planned.
0:03:30 > 0:03:33But the council say this is a clear sign that Merthyr is on the up.
0:03:33 > 0:03:35A pharmaceutical company in Flintshire is to close
0:03:35 > 0:03:37with the loss of 66 jobs.
0:03:37 > 0:03:38NuPharm will cease trading
0:03:38 > 0:03:40at Deeside Industrial Park by the end of December,
0:03:40 > 0:03:50due to "significant cash losses".
0:03:50 > 0:03:51The company makes products for the pharmaceutical
0:03:51 > 0:03:53and healthcare industries.
0:03:53 > 0:03:54The cause of a 100,000 litre oil spill
0:03:54 > 0:03:56into a Carmarthenshire stream, is yet to be found.
0:03:56 > 0:03:59The pipeline which carries Kerosene from Pembroke's Valero refinery,
0:03:59 > 0:04:00breached near Nant-y-caws on Tuesday.

0:04:07 > 0:04:10Heart surgeons in Cardiff recently became the first in Wales to perform
0:04:10 > 0:04:12a ground breaking procedure which could help save
0:04:12 > 0:04:15and transform many lives.
0:04:15 > 0:04:17But as things stand the surgery isn't routinely
0:04:17 > 0:04:18available on the Welsh NHS.
0:04:18 > 0:04:21But one of the country's leading heart surgeons has told Wales Today
0:04:21 > 0:04:25it's "essential" it should be.
0:04:25 > 0:04:26Our health correspondent Owain Clarke has this
0:04:26 > 0:04:29exclusive report.
0:04:30 > 0:04:32It's early morning but this surgical team at Wales' biggest
0:04:32 > 0:04:33hospital is already hard at work.
0:04:33 > 0:04:36This elderly patient had been complaining about chest pains.
0:04:36 > 0:04:38Doctors found out that one of the valves in his heart
0:04:38 > 0:04:41was becoming blocked.
0:04:41 > 0:04:44It's quite a complicated thing to repair but with one of Wales'
0:04:44 > 0:04:47most eminent heart surgeons in charge, you would not know it.
0:04:47 > 0:04:50He is having an aortic valve replacement and coronary bypass.
0:04:50 > 0:04:59It should hopefully give him a better quality of life.
0:04:59 > 0:05:02Any type of heart surgery, by its very nature, can be really
0:05:02 > 0:05:05tricky and certainly very advanced.
0:05:05 > 0:05:14But earlier on this year in the summer, the lead
0:05:14 > 0:05:16surgeon here and her team managed to push the boundaries further
0:05:16 > 0:05:19than ever before and perform a procedure that has never before
0:05:19 > 0:05:20been attempted in Wales.
0:05:20 > 0:05:22Blood is pumped from the heart through a big blood
0:05:22 > 0:05:25vessel called the aorta.
0:05:25 > 0:05:28But if there is a weakness in its walls, it can begin to bulge.
0:05:28 > 0:05:31It is what is known as an aneurysm.
0:05:31 > 0:05:33Although it is rare, if any of the bulges
0:05:33 > 0:05:38burst, the consequences can be catastrophic.
0:05:38 > 0:05:40Previously repairing certain types of aneurysms would have needed
0:05:40 > 0:05:42a patient to undergo two separate big operations.
0:05:42 > 0:05:48Now they can be fixed in one go.
0:05:48 > 0:05:51We open the arch of the aorta and we deploy this,
0:05:51 > 0:05:54this is how it looks when it comes out of its package,
0:05:54 > 0:05:57we deploy it into the aorta and all these bits, blood vessels
0:05:57 > 0:06:01to the brain, come out.
0:06:01 > 0:06:03She carried out the procedure for the first time in Cardiff just
0:06:03 > 0:06:08a few months ago.
0:06:08 > 0:06:10Former nurse Menna Hurford is that patient.
0:06:10 > 0:06:11She had a family history of heart problems.
0:06:11 > 0:06:16Her father died in his early 60s.
0:06:16 > 0:06:21I would go to New Zealand every other year because my
0:06:21 > 0:06:22daughter lives there.
0:06:22 > 0:06:26I lost that but now I have had my operation I can go.
0:06:26 > 0:06:28The problem is, the operation, as things stand, is not
0:06:28 > 0:06:31routinely available in Wales.
0:06:31 > 0:06:36It only took place because there was a special request for funding.
0:06:36 > 0:06:38But the process of making those requests is long and drawn-out.
0:06:38 > 0:06:41The alternative is to send a patient to Birmingham.
0:06:41 > 0:06:44Especially with advanced screening, more of these are diagnosed,
0:06:44 > 0:06:48so it is essential that we offer this as a service routinely and have
0:06:48 > 0:06:53these cases referred to us.
0:06:53 > 0:06:56This team and the heart surgery unit in Cardiff can already boast
0:06:56 > 0:06:58some of the best results anywhere in Britain.
0:06:58 > 0:07:01The hope is that soon they will be able to do even more,
0:07:01 > 0:07:07offering surgery that is right at the cutting edge.
