:00:10. > :00:13.Our top stories: More money for childcare and health but local

:00:14. > :00:15.councils and deprived communities lose out in the Welsh budget.

:00:16. > :00:17.Police investigating the disappearance of the missing

:00:18. > :00:19.Cardiff grandmother Lorraine Ridout search two houses.

:00:20. > :00:21.And we've had years of Welsh Government policies trying

:00:22. > :00:44."Investing for today, preparing for tomorrow".

:00:45. > :00:47.That's the catchy phrase from today's Welsh Government budget.

:00:48. > :00:49.The Finance Secretary, Mark Drakeford, has a total pot

:00:50. > :00:53.of nearly ?15 billion, slightly more than last year.

:00:54. > :01:08.He explained how he plans to divide it up.

:01:09. > :01:15.And determined to use next year for public services to plan about

:01:16. > :01:19.difficult times ahead. The spending will be paid

:01:20. > :01:22.for by cuts to some areas of local government,

:01:23. > :01:24.community projects and to schemes Here's our political

:01:25. > :01:27.editor, Nick Servini. Doctors and nurses is the game

:01:28. > :01:30.of choice for these children at Funstop nursery in Butetown

:01:31. > :01:32.in Cardiff and health is also With a cash injection it now makes

:01:33. > :01:39.up almost half of the budget. A 2.5% increase this

:01:40. > :01:42.year, or ?240 million. But where there is give

:01:43. > :01:44.there is take, as local It's those services that keep our

:01:45. > :01:54.streets tidy that see a cut. With inflation taken into account,

:01:55. > :01:56.local councils budget And this is a sector that has

:01:57. > :02:03.been hit year-on-year. But nevertheless it's the best deal

:02:04. > :02:06.they've had for years. These children are just

:02:07. > :02:17.starting theirs, so it's good news for them that overall the education

:02:18. > :02:20.budget goes up by 1.3%. Although Schools Challenge Cymru,

:02:21. > :02:25.a scheme to raise performance levels of schools in economically deprived

:02:26. > :02:30.areas, is cut saving around ?15 million of the Welsh

:02:31. > :02:42.Government's budget has indeed all gone and it could be good news

:02:43. > :02:45.for these three and four-year-olds with ?10 million put towards a pilot

:02:46. > :02:48.scheme to deliver a long-term vision for 30 hours of free

:02:49. > :02:52.childcare a week. The cost of this childcare will rise

:02:53. > :02:56.dramatically in future years. Who knows what these children

:02:57. > :03:00.will be doing in years to come, but fixing the skills

:03:01. > :03:03.gap here is a budget aim with ?111 million

:03:04. > :03:06.put towards apprenticeships. And could these trainee builders

:03:07. > :03:09.end up helping with big Plans for an M4 relief road

:03:10. > :03:16.and the Metrorail scheme in south-east Wales have been

:03:17. > :03:20.earmarked for more than ?1 billion This isn't just a straightforward

:03:21. > :03:27.Labour budget. Without a majority, they've had

:03:28. > :03:30.to weigh it up with Plaid Cymru So what were the reactions

:03:31. > :03:36.from Plaid and the other opposition Often in politics we can

:03:37. > :03:40.do more when we work across party boundaries,

:03:41. > :03:43.when we look for that common ground. And we welcome that opportunity

:03:44. > :03:46.to deliver together the kind of changes that the people of Wales

:03:47. > :03:53.themselves want to see. Certainly there are aspects of this

:03:54. > :03:58.budget that we would welcome, particularly the increase

:03:59. > :04:03.in health spending. It is my earnest wish that this

:04:04. > :04:06.draft budget will deliver for Welsh communities where so many others

:04:07. > :04:08.before it have failed. But you will forgive me

:04:09. > :04:12.if I reserve some scepticism, given that outcomes in so many

:04:13. > :04:15.areas of public life Today's budget is really

:04:16. > :04:21.a work in progress. Things may change after finding out

:04:22. > :04:25.what Wales gets from next year's UK budget when the Chancellor's

:04:26. > :04:28.favourite famous red box We'll get an idea of

:04:29. > :04:33.what it could contain from Philip Hammond's Autumn

:04:34. > :04:37.Statement next month. Police investigating

:04:38. > :04:40.the disappearance of a Cardiff grandmother, missing for nine

:04:41. > :04:42.months, are searching 57-year-old Lorraine Ridout hasn't

:04:43. > :04:47.been seen since January Over the last few months specialist

:04:48. > :04:53.police teams have carried out several searches of the River Taff

:04:54. > :04:57.and the community have helped search Lorraine Ridout lives

:04:58. > :05:06.on the sprawling Gabalfa estate, where she is well-known

:05:07. > :05:08.and well liked. But one evening earlier this year

:05:09. > :05:10.the 57-year-old grandmother That was the last

:05:11. > :05:18.confirmed sighting of her. Police say her disappearance remains

:05:19. > :05:20.unexplained and they have been Lorraine Ridout has not been seen

:05:21. > :05:24.since 7.00pm on the 31st She popped out to see a friend

:05:25. > :05:28.near her home on the Gabalfa estate. Today police began searching

:05:29. > :05:31.a property here in Gabalfa and another property in the Ely

:05:32. > :05:33.district of the city. At this house in Gabalfa's Aberporth

:05:34. > :05:36.Road a special forensic team spent A number of items were removed,

:05:37. > :05:42.grass was cut and officers In a statement, South Wales Police

:05:43. > :05:48.said they were looking for clues which may help to explain

:05:49. > :05:51.what has happened to her. It was a similar scene

:05:52. > :05:53.at this property in the Ely district of the capital

:05:54. > :05:55.about three miles away. It's a case of walking around

:05:56. > :06:00.and showing our support. In the days after her disappearance

:06:01. > :06:03.Lorraine's son and daughter helped the community and police

:06:04. > :06:05.with the search of the river bank near her home and specialist teams

:06:06. > :06:08.have already trawled the Taff. Friends in Gabalfa say the family

:06:09. > :06:11.are now desperate for news. It's been ten months

:06:12. > :06:13.and still nothing and I hope further her family's sake

:06:14. > :06:16.they get some answers soon. I didn't know her as a friend

:06:17. > :06:23.but she always said hello to us Detectives say they followed up

:06:24. > :06:29.hundreds of lines of enquiry and say the family have been cooperating

:06:30. > :06:32.fully and understand no stone must be left unturned in their efforts

:06:33. > :06:34.to find out what has North Wales Police are investigating

:06:35. > :06:41.allegations that the woman at the centre of the Ched Evans

:06:42. > :06:43.trial has again been The footballer was found not guilty

:06:44. > :06:49.at a retrial of raping The complainant was forced to move

:06:50. > :06:55.house at least five times following the original trial,

:06:56. > :06:59.after being repeatedly identified The children's charity UNICEF says

:07:00. > :07:06.257 Syrian refugees have now been relocated to Wales and officials

:07:07. > :07:10.expect more to arrive. Speaking at an anti-slavery

:07:11. > :07:15.conference in Newport, the Hollywood actor and UNICEF

:07:16. > :07:17.ambassador, Michael Sheen, welcomed the new arrivals,

:07:18. > :07:24.but says more needs to be done. They are first and foremost children

:07:25. > :07:26.and they need protection and they have a right to protection

:07:27. > :07:30.so I think anything we can It will never be enough

:07:31. > :07:35.because no-one can do enough when you have the greatest

:07:36. > :07:37.humanitarian crisis since the Second World War

:07:38. > :07:39.going on on our watch. But I hope that we will step up

:07:40. > :07:43.and do whatever we can. Is trapping infected badgers

:07:44. > :07:46.in cages and killing them the way Despite launching a fresh

:07:47. > :07:51.consultation on how to deal with the disease in badly affected

:07:52. > :07:55.areas, the Welsh Government has ruled out an England-style cull

:07:56. > :08:00.with farmers shooting badgers. Here's our environment

:08:01. > :08:07.correspondent, Steffan Messenger. Gwyndaf Thomas's herd

:08:08. > :08:09.of cows is shrinking. He's lost 110 to TB this year

:08:10. > :08:12.with more set to be This is a notice of intent

:08:13. > :08:20.to slaughter bovine animals. All the herd had a blood test

:08:21. > :08:27.as well, of which 75 came So there is some crossover and 85

:08:28. > :08:36.have to go from here next week. 9,500 cattle have been

:08:37. > :08:40.killed already this year as the Welsh Government tries

:08:41. > :08:43.to stamp out TB in Wales. Latest figures show there has been

:08:44. > :08:47.a 19% fall in new incidents But farmers say it's pointless

:08:48. > :08:55.to keep killing cattle without doing something about badgers who can also

:08:56. > :08:59.carry the infection. A trial to vaccinate them in north

:09:00. > :09:02.Pembrokeshire was put on hold last year due to a global shortage

:09:03. > :09:06.of the TB jab. Time then to take stock

:09:07. > :09:12.and introduce a refreshed approach according to the Rural Affairs

:09:13. > :09:17.Secretary, Lesley Griffiths. I am keen to build on this success

:09:18. > :09:21.and speed up progress with a set We must focus on our long-term

:09:22. > :09:26.objective of TB eradication. The new plans split the country

:09:27. > :09:29.into different areas based on how In high incident areas

:09:30. > :09:36.like Pembrokeshire, Carmarthenshire and the border with England,

:09:37. > :09:39.farmers will face more Farms that have a persistent

:09:40. > :09:44.problem will be given And where it can be shown that

:09:45. > :09:50.badgers are part of the problem, the government will consider

:09:51. > :09:52.whether to trap, test We don't think that large-scale

:09:53. > :09:57.killing is appropriate in Wales. We really do need to try this

:09:58. > :10:04.minimal damage approach first. It's very serious taking out

:10:05. > :10:07.a population of wildlife. Both farming leaders,

:10:08. > :10:10.who had been calling for a cull, and wildlife campaigners,

:10:11. > :10:14.who were opposed, were in the Senedd to watch

:10:15. > :10:18.the Secretary's announcement. We realise that she is upping

:10:19. > :10:22.the ante on a number of restrictions that we will have on some

:10:23. > :10:25.of the worst areas in Wales so that is a challenge

:10:26. > :10:30.for a lot of farmers. There is no one strategy,

:10:31. > :10:33.no one solution fits all so we would work

:10:34. > :10:36.with the government on looking at evidence-based solutions including

:10:37. > :10:39.stricter bio-security measures. For decades bovine TB has been

:10:40. > :10:43.ruining livelihoods in rural Wales. Several different ministers

:10:44. > :10:47.and governments have wrestled A 12 week consultation will now be

:10:48. > :10:54.launched to ask people's views Rugby and despite a knee injury

:10:55. > :11:02.the Wales number eight Taulupe Faletau has been included

:11:03. > :11:04.in Wales' squad for There had been doubts

:11:05. > :11:08.whether players based in England would be available for the opening

:11:09. > :11:10.game against Australia because the game falls outside

:11:11. > :11:12.the official window. But interim coach Rob Howley said

:11:13. > :11:15.Jamie Roberts and George North Football, and drama

:11:16. > :11:23.at the Racecourse tonight as Wrexham's FA Cup qualifying

:11:24. > :11:26.fourth round replay against Stamford has gone to extra time,

:11:27. > :11:28.after two late goals But Stamford are

:11:29. > :11:33.currently leading 3-2. Let's see what the

:11:34. > :11:35.weather has in store. It's a bit chilly out there tonight

:11:36. > :11:42.with a mixture of sunny spells A few showers about tonight

:11:43. > :11:45.blowing across the country. Some dry and clear whether as well,

:11:46. > :11:50.especially in the south-east Tomorrow, the remnants

:11:51. > :11:56.of Hurricane Nicole will track towards Greenland and that

:11:57. > :12:00.will buckle the jet stream with high-pressure

:12:01. > :12:05.developing across Ireland. So tomorrow, a few showers

:12:06. > :12:07.about in the morning. The best of the dry

:12:08. > :12:12.weather and sunshine Across the rest of the UK it's

:12:13. > :12:19.going to be cool and windy towards the east coast tomorrow

:12:20. > :12:22.with some heavy showers inland. A few showers further west too,

:12:23. > :12:25.otherwise most places dry Closer to home, a sprinkling

:12:26. > :12:32.of showers across Wales Some places dry and there will be

:12:33. > :12:39.some blue sky and sunshine as well. Temperatures are a little

:12:40. > :12:41.higher than today. Tomorrow night, one of two

:12:42. > :12:43.showers in the North. Also a few showers feeding

:12:44. > :12:45.into Pembrokeshire. Elsewhere, dry,

:12:46. > :12:48.clear and quite cold. Some ground frost

:12:49. > :12:50.in the countryside. On Thursday, showers in the north

:12:51. > :12:53.and in the far west but otherwise it's looking dry with some sunshine

:12:54. > :12:56.and lighter winds as well. More dry weather on Friday but watch

:12:57. > :12:59.out for a few morning mist The best of the sunshine

:13:00. > :13:06.in parts of the west. For the weekend it's not

:13:07. > :13:09.looking too bad. Mind you, a chilly breeze will pick

:13:10. > :13:16.up over the weekend from the east with temperatures around

:13:17. > :13:17.the seasonal That's Wales Today.

:13:18. > :13:26.Thank you for watching. From all of us on the

:13:27. > :13:29.programme, good night.
