:00:45. > :00:50.But the increases set out by the Welsh Government are modest.

:00:51. > :00:53.Gwynedd, the biggest winner - sees its budget go up

:00:54. > :00:58.So, could this be an end to the era of big council cuts?

:01:07. > :01:09.Councils have taken much of the strain for public sector

:01:10. > :01:14.While many organisations have had to make sacrifices,

:01:15. > :01:16.local authorities feel they've made the hardest yards.

:01:17. > :01:24.With many council budget starting to go up, rather

:01:25. > :01:30.Andrew Morgan is the leader of Rhondda Cynon Taff,

:01:31. > :01:44.Despite the cuts he's Managed to invest in leisure like this

:01:45. > :01:46.one which opened in Aberdare two years ago.

:01:47. > :01:48.But he's gearing up for another tight settlement.

:01:49. > :01:51.My own authority has had a slight increase.

:01:52. > :01:54.?100,000 extra, it's as good as we can hope for at a time

:01:55. > :02:00.Hopefully we can close the budget gap, as we call it,

:02:01. > :02:06.Unless you get a settlement increase of about 2 or 3%,

:02:07. > :02:08.it doesn't cover the increasing costs for local authorities.

:02:09. > :02:11.So higher costs like energy and staff eat away at rises,

:02:12. > :02:18.It will mean next year's crash increase will end up as a small cut.

:02:19. > :02:21.It's a sign of how things have changed that it wasn't that long ago

:02:22. > :02:26.when councils used to complain when they got a 5% budget increase.

:02:27. > :02:29.Now they are getting a slight reduction and using words

:02:30. > :03:23.What about elsewhere in Wales? There was anger last year when brutal

:03:24. > :03:30.councils got the biggest cuts. The biggest increases 0.9%. This is

:03:31. > :03:34.equivalent to a 0.2% rise. The council with the biggest decrease in

:03:35. > :03:36.the last budget is one of the councils getting a reduction of

:03:37. > :03:39.0.5%. The Finance Secretary has called for restraint. In previous

:03:40. > :03:42.years, councils claim to have been hit hard by austerity. There will be

:03:43. > :03:44.a softer side next year which they hope will continue for a long time

:03:45. > :03:45.to come. Former Wales Goalkeeper Gary Sprake

:03:46. > :03:48.has died at the age of 71. The Swansea born footballer won 37

:03:49. > :03:50.caps during his 12-year He was 18when he made his debut

:03:51. > :03:54.against Scotland in 1963. Sprake also made more than 500
